Robbers mistakenly killed their accomplice during a shop robbery and injured another citizen over resistance during a street crime incident on Sunday. The CCTV footage showed that two robbers entered a grocery store in Afshan Colony in Racecourse police limits, held the owner hostage at gunpoint and started looting cash and valuables. In the CCTV footage, the shopkeeper could be seen busy dealing with routine business affairs, while two bandits with masks on their faces could be seen entering the shop and inspecting it. One of the suspects wearing jeans and a brown jacket could be seen pulling out a pistol and demanding cash while pointing the gun at the shopkeeper. His other accomplice wearing shalwar kameez is looking busy on the other side of the shop. The footage further shows that the shopkeeper, in an apparent act of diverting the attention of the suspects, throws his wallet towards the door. When the robber goes to pick up the wallet, the shopkeeper grabs the opportunity to take out his pistol. In the meantime, the robber could be seen pulling cash from the wallet and returning it to the showcase. As the robbers were about to leave the shop after collecting cash and a cell phone, the shopkeeper could be seen in the footage coming out under the showcase and firing at the suspects while chasing them. Present outside the shop, some accomplices of the two robbers started firing indiscriminately. The shopkeeper could then be seen running back inside the shop. The CCTV footage further reveals that in the random shooting by robbers, one of the bullets hit their own accomplice in the head. The suspect died on the spot, while his accomplices managed to escape. After being alerted, the local police reached the spot, gathered circumstantial evidence and recorded witnesses’ statements. The shopkeeper’s mobile phone, identification card and a pistol were also seized from the deceased’s possession. Racecourse SHO Raja Iftikhar said that police teams have been formed to track down and arrest the runaway suspects. In another incident, some robbers intercepted one Asif on Misrial Road and attempted to snatch cash and a cell phone. As the 34-year-old offered resistance, the suspects fired at him and fled. Witnesses alerted the Rescue 1122 service and police. The victim was shifted to a hospital. The police collected the evidence and began an investigation. Turtle hatchlings make perilous journey from sandy nest to sea
Green marine turtles’ breeding season came to end at the Hawke's Bay with the advent of early summer in the city on the shore of the Arabian Sea. However, the Sindh Wildlife Department Marine Turtle Conservation Unit helped 14,960 hatchlings embark on a new journey of life. At least 16 female turtles visiting the coastal areas of Karachi were also tagged. After hatching, the baby turtles that survive the perilous journey to reach the ocean are called "Great Survivors", said SWD Chief Conservator Javed Mehr talking to The Express Tribune. The breeding season of marine turtles on the coast of Hawke's Bay is from September to February every year, he said. It is feared that future generations may read about these turtles only in books. PHOTO: EXPRESS According to Mehr, a total number of turtles visiting the shores of Hawke's Bay in 2023-24 was 530. Among them, 270 green turtles went back to the sea, while 260 females stayed to choose a place, dig a hole and lay eggs. Similarly, SWD Marine Turtle Conservation Unit took measures to protect 260 nests and keep them safe from wild animals. At least 14,960 turtle hatchlings that came out from these eggs were kept in protective care were helped to safely embark on the journey of a new life to the sea. The day the babies hatch, mother is not there to protect them. As soon as they hatch from the eggs, baby turtles head to the sea and it is beginning of the perilous journey. Predators, including stray dogs and birds devour many hatchlings before they reach the water, and after hitting the water, marine life too finds the hatchlings a tasty diet, Javed Mehr said adding a minor percentage of the hatchlings survives to grow up and are thus called "Great Survivors". Turtles have an important part in the ecosystem, Mehr said, adding, these useful companions of man have been unable to defend their breeding sites on the shores of Hawke's Bay and Sands Pit for centuries. It is feared that future generations may read about these turtles only in books. Torrential rain, hailstorm claim 7 lives in K-P
The relentless fury of torrential rain and heavy hailstorms wreaked havoc across various districts of Khyber Pakhtunkhwa, including Peshawar, resulting in seven fatalities, it emerged on Saturday. Moreover, extensive damage to crops in rural areas was also reported as a consequence of the adverse weather conditions. Hundreds of Pesco feeders tripped, leading to prolonged power outages in various districts. Restoration efforts are currently underway to rectify the disruptions in power supply. The onslaught, which commenced on the heels of the Meteorological Department's forecast, persisted into the following day, intensifying with successive waves of storms and hailstorms. The calamitous weather not only obliterated numerous crops and gardens but also inflicted considerable damage on fragile infrastructure. In Peshawar, inundation of minor roads and streets stretched from GT Road to University Town, submerged under several feet of water in low-lying areas. The deluge prompted disruptions in essential services, with power and internet connectivity suspended amidst the downpour. In addition, the hailstorm ravaged trees, electric poles, and wires, exacerbating the chaos. The vehicular landscape bore the brunt of nature's wrath, with windows and solar panels of vehicles suffering significant damage. Furthermore, residential structures in outlying suburbs of Peshawar bore visible scars from the onslaught, with walls displaying signs of distress. Rescue efforts spearheaded by Rescue 1122 are underway, with directives issued to both tourists and farmers to exercise caution during the relentless rains. According to the meteorological department, the inclement weather has affected a vast swath of the province, with districts such as Chitral, Dir, Swat, Kohistan, Shangla, Abbottabad, Mansehra, Haripur, Balakot, Swabi, Mardan, Charsadda, Nowshera, Malakand, Bajaur, Mohmand, Khyber, Karam, Kohat, Lakki Marwat, Bannu, Dera Ismail Khan, Karak, and Waziristan experiencing strong winds, gale, thundershowers, rain, and snowfall in mountainous regions. Moreover, sporadic hailstorms were reported in several areas, including different locales within Peshawar. Noteworthy precipitation measurements in the region include 64 mm of rainfall in Dir Bala and 44 mm in Dir Lower over the past 24 hours. Other notable figures include 56 mm in Charat, 55 mm in Malam Jabba, 48 mm in Peshawar City, and 45 mm in Peshawar Airport. The meteorological department has forecasted the likelihood of continued thunderstorms and hail in various districts of Khyber Pakhtunkhwa, including Peshawar, Nowshera, Charsadda, Swabi, Mardan, Chitral, Dir, Swat, Kohistan, Shangla, Abbottabad, Mansehra, Haripur, Balakot, Malakand, Bajaur, Kurram, and Waziristan on Sunday (today) as well. Separately, National Highway Authority Deputy Director Ghulam Abbas stated, "The Karakoram Highway was blocked at multiple locations between Kohistan of Khyber Pakhtunkhwa and Diamer of Gilgit Baltistan on Friday." However, he added, "Teams were on the spot to remove landslides rubble and clear the main artery for light traffic." “Due to [the] suspension of work at the Dassu hydropower project by Chinese companies, the rainwater inundated into the tunnel and it is blocked now. A request was made to the project officials to run the water pump installed in the tunnel to dewater it and allow the motorists [to continue],” Abbas.

