The Islamabad High Court (IHC) on Wednesday sent a matter to the Director Federal Investigation Agency (FIA) regarding the forcible offloading of the citizen from a flight of Azerbaijan, and disposed of the case. The court said that the DG FIA should take action on this request as per the law and submit a report. Justice Arbab Muhammad Tahir issued a written order regarding hearing on a petition of citizen Ehteshamul Haq. The court said that according to the petitioner, he was forcibly offloaded from a flight to Azerbaijan. The petitioner requested to declare the offloading as illegal, it said.

Dense fog paralyses air, road travel in Lahore, parts of Punjab
Dense fog continued to paralyse air and road travel across Lahore and several parts of Punjab, forcing the suspension of flight operations at Allama Iqbal International Airport for more than eight hours besides the diversion of at least five flights to Islamabad. Airport authorities said poor visibility led to the cancellation of flights from Lahore to Dubai, Abu Dhabi, Jeddah and Karachi, while at least 10 international and domestic flights bound for Bangkok, Qatar, Saudi Arabia, China and the United Arab Emirates were unable to depart. The fog severely disrupted both inbound and outbound schedules, leaving passengers stranded. The impact of dense fog was also felt on major highways and urban traffic, with several sections of the motorway network closed as visibility dropped to dangerous levels. According to a motorway police spokesperson, the M-2 motorway from Lahore to Kot Momin was shut, while traffic on the M-11 Lahore–Sialkot motorway was suspended due to persistent fog. The M-3 motorway from Faizpur to Samundri was also closed, with heavy vehicles barred from travelling between Faizpur and Darkhana. In addition, all traffic on the M-4 motorway from Pindi Bhattian to Faisalabad was halted, while heavy transport was stopped from Pindi Bhattian to Abdul Hakim. Motorway Police Central Region spokesperson Syed Imran Ahmed said the primary objective of the closures was to ensure the safety of motorists and passengers during hazardous fog conditions. He warned that speeding and lane violations in foggy weather could result in serious mishaps and urged road users to strictly follow lane discipline. Motorists were advised to avoid unnecessary travel, prefer daytime journeys and observe precautionary measures, including the use of fog lights, maintaining safe speeds and keeping a safe distance from other vehicles. The motorway police also noted that the safest travel window during foggy conditions is generally between 10am and 6pm. According to monitoring reports, shallow to dense fog affected several motorway sections during late-night and early-morning hours, with visibility in some areas dropping to as low as 10 metres. Particularly severe conditions were reported between Jinnah Bus Terminal and Military Chowk, as well as from Kharian Cantonment to Chak Aka. Meanwhile, the Pakistan Meteorological Department said a westerly weather system was affecting western and upper parts of the country and was expected to strengthen, potentially persisting until Thursday. Moderate to dense fog is likely to continue in patches across northeastern and south Punjab during night and early-morning hours. The Met Office forecast cloudy weather for upper and western regions, with isolated rain, wind and thunderstorms — and snowfall over hilly areas — in parts of Balochistan, Khyber-Pakhtunkhwa, Gilgit-Baltistan and Kashmir. ECC approves Rs2.1b for bullet-proof school vehicles
The government has approved an additional budget for the military to procure bullet-proof vehicles for the transportation of schoolchildren in the restive province of Balochistan. The Economic Coordination Committee of the Cabinet approved an additional supplementary allocation of Rs2.1 billion for the purchase of these vehicles. According to an official handout issued by the Ministry of Finance after the meeting, the ECC reviewed and approved a summary submitted by the Defence Division seeking a supplementary grant for the procurement of bullet-proof vehicles, citing operational imperatives and security-related requirements. Prime Minister Shehbaz Sharif had earlier approved the allocation of funds for the procurement of 38 bullet-proof coasters for schoolchildren in Balochistan. The military’s school network, the Army Public School, has been targeted in the past. These schools cater to the children of military personnel as well as civilians across the country. A major terrorist attack on an Army Public School took place in 2014, killing 144 children and injuring 114 others. The ECC was informed that the Rs2.1 billion allocation would be additional and over and above the regular defence budget. For the current fiscal year, the National Assembly has approved a Rs2.55 trillion defence budget. However, certain requirements of the armed forces are often met outside the regular budgetary framework. Last month, the ECC had also approved a Rs50 billion supplementary budget for the armed forces to strengthen security at international borders, upgrade naval bases and continue protection of the China-Pakistan Economic Corridor. Of the total amount, Rs39 billion was allocated to the army and nearly Rs11 billion to the navy. The ECC also approved a Rs167.5 million supplementary grant for awarding prize money to the Pakistan Under-19 men’s cricket team in recognition of their outstanding performance, the Finance Ministry said. Each player of the Under-19 team will receive Rs10 million, while seven match officials have been awarded Rs2.5 million each. Pakistan dominated all three formats and defeated arch-rivals India by 191 runs in the Under-19 Asia Cup final, claiming the title in emphatic fashion. The victory marked a redemption for Pakistan, which had suffered a heavy defeat against the same opponents in the group stage and entered the final against an unbeaten Indian side. Finance Minister Muhammad Aurangzeb said such recognition not only acknowledges sporting excellence but also serves as encouragement for young talent representing the country with distinction at international forums. The ECC also offered Fateha for the departed soul of former two-time finance minister and former governor of the State Bank of Pakistan, Dr Shamshad Akhtar. Paying tribute, Aurangzeb acknowledged her distinguished service to the country, noting that her contributions extended well beyond her role as a caretaker minister. He said key institutional and tax policy reforms implemented later were conceptualised during her tenure. The committee extended heartfelt condolences to her bereaved family and colleagues. Dr Shamshad Akhtar was widely known for her dedication and professionalism. She served on the boards of several government organisations and also held the position of Under-Secretary-General of the United Nations.

10,000 traders stranded as key Pak-Afghan borders remain closed
The Sarhad Chamber of Commerce and Industry (SCCI) has warned that the prolonged closure of key border crossings at Ghulam Khan, Spin Boldak, Kharrachi, and Torkham has caused massive financial losses for traders on both sides of the border. Over 10,000 Pakistani and Afghan traders, along with transit trade shipments, are reportedly stranded at the Karachi port, resulting in billions of rupees in damages. In a statement, SCCI President Junaid Altaf said the chamber had highlighted that 11,000 to 12,000 Afghan transit trade and Central Asian Republic containers are stuck at Karachi port due to border closures. He added that thousands of export and import trucks belonging to traders are also parked at these borders, with perishable goods deteriorating, causing escalating losses. "The backlog of containers has forced traders to pay heavy demurrage and detention charges daily, while the closure of borders has disrupted the transit trade supply chain, paralyzing port, transport, and logistics services," Altaf said. He warned that this situation is not only severely affecting national exports but also contributing to rising unemployment and placing traders reliant on cross-border trade under immense financial strain.

