SHC issues notices on petition against formation of Keamari district

SHC Keamari district

KARACHI: The Sindh High Court (SHC) on Thursday issued notices to the Sindh chief secretary, the local government secretary and others on a petition challenging the provincial government’s decision of carving a seventh district out of Karachi.

A two-judge SHC bench was hearing the petition filed by PTI MNA Aamir Liaquat Hussain who questioned the formation of Keamari district. The court directed the official respondents to submit their comments by next hearing.

During the hearing, the petitioner’s lawyer placed on record a notification regarding the creation of Keamari district.

At the previous hearing, the SHC had turned down a request by the petitioner to issue notices on his petition saying it can’t do so until the notification is submitted in the court.

“Karachi used to be a district and then was divided into four districts. Malir district was carved out of it and Korangi was later given the status of a district and now Keamari has been declared the seventh district. We have to see what illegal act was committed,” Justice Mazhar had remarked.

Aamir Liaquat stated in his petition that the PPP-led provincial government’s move to create Keamari district by bifurcating Karachi’s West district reeks of bias. New LWMC chief takes on mammoth task

Though Punjab Chief Minister Sardar Usman Buzdar has pinned high hopes in the newly appointed Chairman of the Lahore Waste Management Company (LWMC) Malik Amjad Ali Noon, the financial position of the company poses a big challenge to the new team.

On the first day in office, the chairman and CEO of the company has to face agitating workers demanding the release of their arrears. The LWMC contractors on the other hand also complained about delays in payment of their invoices.

Dozens of the LWMC workers once again staged a protest demonstration by blocking Main Ferozepur Road at Kalma Chowk in favour of their demands. A couple of weeks ago, they staged a similar demonstration in front of the company’s head office at Shaheen Complex.

They shouted slogans against the senior management of the company and the government and demanded the immediate release of their outstanding dues.

Speaking to The Express Tribune, a sanitary worker on condition of anonymity highlighted that the company was not making payment of their Eid bonus despite repeated requests. “We worked tirelessly during Eid holidays to keep the metropolis clean. Several months have passed since Eid holidays but the management is still telling us that our attendance records are incomplete which delayed our bonus payments. Is this our responsibility to compile attendance records and process payments?” he questioned.

Another worker lamented ad-hocism in the LWMC and its contractors.

He pointed out that it has become a culture of the company to not pay attention to the demands of the peaceful workers.

“It has happened dozens of times in the past too that workers have to take to the streets to get their legitimate demands approved. In most instances, workers had to stage protests over non-payment of their salaries and dues,” he maintained.

Similar remarks were made by several other protestors. They also criticised the government for not reining in inflation and complained about the unsympathetic attitude of the senior management of the company. In early September, dozens of terminated workers of the LWMC deployed at the Lahore Metro Bus service staged a similar protest demonstration in front of the company’s head office over non-payment of their salaries. They also demanded the immediate release of their outstanding dues and reinstatement.

LWMC spokesperson Khawar Jamil told The Express Tribune that Eid bonuses of some 300 employees deployed in Faisal Town, Garden Town and Gulberg areas were pending owing to some administrative reasons. The management is negotiating with annoyed employees and soon their reservations will be addressed.

Another official of the company indicated that all these workers belong to a Turkish contractor, ÖZPAK Pakistan. Their three-day Eid bonus payments have been delayed owing to some issues with their attendance records.

Earlier, their payments were delayed owing to some mismanagement at the contractor’s part, and later senior management of the company was reshuffled. Now the new chairman and chief executive officer (CEO) have been appointed and the company has advertised for filling other vacant positions. As soon as these issues are resolved the new management would fix all such problems, the official maintained.

Punjab chief minister has already extended the government’s all-out support to the new LWMC chairman and expressed his hope that his experience would be useful in maintaining the cleanliness of the city.

“I am sanguine that you will develop an efficient team and ensure cleanliness arrangements by arranging the best service delivery as per public expectations,” the chief minister added.

Shrubs around runway breed insects, pests

Unchecked growth of shrubs, bushes and tall grass around the fire brigade station set up at the Allama Iqbal International Airport has become a breeding ground for animals, including snakes and scorpions.

The greenery has spread around the building due to which not only the firefighting staff, but also personnel of the Airport Security Force (ASF) and employees of airlines face risk of insect or pest bite while performing their duties.

Snakes, scorpions, rats and dangerous insects have reportedly been seen in the grass and shrubs surrounding the fire brigade building and alternate runway. A number of security, fire brigade and airline employees who load luggage have suffered insect bites.

Last week, ASF ASI Muhammad Nadeem was reportedly bitten by a snake at Karachi Jinnah International Airport. He was rushed to a hospital and died during treatment.

