The unofficial and preliminary results of the by-election in National Assembly constituency NA-171 Rahim Yar Khan have been announced, with the Pakistan Peoples Party (PPP) candidate emerging victorious. According to media reports, Makhdoom Tahir Rashiduddin of the PPP secured 116,429 votes. In contrast, Pakistan Tehreek-e-Insaf (PTI) candidate Hissan Mustafa received 58,251 votes. The election was expected to be a tight contest between Makhdoom Tahir Rashiduddin of the PPP and Hissan Mustafa of PTI, with four independent candidates also participating in the race. A total of 301 polling stations were established in the constituency, with security provided by 2,700 police personnel. Polling took place on Thursday from 8 am to 5 pm without any breaks. This seat became vacant following the death of PTI's Member of National Assembly (MNA) Mumtaz Mustafa. The constituency has a total of 526,973 registered voters.

US imposes sanctions on Chinese institute, firms for supporting Pakistan's ballistic missile program
The US State Department on Thursday imposed sanctions on a Chinese research institute and several companies it said have been involved in supplying Pakistan’s ballistic missile programme. Washington similarly targeted three China-based companies with sanctions in October 2023 for supplying missile-applicable items to Pakistan. Department spokesperson Matthew Miller said in a statement that the Beijing Research Institute of Automation for Machine Building Industry had worked with Pakistan to procure equipment for testing rocket motors for the Shaheen-3 and Ababeel systems and potentially for larger systems. The sanctions also targeted China-based firms Hubei Huachangda Intelligent Equipment Co, Universal Enterprise, and Xi’an Longde Technology Development Co, alongside Pakistan-based Innovative Equipment and a Chinese national, for knowingly transferring equipment under missile technology restrictions, Miller said. “As todays actions demonstrate, the United States will continue to act against proliferation and associated procurement activities of concern, wherever they occur,” Miller said.

Experts advise against panic over monkeypox cases
Dow University Vice Chancellor Professor Dr Saeed Qureshi said on Wednesday that although the first case of monkeypox was reported 50 years ago, it has recently re-emerged as a major threat. He was speaking at a symposium titled "Monkeypox: Evolution and Clinical Symptoms," organised by the Department of Microbiology at the University of Karachi in collaboration with the Association of Molecular and Microbial Sciences. The event was held at the Chinese Teachers Memorial Auditorium at the University of Karachi. Dr Qureshi urged students to share the insights gained from the symposium with the broader public to help them better understand and face these challenges. Dr Mushtaq Hussain, Principal Professor of Biotechnology at Dow University, provided an overview of the evolution of the monkeypox virus. He said that the virus has a high mutation rate, and according to the viral genome database, the recent cases of monkeypox belong to the alpha or clade 1 strain, which is more lethal. Dr Mushtaq also referred to the evolution of lumpy skin disease, another member of the poxvirus family, and suggested that similar evolution in monkeypox is unlikely. Dr Muniba Ahsan, Consultant of Infectious Diseases at Dow University, explained that the current monkeypox outbreak is associated with clade 1 of the virus, which has a higher mortality rate. She added that while cases have been reported in 13 countries, the situation in Pakistan is not yet alarming, and there is no need for public panic.

FIA files case against Imran Riaz over anti-judiciary campaign on social media

The others named in the case are Mujahid Ali Shah, Allah Nawaz Khan, Sohail Ahmed, Umar Sadiq, Sadiq Anjum, Musadiq Abbasi, and Tariq Saleem. The complaint was lodged by Ahmad Sadiq Khan, a resident of G-14 Islamabad, under the Prevention of Electronic Crimes Act (PECA) Section 20 for "violation of privacy," along with sections relating to issuing threats and abetment. Sources indicate that the arrests of those named in the case are imminent. Zain Qureshi, Hameed Raza, and Mahmood Khan Achakzai are also accused of pushing and shoving a constable, verbally abusing officers, and stealing a bulletproof jacket. The FIR further alleges that the rally leaders unlawfully confined the police team and disrupted official duties by surrounding them. In total, 11 sections, including provisions from the Anti-Terrorism Act (7ATA), have been invoked in the case, alongside charges of violence and threats against public officials. Separate terrorism cases have also been lodged at the CTD police station, targeting PTI leaders. The charges against former speaker Asad Qaiser and Shahid Khattak include allegations of attempting to run over police officers with their vehicle. Armed snatchings spike in Pindi
Street crimes in Rawalpindi show no signs of abating as criminals boldly snatch cash and mobile phones from unsuspecting women and pedestrians. Recent incidents have been reported in the areas of Saddar Beruni and Naseerabad police stations, where a woman and two brothers were robbed of their cash and mobile phones in separate incidents. CCTV footage from these incidents has emerged, but the perpetrators have yet to be apprehended. In the first incident, which took place in the Kehkashan Colony area of Saddar police station, CCTV footage captures a woman walking with a child while talking on her mobile phone. A motorcyclist circles the deserted street, and upon spotting the woman, returns quickly to snatch the phone from her hand before fleeing. The footage shows the woman and child running after the motorcyclist in an attempt to recover the stolen phone. The second incident occurred in New Chakra Kohsar Colony, within the jurisdiction of Naseerabad police station. CCTV footage reveals four armed motorcyclists entering the street, two of whom stop two brothers forcibly. Moments later, two additional motorcyclists arrive, and their accomplices dismount to rob the brothers of cash amounting to Rs0.4 million and their mobile phones. The footage also shows a neighbour opening his door in response to the commotion, yet the robbers manage to escape without difficulty. Despite the clear video evidence, the police have not yet been able to identify or capture the suspects involved in these crimes.