The Lahore district administration has formally approved the conditional revival of Basant in 2026, allowing kite flying under an extensive set of safety regulations aimed at protecting lives while restoring one of the city’s most celebrated cultural traditions. Deputy Commissioner Syed Musa Raza issued a notification permitting Basant celebrations within the district limits scheduled for February 6, 7 and 8. The move marks a significant policy shift after years of restrictions, with authorities emphasising that the festival will proceed under strict enforcement of safety laws and regulatory oversight. According to the notification, kite flying will be allowed exclusively on the three designated days, while the manufacture, trade and sale of approved kite-flying material will be regulated through a mandatory registration system. Manufacturers, traders and sellers must complete digital registration via the e-Biz application or the official portal basant.punjab.gov.pk, with the registration process already under way. The administration specified that the production and trade of kite-flying material will be permitted from December 30, 2025 through February 8, 2026. Retail sale to the public, however, will be restricted to February 1 through February 8. Only registered vendors will be authorised to sell kite-flying material and all certificates must be displayed prominently at business premises. Authorities have imposed a ban on spools and all forms of hazardous kite string, including nylon, plastic, metallic wire, chemical-coated or glass-coated maanjha. Only cotton string meeting strict technical specifications will be allowed, and it must be wound in a round form known as 'pinna'. Each pinna will carry a unique QR code to ensure traceability and verification. The notification also defines permissible kite dimensions. A ‘patang’ may not exceed 35 inches in width and 30 inches in length, while a ‘guda’ must be 40 inches in width and 34 inches in length. Unity, dialogue key to peace: Ashrafi
Pakistan Ulema Council (PUC) Chairman Hafiz Tahir Mehmood Ashrafi has said that unity, dialogue and justice are the foundations of a strong and peaceful Pakistan. Addressing a scholars and clerics conference in Faisalabad on Sunday, the PUC chairman said Pakistan’s armed forces and leadership are fully capable of safeguarding the country’s sovereignty and stability. He said that peace and harmony can only be ensured by strengthening institutions and promoting justice-based systems. Hafiz Tahir Mehmood Ashrafi said that Pakistan has made great sacrifices in the fight against terrorism and will continue efforts for regional peace. The PUC chairman urged neighbouring Afghanistan to play a constructive role in ensuring stability and preventing elements that threaten peace. Three-year-old critically injured after being mauled by security guard's pet dog in Pattoki
A three-year-old boy was critically injured after being mauled by a pet dog owned by a housing society security guard in Pattoki, Punjab, causing severe injuries to his neck, head, face, and back, rescue officials said. Rescue sources said the injured child was initially taken to the Tehsil Headquarters Hospital Pattoki, where he received medical treatment. However, due to the seriousness of his condition, doctors referred him to Lahore for advanced care. Upon learning of the incident, Assistant Commissioner Pattoki Nishtar Rehman Lodhi visited the family to express solidarity and assess the situation. The child’s family told the assistant commissioner that they had repeatedly warned the housing society’s security guard about keeping a pet dog, but their concerns were consistently ignored. The assistant commissioner assured the family that they would receive full justice and that strict action would be taken against those responsible. Following a written complaint by the family, City Police Station Pattoki registered a case against the security guard and initiated legal proceedings. Police officials said the investigation was ongoing and that action would be taken in accordance with the law.

Blame game erupts between MQM factions over Dr Imran Farooq's murder
Following the death of Shumaila Imran, widow of slain Muttahida Qaumi Movement leader Dr Imran Farooq, rival party factions — MQM-London and MQM-Pakistan — have been locked in a bitter blame game, with both sides accusing each other of orchestrating the murder of the party’s former stalwart. The war of words began on Sunday when, during a press conference in Karachi, MQM-P leader Mustafa Kamal alleged that Altaf Hussain had ordered the killing of Dr Imran Farooq. Kamal described his former political boss — the MQM founder — as “a theatrical man” who performed “item songs over corpses” and considered himself a ruler. Kamal further claimed that Dr Imran Farooq was killed as a “gift” on the MQM founder’s birthday, adding that an appeal for donations was also made in connection with the killing. He alleged that the MQM founder relied on foreign funding, destroyed generations, and continued to harm people, urging Dr Farooq’s children not to engage with him. Kamal also stated that he had remained in contact with Dr Farooq’s widow and children, who were placed under Scotland Yard’s protection following the murder. Responding sharply to the allegations, MQM-London Rabita Committee Convener Mustafa Azizabadi termed Kamal’s press conference an extremely shameful attempt to drag Dr Imran Farooq’s family into what he described as filthy politics. He demanded concrete evidence of Altaf Hussain’s involvement in the murder, asserting that if Mustafa Kamal was truthful, he should present proof of his claims. Azizabadi also said Kamal should feel ashamed if he failed to furnish evidence supporting his allegations. However, he also held Kamal responsible for Dr Imran Farooq's murder. Azizabadi further revealed that the Bahadurabad group within MQM-P was displeased with Kamal due to what he described as his erratic behaviour, claiming that Kamal only spoke when “his masters pull the strings.” “Mustafa Kamal is working on an agenda to bury the words MQM and Mohajir,” Azizabadi alleged. Later, the chief of another MQM faction, Afaq Ahmed, also joined the controversy, lashing out at Mustafa Kamal and questioning the motive behind what he called a sudden and surprise press conference. “On whose instructions were you obliged to use such harsh words against your former spiritual father, Altaf Hussain?” Afaq asked. He further remarked, “Alas, the nation knows what your role was in it. Where were you on the day of Dr Imran Farooq’s murder?” Interestingly, Mustafa Kamal suddenly arrived at Bahadurabad along with his associates on Sunday after a lull of several months, but no leader or worker of MQM-Pakistan welcomed him. MQM sources said the party leadership had prior knowledge of the press conference by the Mustafa Kamal group but deliberately avoided meeting them. Her body was brought to Karachi for burial. She reportedly suffered from throat cancer. Shumaila’s spouse Dr Imran Farooq was among the founding members of the MQM when it began as a student movement. He was widely regarded as the party’s ideological architect and played a key role in shaping its constitution, discipline and organisational structure. He was murdered on September 16, 2010, in London. Police said he was attacked outside his home after returning from work. Two men assaulted him using a brick and knives, killing him on the spot. Dr Farooq had moved to London in 1999 after a security forces operation against the MQM over allegations of involvement in terrorist activities. The killing drew international attention and led to a lengthy investigation by Scotland Yard. While several MQM members were later convicted, allegations about the involvement of senior party leadership have persisted. Trial and convictions In 2020, an anti-terrorism court in Islamabad convicted three Pakistani nationals for Dr Imran Farooq’s murder. Khalid Shamim, Mohsin Ali and Moazzam Ali, all MQM members, were sentenced to life imprisonment. Each was also fined Rs1 million, payable to Dr Farooq’s family. British police shared evidence with Pakistani authorities after receiving assurances that the accused would not face the death penalty. The court also ordered the seizure of property belonging to four other suspects who remain absconders. Later investigations found that suspects identified as Syed and Kamran had links to the MQM. Investigators said this strengthened the view that the killing was politically motivated. Dr Farooq’s death marked a turning point for the MQM. The party, which once dominated Karachi’s politics for decades, later splintered into multiple factions amid leadership disputes and internal divisions.

