One in three Pakistanis suffering from psychological disorders
One out of three people in Pakistan is suffering from some form of psychological disorder, experts revealed during the 26th International Conference on Mental Health held in Karachi. The alarming figures highlight a growing mental health crisis driven by social, economic, and environmental stressors. Scientific Committee Chairman of the conference, Professor Muhammad Iqbal Afridi, told The Express Tribune that 34 per cent of Pakistan’s population — one in three individuals — is affected by mental disorders, compared with one in five globally. He said women are disproportionately impacted, largely due to domestic conflicts and social inequality. “Women in Pakistan are often deprived of the respect and recognition they deserve, leading to heightened levels of depression and anxiety,” he noted. He also pointed to repeated natural disasters - floods and earthquakes, along with terrorism and violence, as major factors causing psychological trauma among people. Speaking on the occasion, Professor Wajid Ali Akhundzada, President of the Pakistan Psychiatric Society, said, "One in four young people and one in five children in Pakistan are suffering from some form of psychological illness." He estimated that around 2.5 million people are affected by severe mental health conditions, often linked to economic hardship, political instability, and disaster-related stress. He further revealed that 10 per cent of Pakistanis are addicted to drugs. He mentioned, around 1,000 people took their own lives last year due to mental distress. With a population of 240 million, Pakistan has only 90 qualified psychiatrists, whereas the World Health Organization recommends one psychiatrist per 10,000 people. At present, there is roughly one psychiatrist for every 550,000 patients, a ratio described as “grossly inadequate.” Psychiatrist Dr Afzal Javed and other speakers said Pakistan’s economic instability, unemployment, recurring natural disasters, and border tensions have all contributed to widespread psychological distress, particularly among the youth. “Young people today feel hopeless and uncertain about their future,” Dr Javed said. The experts urged the government to adopt a comprehensive national mental health strategy to address the rising crisis. They also drew attention to environmental degradation, noting that Pakistan’s tree cover stands at only four per cent, which exacerbates climate change-related anxiety and stress among the population.

Bench rules SJC alone can try judges
Islamabad High Court (IHC) Justice Khadim Hussian Soomro has remarked that only the Supreme Judicial Council (SJC) is authorized to take action against a judge of the superior court and a bench cannot pass an order against a sitting brother judge. "There is only one body authorized to take action against a sitting judge or chief justice — the SJC. How can a contempt petition be filed against a sitting judge?" Justice Soomro asked while hearing a contempt plea filed against IHC judge Saman Raffat Imtiaz on Thursday. Petitioner Kulsoom Khaliq, appearing in person, told the court that her name had appeared on the list of lawyers eligible for a Supreme Court practice license. However, Justice Saman made "unlawful observations" against her, which allegedly led to her license being denied. She requested that contempt proceedings be initiated against the judge. Justice Soomro questioned as to under what law can one judge take action against another sitting judge. "Please cite any such legal provision." When the petitioner referred to an IHC division bench ruling in the Justice Tariq Mehmood Jahangiri case, the court noted that the Supreme Court's five-member bench had nullified that decision. "Would it seem appropriate if judges began initiating contempt actions or issuing orders against one another? Every judge runs their courtroom differently. We cannot issue directions to another judge," Justice Soomro asked. Later, the bench reserved its decision on whether to admit for hearing the contempt of court petition. The registrar office of the court had also objected to the petition.

SC rejects Faraz's plea to halt Senate polls
The Supreme Court on Wednesday rejected Pakistan Tehreek-e-Insaf (PTI) leader Shibli Faraz's plea to suspend the schedule for the Senate election on his vacant seat, stating that it would not interfere in the electoral process. Earlier, a special anti-terrorism court (ATC) in Faisalabad had sentenced Faraz and PTI's Omar Ayub to 10 years in prison each for their alleged role in the May 9, 2023, riots. Following their conviction, the Election Commission of Pakistan (ECP) disqualified Faraz as Senate opposition leader and Ayub as National Assembly opposition leader. Later, both of them challenged their disqualifications before the Peshawar High Court (PHC), but their appeals were dismissed as "non- maintainable" since they had not surrendered before the court. They then approached the apex court to contest the ECP's decision. On Wednesday, a five-member constitutional bench led by Justice Aminuddin Khan heard the petition. During the proceedings, PTI Chairman Barrister Gohar Ali Khan argued that the election on Faraz's seat was scheduled for Thursday (today), requesting the court to suspend the polls schedule until the matter of his disqualification was decided. Justice Hasan Azhar Rizvi questioned Gohar why was he seeking a stay order when he had already nominated a candidate for the Senate election. Justice Jamal Khan Mandokhail remarked that nominating a candidate was a compulsion, while Justice Rizvi further observed that Barrister Gohar himself was the party chairman and therefore should not be seeking such an order after fielding a candidate. "How many seats are up for election tomorrow?" the judge asked. Gohar replied, "only one". The PTI counsel further said that they were "disgraced and removed from two constitutional offices," and requested the court to issue a stay order on the election schedule and stop the poll. Additional Attorney General (AAG) Aamir Rehman informed the court that the speaker of the Khyber-Pakhtunkhwa Assembly, who was a party in the PHC case, had not been made a respondent in the Supreme Court proceedings. He added that under the law, surrendering before authorities was a prerequisite for seeking relief. Justice MuhammadAli Mazhar questioned whether the PHC had ruled on the maintainability of the case, to which Barrister Gohar responded that the court had not yet dismissed it. Woman killed, three children injured as mortar shell hits house in Tirah
A woman was killed while three children were injured when a mortar shell hit a house during fierce clashes between security forces and terrorists in the Tirah area of Baraqambar Khel in Khyber tribal district on Wednesday. In a seperate incident, a six-year-old girl, daughter of Allah Noor Yargul Khel, lost her life when a stray bullet hit her during clashes in the same area. The incidents sparked widespread protests in Bara and on Peshawar’s Ring Road, where residents, including MNA Iqbal Afridi and other political and social figures, demanded an immediate end to shelling on civilian localities and called for an investigation. Later, protest leaders reached the Chief Minister’s House in Peshawar for talks with government representatives. According to local sources, security forces launched an operation against terrorists in Baraqambar Khel and imposed a curfew across the area. Meanwhile, a beheaded body of an unidentified man was found in Baraqambar Khel, though it remains unclear whether the victim was a terrorist or a civilian, abducted and killed by militants. Ashna Gul’s wife was laid to rest in Baraqambar Khel amid tight security. Reports suggest that some security personnel have also been killed or injured during the clashes. However, official confirmation was not available. Tension continues to grip the area, with residents expressing deep fear and uncertainty over the escalating violence.