New education policy ‘hinders’ literacy
The Provincial Education Department has formally issued a notification announcing the commencement of the new academic year, session 2024-25, from April 1 for all government schools. Simultaneously, an ‘inflation bomb’ has been dropped on the parents of students as a new admission policy has been introduced, which has restricted admissions for a significant number of students in government schools. The Education Department has directed that only 4 per cent of new students from class one to class nine should be admitted in all government schools this year. Additionally, the supply of free textbooks in government schools, a long-standing incentive for students, will be curtailed as the education department has ordered the establishment of a textbook bank in every government school. Under this policy, old textbooks will be collected from graduated students and redistributed free of charge to new students. This leads to concerns about the availability of complete textbooks and its impact on the teaching system. With around students of 47,000 government schools being affected by the new policy, even the teachers’ organisations have rejected it, terming it as detrimental to education. The Central Secretary General of Punjab Teachers Union, Rana Liaquat, has expressed concern over the reduction in new admissions this year, citing potential implications for out-of-school street children, which have increased to more than 27 million in Punjab. The Central Secretary of Punjab SES Teachers Association, Muhammad Shafiq Bhalwalia, confirmed the notification to start the new academic session from April 1 and acknowledged difficulties in receiving old books from students. Meanwhile, annual examinations from class one to eight have been completed in all government schools, with results set to be announced on Monday, March 31. The new academic year will commence from April 1. New admissions for classes one to eight have started in government schools this week The admissions phase has been divided into two phases: running from March 20 to May 31 and then from August 15 to October 31. The expected decline in admissions, the end of free books, and the potential increase in fees may lead to a deterioration in the teaching system of government schools from April 1, prompting parents to consider alternatives such as small private schools due to rising living costs. PTI’s Zulfi withdraws Senate nomination

Landlord allegedly tortures, sexually assaults employees
An influential landlord and his accomplices brutally tortured three people in the village. According to police reports, the accused identified as Imran Bhalar hanged victims upside down and tortured them the accused with sticks. They were also sexually assaulted with burning chillies and potatoes being inserted in their sensitive parts. One of the victims Yusuf and his family used to work for Imran Bhalar, who used to pay them Rs. 12,000. Recently the salary was reduced and Yusuf’s daughter-in-law was demanded to work for the landlord as well. Her refusal to the demand led to the torturous incident. The accused tore the girl’s clothes and tied the family with ropes continuing to torture them till they fainted. Imran Bhalar, and his companions escaped when local residents called the ‘Madadgar 15’ helpline and informed the police who rescued the abducted. District Police Officer (DPO) Faisal Shahzad took notice of the incident and arrested five accused while conducting raids to nab the main accused Imran Bhalar. The DPO today gave DSP Saddar 24 hours more time to arrest the main accused. He also issued an order that the main accused should be arrested and brought to justice. He said that evil elements who take the law into their hands do not deserve any concession. Citizens left at the mercy of robbers: MQM-P
The Muttahida Qaumi Movement-Pakistan (MQM-P) lawmakers on Friday expressing their deep concern over the rising incidents of street crime in Karachi said the ncompetent and biased Sindh government has left the citizens at the mercy of robbers. In a joint statement, MQM-P parliamentarian said that the police and the provincial administration have failed to control the criminal elements involved in the incidents of snatching, theft and robbery in the city. During Ramazan, robbers have made it their routine to rob and kill the citizens of Karachi daily without any fear. The sharp increase in snatching of motorcycles, cars, mobile phones is a big question mark on the performance of police and administration. They said that handing over the metropolitan city to police officers from remote areas of Sindh is a biased act. In such circumstances, it is inevitable to establish a local policing system in Karachi like other cities of the country. The Haqparast members of the assembly demanded the Prime Minister of Pakistan Mian Muhammad Shahbaz Sharif, Chief Justice of Pakistan Qazi Faiz Isa and Governor Sindh Kamran Khan Tesori that they should show mercy to the citizens of Karachi and take notice of the increased incidents of street crimes in the city. Govt okays conditional export of flour
The federal government has allowed the export of flour with the condition that it should be produced from imported wheat, it emerged on Thursday. A notification issued by the commerce ministry read that Export Policy Order 2022 had been amended for this purpose. Commerce ministry sources said there were satisfactory and abundant reserves of wheat in the country. This year, the wheat cultivation has exceeded the set target by 1.8%. The sources added that this year’s wheat production target of 32.1 million tonnes would be achieved. In recent days, the imported wheat market crashed after the flour mills of Punjab reduced their purchase by 90% as the grain grown in Sindh became cheaper. The price of imported wheat went down by Rs160 and the domestic produce by Rs400 per maund. Farmers' organisations demanded that the federal government should not extend for the third time the deadline of March 31 for ships arriving with imported wheat. They said the lenience would cause irreparable loss to the farmers as the indigenous wheat had started coming to the market. The government has also permitted the import of used cars with a mileage of 2,000 kilometres. The commerce ministry has amended the Import Policy 2022 to facilitate this process. The earlier policy only allowed the import of used car with a mileage of 500 kilometres. A notification issued by the commerce ministry read that under the amended import policy, cars with a mileage of up to 2,000 kilometres would be considered "new". According to sources, several importers had repeatedly approached the commerce ministry requesting a one-time waiver of extra mileage on ‘new’ vehicles. Any consignment of imported vehicle driven more than 500 kilometres was stopped by the Customs. However, the import of used vehicles is likely to increase with the relaxation of this policy. However, it would also further dent the interests of the local manufacturers. In November last year, Indus Motor Company (IMC) CEO Ali Asghar Jamali had maintained that over 6,500 used cars were imported during FY 2022-23. He added that more than 7,500 units had already been imported in the first three months of FY 2023-24. The IMC CEO expressed his concern that these used car imports undermined the progress achieved through the localisation by the domestic auto industry. He continued that they also hindered the potential for further localisation in Pakistan.

Economy slows down to 1% in Q2
Pakistan’s economic growth rate has slowed down to just 1% in the second quarter of this fiscal year because of the poor performance of the industrial and services sectors, emphasising the negative impacts of the prolonged contraction policies that have also caused high unemployment. Just two days before leaving her office, former caretaker finance minister Dr Shamshad Akhtar had boasted that the economic growth rate would be around 3% during the second quarter of the ongoing fiscal year on the back of a “stronger manufacturing output” -- a claim that was far from reality. The only silver lining during this fiscal year is the agricultural sector, which is constantly showing growth amid the increased focus of the Special Investment Facilitation Council (SIFC). The overall economic growth rate during the second quarter (October-December) of the current fiscal year remained at 1%, according to the National Accounts Committee (NAC). The government body responsible for finalising the national accounts noted that the industrial sector contracted 0.84% during the second quarter against the same period a year ago -- contrary to Dr Akhtar’s assertion. The services sector was almost flat at 0.01% growth. However, the agricultural sector posted a growth rate of over 5% during the first quarter. According to the SIFC Secretariat, the Green Corporate Livestock Initiative (GCLI) has inked a deal with a Brazilian company to import nine breeds of cattle from its country to enhance yield and productivity. These breeds, including both local and Brazilian varieties, will improve Pakistan's livestock sector. The consignment of 173 cattle arrived at Sialkot International Airport on Thursday, marking an important milestone in bilateral trade relations between Brazil and Pakistan. The 108th meeting of the NAC held in Islamabad also revised upward the growth estimates for the first quarter of this fiscal year from 2.1% to 2.5%. Planning Secretary Awais Manzur Sumra chaired the NAC huddle. Pakistan’s population is increasing at a pace of 2.6% annually and any growth rate below this means that the country saw a surge in poverty, unemployment, and malnourishment. For the current fiscal year, the government has set a 3.5% growth target but the International Monetary Fund (IMF) revised downwards its projection to 2% because of the prevailing financial crisis in the country. Pakistan has been under the IMF programme for a long period and is implementing tight fiscal and monetary policies. The growing inflation has also taken a heavy toll on the businesses as well as the people, limiting their ability to purchase goods. The government has been suffocating industrial growth by placing curbs on imports that led to the shortage of raw materials and consequential closure of factories. New Finance Minister Muhammad Aurangzeb said this week that the country could still grow under the IMF programme by focusing on the agricultural sector. However, he added that it had become impossible to conduct business in the country with the interest rate standing at 22%. The State Bank of Pakistan (SBP) has kept the interest rate unchanged at a record 22% in the hope of containing inflation but it failed to do so. In the process, the central bank massively increased the cost of debt servicing for the government and contributed to the high unemployment in the country. Agriculture The second quarter economic growth rate is pulled up by the farm sector. This sector is estimated to have grown over 5% in the second quarter on the back of a healthy output in major crops; cotton and ginning, and livestock. The NAC observed that there was a healthy growth in crops, particularly the important ones. Major crops have shown a growth of 8.12% in the second quarter because of a significant increase in the final production of cotton, rice, and maize. Wheat, which had no impact in the first quarter, has shown an increase of 6.7% in comparison with last year, having a positive impact on the estimates of the second one, according to the NAC. Sugarcane has posted a negative growth of -10.7% during 2023-24 but its impact has been offset by the upsurge in the remaining four crops. Other crops have shown a slightly negative growth of -0.31% because of a -0.72% decline in the production of green fodder. However, cotton ginning and their miscellaneous components, which had a very high negative growth because of the low production in 2022-23, has now witnessed double digit growth of 53.6% because of a healthy production of the crop in 2023-24. Livestock is at the same level, while forestry and fishing have also retained their normal growth. Industry The sector of industry in the second quarter has again posted a negative growth. There was a negative growth of -4.17% in the mining and quarrying industry because of the decrease in the production of gas (- 5%), marble (-40.13%, and limestone (-20%). Large-scale manufacturing witnessed a nominal growth of 0.5% during the second quarter. Small scale and slaughtering have witnessed a growth of 10.4%. Electricity, gas and water supply industry has shown a positive growth of 1.54% because of the increase in the output of independent power producers (IPPs) as well as hydropower and nuclear plants. The construction industry contracted 17.6% in the second quarter because of a decline in the production of cement, iron and steel. Services According to the NAC, the services sector has shown a nominal growth of 0.01% in the second quarter of this fiscal year. An analysis of the sector reflects a mixed trend. Wholesale and retail trade has witnessed a growth of 2.1% because of a positive growth in the agricultural output and large-scale manufacturing. Although there was a decline in imports, the negative impact was offset because of an increase in the output of agricultural and large-scale manufacturing. Transport and storage increased by 1.1% because of the increase in the output of railways as well as road network. High inflation has been the real cause of decline in growth for the sectors compiled on current prices and then deflated to constant rates, according to the NAC. Information and communication is one of those sectors, which have been affected by the rising inflation. The finance and insurance sector declined by -11%. Public administration and social security, which is commonly termed as general government, has declined by -16.2% because of high deflators against the same period last year. The growth in the education sector slumped by nearly 1% in the second quarter. The NAC stated that the decline was because of an increase in deflators Similarly, the human health and social work sector posted a decline of-2.5% because of an increase in deflators. Other private services have been estimated at 3.63% on the basis of the indicators received from sources.