Imran, Bushra to appeal gifts case verdict on 30th
Appeals against the convictions of former prime minister Imran Khan and his wife Bushra Bibi in the Toshakhana-II case have been prepared and are likely to be filed on Monday. The Islamabad Special Judge (Central) Shahrukh Arjumand on December 20 found Imran and Bushra guilty in a corruption case stemming from violations of state gift repository — Toshakhana — rules and sentenced each to 17 years in prison. The court also imposed a fine of Rs16.5 million on each of the convicted personsa failure to pay this fine will result in an additional imprisonment of six-month each. The PTI has decided to challenge the conviction in the Islamabad High Court (IHC) and Barrister Salman Safdar has prepared drafts of two separate appeals challenging the verdict. The appeals state that the prosecution failed to prove the case against the couple. They argue that the Bulgari jewelry set was retained by the former PM and his wife in accordance with Toshakhana rules. The appeals further claim that Sohail Abbas was illegally made an approver and that the trial court wrongly relied on the statement of a pardoned witness, which could not legally be relied upon. It is also argued that the Special Judge (Central) lacked jurisdiction to hear the case and that punishment for the same offence cannot be awarded multiple times. The appellants maintain that the case was registered without proper investigation and that they are being subjected to political victimization. The court has been requested to declare the Toshakhana-II verdict against Imran and Bushra null and void. The Federal Investigation Agency (FIA), the prosecution in the case, accused Imran of misusing his position as the prime minister to acquire a Bulgari jewelry set that the Saudi crown prince presented as a gift during the couple's visit to Saudi Arabia between May 7 and May 10, 2021. The set included a ring, bracelet, necklace, and a pair of earrings. On May 18, 2021, the deputy military secretary informed the section officer of Toshakhana about the need to assess and declare the price of the jewelry set, but it was not deposited. Bulgari sold the necklace for 300,000 euros and the earrings for 80,000 euros to a Saudi franchise on May 25, 2018. However, the price of the bracelet and ring could not be determined. As of May 28, 2021, the total estimated value of the Bulgari jewelry set was approximately Rs75,661,600. The necklace alone was valued at Rs56,496,000, and the earrings at Rs15,065,600. According to Toshakhana rules, 50% of the price would amount to Rs35,765,800, but the jewelry set was undervalued, causing a loss of Rs32,851,300 to the national treasury. The FIA claimed that Imran and Bushra misused their authority, with the PTI founder retaining 58 out of 108 gifts during his tenure as prime minister. In its order, the trial court noted that it was "established beyond doubt" that the accused were entrusted with the possession of the Bulgari jewelry set, which was to be dealt with in accordance with the Procedure for the Acceptance and Disposal of Gifts, 2018. It said the accused, in active connivance with each other, did not deposit the jewelry set in Toshakhana and violated the Procedure for the Acceptance and Disposal of Gifts, 2018.

Over 180 cameras, modern facilities turn Rawalpindi Railway Station ‘smart’
Rawalpindi Railway Station has become Pakistan’s first smart railway station, with security made foolproof through the installation of over 180 cameras and a modern scanning system. The station’s perimeter had already been secured with a strong 10-foot high wall topped with barbed wire and connected to security watchtowers. Modern CCTV cameras installed at the station building, parking area, sitting areas, and entry and exit points keep constant surveillance on all visitors. Passengers’ luggage is screened through advanced scanning machines, with contents clearly visible to active staff on large screens. Staff associated with the smart station system said that transforming Rawalpindi Railway Station into a smart station has significantly improved security, and other railway stations across the country will also be upgraded. Passengers termed the initiative a positive step, saying it would ensure safety for both travellers and the station. Alongside enhanced security, an exemplary cleanliness system has also been established at the station. Uniformed staff of the Rawalpindi Waste Management Company remain engaged in continuous cleaning operations. For passenger convenience, a modern CIP lounge has also been set up, where AC parlour and AC sleeper passengers can spend up to three hours in a comfortable and clean environment for Rs300. Watchtowers have been constructed along this protective boundary, and access to the station building is now restricted to designated routes only. Rawalpindi's Basant lovers vow to celebrate event despite strict restirctions
Despite strict restrictions imposed by the district administration, the Kite Association has announced that Basant will be celebrated in Rawalpindi on February 12 and 13. Association representatives stated that if Basant can be celebrated conditionally in Lahore, it can also be held in Rawalpindi, adding that the city is not a no-go area for Basant lovers. Kite Association Chairman Haji Iqbal and Secretary Muhammad Tayyab said, February 12 would be observed as Basant Night, beginning after Maghrib prayers and continuing until midnight. During this time, only white kites would be flown, slogans of 'Bo Kata' would be raised, rooftop barbecues would be held, and firecrackers and aerial firing would also take place. They claimed that chemical and metallic strings would be banned. They further said that February 13 would be marked as a full 'Basant Day', starting after Friday prayers and continuing until sunset. Kite flying would take place from rooftops of homes, shops, plazas, and in open fields. Kite flyers have already started placing orders for kites and strings from Khyber-Pakhtunkhwa, while production has resumed in inner-city warehouses. Traders have also begun taking bookings through social media and offering home delivery. Supplies of kites from adjoining areas of Khyber-Pakhtunkhwa, including Haripur, Abbottabad, and Khanpur, have surged in Rawalpindi. He warned that cases will be registered against violators, with punishments of up to six-month imprisonment and fines of up to Rs0.5 million. Action will also be taken against parents. Orders have been issued to stop Basant celebrations. The city police officer said that SHOs of all 34 police stations in the district have been issued strict instructions to carry out daily crackdowns against kite and string sales. Anti-kite teams have been formed at each police station, and strict checking has been imposed on entry points from Khyber-Pakhtunkhwa. Confiscated kites will be destroyed immediately. On Basant days, special teams will be deployed to arrest kite flyers by accessing rooftops using ladders from outside. Following the Basant announcement, prices of kites and strings have increased sharply. A small plain kite is being sold for Rs150, a medium one for Rs300, and a large high-quality kite for Rs500. String prices range from Rs2,700 to Rs4,000, while 70 per cent of the strings available in the open market are reportedly metallic and prepared by using chemicals. A police spokesperson said an operation against kite flying is underway across the city. Over the past week, 8,643 kites and 3,985 strings have been seized, and 29 suspects have been arrested and sent to Adiala Jail.

New navigation aid installed in DI Khan
The Pakistan Airports Authority (PPA) has successfully completed the commissioning of a state-of-the-art Doppler VHF Omnidirectional Range and Distance Measuring Equipment (DVOR/DME) at Dera Ismail Khan Airport. The DVOR/DME is a ground-based radio navigation aid used in aviation. It helps aircraft figure out where they are and how far they are from a known point. According to a PAA spokesperson, the project was initiated in 2024 to replace the existing conventional VOR (CVOR) with an advanced navigation system, aimed at enhancing accurate aerial navigation, operational capability, and overall aviation safety. Owing to the professional expertise and tireless efforts of the Communication, Navigation and Surveillance (CNS) team, the project was completed successfully. The flight inspection and calibration process of the newly installed DVOR/DME continued over the past two days and has now been completed successfully. Following successful calibration, the system has been formally commissioned and inducted into operational service. The commissioning of the DVOR/DME at Dera Ismail Khan Airport reflects the PAA's commitment to modernizing aviation infrastructure and ensuring safe and efficient air operations in line with international standards, he said. The DVORDoppler VHF Omnidirectional Rangetells an aircraft its bearing (direction) from the station and Uses very high frequency (VHF) radio signals. It uses the Doppler effect to improve accuracy and resistance to signal reflections. Political tension grips Punjab Assembly amid K-P CM’s visit
Khyber-Pakhtunkhwa Chief Minister Sohail Afridi alleged that the federal government was bent upon pressurising Pakistan Tehreek-e-Insaf founder Imran Khan into submission—a course he warned was pushing Pakistan deeper into political, economic, and social turmoil. ANF seizes record 47kg of cocaine at Karachi Port
The Anti-Narcotics Force (ANF) on Friday seized 47 kilogrammes of cocaine from an imported container during a major operation at Karachi Port, terming it the largest cocaine bust in the force's history. Cocaine, unlike hashish and heroin, is not produced locally and is imported for high-end clients in the posh localities. According to ANF officials, the successful and historic raid foiled an attempt to smuggle narcotics into Pakistan. The seized consignment, valued at millions of dollars in the international market, was hidden skillfully inside a container of imported scrap. Officials said the operation was based on intelligence profiling and risk assessment, which identified seven suspicious containers scheduled to be transported to Gujranwala. Before dispatch, ANF teams carried out a meticulous inspection of all seven containers, leading to the recovery of cocaine from one of them. ANF described the seizure as evidence of its professional expertise, noting that the drugs had been concealed with considerable sophistication. The force emphasised that it continues to perform its duties effectively across seaports, dry ports, highways, inter-provincial routes, and airports. Authorities reiterated their commitment to eliminating the menace of narcotics from the country, declaring that the Karachi Port operation marks a significant step in the ongoing fight against drug trafficking.