Balochistan to get 'internment centres'
As part of efforts to stem the tide of growing unrest in Balochistan, the federal government was expected to give go-ahead to a proposal for the establishment of "internment centres" for terror suspects in the province, people familiar with the development told The Express Tribune on Sunday. Balochistan was rocked by a series of terrorist attacks on August 26, leaving over 50 people, including security officials martyred. The outlawed Balochistan Liberation Army (BLA) took responsibility of the coordinated attacks in 10 districts. The province has been facing law and order situation for many decades but this was the deadliest attack in recent years. Following the incident, the federal government along with stakeholders reviewed the security situation and discussed the response. According to a source, the government decided to give special powers to the law-enforcement authorities, including the army, to make preventive detention of terror suspects for three months without FIR or court orders. Similar powers were given under the Anti-Terrorism Act (ATA) to the law-enforcement authorities in K-P after the terrorist attack at the Army Public School, Peshawar, in 2014. Those powers had a sunset clause of two years. The government now decided to introduce similar amendments to the ATA, 1997 to give the special powers to law-enforcement agencies for Balochistan. One of the proposals includes setting up special internment centres to keep terror suspects without court orders. "The centre may have different name but it would be at the pattern of the internment centres established in K-P," said another source. Internment centres have primarily been used in the context of counterterrorism operations, especially in the areas affected by militancy and insurgency. These centres are primarily used to detain individuals suspected of involvement in terrorism, insurgency, or militancy. These suspects are often captured during military operations or security forces' raids. This strategy was earlier employed in areas affected by militancy like North and South Waziristan, Swat, and other tribal regions. Apart from detention, some of these centres have been used to implement de-radicalisation and rehabilitation programmes. The idea behind these programs is to rehabilitate militants who have surrendered or been captured with the hope of reintegrating them into society. One of the controversial aspects of these internment centres is that detainees can often be held without formal charges or trials. The idea, according to a source, is to pre-empt terrorist attacks.

Wailing ambulance sirens fall on deaf ears
For a regular commuter travelling in their car, getting stuck in an endless gridlock could indicate reaching class late or missing an important meeting. However, for the devastated families rushing a sick or injured patient in an ambulance, not reaching the hospital in time could mean losing their loved one forever. For instance, Farhan, a local, shared the tough ordeal his family had to undergo after his brother-in-law suffered a heart attack. “While we were taking my brother-in-law to NICVD, our ambulance was stuck in multiple traffic jams at Golimar, Lasbela, Gurmandir and Saddar, due to which his condition worsened. We were told by the doctors that had we delayed bringing him by another 10 minutes, it would have been difficult for the patient to survive. Therefore, the surrounding areas of major hospitals should not be barricaded by encroachments,” urged Farhan. Similarly, Wazir Khan, another local, shared that his brother met with an accident while traveling on his motorcycle near Sohrab Goth. “Since my brother’s right leg’s bone was broken at two places, he had to be rushed by an ambulance to a trauma centre. However, during this time, gridlocks at various places on the Liaquatabad and MA Jinnah Road, resulted in us reaching the hospital an hour late. Throughout the entire journey, my brother was in severe pain but due to the traffic jam, the ambulance faced difficulties in finding its way,” recalled Khan. As per data obtained by The Express Tribune, approximately 4,900 emergency patients are reported on a daily basis across five government hospitals including the Jinnah Postgraduate Medical Centre (JPMC), Dr Ruth KM Pfau Civil Hospital, Shaheed Benazir Bhutto Trauma Centre, Abbassi Shaheed Hospital, and National Institute of Cardiovascular Diseases (NICVD). According to Kashif Bhatti, an expert in trauma services, the majority of public hospitals in the city with a population of over 30 million, were located in densely populated areas which were prone to frequent gridlocks. “In particular, the Civil Hospital and Trauma Centre is located in the heart of the city on MA Jinnah Road, which is a commercial area, while JPMC, NICVD, and the National Institute of Child Health (NICH)are located on the Rafiqi Shaheed Road, which is connected to the main avenue, Shahrah Faisal,” highlighted Bhatti. Imranul Haq, a trauma services specialist, was of the opinion that encroachments, wrong parking and traffic congestion on the roads surrounding major hospitals created serious difficulties in transporting ambulances. “Due to the lack of attention of the Karachi administration and the Traffic Police, there are no dedicated lines for ambulances on highways. If there is a traffic jam due to a protest or an accident, the ambulance does not get a way out, which sometimes leads to tragic deaths,” observed Haq. “Since major government hospitals of Karachi are established in the old parts of the city, their location cannot be shifted due to the issue of traffic jams. However, if the government formulates a traffic management plan to give way to ambulance services on the main highways, we can get rid of this problem. For this, all the relevant organizations have to come together on one platform and decide the strategy,” commented Saeed Jadoon, a rescue services planner. Officials of the Sindh Health Department, KMC and Traffic Police assured that their personnel were taking all possible measures to facilitate the operation of ambulances across major government hospitals in the city without interruption.