Pakistan, Afghanistan report progress in trade talks
Pakistan and Afghanistan reported progress in trade talks on Thursday, as the Afghan Taliban government claimed Islamabad agreed to reverse some recent decisions amid tensions between the two estranged neighbours. The two-day talks took place in Kabul, with the Pakistani delegation led by its Commerce Secretary and the Afghan government represented by its commerce minister. These talks unfolded against the backdrop of simmering tensions over continued cross-border terrorist attacks, which Pakistan insists mostly originate from Afghanistan. Despite these tensions, both sides deemed the talks in Kabul a success. A statement from the foreign office stated that Secretary of Commerce Khurrum Agha visited Afghanistan from the 24th to the 27th to discuss bilateral and transit trade matters with Afghanistan's Commerce Minister, Nooruddin Azizi. The discussions encompassed topics such as the bilateral Preferential Trade Agreement, implementation of Temporary Admission Document (TAD) for trade vehicle drivers, multimodal air transit, and addressing issues related to transit trade. The official statement from the Afghan government was more explicit, noting that both sides agreed on several matters while emphasizing the need to separate trade from political issues. The statement outlined an understanding to finalise an Afghan Transit Trade agreement within two months. Additionally, Pakistan agreed to issue a special permit for Afghan truck drivers, reversing its previous decision to require visas for drivers travelling between the two countries. The Taliban's statement mentioned Pakistan's agreement to withdraw its requirement for bank guarantees from Afghan traders using Pakistani ports for trade. Islamabad imposed these restrictions last month to curb smuggling and misuse of Afghan transit trade facilities. In the wake of the heinous terrorist attack on March 26 near Besham, which claimed the lives of five Chinese nationals, Pakistan's spokesperson stated that the government was in contact with the Chinese government. "We are fully committed to bringing the terrorists and their facilitators and abettors to justice. Such despicable acts further strengthen Pakistan’s resolve in combating terrorism in all its forms and manifestations," she affirmed. "Pakistan and China are close friends and iron brothers. We have no doubt that the Besham terror attack was orchestrated by the enemies of Pakistan-China friendship. Together, we will resolutely act against all such forces and defeat them," she added. Regarding the possibility of resuming trade ties with India, the spokesperson noted that Pakistan's relations with India are under regular assessment and examination. Eight PTI workers rearrested after release on bail
Eight Pakistan Tehreek-e-Insaf (PTI) activists have been re-arrested following their release from the Adiala Jail where they were incarcerated for over 10 months in cases related to May 9, 2023 violence and attacks on the sensitive state installations. The deputy commissioner of Rawalpindi has detained the eight PTI workers under the Section 3 of the Maintenance of Public Order (MPO) for 30 days soon after their release on bail. However, their detention was challenged in the Lahore High Court (LHC) Rawalpindi bench on Thursday. In a case related to the May 9 tragedy, lodged in the New Town police station, a total of 28 PTI activists were arrested. Earlier, this week, five of them got bail and released from the jail. Five more activists also got bail separately and released. However, because of the Supreme Court’s decision, these five PTI worker were released again and allowed to go home. Later, an anti-terrorism court (ATC) granted bail to 19 activists. Out of them the release orders of 13 were sent to the jail authorities on Wednesday. Initially, these 13 were released but four hours later, eight of them were rearrested under 3MPO and brought back to the jail. On Thursday, release order of four more PTI workers were sent to Adiala Jail after their bail bonds were submitted. Bail bonds of five more workers would be sent to jail on Friday, lawyers associated with the PTI said. they added that the LHC would hear the pleas against these detentions on Friday (today). Faisal Malik and Hasnain Sambal Advocates, the main leaders from the Insaf Lawyers Wing, told The Express Tribune that the detention of the PTI workers would not hold in the court, and expressed the hope that they would be released before Eidul Fitr.

Budget termed first step to put country on track
Finance Minister Mujtaba Shujaur Rehman concluded a five-day general discussion on the annual budget 2023-24 in Punjab Assembly, asserting that it marked the first step by the Pakistan Muslim League-Nawaz (PML-N) government towards steering the country in the right direction. Addressing queries from lawmakers, the finance minister assured them that the budget had been meticulously crafted to encompass all sectors, with particular emphasis on education and health, which are among the top priorities of the PML-N. He also pledged that the upcoming budget would address concerns raised by critics, promising significant allocations to rectify the deteriorated state of sectors neglected during the previous regime. Criticising the tenure of former prime minister Imran Khan, Rehman alleged that funds were misappropriated under the guise of various projects, instead of being utilised to improve the livelihoods of the impoverished masses. He emphasised that the PML-N was committed to turning possibilities into realities, pledging relentless efforts to uplift the impoverished masses from their current predicament. During the House proceedings, the Opposition's demand for details of any new FIRs registered against former PTI minister Mian Aslam Iqbal was accepted, addressing concerns over transparency and accountability. However, their request for assurances that he would neither be arrested nor abducted was overlooked, sparking further debate and contention. Prior to the finance minister's concluding speech, the Opposition continued to highlight perceived shortcomings in the budget, while the treasury, although initially applauding the budget, also hinted at the need for greater emphasis on different sectors to ensure comprehensive development and progress. HRCP alarmed by spy agencies' interference in judiciary
The Human Rights Commission of Pakistan (HRCP) has voiced profound apprehension over allegations made by six high court judges regarding alleged interference and intimidation by the state's intelligence agencies, suggesting that such actions have severely compromised the independence of the judiciary. On March 25, a joint letter addressed to the Supreme Judicial Council (SJC), led by Chief Justice Qazi Faez Isa, was authored by six judges of the Islamabad High Court (IHC). Among them were Justice Mohsin Akhtar Kiyani, Justice Tariq Mehmood Jahangiri, Justice Babar Sattar, Justice Sardar Ejaz Ishaq Khan, Justice Arbab Muhammad Tahir, and Justice Saman Rafat Imtiaz. In the letter, the judges raised serious concerns about the undue "interference" of intelligence agencies in the court's affairs, including attempts to manipulate the constitution of benches. The judges alleged that intelligence operatives have meddled with legal proceedings within the Islamabad High Court, suggesting a disturbing trend of interference in politically consequential matters. Additionally, revelations of illegal surveillance conducted in judges' homes further underscored the erosion of judicial independence, it said. Highlighting the broader implications of such interference, the HRCP warned that if higher court judges are susceptible to such blatant interventions, lower courts might be even more vulnerable. Such authoritarian tactics, the rights watchdog argued, have compromised the integrity of the legal system, hindering people's access to justice—a fundamental right enshrined in the Constitution. The HRCP emphasised the urgent need for transparent civilian oversight of intelligence services through new legal frameworks, asserting that such measures are essential to reinforce democratic checks and balances. Complaint against Justice Kayani pending in SJC
The six judges of the Islamabad High Court (IHC) who have alleged executive interference in judicial affairs include one judge facing a complaint in the Supreme Judicial Council (SJC) over allegations of bias and accumulating assets beyond known sources of income. Advocate Murtaza Qureshi from Khyber-Pakhtunkhwa has filed a complaint against Justice Mohsin Akhtar Kayani, accusing the IHC judge of displaying partiality in the promotion of judges of the subordinate judiciary in Islamabad and possessing assets beyond his known income. Qureshi has requested the Supreme Judicial Council (SJC) to conduct an inquiry into the matter. The SJC is currently actively engaged in the accountability process of the judiciary, as evidenced by the recent removal of Mazahir Naqvi from the post of Supreme Court judge due to misconduct. During the tenure of former Chief Justice Umar Ata Bandial, there were reports of discord among the judges of the Islamabad High Court. However, no action was taken by the former chief justice at that time. "We, therefore, request that a judicial convention be called to consider the matter of interference of intelligence operatives with judicial functions and/or intimidation of judges in a manner that undermines independence of the judiciary. “Such convention might provide further information as to whether judges of other High Courts have had experiences similar to those narrated above. Such institutional consultation might then assist the Supreme Court to consider how best to protect independence of the judiciary, put in place a mechanism to affix liability for those who undermine such independence and clarify for the benefit of individual judges the course of action they must take when they find themselves at the receiving end of interference and/or intimidation by members of the executive", says the letter written by six IHC judges namely Justice Mohsin Akhtar Kayani, Justice Tariq Mahmood Jahangiri, Justice Babar Sattar, Justice Sardar Ejaz Ishaq Khan, Justice Muhammad Arbab Tahir and Justice Saman Riffat Imtiaz to the SJC led by Chief Justice of Pakistan Qazi Faez Isa.