Rawalpindi's Ring Road completion pushed to 2026
The completion of Rawalpindi Ring Road Phase 1, a project with an estimated cost of Rs50 billion, which could not be finalised within the deadline set by the Punjab Chief Minister during the year 2025, has now been projected for March 2026. Meanwhile, the Rawalpindi Development Authority (RDA) has also claimed that the feasibility study and PC-I for Ring Road Phase Two will be completed by March next year. According to details, the feasibility study for Ring Road Phase Two, extending from Thalian Interchange on the M-2 Motorway to the GT Road (M-5), will incur an estimated cost of Rs52 million and is expected to be completed by March 2026. Following this, the project's PC-I will be prepared, for which the services of NESPAK have been engaged. It is pertinent to note that the Rawalpindi Ring Road route begins at Banth Mor on the GT Road and terminates at the Thalian Interchange on the motorway after covering a distance of 38.6 kilometres. The project cost has escalated from Rs33b to Rs50b. During a site inspection, Chief Minister Punjab Maryam Nawaz had directed that the project be completed at all costs by 30 December 2025. However, according to RDA sources, approximately 75 per cent of the work has so far been completed. The land acquisition process is currently underway to convert Thalian Interchange into a broad-based interchange, enabling its utilisation for future expansions. While the completion of Phase One by March 2026 is being projected, RDA sources caution that it cannot be stated with certainty whether the project, including the Thalian broad-based interchange, will be fully completed by that time.

Eight-year-old girl critically injured in stray dog culling campaign in Khanewal
An eight-year-old girl was critically injured after being hit by a bullet fired during a stray dog culling campaign launched by the Khanewal district administration, in a tragic incident reported near Ada Khaliqabad within the jurisdiction of Talamba police station. A bullet fired to kill a stray dog struck Sakina, leaving her in critical condition. She was initially left without any official transport and was rushed to hospital by her parents in a private vehicle. She was later shifted to Nishtar Hospital, Multan, where her condition remains critical. Legal experts have strongly criticised the manner in which the campaign is being conducted. Lawyer and former Secretary General of the Khanewal Bar Association, Chaudhry Haroon, said such campaigns are traditionally carried out by feeding poisoned bait to stray dogs, not through indiscriminate firing. He termed the use of firearms in populated areas “completely wrong” and warned that such negligence could lead to further fatalities. Reports indicated that a pellet from a rifle cartridge struck the girl on the head due to a lack of proper safety measures during the operation. The incident has raised serious questions about the planning and execution of the campaign and the failure to ensure public safety. When contacted, SHO Talamba Arslan Amjad Sahi said the child’s father was in the process of submitting a formal application. He assured that a case would be registered against those responsible and that the accused would be arrested after legal proceedings are initiated. Family members of the injured girl confirmed that Sakina remains under treatment at Nishtar Hospital.

PM praises GenZ as 'more aware, more capable'
Prime Minister Shehbaz Sharif on Wednesday said Pakistan's youth were the country's greatest strength and investment in their education and skills was an investment in the future. Addressing the ceremony as he formally launched the distribution of laptops under the Prime Minister's Youth Laptop Programme in Azad Jammu and Kashmir at the University of Azad Jammu and Kashmir (UAJK), the prime minister said the laptops were not merely machines but a means to connect young people with the world, knowledge and opportunity. He cited success stories of students who, he said, had used earlier laptops to build careers and overcome social and economic barriers. "Our youth, especially Gen Z, are more aware, more capable and better equipped to use technology than earlier generations," the prime minister said. He urged students to play a positive role in the digital and social media space, cautioning against the spread of misinformation and fake news. "Truth and falsehood today are often shaped by narratives. Our educated youth must stand for facts and responsibility," he said. Reiterating the government's commitment to merit, the prime minister said laptops had been distributed strictly on merit during previous programmes as well, rejecting criticism that such initiatives were political handouts. He said the continuation of education during the Covid-19 pandemic through laptops was proof of their value. The prime minister also announced major education initiatives for Azad Jammu and Kashmir, including the approval of four Danish Schools, a planned tech-focused Danish University, and the revival of the Prime Minister's Education Endowment Fund to provide scholarships to talented but underprivileged students from AJK, Gilgit-Baltistan, Balochistan and other parts of the country, including for studies abroad. Touching on Kashmir, he said the people of Kashmir had made immense sacrifices and their emotional bond with Pakistan was unbreakable. Chairing a meeting regarding the working group constituted for reforms at country's ports, he directed that various departments linked with ports should further enhance mutual coordination to facilitate the business community so that cargo dwell time could be reduced to the minimum. He also directed that different types of port charges should be further reduced. The prime minister was presented with recommendations regarding facilities and reforms at ports for the business community, PM Office Media Wing said in a press release. The meeting was attended by ministers Ahsan Iqbal, Ahad Khan Cheema, Muhammad Junaid Anwar Chaudhry, Musadik Malik, Minister of State Bilal Azhar Kiyani, Special Assistant Haroon Akhtar and senior relevant government officials. The prime minister stressed that a transparent system should be introduced for the auction of abandoned cargo lying at ports. Separate yards should be established at various ports across the country for the abandoned cargo, and services of internationally reputed companies be engaged for this purpose, he added. He further asked that initial testing laboratories for cargo inspection should be established at the ports, adding unnecessary laboratory testing of cargo should be abolished. The prime minister directed that dredging and expansion work on all ports should be expedited so that large vessels could be berthed. He also emphasized upon the improvement of rail connectivity from ports for inland cargo transportation. During the meeting, the prime minister appreciated the efforts of the working group headed by Ziad Bashir for presenting concrete proposals. Ziad Bashir opined that the transparent privatization of PIA had significantly enhanced the confidence of Pakistan's business community. During the briefing, it was informed that work on the National Ports Master Plan was progressing rapidly. The port community system has recently been made operational. While various fees at country's ports were being reduced and recently more than a 50 percent reduction had been made in bulk cargo fees at Port Qasim. New investments at various ports across Pakistan were improving their performance, it was further added. The prime minister was apprised that an E-bidding system for the auction of abandoned cargo would be introduced soon, enabling anyone across the country to participate in it remotely. Whereas, tenders for the expansion and dredging of Karachi ports had already been awarded, and work would commence soon, it was added. PIA privatization Prime Minister Muhammad Shehbaz Sharif on Wednesday appreciated the government team involved in the privatization of Pakistan International Airlines (PIA), saying the successful completion of the process marked a major milestone achieved in the larger national interest. He directed that all the loss-making State Owned Entities (SOEs) must be offloaded immediately in a transparent manner to avoid annual losses, and the funds should be spent on the country's development and prosperity. Addressing the government team members associated with the privatization process, the prime minister said that the PIA privatization was concluded a day earlier with full transparency, professionalism, and teamwork. He recalled that several attempts had been made in the past to privatize the airlines, but those efforts could not succeed due to some reasons. A similar attempt last year also failed, he added. The prime minister said the government did not lose heart and decided to move forward again on a fast-track basis, despite the complexity and difficulty of the task. He said the process was completed through close coordination, consultation, and teamwork involving legal, financial, and technical experts, as well as relevant ministries. Prime Minister Shehbaz Sharif said that earlier this month, he personally met potential bidders, discussed their concerns in detail, and addressed their reservations. With their consent, December 23 was fixed as the date for divestment, he added. He said the bidding mechanism was finalized through mutual consultation to ensure complete transparency. The cabinet committee approved a reference price of Rs 100 billion as recommended by the Privatization Commission. The prime minister said the bidding process was broadcast live, and the final bid was settled at Rs 135 billion. Including the remaining 25 percent government shareholding, he said the total valuation reached Rs 180 billion. He said the government learned from past failures and ensured that mistakes were not repeated, adding that the entire process was carried out in a transparent and professional manner. Congratulating the nation, the prime minister said the successful conclusion of the process was made possible with the prayers and support of the people. He expressed hope that the new management would bring fresh investment, modern equipment, and new aircraft, enabling PIA to further develop in the coming days. He also congratulated the investors who acquired the airline. The prime minister lauded the efforts of the government team, including Deputy Prime Minister Ishaq Dar, Field Marshal Syed Asim Munir, Defence Minister Khawaja Asif, Finance Minister Muhammad Aurangzeb, Chairman Privatization Commission Muhammad Ali, Usman Akhtar Bajwa, Asad Hussain, and Zeeshan Hussain. He described Chairman Privatization Commission Muhammad Ali as the "star performer" of the team and announced that he would be honoured on March 23 in recognition of his services. The prime minister noted that PIA had been incurring annual losses of around Rs 35 billion due to bad practices, inefficiency, and lack of commitment. He said officers working day and night for national development, poverty reduction, and economic stability were the real heroes. The prime minister also presented awards to the members of the government team who played a key role in successfully completing the PIA privatization process at the ceremony.