Karachi's e-challan system made operational; Rs13m fines issued in just six hours
Accustomed to the relaxed implementation of the traffic regulations in Karachi, the city dwellers got a rude awakening when the much talked about Traffic Regulation and Citation System actually became operational. Within just six hours of its launch in the metropolis, the faceless Traffic Regulation and Citation System (TRACS) automatically generated more than 2,600 e-tickets amounting to over Rs13 million for various traffic violations. According to DIG Traffic Police Peer Muhammad Shah, the new automated system utilises cutting-edge surveillance technology, including Automatic Number Plate Recognition (ANPR), Intelligent Transport System (ITS), and Facial Recognition (FR) cameras, all integrated under the Safe City Authority to identify and fine traffic violators. The DIG added that modern surveillance cameras have so far been installed in 30 per cent of the city's areas, with work in the remaining zones expected to be completed soon. Currently, major arteries and areas — including Sharah-e-Faisal, Sir Shah Suleman Road, Rashid Minhas Road, Shahrah-e-Pakistan, Gulshan-e-Iqbal Chowrangi, and Qayyumabad Chowrangi — are covered. The total number of advanced cameras is expected to reach 12,000 in the coming phase. He clarified that e-challans will be issued only on fully compliant roads, such as those equipped with lane markings, zebra crossings, stop lines, and traffic signals. Roads lacking these basic facilities will not be included in the e-ticketing system. According to the breakup, the issued e-challans include 1,535 for seatbelt violations, 507 for riding bikes without helmets, 419 for overspeeding, 166 for red-light jumping, 32 for mobile phone use while driving, four for stop line violations, three for lane line violations, seven for tinted windows, five for wrong parking, five for stopping vehicles in no-parking zones, and three for one-way violations. DIG Shah revealed that heavy vehicles, including trucks, dumpers, trailers, tankers, and large buses, will now be required to install trackers linked directly to the DIG Traffic Office. The system will automatically issue challans if a heavy vehicle exceeds 30 km/h. He termed the initiative a “revolutionary step” by the Sindh government to curb road accidents caused by reckless driving. Currently, trackers have been installed in 10,000 out of 22,000 large vehicles operating in the city. From November 1, any heavy vehicle found operating without a tracker will face a fine of Rs100,000, while speeding violations by such vehicles will attract fines of up to Rs20,000 each. The DIG announced that the traffic police have signed an agreement with Pakistan Post to ensure prompt delivery of e-challans. Tickets for violations will reach homes in Karachi, Hyderabad, and Mirpurkhas within 24 hours, and in other cities within three days. He added that citizens can now download the traffic police mobile application or visit the Sindh Police website to register their CNIC numbers. Through this system, users can view all vehicles registered in their name and check for any violations or pending challans. The DIG clarified that not every recorded violation will necessarily result in a fine; however, the data will help citizens identify their mistakes and improve their driving habits. The minimum fine under the new system is Rs5,000, which can be reduced by 50 per cent if paid within 14 days. The objective, according to the DIG, is not merely punitive but to instil traffic discipline and deterrence among citizens. DIG Shah further disclosed that, following directives from the chief minister and the home minister, the government will establish the Karachi Traffic Management Company within one month. The company, based on the traffic police’s proposals, aims to ensure better coordination, road discipline, and technological advancement in urban mobility management. “This system is a milestone in transforming Karachi’s traffic enforcement into a modern, transparent, and efficient framework,” said DIG Shah. “Citizens must realise that the era of manual challans is over — technology will now ensure accountability.”

Treasury, opposition slam uneven flood relief distribution in Punjab
Treasury and opposition benches jointly voiced strong criticism in the Punjab Assembly over alleged irregularities and discrimination in the distribution of government aid to flood-affected people in the province. Audit exposes major security lapses at Punjab's model police stations
A government audit has uncovered security and administrative lapses at several Special Initiative Police Stations (SIPS) in Punjab, revealing widespread non-compliance with surveillance and monitoring standards prescribed under the policing reforms of the province. According to the audit report, multiple police stations, established under the SIPS programme, failed to install CCTV cameras in key areas — a direct violation of the Standard Operating Procedures (SOPs) set by the Punjab Home Department. The SOPs mandated camera installation in every section of the police station, including investigation and interrogation rooms, moharar rooms, record rooms, waiting areas, and storerooms, to ensure transparency and accountability. However, field inspections by the audit team revealed incomplete or inadequate coverage at most stations. In several cases it was noticed, only four to five cameras were installed, primarily covering entrances and lockups. The report observed that such limited placement offered only partial surveillance, undermining the integrity of internal monitoring systems. “The absence of cameras in critical areas compromises transparency in investigations and weakens safeguards against potential misconduct,” the report noted, warning that the situation jeopardises both detainee safety and the protection of police personnel. It further pointed out that real-time monitoring setups were missing at most stations, as display monitors for Station House Officers (SHOs) had not been installed. The required 15-day video backup system was also found non-operational, rendering the surveillance network largely ineffective. “These deficiencies represent a significant failure to comply with SIPS directives,” the auditors said, adding that the lack of monitoring facilities diminishes public confidence in the government’s commitment to transparent policing. Despite repeated reminders in November and December 2024, the Punjab Home Department had not submitted a response or convened a Departmental Accounts Committee (DAC) meeting until finalisation of the report. The audit recommended immediate corrective measures, including full installation of CCTV cameras, operationalisation of real-time monitoring systems, and activation of backup storage facilities. Officials associated with the SIPS initiative said the programme was launched to modernise police infrastructure and strengthen citizen trust through technology-driven accountability.