He asserted that these problems require decisive action to address the "crumbling walls" of the current system. The JI chief denounced the current ruling class, which he described as comprising feudal lords, capitalists, and dictatorial figures, who he claimed have amassed significant wealth without being taxed. He also criticised the government for its agreements with Independent Power Producers (IPPs), which he said have burdened the public. Rehman stated that JI represents the strongest voice for Pakistan's poor and is actively mobilising its base through a campaign aimed at securing five million new members across the country. He called for a unified effort against what he termed a "tyrannical system" and promised to continue advocating for the public even if it meant taking the struggle to Islamabad. The JI chief recalled the party's past success in Bangladesh, where it had played a significant role in challenging local authorities, and urged that Pakistan avoid a similar crisis. He further criticised the Pakistan People's Party (PPP) for corruption and mismanagement, particularly in Sindh. He claimed that despite Karachi contributing significantly to provincial revenue, the local government spends the budget on lavish expenses rather than on the city's needs. He accused the PPP of exploiting the people of Sindh and failing to decentralise power as required by Article 140-A of the constitution. Moreover, Rehman condemned the alleged establishment's support for corrupt political figures and urged respect for democratic processes and public opinion. He maintained that JI is the only party addressing the concerns of the poor and middle class across Pakistan.

Cop suspended for pushing elderly woman
A video of a police officer pushing an elderly woman trying to enter a primary school during a recent visit of Punjab Chief Minister Maryam Nawaz Sharif has gone viral on social media. RPO Sajjad Hasan Khan suspended the police official involved in the incident, Muhammad Umar, who belongs to the Layyah district. When Chief Minister Maryam Nawaz arrived at the school, an elderly local woman, Bhuranawa, tried to enter the premises. The police official posted at the gate pushed the woman back. After the video surfaced on social media, the RPO suspended the policeman for his inappropriate behaviour with the elderly woman. DPO Syed Ali and SP Investigation Bakhtiar Ahmed Khan called the woman to their office and apologised for the behaviour of the policeman. The DPO said that while respecting the dignity of citizens, all officials should behave with good manners. He urged that police officials on security duty to ensure the implementation of the SOPs at all cost. He said the police personnel should not hurt anyone's self-respect.