80 Pakistani students handed job offer letters for technician positions in Saudi Arabia
As many as 80 Pakistani students have been offered employment in Saudi Arabia, where they are to get monthly salaries ranging from 1,600 to 1,800 Saudi riyals by working as technicians. A ceremony for the distribution of job offer letters was held at GCT Railway Road, where Provincial Minister for Communications Malik Sohaib Ahmed Bharth formally distributed the job offer letters. Speaking on the occasion, Secretary Skills Development Nadir Chatha said that 80 talented students had been selected for employment in Saudi Arabia. He added that the students would work as Fire Alarm Technicians and Fire Protection Technicians. He further stated that the selected students had undergone two months of technical training, soft skills development, and pre-departure training. He emphasised that TEVTA is utilising all available resources to provide overseas employment opportunities for its graduates. Addressing the ceremony, the provincial minister urged the students to work hard abroad and bring pride to the country. He added that governance across the province had significantly improved under the leadership of the Chief Minister of Punjab.

NCCIA received 22,500 complaints alone in 2025
The director general of the NCCIA informed a parliamentary panel that the agency is facing severe shortages of trained staff and financial resources. He disclosed that in 2025 alone, NCCIA received 22,500 complaints, registered 620 cases, and secured only 26 convictions, with one officer handling an average of 565 complaints. The chairman of the Pakistan Telecommunication Authority (PTA) told the Committee that over 1.5 million URLs had been blocked during the current year, including thousands related to defamation, impersonation, and immoral content.

Police oppose FIR against Bollywood’s Dhurandhar over PPP rally depiction
Police have submitted a report to a sessions court opposing the registration of a case against the writer, producer and actors of the Indian film Dhurandhar, accused of showing a Pakistan Peoples Party (PPP) rally and images of Shaheed Mohtarma Benazir Bhutto without permission The court was hearing an application seeking registration of an FIR against the film's makers for allegedly portraying a PPP rally and displaying images of the party's former chairperson in the movie. During the hearing, the SHO of Darakhshan police station submitted his report, stating that attempts were made to contact the complainant on the provided phone number, but no contact could be established. The applicant also failed to appear before police to verify his allegations. Read: Petition filed over Benazir's images in Indian movie The report said that all the nominated accused are Indian nationals and neither their residence nor business interests are located in Pakistan. It further stated that all scenes of the film were shot outside Pakistan and no evidence was found to suggest that any part of the shooting took place within the country. Therefore, according to law, registration of a case was not warranted. The application was filed by PPP worker Aamir Khoso, who contended that the film had shown a party rally and images of the former PPP chairperson without permission. He further alleged that Karachi, particularly Lyari, was portrayed as a hub of terrorism in the film, which could damage the image of Pakistan as well as the reputation of the PPP.

Rawalpindi's 'road revolution' gathers pace
For decades, traffic congestion has defined daily life in Rawalpindi. Now, an ambitious wave of infrastructure development promises to redraw the city's road map and ease the burden on millions of commuters. Under a Rs33 billion package, the garrison city is being transformed into a signal-free city through the construction of flyovers, underpasses, and redesigned intersections at long-standing choke points. Commissioner Engineer Aamir Khattak recently confirmed that work on the mega schemes is moving smoothly and remains on schedule. The projects target some of the city's most congested junctions, including Kachehri Chowk, Jinnah Park, Iftikhar Janjua Road, Annexe Road, and Ammar Chowk, along with three major underpasses on Peshawar Road at Race Course Ground, Army Graveyard Road, and Charing Cross. Peshawar RoadRawalpindi's busiest arteryis at the heart of this transformation. The three multi-billion-rupee underpasses, part of the 202526 Annual Development Programme, will create a continuous signal-free route from Ammar Chowk to the Motorway entrance at Chungi No 26, benefiting nearly two million residents and around 250,000 daily commuters. The Race Course Ground (Qasim Market) underpass, costing Rs3.091 billion, alone handles more than 250,000 vehicles daily. It features a single-barrel, two-lane structure stretching 1,886 feet, along with 2.9 kilometres of road rehabilitation. The Army Graveyard Chowk underpass (Rs2.679 billion) and Charing Cross underpass (Rs2.9 billion) follow similar designs, each incorporating U-turn facilities to improve access to GT Road. According to Rana Qamar Ali, Executive Engineer (EXEN), Punjab Highways, all three underpasses are scheduled for completion by June next year. "Together, they will convert Peshawar Road into a seamless, signal-free corridor and significantly improve connectivity," he said. Beyond road construction, the plan also tackles parking chaos. A Rs1.6 billion parking plaza is under construction on unused land in Jinnah Park, while five additional parking sites have been identified in Saddar and Cantonment areas. Allocations include Rs5.9 billion for Kachehri Chowk, Rs3.9 billion for Annexe Chowk, and Rs2.6 billion for Iftikhar Janjua Chowk. The remodelling of Kachehri Chowk is targeted for completion by May 31 next year. Earlier projects, including the GPO Underpass and TM Chowk remodelling, are already easing traffic flow, while the Nawaz Sharif Flyover on Adiala Road has turned a once-interrupted route into a smooth link toward the under-construction Ring Road. The wider vision is anchored in the 38-kilometre Rawalpindi Ring Road, which the chief minister has directed officials to fast-track despite earlier delays. Once completed, the projectfeaturing five interchanges, multiple bridges, underpasses, and overpassesis expected to unlock economic growth and dramatically improve mobility across the region. Yet, even as residents and traders welcome these historic investments, concerns persist. Murree Road, the city's main socio-economic spine, continues to chokeparticularly at Liaqat Bagh Chowk, where traffic from Marir Chowk and Tipu Road often comes to a standstill for hours. Traders argue that lane expansion alone will not solve the problem and are calling for targeted interventions at this critical junction. Still, the scale and coordination of the Punjab government's projects mark a turning point for Rawalpindi. If timelines hold, the city may soon shed its reputation for gridlock and emerge with roads built for flow, not frustration.