Sindh to audit private schools violating 10% freeship policy
The Sindh Education and Literacy Department has decided to conduct a complete audit of records, related to the implementation of the 10 per cent freeship policy, in all private schools across the province. This decision has been made in accordance with the Sindh High Court (SHC), Sukkur Bench, judgment issued on October 9, 2025, on a Constitutional Petition No 1592/2025. The 10% freeship policy requires all private schools in Sindh to offer free education to at least 10 per cent of their total students from economically disadvantaged backgrounds, ensuring equitable learning opportunities across the province. In the first phase, all schools across the province with more than one branch have been informed that district committees will visit the schools within 15 days to conduct a complete audit of the freeship quota, based on total student enrollments, and that the reports will be submitted to the SHC's Sukkur Bench, according to a statement issued by Sindh Additional Director of the Directorate of Private Institutions Rafia Javed, Sindh Education Minister Sardar Shah and Education Secretary Zahid Abbasi. Furthermore, the SHC has summoned the Directorate of Private Institutions Sindh, along with all relevant records on November 10. Schools not implementing the freeship law will have their registrations suspended or cancelled. Additionally, schools that have applied for registration or renewal but are not complying with the freeship law will be turned away. Any schools that fail to cooperate with the audit committees during their visits will be considered in contempt of court. Hence, all schools have been directed to keep their records ready and present them to the committees during the audit. In the second phase, the committees will visit the remaining private schools to conduct similar audits of the freeship quota. Guidelines and procedures for the process have already been sent to the schools, with strict action to be taken against institutions found in violation of the rules.

Pakistan, Türkiye unite for rail upgrade
Pakistan and Türkiye on Saturday agreed to deepen cooperation in railway engineering, technology transfer, and capacity building, and to benefit from Türkiye's expertise in railway digitalisation to strengthen Pakistan's rail infrastructure and operational efficiency. Federal Minister for Railways Muhammad Hanif Abbasi held a meeting with Türkiye's Minister of Transport and Infrastructure, Abdulkadir Uraloglu, on the sidelines of the Regional Transport Ministers' Conference 2025 in Islamabad on Saturday. The discussion focused on railway development projects, enhanced logistics connectivity, and the creation of a modern and integrated transport network between Pakistan and Türkiye. Minister Abbasi underscored that the long-standing fraternal ties between Pakistan and Türkiye are steadily evolving into broader, strategic partnerships across new sectors. He emphasised that ample opportunities exist for Turkish collaboration in Pakistan Railways' ongoing modernisation and reform agenda. The ministers also exchanged views on developing logistics corridors, improving port connectivity, and upgrading the transport fleet, recognising these as key components of regional transport integration and trade facilitation. Multan jail officer arrested for allegedly sexually assaulting boy he met on TikTok
A young man from Rawalpindi has lodged a complaint with the police against a jail officer from Multan. He alleged in his complaint that he was sexually assaulted and blackmailed after developing an online friendship through the social-media platform TikTok, police said on Sunday. According to the complainant, the officer—posted at Central Jail, Nishtar Multan—first reached out to him on TikTok, expressing personal interest and seeking to meet in person. The officer, he said, repeatedly messaged him for several months, sharing details of his life, including claims of a divorce, and telling him he 'liked' him and wanted to be friends. Police said the complainant accused the officer of contacting him several times a day over a six-month period and frequently inviting him to Multan. When the victim initially refused, the officer stopped contacting him briefly before resuming communication. On June 1, the officer allegedly contacted him again, obtained his phone number, and said he was trying to arrange a temporary posting to Adiala Jail 'only because of him'. Out of sympathy, the victim said he complied with the requests. In June, after persistent insistence to meet, the complainant agreed. The two met for lunch in a commercial market, and the officer then proposed a short trip to Islamabad. Upon their return, the officer allegedly booked a hotel room in Faizabad, saying they could not visit Adiala Jail as planned. The complainant alleged that once inside the hotel room, the officer served him food containing an intoxicating substance, after which he lost consciousness. When he awoke, he suspected he had been assaulted. The officer then allegedly used a video of the incident to extort money from him. Feeling harassed and under pressure, the complainant approached New Town Police Station in Rawalpindi, where a case has now been registered. Police confirmed that an investigation is under way. The victim has demanded justice, deletion of the 'video', and the return of the extorted money. Authorities said, inquiries are continuing to verify the claims and collect supporting evidence.