Pakistan Navy rescues eight Iranian fishermen
Pakistan Navy on Monday responded swiftly to a distress call from a burning ship in the open sea, successfully rescuing eight Iranian fishermen, the military said in a statement. According to Inter-Services Public Relations (ISPR), PNS Yarmook promptly responded to the distress call and executed the rescue operation with extreme agility, showcasing humanitarian values. It said that the vessel not only successfully rescued all fishermen but also played a commendable role in extinguishing the fire. The timely and successful rescue operation exemplifies the Pakistan Navy's capability to deal with all sorts of situations at sea. Under the banner of humanitarianism, the Pakistan Navy's rescue operation reaffirms its commitment to ensuring maritime safety and preserving human life at sea, the statement concluded. An Ocean Tug SAS-5 registered at St Kitts & Nevis was disabled for last few days near the Indian coast at a position 167 NM southeast of Karachi. The tug suffered a failure of its electric generators and had no electrical supply, a Pakistan Navy news release said. In the early morning of February 4, Pakistan Navy Joint Maritime Information and Coordination Centre (JMICC) received a distress signal from the Ocean. The Tug began its voyage from Indian port of Debhol at Maharashtra on February 1 and was heading to Sharjah, United Arab Emirates. Upon reaching the distressed Tug, PMSS KASHMIR secured the Tug alongside and after three hours of strenuous repair efforts the defect was rectified. Besides technical assistance, medical facilities, fresh water and cooked meals were also provided to the fatigued crew of the Tug. Upon completion of SAR operation, the tug successfully resumed its voyage towards next port of call at Sharjah. The professional and timely response by PN and PMSA assets was highly acknowledged and lauded by the salvaged crew of the Tug.

Corps Commander Karachi visits residence of Lt Col Syed Kashif Ali
Lieutenant General Babar Iftikhar, the Karachi Corps Commander, on Sunday visited the residence of Lieutenant Colonel Syed Kashif Ali, who was martyred during a terrorist attack in North Waziristan's Mir Ali. He said that Lieutenant Colonel Syed Kashif Ali, who made the ultimate sacrifice in the service of the nation's defence, will be remembered in golden words for his unwavering dedication. At least six terrorists were also killed in the attack. As per the ISPR, troops foiled the initial attempt of intrusion into the army installation in the wee hours of the day however, a group of six terrorists rammed an explosives-laden vehicle into it, later carrying out multiple suicide bombings. The attacks led to the collapse of a portion of a building, resulting in the martyrdom of five brave soldiers. The martyred soldiers included Havildar Sabir, a resident of district Khyber; Naik Khurshid, a resident of district Lakki Marwat; Sepoy Nasir, a resident of Peshawar; Sepoy Raja, a resident of Kohat; and Sepoy Sajjad, a resident of Abbottabad. During the ensuing clearance operation, the Pakistan army troops led by Lieutenant Colonel Syed Kashif Ali, engaged and gunned down all the six terrorists. However, 39-year-old Lt Col Ali, a resident of Karachi, and 23-year-old Captain Muhammad Ahmed Badar, a resident of Talagang, embraced martyrdom.

Punjab inmates granted relief
President Asif Ali Zardari and Punjab Chief Minister Maryam Nawaz Sharif on Sunday have granted relief to the prisoners in the province’s jails keeping in view the holy month of Ramazan, releasing 28 of them while reducing the sentences of others by 90 days. The officials announced that 2,367 inmates across the province benefited from the reduction in their sentences. However, they added that the prisoners involved in cases of drugs, adultery, robbery, kidnapping, rebellion and espionage would not receive this concession. Similarly, this reduction in punishment has not been applied to the prisoners involved in financial embezzlement and damage to the national exchequer. It applies to the male inmates who are 65 years of age or older and served one-third of their sentence as well as the female prisoners who are 60 years of age or older and served one-third of their jail time. The concession also applies to the female prisoners who are accompanied by children as well as juveniles, who are below the age of 18 and served one-third of their sentence. Read also: President approves remission for prisoners According to the officials, nine inmates were released from six prisons across the Rawalpindi region – six from Adiala Jail, two from Jhelum and one from Gujrat. Besides, 642 prisoners in all the six jails of Rawalpindi region – Adiala, Gujrat, Attock, Jhelum, Mandi Bahauddin, and Chakwal – received the benefit of the special amnesty and their sentences were reduced. Punjab IG Prisons Mian Farooq Nazir said the prisoners confined in the jails of the province and their families expressed their happiness on the announcement of the reduction of the sentences. He added that they expressed their gratitude to the president, premier and Punjab chief minister for this move. Earlier this month, the federal government, with the approval of PM Shehbaz, announced a significant sentence reduction for prisoners across the country. It is customary to grant relief to prisoners during the holy month of Ramazan. Last year, the then president Dr Arif Alvi announced a 90-day reduction in the sentences of prisoners on the occasion of Eidul Fitr when the holy month concluded. The number of inmates who benefited from the president’s special amnesty stood at 2,610. A total of 39 prisoners were released from Rawalpindi’s Adiala Jail while 415 had their sentences reduced. According to a statement from the President's House, Alvi approved the reduction on basis of Article 45 of the Constitution. Article 45 mandates that the president holds the “power to grant pardon, reprieve and respite, and to remit, suspend or commute any sentence passed by any court, tribunal or other authority”.