Sindh objects to NFC terms shifting costs to provinces
Sindh Chief Minister Syed Murad Ali Shah has raised concerns over the inclusion of three out of seven terms of reference of the National Finance Commission (NFC) in a move that may make it difficult for the Centre to transfer a majority of its expenses to the federating units. Official documents show that during the maiden meeting of the NFC, the CM stated the inclusion of these three terms of reference in the NFC notification was unconstitutional. These terms are related to the transfer of expenses on the Higher Education Commission (HEC), the Benazir Income Support Programme (BISP), and provincial projects that are part of the federal Public Sector Development Programme (PSDP), as well as any spending on national projects such as mega dams. However, in response to Sindh's objections, Secretary Finance Imdad Ullah Bosal threw the ball back in Sindh's court by stating that it was President Asif Ali Zardari, who co-chairs the PPPthe ruling party of Sindh, had the final authority to determine which subjects could be included in the NFC. Syed Murad Ali Shah is a member of the NFC in his capacity as the finance minister of Sindh. "The Sindh chief minister observed that agenda items (d), (e), and (f) do not fall within constitutional limits," the documents said. Term (d) relates to issues concerning the sharing of financial expenses incurred or to be incurred by the federation in respect of subjects and matters falling within the domain of the provinces. Term (e) deals with issues relating to the sharing of financial expenses incurred or to be incurred by the federation, the provinces, or both, in respect of trans-provincial matters. Term (f) concerns issues relating to financial expenses for national projects to be shared by the federation and the provinces. Sources said during one of the follow-up meetings convened at the technical level, Punjab suggested that the NFC sub-group should only cover terms related to fiscal expenses incurred by the federation in the provinces. The sources added that in response to Sindh's objections, the federal finance secretary stated that the terms of reference were approved by the president and that there were no restrictions on the president regarding the inclusion or exclusion of items. The federal government was of the view that these expenditures were indirectly part of Article 160 of the Constitution, which deals with the NFC. The federal government said borrowings are also part of Article 160, which essentially means that such expenses fall within the NFC's purview. However, due to Sindh's objections, the federal government also sought an opinion from Attorney General for Pakistan Mansoor Awan, who ruled in favour of the Centre. He further explained that Article 160(2) is not limited to matters of revenue; rather, it also encompasses borrowing powers, and borrowing is inherently linked with expenditure considerations. The federal government complains that it cannot run the country with only 42.5% of revenues left in its hands after transferring 57.5% of the divisible pool to the provinces. However, despite limited resources, the federal government has continued spending in areas that are provincial in nature for reasons of political expediency. Contrary to the 57.6% de jure NFC share, prominent fiscal expert Dr Hafiz Pasha said earlier this month that the provinces in fact received only 46% of total federal revenues in the last fiscal year after adjusting for the impact of the undistributed petroleum levy and cash surpluses. Sources said the Sindh CM was of the view that provincial expenditures should be dealt with by the respective provincial assemblies and the National Economic Council. However, sources added that despite the Sindh CM's serious reservations, there is still a possibility that provinces may take responsibility for higher education. They are, however, reluctant to assume responsibility for the BISP. The BISP spending is budgeted at Rs716 billion for the current fiscal year and is largely being directed by the International Monetary Fund to be presented as a substitute for its harsh fiscal measures. The Sindh CM also underscored that consensus could only be developed through deliberations within the forum of the NFC, and that the Commission should adhere strictly to its constitutional mandate to move forward. Khyber-Pakhtunkhwa (K-P) Chief Minister Sohail Afridi urged all five stakeholders to set aside political differences and work in unity, in a statement reflecting the province's positive approach towards matters of national importance. Finance Minister Muhammad Aurangzeb also acknowledged the role of all four provinces in signing the National Fiscal Pact and their efforts in achieving fiscal surpluses to support Pakistan's compliance with IMF requirements. Afridi stressed the need to set aside political differences, uphold mutual respect, and fulfil the NFC's constitutional responsibilities. The K-P chief minister observed that the people of his province had rendered great sacrifices for Pakistan, which had not been duly acknowledged. However, Afridi, who is also the provincial finance minister, termed the 7th NFC award since 2018 unconstitutional, arguing that it does not cater to the needs of the over five million population of the merged districts in K-P. The K-P is hopeful that its provincial share in total revenues would increase to nearly 19% after incorporating the impact of the newly merged population. The NFC has also constituted a working group to address K-P's concerns regarding the merged districts. Its first meeting is scheduled to take place today (Tuesday). Sources said during the maiden meeting, Punjab emphasized the need for equitable resource distribution and policy consistency between the federal and provincial governments. Punjab also linked future resource distribution with improvements in the Human Development Index (HDI) and other key economic indicators.

All set for auction of PIA's 75% shares today
The government is set to auction 75% shares of Pakistan International Airlines on Tuesday in Islamabad, marking a significant step towards the airline’s privatisation. The successful bidder will be granted a 90-day window to purchase the remaining 25% of shares. According to sources from the Privatisation Commission, the potential new investor is required to commit an investment of Rs80 billion over the next five years. Of the proceeds from the sale of 75% of PIA’s shares, 92.5% will be allocated to the airline for reinvestment, while the remaining 7.5% will be transferred to the government. The Privatisation Commission’s board will first approve the reserve price, after which the Cabinet Committee on Privatisation will provide the final approval. Pre-qualified bidder groups are required to submit their bids between 10:45am and 11:15am on Tuesday. The sealed bids will be opened publicly at 3:30pm in the presence of the media. If any bid exceeds the reserve price, it will be opened. In the event of a lower bid, the highest bidder will be given an opportunity to match the price. Once the successful bidder is identified, the bidder will have 90 days to purchase the remaining 25% of shares. In a move to safeguard PIA’s workforce, the Privatisation Commission has stated that employee job security will be guaranteed for one year. Additionally, the holding company will be responsible for managing pension plans and post-retirement benefits. Earlier, the government had decided to sell its 100% stake in PIA, but one-fourth of the shares will only be offered to the winning bidder at a 12% premium on the bid price, with an option to make the payment one year later. The government also decided to take only 7.5% of the bid money in cash, while the bidder will invest the remaining 92.5% amount in the PIA company instead of depositing it in the exchequer, government officials told The Express Tribune. During the last failed attempt, the bidder had the option to pay 15% of the bid money in cash. The decision to offload a 100% stake had been taken after bidders sought no role for the government in PIA's affairs once the successful bidding takes place on December 23, according to Privatisation Commission officials.

Dr Abdul Haleem Khan passes away
Dr Abdul Haleem Khan, the grandson of the first prime minister of Azad Jammu and Kashmir (AJK), Khan Abdul Hameed Khan, passed away in Peshawar on Sunday. He had been suffering from heart disease. The late Dr Khan was the elder brother of Member of the Legislative Assembly (MLA) and former finance minister Abdul Majeed Khan, and also the brother of Abdul Mateen Khan, who resides in the UK. A sincere and highly professional dental surgeon, Dr Khan was widely known as a kind, sociable and humble individual.