The news spread fear among the employees at Lahore airport. As per sources, the security and fire brigade personnel have repeatedly informed the heads of their departments and the airport manager about the situation.

The sources said a snake and rats had also been found around catering vehicles near an aeroplane recently. Security personnel and bird shooters were called.

Despite the incident, long weeds and bushes are still present around the secondary runway and the fire brigade building.

A fire brigade official at the airport told The Express Tribune that tyres and other implements, tractors, and parts used in aircraft repair and maintenance were also lying unattended in the area. “There is also a lot of dirt and eagles and other birds who eat the rats, snakes and insects in the weeds and bushes.”

A security official said the insects, snakes and scorpions came out of the grass due to noise when the planes took off or landed. “Many times they are shot at and temporarily pushed away.”

When Allama Iqbal International Airport General Manager (GM) Akhtar Mirza was contacted, he stated that the work of cutting grass and bushes had been started. “It was monsoon season in Punjab and it was not possible to cut grass and bushes at the time. Due to the rains and mud the bushes and grass grew faster than normal days.”

Child marriage, labour linked to poverty: report

Punjab Minister for Population Welfare Col (retd) Hashim Dogar has termed population growth the greatest issue currently being faced in Pakistan.

He expressed these views while addressing the launching ceremony of the “Political Economy Analysis of Child Marriage” report in Punjab.

He pointed out that Pakistan has moved from 6th to 5th most populous country and this is alarming.

The minister said that multi-stakeholder efforts led by the Local Government and Community Development Department must be steered and moved in the Punjab Assembly, so that the age of marriage for girls is increased. In addition, there is a need to address social dimension of child labour as there is a link between poverty, larger family size and propensity to engage children in labour at a young age.

Dogar said girls who complete secondary education were 17% less likely to marry between the ages of 13 and 17 than those who have not attended school in Punjab. This is one of the key findings of the analysis. He said pivotal mindset shift was required to curb child marriages; they must be considered a health hazard and families must be made aware of the negative health consequences of marrying girls earlier than 18 years.

He highlighted that it was quite unfortunate that child marriage was taken as a good parenting practice instead of an issue in the society.

Population Welfare Department Secretary Ali Bahadur Qazi lauded the attendance of ministers, dignitaries and panellists.

The report on child marriage has been launched by the Population Welfare Department Punjab in collaboration with Women Development Department Punjab and United Nations Population Fund (UNFPA), supported by UK Aid.

Govt to appoint PMS, PAS officers in food dept

The chief minister and chief secretary of Punjab have decided to appoint a large number of Provincial Management Service (PMS) and Pakistan Administrative Service (PAS) officers to the posts of deputy director in the food department to overcome the ongoing wheat and flour crisis.

According to sources, if hiring more staffers turns out to be successful, a final decision will be taken in the second phase of the project to appoint officers of the provincial management services to the posts of district food controllers.

At present, out of 12 posts fo deputy director in the food department, 11 are filled by food department officers. The 12th position is held by a provincial service officer.

According to the departmental rules, departmental cadre can be appointed for seven posts while officers of other services can be appointed for five posts. However, four years ago, a chief secretary issued a notification without amending the departmental rules and appointed an equal number of people from the departmental cadre as well as from other services.

In 2000, there was an attempt to deploy officers of other services in the food department, but the plan ended up in a fiasco. Per sources, the chances of the success of the new experiment are also very less as the current wheat and flour crisis is likely to reach its peak in the next few weeks. Under such circumstances, it will be difficult for the new officers to overcome the crisis due to their lack of experience in the field.

Details revealed by the sources show that at present, the total number of posts for deputy director in the food department is 13 out of which one is for the deputy director of the budget, which should be reserved for an officer of the finance department. In addition to the nine posts for divisional deputy directors, there are 12 posts for deputy director (general), deputy director (admin) and deputy director (purchase). Under the departmental rules of business, seven officers from the departmental cadre and five officers from other services can be deployed on the posts.

Over the last few days, two officers of the Pakistan Administrative Service and four officers of the Provincial Management Service have been brought on deputation in the food department. They include Omar Iftikhar Shirazi, Waqar Hussain, Mohammad Tayyab, Zariab Sajid, Shakeel Bhatti and Mohammad Arshad.

According to sources, currently, there are six regular deputy directors of Grade 18 in the food department, including Muhammad Hussain Khokhar, Chaudhry Ajmal, Shahida Yasmeen, Anjum Sardar, Amir Burmani, and Zahid Qaiser.