Imran threatens IO, NAB chief with legal action
Former Prime Minister and PTI founder, Imran Khan, threatened a NAB investigator during a Toshakhana case hearing, warning of legal action upon his release from custody. "My spouse [Bushra Bibi] is facing imprisonment due to cases concocted by you," the deposed prime minister told NAB IO Mohsin Haroon while pointing a finger at him during a hearing of a new Toshakhana reference filed against the detained couple, Express News reported. "Once I'm out, I won't spare you or the NAB chairman," Imran told Mohsin Haroon, adding that he would take them both to court as soon as he is freed. Several individuals were present as the PTI leader made the remarks, escalating tensions during the ongoing trial. The former prime minister claimed that he is being intimidated through the trial of former intelligence officer General Faiz Hameed, Express News reported. Speaking to journalists at Adiala Jail, Khan expressed his concerns, calling the trial without the inclusion of retired General Bajwa a "malicious" move. "Using General Faiz Hameed's trial to intimidate me is a clear indication of political malice," Imran Khan remarked. He also criticised the current leadership, congratulating them sarcastically for securing "NRO 2". "Catching white-collar crime was difficult before; now it's impossible," he added. Khan took a swipe at the country's parliamentarians, accusing them of using legislation to absolve themselves of corruption charges. "In the history of parliamentary democracy, never has a legislature passed laws to exonerate its own members of corruption cases," he asserted. The PTI leader also commented on Thursday's statements from the military's media wing, ISPR, which reiterated the army's neutral and apolitical stance. "If they are becoming apolitical now, they are doing the country a great service. But if they claim to have been neutral all along, that's a blatant lie," Imran said, adding that both he and his wife, Bushra Bibi, are in jail because of current army chief General Asim Munir. Moreover, Imran also addressed internal party dynamics, defending PTI leader Ali Amin Gandapur. "To those criticising him, I say Ali Amin was my choice, and I stand by him. PM Shehbaz seeks total elimination of Fitna al-Khawarij
Prime Minister Shehbaz Sharif on Friday vowed to continue operations till the total ellimiation of terrorism as Chief of Army Staff (COAS) General Sayed Asim Munir stressed that political differences must not turn into hatred for the sake of "national unity." The prime minister and army chief were speaking at the Defense Day ceremony held at the General Headquarters in Rawalpindi. The army chief expressing his commitment to eradicating terrorism, stated, "for national unity, it is essential that political differences do not turn into hatred." The army chief further emphasised that to achieve national unity, it is crucial to safeguard the rights of minorities according to the Constitution of Pakistan, rising above religious intolerance. The army chief also discussed the operation "Azm-e-Istahkam" (Resolve of Stability) aimed at ending terrorism. He mentioned, "Operation Azm-e-Istahkam is part of the National Action Plan. In this long war, not only the Pakistan Armed Forces and law enforcement agencies but also a large number of civilians, especially from Khyber-Pakhtunkhwa and Balochistan, have made great sacrifices." Gen Munir highlighted that the brave people of Khyber-Pakhtunkhwa and Balochistan have made extraordinary sacrifices, which are a golden chapter in the history of the nation. He further stated, "I want to make it clear to the foreign powers involved in spreading terrorism that the Pakistan Armed Forces and the people of Pakistan know how to defend their sovereignty and will never allow your evil intentions to succeed." Gen Munir said that the Pakistani nation stands shoulder to shoulder with its armed forces and will continue to defend the nation's sovereignty for the future. Declaring the youth as the future and asset of Pakistan, the army chief said that unwavering faith in the bright future of Pakistan is an essential part of being Pakistani. He remarked that a long and enduring fight has been carried out against terrorism, and the series of sacrifices continues to this day, which will persist until the elimination of terrorists. The malicious goals aimed at weakening national unity will not succeed. The COAS reiterated, "The Pakistan Armed Forces and the people of Pakistan know how to defend their sovereignty and will not allow the enemy's nefarious objectives to succeed. The strong bond between the Pakistani nation and its armed forces is the reason behind the enemy's defeat." Prime Minister Shehba, paying tribute to the martyrs who sacrificed their lives for the homeland, said that Defense Day is a great symbol of Pakistan’s national identity, and the army and security agencies will continue their operations until the elimination of the Fitna al-Khawarij. Speaking at the central ceremony for Defense and Martyrs’ Day in Rawalpindi, he said that Defense Day is a great reference to our national identity. This day reminds us of the sacrifices of all those martyrs who laid down their lives for the freedom and protection of their homeland. No amount of tribute can ever be enough for these devoted souls. He added that this day reminds us of the national pride that empowered our great nation to thwart the nefarious designs of an enemy intoxicated with power. He recalled that the enemy, who dreamt of having tea at Lahore Gymkhana, fled even faster than the speed with which they made the foolish mistake of crossing Pakistan's borders. The evidence of their shameful retreat, preserved in the Military Museum, will continue to remind future generations of the unparalleled unity and victory of our armed forces and the nation. The prime minister said, “I salute the great mothers who sacrificed their sons for this nation, and I swear by the tears of these courageous mothers that we will never let the sacrifices of their brave sons go in vain.” He reiterated that the army and security forces will continue their operations until the Fitna al-Khawarij is completely eliminated.

Man killed by sons for land
A man identified as Nawazish Ali, a resident of Gatwala, was shot and killed by his sons over a land dispute. The dispute had been ongoing for nine months. The sons opened fire on their father, causing fatal injuries. A police team, including Madina Town SP Saad Arshad took the body into custody and sent it to a hospital for post-mortem. The suspects fled from the spot after then murder and the police started a search operation to arrest them. Regional Police Officer Dr Abid Khan directed the SP of Madina Town to submit a report and arrest the suspects immediately. The police were raiding the suspects' possible hideouts to arrest them. Earlier in August, a dispute over a luxury car worth Rs130 million allegedly led to the orchestrated murder of Dr Shahid Siddiqui, a founding member of PTI and the owner of a private hospital, by his own son. Qasim Shahid, Dr Siddiqui's son, is currently in the custody of the Organised Crime Unit (OCU) after police collected substantial evidence against him. According to initial investigations, Qasim had followed his father on the day of the murder, including to the bank where Dr Siddiqui withdrew a significant amount of money.