Islamabad warns Afghan Taliban regime against their patronage of terrorists
Pakistan has presented its final position to the Afghan Taliban regime during the second round of talks, firmly rejecting what it called their continued patronage of cross-border attacks and terrorism, terming such activities 'unacceptable', security sources said. The ongoing negotiations — mediated by Turkiye and Qatar — are aimed at preventing a relapse into conflict following clashes between the border forces of the two countries earlier this month, the worst since the Taliban’s takeover of Kabul in 2021. According to security sources, the Pakistani delegation made it clear during Sunday’s session that the Taliban’s support for militant groups operating from Afghan soil cannot be tolerated. Islamabad, they said, demanded 'concrete and verifiable steps' from Kabul to eliminate cross-border terrorism. PPP secures simple majority to form govt in AJK
The Pakistan Peoples Party, Azad Jammu and Kashmir chapter, has secured a simple majority in the Azad Jammu and Kashmir Legislative Assembly after gaining the support of several lawmakers, positioning itself to form the next government in AJK. Psychological abuse is a ground for divorce: SC
The Supreme Court has ruled that cruelty within marriage is not confined to physical violence but also includes psychological, verbal and emotional abuse, as well as behaviour that makes it impossible for a woman to live with dignity and safety in her home. In a detailed 17-page judgment authored by Justice Ayesha Malik, the court set aside the verdicts of the Peshawar High Court (PHC) and family court, ruling that a court cannot grant khula without the woman's consent, adding that psychological abuse in a marital relationship is as grave as physical violence. The court further held that a husband's second marriage without the first wife's consent constitutes a valid ground for dissolution of marriage. The judgment urged courts to use careful and respectful language when addressing cases involving women and clarified that while parliament did not rigidly define the term "cruelty" in law, it provided examples to guide the courts. "These examples are not exhaustive but illustrative," the court observed, noting that judges are empowered to recognise different forms of cruelty and deliver justice accordingly. The court elaborated that cruelty extends beyond physical harm, encompassing conduct that inflicts mental or emotional pain and makes it impossible for a woman to live in her marital home with respect and peace. The SC further observed that courts have consistently recognised cruelty as conduct not limited to physical violence, adding that it may consist of separate acts that, though seemingly unconnected, cumulatively cause harm and make continued cohabitation unbearable for the wife. Cruelty may consist of any behaviour that causes a woman distress, hopelessness, or loss of confidence. If the effects are severe and render married life impossible, it qualifies as cruelty, the court ruled. The judgment also referenced international law, stating that the International Covenant on Civil and Political Rights (ICCPR) prohibits "torture or cruel, inhuman or degrading treatment," and that the UN Human Rights Committee has extended these protections to cases involving domestic abuse in marriage to ensure justice and protection for victims. The SC noted that acts of cruelty must be assessed with sensitivity to social context, personalities, and the practical realities of married life. It cautioned that family courts should not apply criminal standards of proof to such cases, as the issue is not whether an offence has been proven beyond reasonable doubt, but whether the conduct complained of makes it unreasonable to expect a wife to continue in that relationship. Emphasising that cruelty was a subjective measure, the court said it should be evaluated based on the impact on the affected woman rather than through rigid legal classifications or technical evidentiary rules. The judgment further detailed that cruelty may manifest as physical abuse such as slapping, beating, or assault. Psychological cruelty such as humiliation, verbal abuse, or false allegations of infidelity; emotional cruelty through neglect or indifference; or oppressive household environments where hostility or coercion by in-laws is tolerated or encouraged by the husband, the ruling noted. The SC accepted the woman's appeal and declared the earlier family court and appellate decisions, as well as the May 2024 order of the PHC, null and void to the extent of khula, mehr and maintenance. It held that the marriage stood dissolved on the ground of the husband's second marriage, and therefore, the wife was not required to return her mehr. The petitioner's counsel had argued that the family and appellate courts had ignored her client's statements and evidence, granting khula without her consent and depriving her of her mehr. The family court had concluded that the husband never paid the mehr and had treated it as waived in lieu of khula. However, the SC ruled that such findings were legally flawed and reaffirmed that cruelty must be judged in light of each woman's experience within her marriage.

A National Judicial Information Dashboard now provides real-time monitoring of cases, and a public facilitation system—including an online feedback portal, anti-corruption hotline, and information centres—has been launched to strengthen citizen engagement. Cop suspended for assaulting Australian national in Lahore
A police constable has been booked and suspended from duty after allegedly assaulting an Australian national of Pakistani origin in the Bhatti Gate area of Lahore. According to the First Information Report registered at Tibbi City Police Station under Section 155-C of the Police Order 2002, the complainant, Khawaja Zeeshan — an Australian citizen of Pakistani descent — stated that around 3 am on October 24, he had stopped near Bhatti Gate to buy juice when three policemen on motorcycles approached him. Zeeshan alleged that one of them, Constable Zaheer Iqbal, verbally abused and physically assaulted him, punching and kicking him before snatching his car keys and mobile phone. The constable then allegedly drove Zeeshan’s car to the Bhatti Gate Police Station while the complainant was dragged there and threatened with being shot if he tried to resist. The FIR further stated that upon checking his vehicle later, Zeeshan found that 3,000 Australian dollars were missing, which he accused Constable Iqbal of stealing. His niece, Maria Asim, and her husband arrived at the police station after he managed to contact his family, witnessing his condition and securing his release. Zeeshan later contacted Rescue-15, following which Tibbi City Police officials advised him to undergo a medical examination. His medical report from Mian Munshi Hospital confirmed signs of physical assault. Taking notice of the incident, DIG Operations Lahore Faisal Kamran ordered the registration of a case and directed immediate suspension of Constable Zaheer Iqbal. “No one is allowed to take the law into their own hands. Any officer found guilty of abusing authority will face strict departmental and legal action,” DIG Faisal said in a statement. He also ordered the SP City Division to conduct a detailed inquiry and sought an explanation from the SHO Bhatti Gate for failing to prevent the misconduct. The DIG reiterated that Lahore Police has a strict accountability system and warned that officers misusing their authority “have no place in the department.”