Sources added that officers coming on deputation will be given postings involving fieldwork, while a large number of assistant directors will be appointed by the food directorate and food secretariat or they will be re-posted as assistant directors in the divisional headquarters.

WATCH: Sonic boom from fighter jet sparks panic in Paris

sonic boom paris fighter jet

Millions living in Paris and surrounding regions were startled by a huge sonic boom caused by a French military jet breaking the sound barrier above the city.

The loud bang rattled residents of the French capital and neighbouring suburbs. The military said the jet had been scrambled to go to the aid of another aircraft that had lost radio contact, and was authorised to travel at supersonic speed.

“The noise would have come as a surprise and that is why there is an investigation,” local media outlets quoted a Defence Ministry source as saying that. “The fighter jet was returning from a mission and may have been travelling too fast. The pilot will be spoken to.”

A local police spokesman said: “A very loud noise was heard in Paris and in the Paris region.”

“It was not an explosion, it was a fighter jet crossing the sound barrier. People should stop making emergency calls.”

The sound of French Airforce fighter jets breaking the sound barrier at approximately 767mph is common in areas such as Brittany but Paris is a no-fly-zone.

Tennis players in the French Open were also seen alarmed by the thunderous sound.

Among those troubled by the loud bang were tennis players at the French Roland Garros Open in Paris.

The sound was clearly heard at Roland Garros, where star player Stan Wawrinka of Switzerland and his German opponent Dominik Koepfer paused in astonishment and apparent worry as the noise echoed around the stadium.

The plane involved was a Rafale fighter, which had taken off from the Saint-Dizer base, east of Paris.

“A Rafale took off from the Saint-Dizer base to respond to the loss of radio contact with another aircraft,” a French Airforce spokesman said.

“Its mission was to accompany the aircraft and make sure that everything was OK. The Rafale caused a supersonic boom in the east of Paris.”

US, China in a strategic competition

The current standoff between the United States and China suggests that they have entered the first phase of a strategic competition from which it will not be possible for either to withdraw easily if the strategic consensus hardens irrevocably in favour of its continuation till the strategic defeat of the other.

As a result, the Asia Pacific, Central Asia, Middle East and South Asian regions will experience the fallout of any escalation.

This was suggested on Wednesday by policy experts during a webinar on “The Regional Impact of Emerging Great-Power Dynamics”. The webinar had been hosted by the National University of Science and Technology (NUST) Institute of Policy Studies (NIPS).

Former vice chief of Naval Staff and a former ambassador to Saudi Arabia, Vice Admiral (retired) Khan Hasham Bin Saddique said that the strategic neologism of the Indo-Pacific was aimed at containing China’s increasing maritime power, especially its enhanced Anti-Access - Area Denial (A2/AD) capabilities.

The Lahore High Court (LHC) heard the case related to the suspension of the licence of an aviate of the national carrier. A notice has been issued to the aviation authority by the LHC judge and sought reply over suspending the licence of the PIA pilot Asim Aziz.

The PIA pilot filed a petition to challenge the suspension of his licence by the CAA after expressing suspicions on its credibility. The petitioner stated that he possesses a commercial pilot licence and the aviation authorities violated the regulations by suspending the licence without listening to his stance.

In August, the Lahore High Court (LHC) had also suspended a notice issued to a PIA pilot by the Civil Aviation Authority (CAA) over the alleged suspicious licence and directed it to furnish comments on his petition.

Justice Jawad Hassan of the high court had taken up a petition moved by Umar Saleem who challenged the suspension of his licence.

He had contended before the judge that he has been an employee of the national flag carrier since 2006 while began working as a captain from 2015. He complained that the CAA director general without giving him fair hearing suspended his licence on July 10, 2020.

The petitioner had said his licence had been renewed for five times and is valid until 2024. He had requested the court to set aside the CAA notice with regard to suspension of his licence and grant a stay order against it until a final decision on his petition.

Slamming the CAA, the judge had questioned how can it suspend pilot licences after issuing them.

In another case, the Sindh High Court (SHC) had dismissed as non-maintainable a petition pertaining to alleged fake licences of pilots, ruling that an inquiry into the matter is underway, due to which it will not intervene.

A two-member bench, comprising Justice Khadim Hussain Shaikh and Justice Adnan Iqbal Chaudhry, had rejected the petition filed by a pilot, Waqar Ahmed, after hearing arguments put forward by his lawyer.

Justice Khadim Hussain Shaikh had observed that the Civil Aviation Authority (CAA) is already carrying out a high-level probe into the issue of fake licences of pilots. The SHC will not intervene in the matter being investigated, he said.