TTAP demands probe into 2024 elections
An opposition parties' alliance — the Tehreek Tahaffuz-e-Ain Pakistan (TTAP) — has demanded an independent investigation into the alleged rigging in the February 8, 2024 general elections. The alliance has also called for an immediate appointment of an impartial chief election commissioner, and the holding of free and fair elections under a new Election Commission of Pakistan (ECP). The TTAP has also announced that February 8, 2026 will be observed nationwide as a Black Day, marked by a wheel-jam and shutter-down strike across the country. To organize public outreach and the protest movement, a central committee headed by Mustafa Nawaz Khokhar has been formed, which will establish sub-committees at provincial and district levels. The announcement was made in a communiqué issued at the conclusion of a two-day National Consultative Conference organized by the TTAP. According to the statement, representatives of political parties, civil society, lawyers, journalists, and people of various schools of thought from across the country participated in the conference. The conference held detailed deliberations on the country's overall political, constitutional, judicial, and economic situation and unanimously concluded that democracy, the Constitution, and the rule of law are facing serious threats. The communiqué stated that transparent and free elections form the foundation of democracy, but the current system rests on illegitimate grounds and lacks public trust. Condemning the alleged systematic rigging in the February 8, 2024 elections, the conference demanded identification of those responsible and their punishment in accordance with the law. Expressing grave concern over the independence of the judiciary, the statement said that judicial autonomy had been undermined through the 26th and 27th constitutional amendments, by using judges' transfers as a tool of pressure. The conference termed the cases against PTI founder Imran Khan and his wife, Bushra Bibi, as false and politically motivated, and condemned the sentences awarded to them. It described the treatment of Imran Khan's sisters, the use of chemical water cannons, and arrests as serious violations of human rights. The conference demanded the immediate release of all political prisoners including Imran Khan. The conference expressed concern over non-transparent statements regarding possible participation of Pakistan's armed forces in a Gaza peace force, demanding that the nation be taken into confidence before any such decision, warning that unilateral decisions would be unacceptable. Discussing the economic situation, the communiqué said political instability has pushed the economy into a severe crisis.

Sindh imposes birth ban on big cats, exotic animals at Karachi Zoo
The top bureaucrat of the Sindh government has slapped birth ban on big cats and other exotic animals at the Karachi Zoo, citing lack of facilities and space, health and welfare issues. A statement issued on Sunday says that in line with the Sindh government’s policy regarding the protection and regulation of exotic animals, Chief Secretary Asif Hyder Shah has directed KMC and Karachi Zoo authorities to stop the breeding of exotic species, with particular emphasis on big cats, within the premises of Karachi Zoo. The directive was issued in a meeting attended by senior officials of the Karachi Metropolitan Corporation, zoo management, and relevant departments. The meeting reviewed the existing conditions, management practices and future planning related to exotic animals housed at the zoo. The chief secretary’s order follows the recent birth of three cubs. In November, three healthy cubs were born to a lioness at Karachi Zoo, marking a celebratory moment for the facility which has of late drawn considerable flak for alleged lack of facilities and improper treatment of animals there. According to KMC, the cubs were born on November 16 and their arrival had sparked renewed enthusiasm among zoo staff and wildlife enthusiasts. However, the growth in pride did not go well with the babus. The chief secretary emphasised the government’s commitment to animal welfare, ethical management, and adherence to international best practices for captive wildlife. He noted that uncontrolled breeding of exotic species, especially big cats, creates serious challenges in terms of welfare, space, safety, and long-term management; and must be addressed without delay. The KMC and zoo authorities were instructed to take immediate measures to stop breeding and to prepare a clear, time-bound plan in consultation with qualified wildlife experts. The chief secretary underscored the importance of expert guidance to ensure all actions are scientifically sound, humane, and aligned with conservation principles. He further directed that a comprehensive assessment of existing exotic animals at Karachi Zoo be undertaken, covering health, habitat conditions, and future care requirements. Reiterating the Sindh government’s stance, the chief secretary stressed that the focus should remain on responsible wildlife management-discouraging unnecessary captivity and breeding of exotic animals, while promoting practices that prioritise animal well-being and public safety.

Jahangiri faces uphill legal battle
Although sacked judge Tariq Mahmood Jahangiri retains the right to appeal before the newly established Federal Constitutional Court (FCC) against the Islamabad High Court (IHC) order that removed him from office, the prevailing circumstances indicate that his prospects of securing substantive relief in the near future are slim. Since the passage of the 26th Constitutional Amendment in October last year, the judicial terrain has shifted fundamentally as the executive has increasingly gained the reins to assert its weight over the judiciary in multiple ways. Litigants with grievances against state institutions are finding it harder to obtain relief from the superior courts. Moreover, matters have been further complicated by the 27th Constitutional Amendment, which led to the creation of the FCC as the apex court, with its first six judges appointed at the discretion of the incumbent government. Under the law, Mr Jahangiri has 30 days to challenge the IHC division bench verdict before the FCC. A lawyer reckons that while the sacked judge has a strong case on several legal grounds, the likelihood of immediate relief remains low in the current climate. In such circumstances, it may be prudent to file the petition and wait for a more opportune moment to press the case. Meanwhile, Islamabad-based lawyer Waqas Ahmad says the jurisprudence in the country has not been consistent and has instead evolved with changing circumstances and the political landscape. At times, courts have adopted a pro-executive approach, while at other times jurisprudence has been more assertive, relief-oriented and inclined against executive actions, he noted. Inconsistency in jurisprudence Pakistan's superior judiciary has long displayed an uneven and shifting jurisprudential record. At different moments, courts have validated extra-constitutional actions that were subsequently declared unconstitutional, exposing sharp breaks rather than continuity in legal reasoning. There was also a period when the superior judiciary was accused of encroaching upon executive and legislative domains. In contrast, the prevailing perception today is that the balance has tilted the other way as other institutions exert influence over the judiciary and judges are seen as aligned with executive thinking, occupying a dominant position. The case of former Islamabad High Court judge Shaukat Aziz Siddiqui illustrates these fluctuations. During the tenures of former chief justices Saqib Nisar, Asif Saeed Khosa, Gulzar Ahmed and Umar Ata Bandial, Siddiqui repeatedly failed to secure relief. However, this changed under former CJP Qazi Faez Isa, when his removal was ultimately declared unconstitutional. A similar reversal is evident in the interpretation of Article 62(1)(f) of the Constitution. During the tenure of CJ Nisar, the disqualification of lawmakers under this provision was held to be for life. That position was later overturned under CJ Isa, marking another clear departure from earlier jurisprudence. Jahangiri was due to retire on July 10, 2027. He was appointed as an additional judge of the Islamabad High Court in December 2020 during the Pakistan Tehreek-e-Insaf (PTI) government. Prior to this, he served as deputy attorney general under the PPP government and later held the post of advocate general for the Islamabad Capital Territory (ICT) during the PML-N government. There has also been a perception that Mr Jahangiri was not considered to be in the good books of the present regime. He was among the judges who signed a letter addressed to the Supreme Judicial Council (SJC), seeking guidance over alleged interference by agencies in judicial affairs. Subsequently, he was appointed to an election tribunal to hear petitions concerning three National Assembly seats from Islamabad. However, during the course of these proceedings, the executive took exception, and a legislative amendment was introduced to withdraw the cases from his tribunal. In the prevailing circumstances, securing relief appears difficult for Mr Jahangiri, as powerful quarters are seen as keen to use his case to set a precedent for other members of the judiciary. Lawyers believe that the removal of a judge through a writ of quo warranto has a chilling effect on the judiciary. However, it is also a fact that more than 100 judges were removed through the July 31, 2009 judgment. Advocate Azhar Sadiq says that the removal of Justice Tariq Jahangiri through a writ of quo warranto is without lawful authority, coram non judice and void ab initio. "Article 193 of the Constitution exhaustively prescribes the qualifications for appointment as a judge of a high court, requiring only that a person be a citizen of Pakistan and possess either ten years' standing as an advocate of a high court or ten years' service in the judicial service of Pakistan," he notes. "It is undisputed that Justice Jahangiri continues to be an enrolled advocate and that his license to practice has neither been suspended nor cancelled by any competent bar council," the lawyer says. Azhar Sadiq further states that the Constitution does not prescribe any additional academic qualification, nor does it render a judge disqualified on the basis of an alleged defect in an educational credential. Consequently, the essential jurisdictional precondition for issuance of a writ of quo warranto - the absence of a constitutional qualification - was never met. Even otherwise, allegations relating to a "fake degree", assuming them to be correct without admission, do not constitute a disqualification under Article 193 and cannot lawfully form the basis for removal of a sitting High Court judge through writ jurisdiction. Any question of misconduct, misrepresentation or incapacity of a judge falls exclusively within the constitutional domain of Article 209 and the Supreme Judicial Council, and no other forum is competent to assume such jurisdiction. The impugned judgment therefore, amounts to a usurpation of constitutional authority, undermines judicial independence, and is tainted by mala fides in law; it is consequently a nullity and liable to be set aside for want of jurisdiction and for being in direct violation of Articles 193 and 209 of the Constitution, says Azhar Sadiq. Lawyers are also debating the possible outcome of the complaint of misconduct filed by Tariq Jahangiri against IHC CJ Sardar Muhammad Sarfraz Dogar. Barrister Salahuddin Ahmed, counsel for Jahangiri, states that the complaint against Justice Dogar before the SJC remains relevant. The fate of the complaint is also crucial for Tariq Jahangiri's case. Regarding the available options, Abdul Moiz Jaferii advocate says that legally, Tariq Jahangiri can file contempt proceedings against Karachi University for not disclosing how its decision to declare this degree invalid was suspended by the Sindh high court. "He can also appeal this decision to the Federal Constitutional Court whilst also bringing into challenge the notifications that have followed the decision which de-notify him." Jafferi further states that practically, justice Jahangiri should focus on exposing this system and proceeding with the Supreme Judicial Council reference against Justice Dogar. "This was not a hearing in court. It was a shambolic execution and must be outed as such. The regime's hatchet men in robes must be exposed," he adds.