Record water reserves avert Rabi shortage
The government has set a wheat production target of 29.68 million tonnes for the 202526 Rabi season. The Federal Committee on Agriculture (FCA), chaired by Federal Minister for National Food Security and Research Rana Tanveer Hussain, reviewed the performance of the 202526 Kharif crops and approved production targets for the upcoming Rabi crops. The meeting was attended by provincial agriculture ministers, secretaries, and senior officials from both federal and provincial departments. The Ministry of National Food Security and Research has proposed a wheat production target of 29.68 million tonnes over an area of 9.65 million hectares. Production targets for gram, potato, onion, and tomato have been set at 393, 8,916, 2,788, and 659 thousand tonnes, respectively. The ministry has also finalised the wheat policy to ensure that farmers receive fair support prices, allowing them to cover production costs and earn reasonable profits. The minister said the policy reflects the government's commitment to protecting farmers' interests and achieving self-sufficiency in staple food crops. The committee also reviewed seed availability for Rabi crops. The Director General, Federal Seed Certification and Registration Department (FSC&RD), informed that the availability of certified seed for Rabi 2025-26 will remain satisfactory. Regarding water availability, the IRSA advisory committee anticipated no shortage of water for Punjab and Sindh during Rabi 2025-26. The provinces have been allocated 33.814 million acre-feet (MAF) of water. During the meeting, the Committee was informed that sugarcane production for 2025-26 is provisionally estimated at 84.7 million tons from an area of 1.146 million hectares, showing an increase of 5.5% in area and 5.9% in production over the targets fixed by the FCA. Rice production for 2025-26 is estimated at 9.417 million tons from an area of 3.039 million hectares, indicating an increase of 21.9% in area and 2.7% in production over the set targets. Similarly, mungbean production for 2025-26 is estimated at 150.8 thousand tons from an area of 170.6 thousand hectares, showing an increase of 22.9% in area and 1.2% in production compared to last year. In line with the government's agenda for promoting the agriculture sector, Rana Tanveer Hussain appreciated the State Bank of Pakistan's efforts to enhance the flow of agricultural credit. The SBP allocated an indicative agricultural credit disbursement target of Rs. 2572 billion for FY 2025, which was 16.3% higher than the preceding year's disbursement of Rs. 2250 billion. Currently, 47 financial institutions are providing agricultural loans to farmers, including 5 major commercial banks, 13 medium-sized domestic private banks, 6 Islamic banks, 2 specialized banks (ZTBL & PPCBL), 11 microfinance banks, and 10 MFIs/RSPs. During FY 2025, the lending institutions disbursed Rs. 2577 billion, achieving 100.2% of the overall annual target and recording 16.3% growth compared to Rs. 2215 billion disbursed in the corresponding period last year. The Committee was also informed that the supply of Urea and DAP fertilizers is expected to remain stable during the upcoming Rabi season (NovemberDecember 2025). Federal Minister Rana Tanveer Hussain said that the government under the leadership of the Prime Minister is fully committed to strengthening the agriculture sector, ensuring food security, and uplifting the living standards of farmers through better price mechanisms, access to credit, and availability of quality inputs. He emphasized that the agriculture sector is the backbone of the national economy, and its stability directly contributes to national growth, rural prosperity, and employment generation. The Minister appreciated that despite the challenges of floods, climate variations, and global market fluctuations, all provinces have shown commendable performance in achieving better-than-expected results during the Kharif season. He also acknowledged the joint efforts of provincial departments and farmers for their dedication and resilience in maintaining productivity under difficult circumstances. Rana Tanveer Hussain said that the Ministry of National Food Security and Research would continue to implement reforms for modernizing agriculture through research, innovation, and sustainable practices. The purpose of the Federal Committee on Agriculture is to review crop productivity across the provinces, assess challenges faced by the agriculture sector, and finalize production targets and policy directions for upcoming crop seasons. The Metrological Department informed that overall, below-normal precipitation is expected in most parts of the country during November and December, while near-to-normal rains are expected in January 2026. The department clarified that the rumours circulating on social media regarding an extremely cold winter are baseless and false. In his concluding remarks, Rana Tanveer Hussain reiterated the government's resolve to ensure food security through coordinated federalprovincial efforts. He said that farmers are the backbone of the country's progress, and their prosperity remains a top priority of the government. Afghan Transit Trade to remain shut until border situation improves: FO
The Foreign Office has clarified that the Afghan Transit Trade remains closed and will stay shut until there is a significant improvement in the security situation along the Pakistan-Afghanistan border. Speaking at the weekly press briefing, FO spokesperson Tahir Hussain Andrabi said the decision was prompted by recent armed attacks launched from across the border that claimed Pakistani lives. “We feel for the hardships faced by traders and businessmen. Ordinary people are also affected because of non-availability of commodities,” Andrabi said. “But at the border points with Afghan Transit Trade, armed attacks were carried out against Pakistan, killing Pakistanis. This pains us gravely. For us, the lives of Pakistanis are more important than any commodity traded.” The spokesperson emphasised that national security and the protection of Pakistani citizens are more important than any trade-related concerns. “We have to have a very clear priority on Afghan Transit Trade and our security. Pakistani lives and our security matter the most,” he stated. Andrabi appreciated the constructive role of Qatar and Turkiye in mediating recent discussions between Pakistan and Afghanistan, describing them as a “first step towards ensuring regional peace and stability.” He said the talks focused on immediate measures to end cross-border terrorism emanating from Afghanistan and to restore peace along the border. The FO spokesperson added that Pakistan looks forward to establishing a “concrete and verifiable monitoring mechanism” during the next round of talks, scheduled to be hosted by Turkiye in Istanbul on October 25, 2025, aimed at curbing terrorist activities from Afghan soil. “As a responsible state, committed to regional peace and stability, Pakistan does not seek escalation,” Andrabi said, urging the Afghan Taliban authorities to honour their international commitments and take verifiable action against terrorist groups, including the TTP/FAK and BLA/FAH. Federal Cabinet proscribes TLP under anti-terror law
Endorsing a request from the Punjab government, the federal government on Thursday banned Tehreek-e-Labbaik Pakistan (TLP), declaring it a proscribed organisation under the Anti-Terrorism Act. The decision - taken during a federal cabinet meeting chaired by Prime Minister Shehbaz Sharif - followed deadly clashes during recent anti-Israel protests near Lahore that left several people dead. According to a press release issued by the Prime Minister's Office, the federal cabinet "unanimously" approved the ban. During the meeting, the Ministry of Interior presented a summary based on the Punjab government's recommendation, with senior provincial officials joining via video link. The cabinet was briefed on the TLP's violent and terrorist activities across the country. Officials informed the meeting that since its establishment in 2016, the group has been involved in multiple incidents of unrest and violence, causing widespread disruption and loss of life. It was recalled that in 2021, the then government had also banned the TLP, but the decision was revoked six months later after assurances from the group that it would abstain from violence and disorder. However, the cabinet was informed that the TLP had once again violated those commitments by resorting to violence and incitement. The briefing noted that past protests and rallies by the group had resulted in the deaths of security personnel and civilians alike. After reviewing the briefing and Punjab's recommendations, the federal cabinet unanimously concluded that the TLP was engaged in terrorism and violent activities, and therefore declared it a proscribed organisation under the Anti-Terrorism Act. Earlier in the day, Punjab Information and Culture Minister Azma Bokhari outlined the Punjab government's recent law and order measures following a TLP protest earlier this month. She said the government had suspended the licences of 28 weapons dealers, while shops of several unlicensed dealers had been sealed. "There is a zero-tolerance policy on buying and selling of weapons, and as I said earlier, no licence for weapons will now be issued in Punjab," she added. The minister further stated that over one million people in the province currently hold weapons licences. "In a province where so many people are licensed to carry arms, you can imagine how challenging it is to maintain peace," she remarked. She added that 47,918 security companies in Punjab possess weapons licences, while various institutions collectively hold over 42,000 licences. Bokhari also shared details of weapons and ammunition allegedly recovered from individuals associated with the TLP. Displaying related images on a screen, she said TLP protesters had seized weapons, ammunition, and other items from police during previous demonstrations. "This is their modus operandi. They surround police, snatch vehicles, weapons and tear gas guns from them and use them later. "In the 2021 [protest], they robbed 3,498 tear gas shells, 23 tear gas guns, 326 anti-riot kits, two 12-bore pistols and 11 submachine guns," she said. Pointing to one of the pictures on the screen, she added that they matched the bullets that were shot at police during the TLP's recent protest. According to Bokhari, TLP activists damaged eight police vehicles and snatched a submachine gun, two 12-bore pistols, 945 bullets during their recent protest. Moreover, the minister said the protesters had snatched 197 helmets, 22 kits, 130 "safety sheets", one tear gas gun and 984 tear gas shells, all of which were part of anti-riot gear. They even damaged Safe City cameras, Bokhari added. She further said that a special prosecution cell was working on cases pertaining to the TLP, in which 559 suspects had been sent on physical remand. Among them, 161 were sent to jail and 190 were on judicial remand, she added. Moving on actions taken regarding social media posts, she said a total of "75 links" had been blocked for sharing hateful and inciting material and 107 people had been apprehended. Bokhari further said citizens could give tip-offs to police about "the extremist party" and "illegal citizens, be it Afghans or anyone else", by calling 15 police helpline. Their calls would be transferred to a special cell and the informants' name would be kept secret, she assured. She stressed that "dala culture", too, would not be tolerated. "Giving a call for strike and forcing shops, business and transport to shut down is totally unacceptable. Cases will be registered under terrorism laws [against those involved]," she further warned. Bokhari also emphasised that there was a province-wide ban on posters, pamphlets, branding or any other kind of publicity of "extremist mobs". About Afghan refugees, she said combing operations had been initiated to identify those lacking the necessary documents, who would then be shifted to centres established at the district level. They would then be sent back to their country in a respectful manner. This would also apply to others residing in Punjab "illegally", she said, adding that "information was being collected about illegal citizens doing business in Punjab so that they could also be repatriated". In this connection, the minister warned that renting or leasing out properties to "illegal citizens" or letting them stay at one's residence was a crime and action would taken over it. "The Punjab government has taken a decision on this and it is being implemented." She also said the Punjab government had requested the Centre to regularise weapons' factories.