Earth Hour 2024: Lights out, hope in
WWF’s Earth Hour, the world’s largest grassroots environmental movement, made its 18th annual return with the ‘Biggest Hour for Earth’ on March 23, spotlighting global support and celebration for our planet. As the world grapples with various environmental challenges and increasing divisions, Earth Hour serves as a symbol of optimism, unity, and motivation, aiming to engage those who may not yet be fully involved in addressing these pressing issues. Originating in 2007, Earth Hour has been distinguished by its symbolic “lights off” moment. With landmarks and households worldwide dimming their lights, participants are encouraged to ‘Give an hour for Earth’, dedicating 60 minutes to positive actions for our environment. Last year, over 410,000 hours were collectively pledged to our planet by supporters across 190 countries and territories, representing 90 per cent of the global community, marking it as the Biggest Hour for Earth. Notable landmarks in Pakistan, including the President House, Parliament House, Pak-China Friendship Centre, Convention Centre, Election Commission of Pakistan, and various corporate offices, joined in by switching off their lights to express commitment to the cause. In observance of Earth Hour, President Asif Ali Zardari of Pakistan emphasised the severe challenge that climate change poses to social, environmental, and economic development, particularly in third-world countries like Pakistan. He highlighted the visible impacts of global climate change, such as increased droughts, floods, erratic weather patterns, reduced freshwater supply, and loss of biodiversity. Recalling the widespread rains and devastating floods of 2022, which claimed over 1700 lives and caused significant economic and infrastructural damage, Khan stressed the urgent need for a climate-resilient development model, nature-based solutions, and the conservation of energy and water resources. Renowned TV actress and WWF-Pakistan Goodwill Ambassador Ushna Shah reflected on Earth Hour’s longstanding role as a symbol of hope for the planet. She noted its alignment with Pakistan Day, urging people to participate and create the Biggest Hour for Earth, emphasising the positivity of dedicating 60 minutes to benefit the planet. Adventure athlete Samar Khan echoed the sentiment that Earth Hour is more than simply turning off lights; it’s about uniting for our shared home. Health authority seeks mobile clinic vehicles
The Rawalpindi District Health Authority (DHA) has sought 10 vehicles from the Punjab government, setting its sights on expanding the Clinic-on-Wheels programme across the district. Initially launched with eight vehicles catering to selected union councils, the programme has garnered acclaim for its mission of bringing free medical services right to people’s doorsteps under the slogan “Sahat Aapki Dehleez Par” (Health at your doorstep). Now, in a bid to extend this vital service across the entire district, DHA has appealed for ten additional vehicles from the Punjab government. According to official sources, the decision to broaden the Clinic-on-Wheels initiative aligns with the broader aim of the government to enhance healthcare accessibility. This expansion will not only involve deploying more vehicles but also recruiting additional medical professionals, and support staff, and equipping these mobile clinics with laboratory facilities. The ultimate goal is to ensure that individuals from low-income backgrounds can easily access essential medical care without the barriers of distance or affordability. Each Clinic-on-Wheels unit comprises a dedicated team of healthcare experts, including medical officers, medical specialists, family planning specialists, and support staff. These units offer a range of services, from dispensing medications to conducting tests for glucose and blood pressure levels. Moreover, they play a crucial role in educating the public about family planning and the significance of proactive health management. District Health Authority Chief Executive Dr Ijaz Ahmed highlighted the ongoing efforts to bolster healthcare infrastructure in areas like Murree, where mobile dispensaries have already been integrated into the Clinic-on-Wheels programme. Police stumped by five mysterious murders in Gujranwala
The city police have failed to trace those who brutally killed five people in Gujranwala even after lapse of two months. Among the victims, three young individuals were kidnapped and killed, one was discovered dead in a sack, and another was slain on a road. Despite ongoing investigations by law enforcement, the perpetrators behind these heinous acts continue to evade justice. One victim, Wasim Parvez, who recently returned to Pakistan from Greece after 15 years, met a tragic end within just a month of his arrival. While riding a motorcycle with his cousin in the Nawan Pind area of Arup police station, Wasim fell victim to a targeted killing. The assailants ruthlessly fired multiple bullets at him, separating him from his cousin and ultimately claiming his life. Despite the existence of CCTV footage capturing the incident, authorities have struggled to uncover concrete evidence in the case, leaving Wasim's family bereft of closure. Similarly, in February, Salman, a 22-year-old resident of the Abdal neighbourhood, was abducted and later found dead with severed head in a nearby field. Although a kidnapping report was filed with the police, no substantial evidence has been gathered in the murder investigation. Inspector Armaghan, overseeing the Homicide Unit, expressed concerns that one of the victims, a liberal young man, may have been targeted in the name of honour. He said despite the challenging circumstances, law enforcement officials have assured the public that these cases remain a top priority. In another case, Zeeshan, a factory worker, was abducted, prompting his family to receive a ransom demand of Rs5 million. Despite their efforts to comply with the demand, Zeeshan's lifeless body was discovered the following day, further underscoring the rampant lawlessness plaguing the region. Meanwhile, in the Muridke neighbourhood of Lahore, the lifeless body of Bilal, a young man from the Jhangi neighbourhood, was found with his hands and feet bound. Police claimed to have detaining two suspects and expressing optimism about its eventual resolution. In a separate incident, the unidentified body of a 50-year-old man was discovered in a sack in Ladhewala, Waraich, adding to the growing list of unsolved mysteries haunting the community. Despite the tireless efforts of law enforcement agencies, several cases remain unresolved, leaving families clamouring for justice. Two women get death sentence over 'blasphemy' murder
Two women have been sentenced to death for murdering their madrassa teacher who they accused of committing blasphemy, police said Wednesday. Blasphemy is an incendiary charge even unproven allegations of insulting Islam have provoked deadly vigilantism. Police said the "three female students allegedly slaughtered their local female cleric over blasphemy allegations" in northwestern Dera Ismail Khan city in March 2022. A district judge "handed down the death penalty to two local madrasa students and a life sentence to one upon proving their involvement in the murder," local police official Muhammad Haris told AFP. The pair sentenced to death are aged 23 and 24 whilst the one sentenced to life in jail is 16, he said. The death penalty is technically allowed in Pakistan -- and courts regularly hand down the sentence -- but there have been no executions since 2020, according to Amnesty International. Pakistan has been hit by a spate of high-profile blasphemy cases in recent weeks. In February, police were forced to intervene in Lahore when a woman wearing a shirt adorned with Arabic calligraphy was surrounded by a mob accusing her of blasphemy. The crowd of men said the clothing depicted the Holy Quran but it was in fact emblazoned with the Arabic word for "beautiful". Pakistan's top Supreme Court judge has also been targeted by veiled death threats after ordering the release of a man accused of disseminating a blasphemous text.