Airblue crash victims get Rs5.4b compensation
The Court of the Additional District Judge-III (West), Islamabad, headed by Dr Rasool Bukhsh Mirjat, on Saturday awarded a historic compensation amounting to Rs5.4 billion to the families of eight victims of the 2010 Airblue plane crash. The court dismissed an appeal filed by Airblue, upholding the airline's liability in the case. It also imposed a penalty of Rs1 million on the airline for delaying the proceedings. Airblue Flight 202, a domestic passenger service from Karachi to Islamabad, crashed on July 28, 2010, while attempting to land at Islamabad's Benazir Bhutto International Airport. The aircraft, an Airbus A321-231 (registration AP-BJB), struck the Margalla Hills during its final approach in adverse weather conditions. All 152 people on board — 146 passengers and six crew members — were killed, making it the deadliest aviation accident in Pakistan's history.

Met Office forecasts rain in Islamabad, snow in northern areas
The Pakistan Meteorological Department has forecast rain accompanied by strong winds in Islamabad and surrounding areas, while snowfall is expected in the country’s mountainous regions. The Met Office said cold and partly cloudy weather is likely to persist across most parts of the country. However, rain and snowfall are expected in northern and western Balochistan, Khyber-Pakhtunkhwa, Gilgit-Baltistan, Kashmir, and the Potohar region. Islamabad and surrounding areas may witness showers with gusty winds, while fog or smog is likely to continue in eastern Punjab and upper Sindh. In Punjab, rain is forecast for the northern districts, with thunderstorms likely in some pockets. Most districts of Sindh are expected to remain cold and dry, though upper Sindh may see partly cloudy conditions. The PMD added that several districts of Balochistan could receive rain, while mountainous parts of the province may experience snowfall. It further cautioned that snowfall and rain in Gilgit-Baltistan and Kashmir could disrupt travel and make road conditions hazardous.

Excise Department to collect garbage tax from January in Rawalpindi
The property tax shortfall of the Excise, Taxation and Narcotics Control Department in Rawalpindi has reached 55 per cent, prompting the director general to take strict notice of poor recovery and reprimand officers. Complaints regarding the collection of professional tax from a top housing society in Rawalpindi have also been addressed, leading to action against a constable. It has been decided that from January 1, 2026, the excise department will also start collecting garbage tax from houses and shops. From January 10 to January 20, the department will issue garbage tax bills to residents and shopkeepers of the Rawalpindi Division. Non-payment of these bills will result in cases being registered and arrests being made. For the supply and distribution of garbage tax bills, temporary daily-wage distributors will be hired on a lump-sum salary. The Excise Department will receive 10 per cent of the total recovery as compensation for garbage tax collection. In urban union councils, the garbage tax will be Rs300 per house, Rs600 for double-storey houses, and Rs900 for triple-storey houses. In rural union councils, the tax will be Rs200 per house. The excise department has complete property data for every district and tehsil, including the Rawalpindi Division, and garbage tax bills will be distributed to every house and shop. Shops located in streets and sitting areas will also be required to pay Rs300. For residential properties, the garbage tax will range from Rs300 to Rs1,200 for three-marla, five-marla, 10-marla, and kanal houses. Commercial shops will be charged between Rs1,000 and Rs3,000, while factories and industrial units will pay between Rs2,000 and Rs5,000. The property branch of the excise department in Rawalpindi has failed to achieve its property tax targets during the first six months of the current financial year, from July 1 to December 20. According to departmental sources, the shortfall during this period stands at 55 per cent. Despite arrests and notices issued by the property cell, the tax targets have not been met. Expressing strong displeasure over the poor performance, the excise and taxation director general has ordered all inspectors and field staff to remain active in the field, while show-cause notices have been issued to six officers. According to a departmental spokesperson, during operations carried out this week, 48 property units of defaulters were sealed, and Rs5.8 million was recovered in tax. Operations will continue daily until December 31 to increase target achievement.

Maid torture suspect claims false allegations, calls video misleading
Nauman, the prime accused in a case involving the alleged torture of a domestic worker in Buffer Zone, has claimed that he has been falsely implicated and that the viral footage only shows a partial view of the incident, withholding the full context. In a video statement making the rounds on social media, Nauman, a resident of Sector 15-B, Buffer Zone, which falls under the jurisdiction of the Gabol Town police station, further claims that if the complete video had been released, it would have revealed the true sequence of events. He insists that the edited clip misrepresents the situation, and only a portion of the incident was shared intentionally to damage his reputation. Nauman alleges that the domestic worker, Yasmeen Bibi, was incited by a downstairs tenant, Mukhtiar. He claims that Mukhtiar had been pressuring him to vacate the house for some time and had a history of disputes with him, especially over water supply issues. According to Nauman, Mukhtiar played a key role in instigating Yasmeen against his family. However, he insists that the incident has been misrepresented, claiming that the partial release of the video led to a false narrative. Nauman further states that during the altercation, Yasmeen also struck him, hitting his face and eye, and even biting him. He claims that Mukhtiar, instead of intervening, filmed the incident, which he asserts is clear evidence of a conspiracy against him. Nauman and his wife have also alleged that Yasmeen had previously assaulted their son on two separate occasions. According to Nauman, after the incident, he and his wife went to the Gabol Town police station to report the matter. However, they claim that the police refused to register a case against Yasmeen, stating that no case could be filed against a woman. Police allegedly acknowledged that Nauman had made a mistake by assaulting Yasmeen but did not take further action on the matter. In his video, Nauman repeatedly admits to his wrongdoing and expresses regret for his actions, but he also claims that Yasmeen’s side demanded money in exchange for withdrawing the complaint, a demand he refused to meet. On December 13, Yasmeen Bibi lodged an FIR against Nauman at the Gabol Town police station, accusing him of assault. The incident has sparked public interest, with both parties presenting conflicting versions of the events, and the investigation is ongoing.