Four years on, K-P yet to enforce Domestic Violence Act 2021
Four years after the passage of the Khyber-Pakhtunkhwa Domestic Violence (Prevention and Protection) Act, 2021, the provincial government has yet to establish the mandated district-level committees meant to curb domestic violence against women. The law, passed by the K-P Assembly in 2021, aimed to provide a legal framework for protecting women from domestic abuse and ensuring swift redressal of complaints. The amendment bill was introduced by Pakistan Peoples Party lawmaker Nighat Orakzai, who also played a key role in drafting it. At her insistence, the law stipulated that each district committee be headed by a female member of the provincial assembly. In districts where no woman MPA is elected, the Deputy Commissioner was designated to serve as committee chairperson. However, despite the legal requirement, the formation of these committees has been repeatedly delayed. Sources revealed that the Social Welfare Department raised procedural objections, halting the process. Former minister for social welfare Syed Qasim Ali Shah confirmed that the decision to form the committees had been finalised and an official notification was under preparation when the provincial cabinet was dissolved. “The process will resume once the new cabinet is in place,” he said. Meanwhile, the provincial assembly has issued a notification naming women MPAs for representation in district women protection committees. The list includes Sitara Afrin for Dera Ismail Khan, Aiman Jaleel for Mohmand, Madina Gul Afridi for Khyber, Rabia Shaheen for Kurram, Nilofer Begum for Bannu, Naheeda Noor for Bajaur, Arifa Bibi for Lower Chitral, and several others across the province. Some legislators, however, have voiced concerns about being excluded from committees in their own constituencies. MPA Rehana Ismail told The Express Tribune that she had contacted the Assembly Secretariat regarding objections from members who were assigned to other districts. It may be recalled that this year in January, four years after the passage of legislation, K-P government finally established committees to end violence against women in the province. Due to the lack of the Pakistan Tehreek-e-Insaf's female Members of the Provincial Assembly, the committees will be headed by woman members from the opposition, with one committee to be headed by the Deputy Speaker. The K-P Assembly had passed a law in 2021 to prevent domestic violence against women. At the time, Orakzai had proposed an amendment to the law to ensure that committees formed under it would be headed by woman members of the assembly. The House had approved the amendment. In 2023, Orakzai had raised the issue of the law’s non-implementation. The issue had also been raised in the Standing Committee on Social Welfare. After Orakzai had raised her voice on the matter, the government had made rules of business which had been approved by the then-provincial cabinet.