Expert calls for lowering interest rates
During a talk on the topic of improving Pakistan’s economy, the Rawalpindi Chamber of Commerce and Industry (RCCI) stressed the need for the government to align the interest rate with regional economies and reduce input costs to create a more competitive and conducive environment for domestic industries to grow and further flourish. RCCI President, Saqib Rafiq, said that the rising interest rates, soaring inflation and massive currency devaluation have eroded purchasing power which has resulted in industries becoming less competitive. Unfortunately, Pakistan has the highest interest rate in the region at 22%, compared to Malaysia’s at 3%, China’s at 3.45%, India’s at 6.5% and Bangladesh’s at 6%. He added “The manufacturing output of large industries shrank 15% year-on-year in June 2023 owing to the high cost of doing business. In addition, the 12-month period of FY2023 also shows an overall decline of 10.26%” The RCCI President further commented that the high-interest rates have discouraged industries including Small and Medium Enterprises ( SMEs) from making investments in new equipment, technology, or expansion projects. “High interest has always had negative consequences for trade, commerce, industrial output, industrial expansion and socioeconomic development,” he added. “It would be hard to compete with countries in the region such as India, Bangladesh and China in the presence of high-interest rates.” He urged the government to take the stakeholders on board and chalk out strategies to devise long-term policies for lowering the interest rate, cost of doing business and inflation. ‘Climate change hits agricultural sector’
USAID Mission Director Veerya Kate Somvongsiri paid a visit to the University of Agriculture Faisalabad (UAF) where she met with UAF Vice Chancellor Dr Iqrar Ahmad Khan. During her visit, she toured the UAF Centre for Advanced Studies in Agriculture and Food Security as well as various laboratories and field areas. Expressing her admiration for the institution, Somvongsiri highlighted the impressive work being conducted by faculty and students to address agricultural challenges. Emphasising the global importance of climate change mitigation, she underscored the need for Pakistan to modernise its agricultural practices to drive economic development. Somvongsiri reiterated USAID's commitment to supporting the university in overcoming agricultural hurdles. In response, Vice Chancellor Dr Iqrar Ahmad Khan outlined the university's achievements since the inception of its Vision 2030 plan in 2013-14. Currently hosting over 30,000 students, the university's research and development initiatives have surpassed Rs20 billion. Looking ahead, Khan revealed plans to accommodate 60,000 students by 2050, with a focus on providing top-notch facilities, particularly for its female students. Moreover, UAF has crafted a ten-year agricultural strategic plan aimed at propelling agricultural development and prosperity in the region. Speed demons: Islamabad’s battle with bikers
The streets of Islamabad bear witness to a concerning trend of moral and ethical decline, epitomised by the reckless behaviour of bikers careening through busy thoroughfares, endangering lives both their own and those of others. The sight of bikers weaving dangerously through traffic, often straying into lanes reserved for four-wheel vehicles, has become distressingly commonplace. Despite efforts by law enforcement to address the issue, nearly every major artery in the federal capital is overrun by these daredevil riders whose erratic manoeuvres result in vehicle damage and serious injuries. In recent years, the situation has deteriorated to an alarming degree, impeding the smooth commute of conscientious motorists to their destinations. With few exceptions, bikers display a flagrant disregard for traffic laws, seemingly always in a hurry and oblivious to the consequences of their actions. Compounding the problem is the absence of designated lanes for bikers, granting them free rein to dart between vehicles at will. Delivery personnel, in particular, pose a significant hazard as they race from one delivery to the next, prioritising speed over safety. Bykea riders, too, flout traffic regulations with impunity, often carrying multiple passengers and weaving through traffic with little regard for the rules of the road. “For them, it is routine to collide with other vehicles and then flee the scene,” laments Aamir Chaudhry, a resident of Pakistan Town, recounting the injuries his son sustained in such an incident. The proliferation of bikers in Islamabad can be attributed to factors such as population growth, urban expansion, and the rising cost of fuel and transportation within the city. However, these circumstances do not justify the flagrant disregard for traffic laws exhibited by many bikers. “We have every right to use these roads,” asserts biker Asad Mahmood. “But that doesn’t mean we can ignore the rules of the road.” Such statements are not only irresponsible but also indicative of a larger societal problem where individuals feel entitled to flout the law with impunity. Despite efforts by law enforcement to enforce traffic regulations and impose fines, the situation persists due to inadequate staffing and interference from influential individuals seeking special treatment for violators. The Islamabad Traffic Police, once regarded as a model force, has faced numerous challenges in recent years, including staffing shortages, logistical constraints, and political interference. This erosion of authority undermines the morale of officers and emboldens violators to repeat their offences. It is incumbent upon legislators, policymakers, and administrators to address this issue with the seriousness it warrants before it escalates into widespread conflict and lawlessness. By setting a positive example and demonstrating respect for the law, leaders can instil a culture of compliance that benefits all members of society. Failure to act risks further deterioration and erosion of societal norms.

Iftar ‘dastarkhwans’ spread for the needy
The traditional activity of providing free charity meals during the holy month of Ramazan to needy continues in the city as traders’ communities, generous individuals, and Non-Government Organisations (NGOs) come together to serve Iftar meals. Various 'dastarkhwans' and 'langars' (free Iftar food spots) have been set up in different parts of the city, with banners and posters displayed on main roads near the prescribed locations to invite those fasting during Ramazan. One large free food spot has been set up in Namak Mandi, Raja Bazar area, where a considerable number of people including labourers and daily wagers are being served with food at Iftar time. "This is only to seek Allah Almighty's pleasure, a way to show our compassion to those who are needy," said Faisal Malik, a cloth shopkeeper, emphasising the importance of serving those in need. Similar arrangements have been made by the business community in Purana Qila and College Road to serve deserving people, while another dastarkhwan is active near Benazir Shaheed Hospital on Murree Road, catering to both labourers and travellers. In addition to community-based dastarkhwan arrangements, NGOs and welfare organisations have also organised daily Iftar dinners at prescribed locations to support those in need. A volunteer at a langar khana mentioned that there has been an increase in the number of individuals attending the food drives each year, noting that the economic situation has led to more deserving visitors joining in during the holy month of Ramazan.

Young man dies of suspected food poisoning
A young man died of suspected food poisoning in North Karachi, Sector 7-D/1 on Thursday. The deceased, identified as 24-year-old Hamza, was found dead in the flat. Imam Bakhsh Lashari, SHO Sir Syed police station, said that initial reports from the family members said that they had all eaten a meal prepared at home during Sehri (pre-dawn meal), after which they retired for the night. However, Hamza's health deteriorated rapidly, ultimately resulting in his death. SHO Lashari confirmed that the cause of the young man's demise was determined to be food poisoning following a post-mortem examination. Police handed over the deceased's body to his bereaved family members.

Imran granted appeal right in cipher case
The Islamabad High Court (IHC) has dismissed a prayer contending that former prime minister Imran Khan and former foreign minister Shah Mahmood Qureshi do not have the right to appeal against their conviction in the diplomatic cipher case. The court will hear the appeals of the PTI leaders "on merit" on March 18. A special court on January 30 convicted Imran and Qureshi in a case related to the misuse of a diplomatic cipher during the final days of the PTI government in March 2022 and sentenced them to ten years in prison each under the Official Secrets Act (OSA), 1923. The PTI leaders filed appeals against their conviction in the IHC, where the Federal Investigation Agency (FIA), the prosecution in the case, argued that the PTI leaders did not have the right of appeal against their conviction. Read more: Key witnesses record statements in cypher case When a division bench, comprising IHC Chief Justice Aamer Farooq and Justice Miangul Hassan Aurangzeb, resumed hearing the case on Wednesday, FIA Special Prosecutor Hamid Ali Shah stated that the right of appeal is not provided in the OSA, 1923. "An appeal can be considered a continuation of a trial only if the relevant act provides for it. If there is no right of appeal in the law, the matter concludes with the trial," he said. PTI's lawyer Barrister Salman Safdar responded to the objections raised by the FIA's special prosecutor. He said that while the OSA, 1923 does not mention an appeal, the procedure and process have been outlined. He argued that an appeal against a conviction is a continuation of a trial. Safdar referred to the high treason case filed against General Pervez Musharraf in 2013 for subverting the Constitution through the imposition of emergency. He also cited various other judicial precedents. "The Supreme Court ruled that even convicted individuals have the right to appeal. In light of the Supreme Court's decision, convicted individuals cannot be deprived of the right to appeal," he said. After hearing the arguments, the court dismissed the FIA's prayer. It announced that it will hear the appeals on merit on March 18. Additionally, the IHC issued a notice to the Adiala Jail superintendent while hearing a petition filed by the PTI against the Punjab government's decision to impose a two-week ban on meetings with prisoners at the jail due to security threats. A single-member bench of the IHC, comprising Justice Arbab Muhammad Tahir, heard the petition. During the hearing, Lawyer Shair Afzal Marwat stated that the Punjab government imposed restrictions on meetings with Adiala Jail prisoners, including PTI founder Imran Khan, citing security threats. He argued that the Punjab Home Department does not have the authority to impose such restrictions, as the jail superintendent has the authority to make decisions regarding jails. "The timing for meeting prisoners has already passed for today. Let's issue a notice to the superintendent for 11 am tomorrow," the judge said. The court adjourned the hearing until today. Another division bench, comprising Justice Aamer Farooq and Justice Tariq Mehmood Jahangiri, noted that restricting a prisoner like Imran Khan, who is implicated in 180 cases, to meet his lawyers only one day a week was not appropriate. The bench was hearing intra-court appeals filed by Adiala Jail superintendent and Islamabad commissioner against court orders allowing the former premier to meet visitors. The CJ asked the petitioners about the issue with the court orders and their objections. He questioned the petitioners about the prison rules regarding meetings with prisoners. The judge emphasized that the IHC has complete authority to pass orders regarding prisoners in Islamabad cases. He stated that the trial of the PTI founder is ongoing, and appeals against the sentence are in this court. The CJ reiterated that the Adiala Jail superintendent has discretionary powers and should use them when dealing with requests regarding prisoner meetings. He clarified that no law or rule is being violated through this judgment, and only a procedure has been established. He added that the court will issue appropriate orders in this regard.