Pakistan reacts to Taliban’s new ‘moral code’
Pakistan on Thursday reacted to the new “moral code” for men and women issued by the Afghan Taliban government, saying women have inherent right to education in accordance with the injunctions of Islam. “Pakistan’s position on the rights of women and girls, especially for their inherent right to education, is clear and consistent,” Mumtaz Zahra Baloch told reporters at her weekly briefing while responding to a question about the recent moves by the Taliban government. The Kabul administration recently issued a raft of new measures that imposed further restrictions on women and new dress code for the men. Many observers see the move as an attempt to revive the Taliban’s first rule from 1996 to 2001. “We believe that every man and woman has the inherent right to education, in accordance with the injunctions of Islam, and Islam grants equal access to education and women’s rights. Islam, we believe, is an egalitarian religion that guarantees women the right to education and inheritance to property,” the spokesperson said. “It also guarantees their voice in public sphere and the right to a decent life free of violence. The Constitution of Pakistan guarantees these rights to women of Pakistan and we wish similar rights for women everywhere,” she added. When the Afghan Taliban returned to power in August 2021, there were questions whether their second term would be different from the first one. Some argued that Taliban have learnt lessons from the past and their policies would be moderate. However, after initial positive signals, the Taliban government gradually brought back the old edicts. The ban on girls’ education and denying women other rights has become the major hurdle in the way of Taliban getting formal international recognition. Following the fresh decree, the chances of Taliban recognition have diminished further. On TTP, the spokesperson said Pakistan's position with regards to the terror groups in Afghanistan is clear. “We have, on numerous occasions, presented evidence of the activities of these terror groups, which have hideouts and sanctuaries inside Afghanistan, and the concerns of Afghan territory being used to foment terrorism against its neighbours is not just the concern of Pakistan. You may have seen recent reports of the United Nations, where they have highlighted the activities of these terror groups inside Afghanistan. So, we urge the Government of Afghanistan to take action against these terror groups and to ensure that these terror groups do not stage terror attacks against Pakistan.”

Opp bloc to convene multi-party confab
The Tehreek Tahafuz-e-Aeen Pakistan (TTAP), which translates into the movement for the protection of the Constitution of Pakistan, has decided to convene an all-parties conference (APC) and urged the government to attend "at all costs". A committee has been formed under the leadership of Sahibzada Hamid Raza to organise the conference, and it will begin reaching out to political parties from Wednesday. In the meeting, the location for a rally, scheduled for September 8, was finalised as the Sangjani village of Islamabad, while a strategy was also prepared for the march. Speaking at a press conference after the meeting, Mahmood Khan Achakzai stated that if the government does not participate in the APC, the movement will launch nationwide protests. He said it was a positive sign that all political parties in Pakistan believed in the supremacy of the Constitution. Achakzai added it was deemed appropriate to consult the parties and call for a conference in which they were all present. A committee has been formed for this purpose, and will start its work. "If our demands are not met, we will resort to nationwide protests. However, if the government agrees at the APC, protests may not be necessary," he stated. Asad Qaiser has been tasked with meeting National Assembly Speaker Ayaz Sadiq. Achakzai also mentioned that all parties should decide to remove the "evergreen" families from the political scene. "All the parties involved with us demand the supremacy of the Constitution," he asserted. Speaking to the media, Asad Qaiser expressed concern over the situation in Balochistan. He stated that members of the movement will meet the speaker to urge action regarding the province, and that an APC should be held on the matter. He emphasised the need to address the grievances of "our discontented Baloch brothers". He also recalled that he raised the issue of Balochistan on the floor of the National Assembly, but the government showed no interest. "Akhtar Mengal, disheartened, resigned from the National Assembly, which is unfortunate. If political figures become disheartened, there is no benefit to this parliament. The situation in Balochistan requires serious deliberation." Qaiser further stated that the rally will take place under any circumstances. PTI leader Latif Khosa said that the tsunami of inflation, unleashed on the public, and the talk of constitutional amendments, are causing grave concern. "They cannot amend the Constitution because they do not have a two-thirds majority, so they should stop making such statements. The people of Pakistan will show their love for Imran Khan," Khosa said. He added that the need of the hour was to save Pakistan and establish the rule of law. PTI's Central Information Secretary Raoof Hassan, speaking to the media, said the rally will take place under any circumstances. "Even if the administration tries to create obstacles, we will not stop." He declared that Hamid Raza would lead the rally, and the movement would not stop regardless of the circumstances. "We will discuss the Balochistan issue at the all-parties conference, and the APC is also being convened to solve other issues. The matter of Akhtar Mengal is very alarming, and his resignation from the Assembly is disappointing." The PTI central leader continued that they needed to convince the political stalwart from Balochistan to withdraw his resignation. "Another delegation is going to meet Akhtar Mengal. We want all issues of parliament to be resolved within the House."