The judge had remarked that fake licences will be cancelled after the probe, asking how can the court allow pilots having fake licences to fly planes and kill people. He asked the petitioner to take back his petition or a fine will be imposed on him.

Aviation Minister Ghulam Sarwar Khan had announced in June that 262 airline pilots, whose credentials may have been falsified, will be grounded at once.

Among these pilots are 141 from Pakistan International Airlines, nine from Air Blue and 10 from Serene Air, he said, adding that the remaining were affiliated with flying clubs, chartered plane services or foreign airlines.

Imports driving Punjab sugar prices down

As the first shipments of imported sugar enter markets in Punjab and elsewhere, officials and dealers say a knockdown effect on prices is already apparent.

Private sector importers have brought in nearly 30,000 tonnes of sugar after the government greenlighted the import of the commodity. The result in Punjab at least, according to dealers, has been a reduction in sugar prices from Rs110 per kg to Rs95.

To further reduce the impact of the sugar crisis, the government, through the Trading Corporation of Pakistan (TCP), is looking to import more than 100,000 tonnes of sugar next month, officials said. “The first shipment, of around 25,000, tonnes will reach Karachi from UAE by October 12,” an official in the know told The Express Tribune. “A shipment of another 76,000 tonnes will arrive by October 21,” he added.

Both dealers and officials believe the move will shave off another Rs10 per kg from the price of the commodity. “In Punjab, we are certain the price of sugar could go as low as Rs85 per kg,” said sugar dealer Majid Malik.

According to sources, the Punjab Food Department will be making arrangements to bring imported sugar from Karachi and distribute it among the various districts of the province. “Freight charges will be paid at the rate of Rs 3,500 per metric tonne for transporting sugar from Karachi port to Lahore and Rs 3,700 per metric tonne for transporting it to Rawalpindi,” an official said.

Meanwhile, sources said the Punjab department of industries has been empowered to control sugar prices in the market by taking strict action against those selling it at an exorbitant rate. The government has also reduced sales tax on sugar to one per cent from 17 per cent, and has abolished the 5.5 per cent holding tax on imported sugar as well.

“We have right now around 400,000 tonnes of sugar in our stock,” said a Punjab Food Department official. “The import of another 100,000 tonnes in October will ensure there is no shortage till the end of November,” he said.

On the other hand, the government is also increasing pressure on sugar mills to ensure a ready supply at affordable price, officials said. An ordinance amending the Sugar Factories Control Act 1950 has already been issued to impose heavy fines on violators.

The Punjab Food Department has also developed an efficient system for collecting data on sugar stocks in sugar mills on a day-to-day basis, sources said. Assistant commissioners have been conducting regular physical inspections at mills and the department intervenes immediately if mills sell more than 10,000 tonnes.

Fearing exorbitant fines, Sugar Mills Association relatives have held talks with Punjab Food Secretary Asad Rehman Gilani. A meeting of the Cane Board has also been convened on October 5 to determine the price of sugar cane with input from farmers and mill owners.

Speaking to The Express Tribune, Gilani voiced confidence that the arrival of imported sugar would make the commodity much more affordable.

While Punjab Assembly Speaker and PML-Q senior leaders Chaudhry Parvez Elahi has announced that his party will participate in the local government elections. He has instructed party workers to become active in all districts in preparation of local government elections.

As per a recent briefing, at least over 1,800 development schemes were underway in Lahore Division only, including 765 in Lahore district, 481 in Sheikhupura, 464 in Kasur and 120 in Nankana Sahib.

Chaos reigns in first Trump-Biden debate

Donald-Trump Joe Biden debate

Republican President Donald Trump and Democratic rival Joe Biden battled fiercely over Trump’s leadership on the coronavirus pandemic, the economy and the integrity of November’s election in a chaotic first debate on Tuesday marked by personal insults, name calling and Trump’s repeated interruptions.

Moderator Chris Wallace never established control of the debate. The two White House contenders talked over each other and lobbed insults in a breathtaking political brawl that made it hard for either to make a point.

“Will you shut up, man? This is so unpresidential,” said an exasperated Biden after Trump’s repeated interruptions during the first segment of the debate on the Supreme Court.

Biden later called Trump a “clown,” a “racist,” and “Putin’s puppy” in reference to Russian President Vladimir Putin and told Trump: “You’re the worst president America has ever had.”

Trump for his part said: “There’s nothing smart about you, Joe.”

Late in the debate, Wallace himself urged the president to stop his interruptions.

Wallace said: “I think that the country would be better served if we allowed both people to speak with fewer interruptions. I’m appealing to you sir to do that.”

Trump replied: “Well, and him too.”

Wallace: “Well, frankly, you’ve been doing more interrupting.”