Violators to face fines up to Rs1m as Punjab plans Basant revival after 28 years
The Punjab government is considering partially restoring the Basant festival after 28 years, allowing the event to be celebrated under strict conditions at select locations such as open grounds and hotel rooftops. According to the draft proposal, kite flying will remain banned in all residential areas, while limited festivities may be permitted in February 2026 — with Basant Night on February 12 and Basant Day on February 13. The draft outlines that kite manufacturers must obtain registration, with a fee of Rs25,000 and renewal charges of Rs2,500 per annum. For kite sellers, registration will cost Rs15,000 with an annual renewal fee of Rs1,500. Kite-flying associations will pay Rs50,000 for registration and Rs5,000 for renewal. All participants must strictly follow safety regulations. The use of large kites, metallic, or glass-coated strings will remain strictly prohibited. Violators will face fines ranging from Rs200,000 to Rs1 million and imprisonment of up to six months. Federal Minister for Railways Hanif Abbasi clarified that the decision is still under review and will be presented to the Punjab Cabinet for debate. “Consultations will be held with political leaders, law enforcement agencies, and administration before final approval,” he said. Deputy Commissioner Hassan Waqar Cheema confirmed that the ban on kite flying in Rawalpindi remains in effect and that police continue crackdowns against violators. However, Muhammad Iqbal and Faisal Mukhtar, representatives of the Kite Association Rawalpindi-Islamabad, welcomed the idea of conditional permission. “This will boost business activity and generate millions of rupees in revenue. We strongly oppose metallic strings and support strict enforcement,” they said. A citizen, Syed Kameel Shah, said Basant can be a healthy cultural and business activity if dangerous strings are banned, while another resident, Haji Abubakar Abbasi, warned that “partial permission will only encourage widespread violations.”

WWF warns infrastructure developments threaten existence of snow leopards
The construction of new roads, highways, transmission lines, and infrastructure networks is bringing humans and Pakistan’s iconic snow leopards dangerously close, warned the World Wide Fund for Nature on the occasion of International Snow Leopard Day. In a statement, WWF-Pakistan highlighted that development projects are narrowing the distance between the two, creating new challenges for the survival of the endangered species. The spread of highways, power transmission lines, and infrastructure networks is increasingly pushing snow leopards toward human settlements, raising the risk of conflict and threatening their long-term survival. According to the WWF-Pakistan, the country’s first-ever Road Ecology Study has revealed that road infrastructure is fragmenting the snow leopard’s natural habitats. Construction activities and expanded roads are disrupting their movement patterns, while heavy traffic along the Karakoram Highway has caused noise and air pollution that could affect wildlife breeding and migration, particularly within the Khunjerab National Park. The study also noted that road expansion is also affecting populations of other mountain species, such as ibex and blue sheep. These smart cameras provide real-time data that can also be used to protect livestock and reduce human-wildlife conflict. The system, introduced in the beginning of 2025, has shown high accuracy in detecting species — offering a promising tool for their coexistence. Additionally, WWF-Pakistan has introduced a technology called SMART (Spatial Monitoring and Reporting Tool) in collaboration with the wildlife departments of Khyber-Pakhtunkhwa and Gilgit-Baltistan. This software supports standardised patrol protocols, real-time data collection, and monitoring of snow leopard movements, illegal hunting, disease outbreaks, and other threats. WWF-Pakistan’s Senior Director of Programmes, Rab Nawaz, emphasised, while roads play a crucial role in community connectivity and regional development, they can also pose severe risks to mountain wildlife if not responsibly designed. “Through smart technology, we are assessing the population status of snow leopards. The integration of artificial intelligence and real-time monitoring will be vital in transforming potential conflicts between humans and wildlife into opportunities for coexistence,” he said. He stressed the urgent need to ensure that human development does not come at the cost of the survival of this rare and magnificent species.

India, ACC clash over Asia Cup trophy
India has grown increasingly upset over not receiving the Asia Cup trophy it won last month and has sent two letters to the Asian Cricket Council (ACC), urging that the coveted silverware be dispatched to the Board of Control for Cricket in India (BCCI) via courier. However, ACC President Mohsin Naqvi responded by asking the BCCI to send an official and a player to attend a ceremony in Dubai on November 10 to receive the trophy in person. Since then, the Indian board has remained silent - at least for now. India had courted controversy during last month's Asia Cup after politicising the game. The team members refused to exchange the traditional handshake with Pakistani players in all three encounters - the group match, Super Four clash, and the final. Although India won all three games and were crowned champions, they further fuelled the controversy by declining to accept the trophy from Naqvi at the award ceremony in Dubai, because he is a Pakistani. Naqvi later made it clear that the trophy must now be collected in person from the ACC office. Sources said that in the second week of this month, BCCI Vice President Rajiv Shukla sent a letter to the ACC demanding the handover of the Asia Cup trophy. In his reply, Naqvi reiterated that the ACC would hold a presentation ceremony in Dubai on November 10, where the BCCI could bring a member of the winning squad to collect the trophy. Sources added that on October 20, Shukla sent another letter requesting that the trophy be couriered instead. If any BCCI official eventually travels to Dubai to receive the trophy, observers say questions will arise over why such unnecessary drama followed the final. The ACC, however, remains firm that the trophy will only be handed over in person. Sources further noted that the International Cricket Council (ICC) has no authority to compel the ACC to send the trophy by courier.