Cricket's downward spiral: who's to blame!
Bangladesh cricket team's historic clean sweep in the two-Test series against Pakistan in Rawalpindi has been a truly remarkable effort, and is a testament to their new-found maturity in international cricket. More significantly, the convincing manner of their victory, especially in the backdrop of the massive political turmoil back home, speaks volumes about the players' resilience and skills, serving as a quintessential lesson. In a stark contrast, Pakistan team's rapid downward spiral has been alarming, to say the least. In fact, the team's regressed state, that has seen them losing eight Test matches on the trot besides failure to make the semifinals of the 50-over World Cup in India and the T20 World Cup held in the US and West Indies, has given an all-new meaning to the term 'rock bottom'. While unpredictability has been a familiar trait with the Pakistan teams during the past decades, the string of defeats of late to minnows USA, Zimbabwe, Ireland and Afghanistan in the ODIs, and now in the Tests at home against Bangladesh, makes the mind boggle. For a cricketing nation whose success rate ranks only third behind Australia and England in history, the decline is a sorry sight for the millions of fans at home and abroad. For the knowledgeable critics and followers of the game, though, the pattern has been all too obvious for nearly two decades. In a country increasingly shorn of democratic values, it is little surprise that merit is heavily compromised in the Pakistan Cricket Board – the game's governing body - where Ad hocism has taken root. Since 1998, hand-picked favourites of the respective ruling regimes in the country have taken turns as PCB chairmen to run the game in their own clueless manner, only to ruin it. For a country that made its international cricket debut back in 1952, nearly 72 years ago, no real effort has been made either by the governments or the PCB heads to streamline the game on scientific lines or to systemically groom the tremendous raw talent in the country. The chaos prevalent in Pakistan Cricket, both on and off the field, can be gauged by the fact that the national team has had four captains including Babar Azam, Shan Masood, Shaheen Afridi and Shadab Khan leading the national sides in the past two years while five head coaches including Mickey Arthur, Grant Bradburn, Azhar Mahmood, Mohammad Hafeez and Jason Gillespie have managed the teams. To top it all, as many as four PCB chairmen namely Najam Sethi, Ramiz Raja, Zaka Ashraf and the incumbent Mohsin Naqvi have held the reins at the PCB during this period. More detrimental have been the tell-tale signs of the pool of players deemed good enough to represent the national sides shrinking considerably. Besides, the poor state of domestic cricket and docile pitches have failed to groom the batters and the bowlers for the competitive international cricket standards. Even the PCB's much trumpeted flagship project, the Pakistan Super League (PSL), has lost its sheen owing to the continuous absence of leading international players. As it is, the PSL is a T20 league which does nothing to prepare the cricketers for the longer, more competitive format like Test cricket. Moreover, the lure of the international T20 leagues has seen more and more Pakistan players opting for them since the money is really good. It is a pity that the bosses in Pakistan cricket have neither had the time nor the inclination to carry an overhaul to set things right. Sitting pretty in their cushy jobs, handed to them in a platter by the respective regimes, they are busy working on their own respective agendas which primarily relate to saving their own skin and seat, or making good money at the expense of the country's cricket.

Senate panel approves three-year jail for unauthorised rallies in Islamabad
The Senate Standing Committee on Interior on Tuesday approved a bill that regulates peaceful protests and rallies within Islamabad, allowing such activities only in designated areas approved by the government. The bill, titled "Peaceful Assembly and Public Order Bill 2024," was presented by Senator Saleem Mandviwalla. According to the bill, protests will only be allowed in specified locations such as the Sangjani area or other government-approved sites within Islamabad. Any protest or rally conducted without government approval could result in participants facing up to three years in prison. He noted that the resurgence in terrorist activities was largely due to these groups operating from Afghanistan, particularly the Tehreek-e-Taliban Pakistan (TTP), which has been gathering strength there. The minister clarified that there were no plans for a military operation in Balochistan, but confirmed that the deadly August 26 attack was carried out by banned organisations that had joined forces. The attack targeted an FC camp, where the militants launched a fierce assault, firing on all 14 towers of the building. "Alhamdulillah, our forces successfully repelled the attack; had they breached the facility, the consequences could have been far worse," he noted. Further elaborating on the operations being conducted in Khyber Pakhtunkhwa, the interior minister informed the upper house that intelligence-based actions were being carried out wherever there were reports of terrorist presence. Regarding the situation in the Kutcha areas, Naqvi said that the government was coordinating with the provincial authorities of Punjab and Sindh to ensure that once these regions are cleared of criminal elements, lasting measures are taken to prevent a resurgence.