Pakistan Tehreek-e-Insaf (PTI) finds itself on the sidelines of the Senate elections in a similar territory, once again grappling with the loss of its electoral symbol in the parliamentary realm. As per the dictates of the Election Commission of Pakistan (ECP), only parties with electoral symbols are eligible to partake in the Senate polls, adhering to the same rules governing general elections. To sidestep legal entanglements, PTI hopefuls must file their nomination papers independently. Nonetheless, the PTI-backed candidates navigated the electoral battle as independents without a symbol in the February 8 general elections. Meanwhile, as the Senate by-polls loom large on the horizon, the Pakistan Tehreek-e-Insaf leadership has completed its initial deliberations, paving the way for the finalisation of two new names vying for Senate seats, according to insider sources. Mock security drill conducted at Adiala Jail
A day after the Punjab government imposed a two-week ban on prisoner visitations, as well as media coverage, at Rawalpindi's Adiala Jail, the law enforcement agencies on Wednesday conducted a mock exercise to deal with any untoward situation at the prison. Pakistan Rangers, Rawalpindi police, anti-terrorism wing of the prisons department, Rescue 1122 and the bomb disposal squad participated in the drill. Adiala Jail houses high-profile political figures, including PTI founder and former premier Imran Khan, party president Parvez Elahi, ex-foreign minister Shah Mahmood Qureshi and former PTI leader Fawad Chaudhry. After reviewing the safety protocols of three penitentiaries in Punjab, including the Adiala Jail, the Punjab interior ministry had ordered to beef up the security at these prisons and carry out mock exercises to deal with any emergency situation. Simultaneously, the security officials deputed at the prison, including a heavy contingent of Rawalpindi police, Rangers, anti-terrorism wing of the prisons department, and the jail police, sprang into action. The bomb disposal squad and Rescue 1122 officials also promptly reached the spot from Rawalpindi as soon upon receiving the SOS (save our souls) call. The Rangers, Rawalpindi Police, and the anti-terrorism wing of the prisons department cordoned off the jail compound and effectively disarmed the terrorists. The jail officials hailed the response of the security agencies during the mock exercise as “timely and exemplary”. They stated these exercises would continue in future. The Rawalpindi police also conducted a five-hour long search operation across the jail during which the data of the area residents was collected and verified.

Rains wreak havoc in Balochistan
Heavy rainfall has wreaked havoc in Quetta and other parts of Balochistan, submerging Quetta and triggering a state of emergency declared by the Provincial Disaster Management Authority (PDMA). The downpour has caused widespread disruption, with train services between Pakistan and Iran suspended and communication networks throughout Balochistan severely impacted. Moreover, the onslaught of the deluge has led to significant challenges for residents, including shortages of gas and electricity, exacerbating the difficulties faced by the populace in their daily lives. In the wake of the calamity, shopkeepers and ordinary citizens have voiced their struggles amid the chaos. "The incessant rainfall has brought our business to a standstill. With the city flooded, customers are unable to reach our shops," Hassan Ali, a local shop owner, lamented. Read also: Torrential rains wreak havoc in Gwadar Another resident, Fatima Bibi, expressed concern over the lack of essential services, stating, "We are grappling with the absence of electricity and gas, making it exceedingly hard to carry out even the simplest of tasks." The inundation has severely hindered movement for residents, prompting frustration and inconvenience. "Navigating through the flooded streets has become a nightmare. It's nearly impossible to commute, especially for those who rely on public transportation," Abdul Rahman, a commuter stranded by the deluge, said. Furthermore, the provincial authorities are working tirelessly to restore gas and electricity services suspended by the torrential rains. “We have tasked our teams to take robust steps to serve the masses and avoid any unwanted situation,” an official from the PDMA department told The Express Tribune.

Aurangzeb’s appointment as finance minister a ‘positive step’: Bloomberg
The appointment of Muhammad Aurangzeb as Pakistan’s finance minister is a positive step to steer the country’s economy in the right direction, Bloomberg said in a report. “Pakistan’s Prime Minister Shehbaz Sharif picked a former banker from JPMorgan Chase & Co. as finance minister, marking a shift to using technocrats to steer the cash-strapped economy and negotiate for new loans from the International Monetary Fund (IMF)”, the US-based Bloomberg reported. It added that PM Shehbaz Sharif had the experience of closing a deal with the multilateral lender as prime minister, adding that he personally negotiated with IMF Managing Director Kristalina Georgieva. Bloomberg Economics analyst Ankur Shukla said in a report that Shehbaz Sharif had a track record of carrying out reforms and his return as prime minister for a second term increased the chances of securing a new IMF package. It added that Pakistan had rewarded investors who still ploughed in funds as the nation’s dollar bonds handed them a gain of almost 25% this year, the biggest in Asia. Aurangzeb's appointment comes amid a debilitating economic crisis and the need for Pakistan to secure a crucial IMF programme, which will be of utmost priority for the new finance chief. He is a seasoned banker with more than 35 years of diverse experience at leading global banks in Pakistan and overseas. Before joining HBL, he was CEO Global Corporate Bank, Asia Pacific at JP Morgan. Aurangzeb started his career with Citibank, first in Pakistan and later in New York. He then joined ABN AMRO Bank in a senior leadership role, rising to the position of the country manager in Pakistan. He has since held senior level regional and global positions in ABN AMRO Amsterdam, RBS Singapore and JP Morgan. He is a graduate of the Wharton School, University of Pennsylvania from where he received a Bachelor’s degree in Science and Economics as well as an MBA.

CM approves eco-friendly bus, e-bike projects
Punjab Chief Minister Maryam Nawaz Sharif has approved in principle the implementation of two major transport projects of the provision of 20,000 electric motorbikes and 657 eco-friendly urban buses for the province. Chairing a meeting, she called for the formulation of a school bus project for girl students in every tehsil, with a directive to reduce the advance amount for students seeking transport facilities. It was revealed during a briefing that the first phase of the project envisaged the introduction of diesel hybrid regenerated buses in Lahore, Rawalpindi, Faisalabad, and Bahawalpur. The e-bike project is set to be launched on May 9, with deliveries beginning the same month. CM Maryam Nawaz approved a plan to provide 657 buses for improved transportation facilities in major cities and directed the transport minister to oversee the project’s execution. The meeting was attended by Senior Provincial Minister Marriyum Aurangzeb, Adviser Pervaiz Rasheed, Information Minister Azma Zahid Bukhari, Transport Minister Bilal Akbar Khan, MPA Sania Ashiq, the chief secretary and other officers concerned. Chairing another meeting to review progress on the 100,000 houses project, the chief minister issued instructions to reduce housing installments for low-income individuals and set a deadline for marking land for the construction in districts. She has also ordered measures to lower the overall cost of housing. Ties with Canada Canadian High Commissioner to Pakistan Leslie Scanlon met Chief Minister Maryam Nawaz and congratulated her on becoming the first woman CM of Punjab. Also present in the meeting were Executive Director Pakistan Region Neil Steward, First Secretary Alicia Sosa and Trade Commissioner Ali Khan. The meeting focused on exploring avenues to enhance economic relations between Canada and Punjab. ECP announces schedule for Senate polls
The Election Commission of Pakistan (ECP) announced on Monday that elections for 48 Senate seats would take place on April 2, following the expiration of the six-year term for the current Senators on Tuesday. 52 seats in the upper house of parliament will become vacant, but elections will only be held for 48 senators. The reduction is due to the abolition of four reserved seats for the erstwhile Federally Administered Tribal Areas (Fata) following the 25th constitutional amendment. The official schedule for the elections is set to be issued on March 14, according to the electoral watchdog. The polling will include seven general seats, two for women, two for technocrats (including Ulema), and one for non-Muslims from Sindh and Punjab. Furthermore, lawmakers from Khyber Pakhtunkhwa (K-P) and Balochistan will participate in electing members for seven general seats, two women, and two technocrats (including Ulema). Members of the National Assembly will elect one general seat and one technocrat seat (including Ulema) from the federal capital. In preparation for the upcoming elections, the ECP appointed returning officers (ROs) for Islamabad and the four provinces. In addition, by-elections for six vacant Senate seats are scheduled for Thursday, March 14. The polling will take place at the upper house of parliament, as well as at the Sindh and Balochistan assemblies in Karachi and Quetta. These vacancies in the general category arose in the federal capital, with two in Sindh and three in Balochistan, as senators relinquished their seats after being elected as members of the National Assembly and provincial assemblies. Former prime minister Syed Yousuf Raza Gilani and Maulana Abdul Ghafoor Haideri recently joined the lower house of parliament, while Nisar Ahmed Khuhro and Jam Mehtab Hussain Dahar were elected to the Sindh Assembly. Prince Ahmed Umer Ahmedzai and Sarfaraz Ahmed Bugti became members of the Balochistan Assembly.