ECP withdraws Punjab LG poll schedule after new law
The Election Commission of Pakistan has formally withdrawn the schedule for Punjab’s local government elections, confirming The Express Tribune’s earlier report that the passage of the Punjab Local Government Act 2025 would once again derail grassroots democracy in the province. In a meeting chaired by Chief Election Commissioner (CEC) Sikandar Sultan Raja, the ECP reviewed the situation arising from the new law’s enactment. Members of the commission, along with the secretary and senior officials, were briefed in detail on the legal and administrative implications for the ongoing election process. With the earlier law now nullified, the commission decided to retract the delimitation schedule announced in September for the planned December elections. “The schedule for local government elections in Punjab has been withdrawn,” the ECP said in its statement. “The Punjab government has been granted four weeks to frame delimitation and demarcation rules under the 2025 Act. No further extensions will be given.” Officials confirmed that the decision was taken at the Punjab government’s request, which sought additional time to prepare rules and finalise administrative arrangements under the new legislation. All delimitation work across the province has now been halted until the new framework is completed. That report also detailed how the law was pushed through amid opposition uproar, with critics accusing the treasury benches of deliberately delaying polls and undermining local governance. With the ECP’s formal confirmation, Punjab’s local government elections now face an indefinite delay, the fourth such postponement in roughly a decade. The province last held local polls in 2015 under the 2013 Act. Punjab governor briefed on LG Act 2025 Meanwhile, Punjab governor was briefed on the newly passed Local Government Act 2025, a law that compelled the ECP to postpone the elections in the province. Special Secretary Local Government Punjab, Arshad Baig called on Governor Punjab Sardar Saleem Haider Khan at the Governor House Lahore to take him into full confidence on the five-year Local Government Act 2025. During the briefing, the special secretary said that the tenure of local bodies would be five years. He said that under the Act 2025, each union council would have 13 members representing a population of 25,000 people, including nine directly elected councilors and four reserved seats. The reserved seats will be for one woman, one youth, one labourer and one minority. The names of the chairman and vice-chairman will be selected through internal elections of the union council. He said that the elected members would be required to join one or the other political party within a month, while the ward system in the union council should be abolished. Speaking on the occasion, the governor said that devolution of powers to the grassroots and provision of basic facilities to the people should be the top priority of the government. He said that devolution of powers to the people is the goal of the PPP. The Punjab governor said, the local government system is the foundation of any democratic system. He said, the local government elections are the need of the hour. The governor said, with the implementation of Local Government Act 2025, the level of union councils will be expanded, and funds will be transferred. He further said, the PPP is a people's party and takes its workers and activists to the halls of power. The governor expressed the hope that Local Government elections will be held soon in the province. Seemingly unaware, PPP was caught by surprise with this decision. Some in PPP saw an extraterrestrial hand in postponement of these elections. One leader opined that getting elections delayed at this juncture makes no sense, as PTI is in chains and there is no real competitor.

Face masks made mandatory for bikers as Punjab battles worsening smog
The Punjab government has made the use of face masks mandatory for motorcyclists amid rising air pollution across the province, Meanwhile, Senior Minister Marriyum Aurangzeb confirmed that the government has completed extensive preparations to minimise the impact of transboundary pollution. “We have activated anti-smog guns and started large-scale water sprinkling across major thoroughfares since last night,” the senior minister said in a statement on Monday. “Citizens are strongly advised to use masks, keep vehicle windows closed, and avoid unnecessary outdoor activity, especially during morning and evening hours when smog tends to thicken,” she added. Authorities have also made mask-wearing mandatory for bike riders in Lahore and other urban centres. Anti-smog guns and water sprinkling operations are being carried out in key areas including Karim Block, Multan Road, Ravi Bridge, Shahdara Flyover, Thokar Niaz Baig, Upper Mall Scheme, and GT Road. Officials from the city administration have been instructed to ensure covering construction materials at ongoing sites and vehicles transporting goods are fully tarped to minimise dust emissions. The EPA said a marginal improvement in air quality is expected between 1pm and 5pm due to slight atmospheric changes, but warned that haze and low visibility may persist throughout the day. The agency also urged citizens to refrain from burning waste, a common practice in both rural and urban areas, that further intensifies particulate pollution. Thick layers of smog blanket Punjab Thick layers of smog continued to blanket Punjab on Monday as polluted winds from India drifted across the border, sharply deteriorating air quality in several cities, including Lahore, Faisalabad, and Kasur. According to data released by the Environment Protection Agency (EPA) Punjab, the average provincial Air Quality Index (AQI) was recorded at 177 — a level considered 'unhealthy' for sensitive groups. EPA figures show that Kasur once again topped the list of the most polluted districts in Punjab, with an AQI of 268. Faisalabad followed closely with a reading of 248, while Dera Ghazi Khan and Lahore registered AQI levels of 229 and 227 respectively. Sahiwal, Multan, and Gujranwala also reported AQI levels above 170, highlighting, the smog crisis has spread widely across central and southern Punjab. Within Lahore, the situation was especially alarming in several localities. Kahna Nau and FMD Research Centre reported AQI readings above 300, placing them in the 'very unhealthy' category, while other areas including Shadra, Egerton Road, and Safari Park recorded levels between 220 and 265. Environmental experts attribute worsening air quality to Diwali in India Meteorological data indicates that winds blowing at approximately five kilometers per hour from Indian cities including Chandigarh, Ludhiana, Patiala, and Gurdaspur have begun carrying high concentrations of particulate matter into Pakistani territory. Officials said that Gujranwala, Multan, Bahawalpur, and Bahawalnagar are directly affected. Similar winds from Indian regions of Jodhpur and Jaipur are also contributing to the haze over southern Punjab. Environmental experts say, besides Diwali celebrations in India, during which large-scale fireworks are carried out, existing crop residue burning also pushes dangerous levels of pollutants into the atmosphere. The fallout, they said, is now drifting westward. Lahore second most polluted city in world Meanwhile, international monitoring platforms placed Lahore as the second most polluted city in the world, trailing only behind Delhi (180). Other major cities on the list included Karachi (167), Kolkata (158), and Mumbai (156), highlighting a regional smog crisis across South Asia. Environmental experts warn, if current weather patterns persist, pollution levels may continue to rise over the next several days. The EPA emphasised, public cooperation and long-term planning is a must to minimise the impact of smog. “Every small action counts,” the agency said in its advisory. “Reducing vehicle use, avoiding open burning, and maintaining vehicle fitness are key steps towards cleaner air. The fight against smog cannot be won by government measures alone — it requires joint efforts.” Authorities plan to continue daily monitoring and publish updated AQI reports to guide the public to minimise the impact. As winter deepens and winds slow down, experts caution that Punjab could experience recurring smog waves unless regional coordination and strict enforcement measures are maintained on both sides of the border.