Warriach and Pakistani zaireen were greeted by Sajjada Nasheen Khalifa Syed Mohammed Sadiq Raza and other trustees. The participants offered dua and prayed for Pakistan’s progress and prosperity. The charge d’ affaires paid homage to the revered saint who is known for his contribution in revitalising Islam. He said that teachings and ideals of Hazrat Mujadid Alf Sani (RA) created a profound impact on society and continue to serve as a spiritual guide to us. Warraich thanked the Sajjada Nasheen for the meticulous arrangements made for the Pakistani zaireen as well as the local administration for facilitating his visit on the auspicious occasion of the annual Urs. Pakistan has lowest rate of plastic waste leakage in region: World Bank
A recent World Bank report reveals that Pakistan and India, along with four other South Asian nations, are contributing to the cross-border transport of pollutants like solid waste, plastics, industrial effluents, domestic wastewater, and microplastics through 20 major rivers. The report titled 'Waves of Plastic: A Snapshot of Marine Plastic Pollution in South Asia' highlights the significant environmental impact of pollution in the region, focusing on two major transboundary river basins: the Ganges-Brahmaputra Meghna (GBM) basin, encompassing Bangladesh, Bhutan, India, and Nepal, and the Indus River basin, which includes Afghanistan, India, and Pakistan. According to the report, 68% of Afghanistan’s plastic leakage, 66% of Pakistan’s, and 1.5% of India’s, flow into the Indus River. The report also notes that while Pakistan has the lowest rate of plastic waste leakage in South Asia, Sri Lanka has the highest. Despite being landlocked, Bhutan and Nepal still contribute to oceanic plastic waste through their rivers. In contrast, India and the Maldives boast higher waste collection rates than other South Asian countries. The report also points out that Bangladesh, India, and Pakistan, as more populous nations, have lower per capita plastic leakage rates due to their relatively higher recycling rates—37% for Bangladesh, 40.6% for India, and 19.2% for Pakistan. The World Bank emphasises that effective national policies and their implementation are crucial for reducing plastic waste that pollutes rivers and oceans. While environmental ministries typically oversee policy approval, their success relies heavily on the cooperation of national, state, provincial, and local government institutions. The availability of necessary infrastructure and logistical support, along with strong leadership, is essential for effective policy enforcement. The report also underscores the vital roles of the private and informal sectors in policy implementation, noting that policies enforced at the sub-national or city level tend to be more effective due to local mandates. Global plastic pollution has surged at an alarming rate, with an estimated 171 trillion plastic particles floating in the oceans by 2019, according to research by the 5 Gyres Institute. The report warns that without legally binding global policies, marine plastic pollution could increase 2.6 times by 2040. The study, which analysed surface-level plastic pollution data from 11,777 ocean stations across six major marine regions between 1979 and 2019, highlights the urgent need for global action.

Punjab on high alert as monsoon rains forecasted to persist until Sept 4
The Provincial Disaster Management Authority (PDMA) of Punjab issued a warning on Monday about the heightened risk of river flooding due to forecasts of heavy rainfall across various parts of Pakistan in the next two days. The PDMA has instructed all relevant departments to remain on high alert to manage any potential emergencies. PDMA Director General Irfan Ali Kathia stressed the increased risk of urban flooding in Punjab's cities due to the expected downpours. According to a statement from the PDMA, heavy rains forecasted for the upper regions of Punjab on September 3 and 4 could lead to flooding in major rivers, including the Jhelum River at the Mangla Upstream point, and pose a threat to the Ravi, Chenab, and Indus rivers. Kathia maintained that the water capacity in Mangla Dam is currently at 79% while Tarbela Dam is at full capacity. He also stressed the importance of ensuring all essential services are available in flood relief camps, given the looming flood risks. In response to the ongoing monsoon, the PDMA and other relevant authorities have been placed on high alert, following directives from Punjab Chief Minister Maryam Nawaz. The PDMA alerted local administrations and relevant departments to prepare for the potential heavy rains and urged disaster response teams, particularly Rescue 1122, to stay vigilant. The public was also urged to take safety measures and contact the PDMA helpline 1129 in case of emergencies. In Lahore, rain was recorded in various parts of the city, with the heaviest downpour at Nishtar, receiving 107 millimetres. The Water and Sanitation Agency confirmed that its teams are fully mobilised, with Managing Director Ghufran Ahmed overseeing operations personally. Since the monsoon season began in July, the country has recorded 293 rain-related fatalities, with Punjab bearing the brunt with 112 deaths. Known for its five major rivers and fertile lands, Punjab is particularly vulnerable to severe flooding during the monsoon.

Dutch prosecutors seek 14-year sentence for Ashraf Asif Jalali over threats against Geert Wilders
Dutch prosecutors requested a 14-year prison sentence for Muhammad Ashraf Asif Jalali, a Pakistani Muslim cleric accused of inciting the murder of Geert Wilders, a prominent anti-Islam lawmaker and leader of the party that won the Netherlands' last general election. Jalali, who did not appear at the trial held in a heavily secured courtroom near Amsterdam on Monday, faces charges of using his religious platform to urge followers to execute Wilders by hanging or beheading. The defendant was not present as Pakistan does not have an extradition treaty with the country. During the trial, Wilders addressed the court, describing the severe impact the threats have had on his life, which has been marked by intense security measures since 2004. “You wake up each day, travel to work in armoured vehicles with sirens blaring, and always carry the awareness that any day could be your last,” Wilders told the court. “I’m 60 now, and I haven’t known freedom since I was 40.” A prosecutor, who requested anonymity due to security concerns, informed the judges that the threats against Wilders began circulating on social media following his 2018 announcement of a competition to draw cartoons of the Prophet Muhammad (PBUH). The proposed contest sparked widespread protests in Pakistan and other parts of the Muslim world. After facing intense backlash, Wilders cancelled the contest but continues to face the consequences of his actions, which he views as a defence of free speech. These trials add to a series of legal actions in the Netherlands against individuals threatening Wilders, who has lived under constant police protection for nearly two decades due to his outspoken criticism of Islam. Last year, former Pakistani cricketer Khalid Latif was sentenced to 12 years in prison after allegedly offering a reward for Wilders’ assassination. Latif also did not attend his trial. In a separate 2019 case, another Pakistani man was arrested in the Netherlands, convicted, and sentenced to 10 years in prison for planning a terrorist attack against Wilders, often dubbed the “Dutch Donald Trump.” In the past, Wilders' comments have also led to legal challenges in the Netherlands. In 2020, an appeals court upheld his conviction for insulting Moroccans during a 2014 election speech. However, no punishment was imposed, with the judge acknowledging the significant personal toll on Wilders, who has endured tight security for expressing his views.