PM directs uninterrupted gas, power supply in Ramazan
Prime Minister Shehbaz Sharif on Monday directed the authorities concerned to ensure uninterrupted gas and power supply to the consumers during the holy month of Ramazan. He also directed for the provision of every possible facilities to the private sector, local and foreign investors in the exploration of gas and oil, refining and distribution of the natural resources. The prime minister chaired a high-level meeting on petroleum sector, PM Office Media Wing said in a press release. The meeting was attended by senators Ishaq Dar and Dr Musadik Malik, Sheza Fatima Khawaja, Ahad Khan Cheema, Jahanzeb Khan, Muhammad Aurangzeb, Ali Pervaiz Malik and relevant senior officers. Addressing the participants, he said that the government was not meant for doing businesses rather its responsibility was to extend all kind of facilities to the private sector and ensure protection of the rights of the consumers especially the vulnerable segments of society. Read more: New 19-member federal cabinet takes oath He also asked for taking steps for promotion of global investment in exploration of Tight Gas and undersea oil and gas reserves, regretting that Pakistan’s maritime area was huge in size when compared with Balochistan province but no steps were taken to explore its hidden natural resources. He stressed upon exploration of undersea natural resources including oil and gas reserves and their full utilization was among the top priorities of the government. Emphasising to enhance the petroleum refining capacity of the country, he sought the formulation of a comprehensive strategy to do away with the circular debt of oil and gas sectors and work out a durable solution to the issue. He also instructed to reduce the gas sector losses through smart metering and identify and take strict action against the thieves of gas and oil. He instructed strict monitoring of the LPG sector to ensure provision of the commodity to the consumers at low price. Prime Minister Shehbaz directed the relevant authorities to ensure uninterrupted gas supply to the industrial sector, besides ensuring the installation of energy efficient machinery in the industries. He also called for encouraging the domestic consumers to prefer using electricity instead of gas in their daily lives. The prime minister also sought implementation report on the steps taken during the previous tenures for energy conservation, besides emphasising upon the uplift of administrative infrastructure of the energy sector at par with the international standards. He called for merit-based appointment of capable persons in the energy sector and sought the presentation of short, mid and long term strategies on the energy sector reforms. The prime minister also directed for presenting a strategy on country’s mineral resources, their exploration and enhancement of exports. The meeting was told that country’s oil and gas reserves were depleting fast and petroleum products worth $4 billion were being exported annually and the local exploration would save foreign exchange worth billions of dollars. The meeting was also apprised of the reserves of tight gas and undersea oil reserves and the interest of the foreign investors in the sector. It was told that work on LPG Policy 2024 was underway and consultation with the stakeholders was in progress. The participants were also briefed about the energy consumption and mineral sector. CPNE condemns curbs on press freedom
The Council for Pakistan Newspaper Editors (CPNE) has expressed concern about the state of media freedom and the challenges confronting the print media in the country. It has noted that announced and unannounced restrictions on the freedom of press and expression are against the Constitutions which bestows upon the citizens the basic right to know the truth. The CPNE stated this in a long press release issued after a meeting of its standing committee on Sunday in Karachi. CPNE President Irshad Ahmed Arif chaired the meeting attended by the council’s office-bearers from all over the country. It said freedom of expression is every citizen’s right under Article 19 of the Constitution. “Registration of FIRs against journalists for performing their professional duties, the arrest of Imran Riaz Khan and Asad Toor under the black law of PECA [Prevention of Electronic Crime Act, 2016] and suspension of internet and X are condemnable of the [outgoing] caretaker government,” it said. During the meeting, the standing committee members also passed a resolution urging the newly elected government to review the restrictions imposed on the freedom of press and expression and immediately take corrective measures. “The media is the fourth and most important pillar of the state. It should not be undermined. Ill treatment meted out to the media must stop. “The media is playing an important role in strengthening democracy. It is playing its role despite all restrictions. The new government must ensure press freedom,” it said. During the meeting, the members also lamented that the caretaker governments both in the centre as well as in provinces did not pay much attention to payment of dues to newspapers. CPNE Secretary General Ejazul Haq noted that during the rule of interim governments, the matters related to payment, quantum of advertisements and issuance of government advertisements to regional newspapers were put on the backburner. “The interim government cancelled ads a number of times after issuing them,” he added. The standing committee asked the newly elected government to resolve the issues faced by print media.

Torrential rains wreak havoc in Gwadar
In a relentless onslaught, heavy rains battered the already flood-ravaged Gwadar and other regions of Balochistan, bringing life to a standstill and paralysing traffic on Sunday. Commencing on Saturday evening, the showers transformed main roads and streets into waterlogged thoroughfares, with knee-high water inundating low-lying areas in Gwadar and its neighbouring districts. In Kech, the deluge wreaked havoc, suspending traffic and obstructing connecting roads. The Pakistan Meteorological Department reported rainfall of 21 millimetres in Gwadar over the past 24 hours, accompanied by 10mm in Turbat and 2mm in Ormara, Turbat, and Jiwani. Weather forecasts from the Met Office predict ongoing rain and thunderstorms with isolated showers in Turbat, Kech, Gwadar, Jiwani, Pasni, Ormara, Panjgur, Kharan, Kalat, Khuzdar, Lasbela, and Awaran districts today. Chagai, Noshki, Washuk, Mastung, Sibbi, Nasirabad, Zhob, Sherani, Barkhan, Musakhel, Kohlu, Jhal Magsi, Loralai, Ziarat, Quetta, Chaman, Pishin, Kila Abdullah, and Kila Saifullah are also anticipated to experience similar weather conditions, with snowfall on hills expected to persist until March 13, as per the Met department. Simultaneously, the Provincial Disaster Management Authority (PDMA) in Balochistan has issued an alert, urging residents to remain vigilant and take necessary precautions in the face of adverse weather conditions. Meanwhile, the National Disaster Management Authority (NDMA), in collaboration with King Salman Humanitarian Aid and Relief Centre (KSrelief) Pakistan, has mobilised an emergency relief convoy to support the flood victims of Gwadar. This humanitarian initiative saw the dispatch of five containers loaded with 9,000 food packages and 9,000 shelters, totalling 875 tonnes, from Islamabad to the rain-impacted areas of Gwadar, a news release said. The departure ceremony, held at the Jinnah Stadium, Sports Complex, Islamabad this morning, was attended by Chief Minister of Balochistan, Sarfraz Bugti, Saudi Ambassador, Nawaf bin Saeed Ahmad Al Maliky along with the officials from NDMA. The NDMA has diligently coordinated with PDMA Balochistan, ensuring seamless liaison with local authorities, facilitating inter-provincial transit, and securing the necessary clearances to guarantee unimpeded delivery of this crucial aid. Upon arrival, the consignment will be entrusted to the PDMA Balochistan and local administration, who will oversee the equitable distribution of the relief item to the communities ravaged by the rains in Gwadar. This concerted effort underscores the commitment of NDMA to coordinate with both national and international partners to provide immediate assistance in times of crisis, reflecting a shared dedication to alleviating the hardships faced by those in dire need.