Trump: “But he does plenty.”

Biden, 77, has held a consistent lead over Trump, 74, in national opinion polls, although surveys in the battleground states that will decide the election show a closer contest. It was hard to determine whether the debate would move the needle.

Biden questioned Trump’s leadership on the coronavirus pandemic, which has killed more than 200,000 Americans, saying Trump had panicked and failed to protect Americans because he was more concerned about the economy.

“He panicked or he looked at the stock market,” Biden said of Trump, who has pushed for states to reopen their economies and played down the threat of the pandemic.

“A lot of people died and a lot more are going to die unless he gets a lot smarter, a lot quicker,” Biden said.

Trump objected to Biden using the word “smart.”

“You graduated either the lowest or almost the lowest in your class. Don’t ever use the word smart with me. Don’t ever use that word,” Trump said.

He defended his approach on the pandemic and said “we have done great job.”

“But I tell you, Joe, you could never have done the job we’ve done. You don’t have it in your blood,” he said.

With more than a million Americans already casting early ballots and time running out to change minds or influence the small sliver of undecided voters, the stakes were enormous as the two White House candidates took the stage five weeks before the Nov. 3 Election Day.

The two contenders did not shake hands as they entered the debate, adhering to protocols on social distancing because of the coronavirus.

Trump, who has refused to commit to a peaceful transfer of power if he loses the election, repeated his unfounded allegations that mail-in voting would lead to fraud. Experts say fraud is extremely rare.

Trump said he expected the Supreme Court might have to decide the election and “look at the ballots.” He urged his supporters to go and watch the balloting.

“If I see tens of thousands of ballots being manipulated, I can’t go along with that,” he said, adding “They cheat.”

Biden urged Americans to make a plan to vote and assured voters that Trump would be gone if Biden wins. He said he would not declare victory until the outcome was validated.

“If we get the votes, it’s going to be all over. He’s going to go,” he said, adding Trump’s complaints about mail-in ballots was that Trump was “afraid” to count the votes.

“I’m concerned that any court would have to settle this,” he said.

Trump defended his effort to swiftly fill a U.S. Supreme Court seat, saying “elections have consequences” and he had the right despite Democratic objections.

“I will tell you very simply we won the election, elections have consequences. We have the Senate and we have the White House and we have a phenomenal nominee respected by all,” Trump said in defense of his nominee, conservative Judge Amy Coney Barrett.

Biden said the seat of the late Ruth Bader Ginsburg should be filled after the election, when it was clear who the president would be.

“We should wait, we should wait and see what the outcome of this election is,” Biden said, adding a more conservative Supreme Court would endanger the Affordable Care Act known as Obamacare.

Trump is moving quickly to fill Ginsburg’s seat in hopes of cementing a 6-3 conservative majority on the court, a key priority for social conservatives.

Democrats have argued Republicans are being hypocritical for moving quickly to fill the seat given they had blocked then-President Barack Obama’s nomination to the Supreme Court in 2016, arguing it should wait until after that November election.

Hours before the debate, Biden released his 2019 tax returns and his campaign called on Trump, who has come under fire for not releasing his returns, to do the same.

Biden took the step two days after the New York Times reported Trump paid just $750 in federal income taxes in 2016 and 2017 – and none in 10 of the previous 15 years – following years of reporting steep losses from business enterprises.

Trump had long sought to keep his personal financial records secret.

Biden’s taxes showed that he and his wife Jill paid more than $346,000 in federal taxes and other payments for 2019 on an income of nearly $985,000 before seeking a refund of nearly $47,000 they said they had overpaid the government.

“I paid millions of dollars in taxes, millions of dollars of income tax,” Trump said when asked about the New York Times report.

Man survives falling over 300ft while trying to climb mountain

man survives fall mountain

A 29-year-old man survived after falling more than 300ft down a mountainside in the snowy German Alps.

The British mountaineer went for a hike in a pair of shorts and trainers. He along with three other Englishmen set out for Kehlstein’s 6,171ft peak on Monday, a subpeak of the colossal Göll massif in the Berchtesgaden Alps.

They were facing difficulty navigating due to poor visibility and slippery track when he fell down the rocky gully and suffered serious injuries to his legs, head and feet. It took a rescue helicopter more than an hour to find them in the dense fog.

They were spotted about 45 minutes after their call by mountain rescuers who were able to reach them at their location around 5,000ft up.

The helicopter arrived 20 minutes later, at around 5:30pm and the injured man was winched up and whisked off to hospital. The others were rappelled off the steep slope by the ground crew who had hiked up to their position.

The four men set out that day in shorts and trainers from their camper despite the onset of wintry conditions.