Talks with military crucial to calm the storm: Raoof
Pakistan Tehreek-e-Insaf (PTI) Central Information Secretary Raoof Hasan has said that there was a pressing need for dialogue between the military and the former ruling party, saying that such talks were the need of the hour. He called for negotiations to curb violent incidents, foster political understanding, and stabilise the economy, adding that, to prevent the situation from spiralling out of control, the talks should kick off without delay. In an interview with Voice of America, his first since his release after last month’s arrest, the PTI leader also expressed hope that the deadlock between the military and the PTI would soon be resolved. He also reiterated his party’s openness to a dialogue with the military. He stated that the PTI had always wanted to engage in a dialogue with the military and that the party’s doors were open for such discussions. “I repeat—talks between the military and the PTI should begin without delay”, he said. Hasan argued that it was in the country’s interest that the military and the PTI engage in discussions so that the country could move forward. Former prime minister and PTI founder Imran Khan has also indicated his willingness to talk to the military on several occasions. However, the military spokesperson, during a press conference, referred to the May 9 riots when asked about the possibility of talks with the PTI. He said that negotiations with a ‘disruptive group’ were not feasible as dialogue was the domain of political parties, not the military. During the interview, Hasan highlighted that the public had shown its clear trust in the imprisoned Imran Khan in the elections, but PTI’s mandate had been negated, which he believed must be rectified. He stressed that the people’s mandate should be recognised, whether through judicial processes or new elections. Hasan also pointed out the rise in violent incidents across the country, stressing the urgent need for political reconciliation. He mentioned that economic expectations had not been met, with friendly nations like Saudi Arabia, China, and the UAE expressing concerns about further loans or investments. He said that all evidence pointed to a lack of political stability, which he believed could only be addressed by acknowledging the PTI’s mandate. “The path forward lies in dialogue with the military,” Hasan said, adding that while PTI does not want to drag the military into politics, recognising ground realities had made dialogue essential. He noted that currently, the power lies with the military, making negotiations with them beneficial. Hasan mentioned that the PTI had taken all possible steps for confidence-building and asserted that instability would persist unless all institutions operated within their domains. Responding to a question about the military’s demand for an apology from PTI regarding the May 9 incidents, Hasan reiterated PTI’s stance that a judicial commission should investigate these events or present evidence justifying an apology. Contact with military leaders Hasan revealed that some PTI leaders have personal contacts with military officials, which could aid in formal dialogue between PTI and the authorities. He cited an instance where contact with Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur had led to the postponement of a rally on August 22. Imran Khan has established a three-member committee for negotiations with the military. Hasan refrained from commenting on any formal or informal contacts involving this committee but acknowledged that personal connections could help advance the dialogue. He noted that if formal talks with the military begin, the committee has the authority to progress these discussions and consult Imran for further instructions if necessary. Talks Hasan revealed that Imran Khan has delegated negotiation authority to Mahmood Achakzai, head of the opposition alliance. Achakzai, who has been a proponent of engaging with the ruling parties, may facilitate extending negotiations to the establishment if the talks with political parties yield positive results. Regarding the government’s alleged attempt to control the judiciary, Hasan expressed scepticism about its success, citing the judiciary’s growing independence. He criticised the government’s efforts to allegedly influence the judiciary through legislation, arguing that the autonomy of the judiciary is vital for the state’s stability. PTI plans to launch a nationwide movement on September 8 to mobilise the public, with rallies and gatherings scheduled in major cities. Hasan asserted that regardless of administrative permissions, the Islamabad rally on September 8 will proceed. PTI, after actively engaging in parliament and judiciary, aims to now take its movement to the streets. Hasan said that Imran Khan has made it clear that if anyone claims the September 8 rally is postponed in his name, it should not be believed. He mentioned that previous cancellations of rallies were due to PTI’s policy of avoiding gatherings without administrative consent to prevent incidents similar to May 9. Hasan asserted that PTI’s rallies are peaceful and the September 8 event will follow the same principles. Hasan hinted that more parties will join the opposition alliance and highlighted an agreement with Maulana Fazlur Rehman for forming committees in Parliament to adopt a unified strategy. A recent meeting between a PTI delegation and Maulana Fazlur Rehman had led to an agreement on forming committees for the National Assembly and Senate to develop a joint strategy in the assemblies. Hasan described the meeting as very positive and expressed confidence in advancing bilateral matters.

Defence Minister Khawaja Asif said on Sunday that, for any meaningful dialogue to take place, the Pakistan Tehreek-e-Insaf (PTI) must seek an unconditional apology for orchestrating the events of May 9.
