Punjab braces for 2nd Covid-19 peak

The authorities in Punjab have started taking steps to cope with the second wave of coronavirus in the province.

The business duration has been reduced in three districts where over 2% positive results of diagnostic tests are being reported. Parks will also be closed after 6:00pm. The permitted business timings will be reduced in the districts where the number of patients will increase. Steps will be taken to keep people at a mutual distance so that the infection does not spread.

Punjab Secondary Healthcare Secretary Captain (retd) Mohammad Usman said the government was trying to take preventive measures without causing loss to businesses.

He said if the rate of detection of coronavirus patients in any district would rise to six per cent, the business hours there would be further reduced and parks might be closed. He said steps had also been taken to ensure the treatment of as many patients as possible.

"During past fortnight we have seen a sharp increase in the number of patients and we are trying to utilise the steps already taken during the second wave."

The official said the Pakistan Kidney and Liver Institute (PKLI) had been rehabilitated and alerted again to treat coronavirus patients.

He said standard operating procedures (SOPs) for preventing the spread of the pandemic had been devised earlier and they would be revised if a need arose as per the current situation.

The technical groups of the health department are working continuously given the changing situation and the preventive measures adopted at the international level.

Usman said the real issue was the implementation of SOPs as work was still underway to develop a vaccine for the disease.

He said the testing capacity was being enhanced. Punjab has a capacity of conducting up to 30,000 tests in the private and public sectors daily, which can be increased if required.

"If the epidemic intensifies, the authorities will intervene, interaction among people will be further reduced, but it will be our endeavour not to affect economic activities," he said.

“We have to take strict action and make people aware that they should better protect themselves, wear facemasks and keep the mutual distance. If there is a public gathering, the SOPs should be fully implemented.”

He said if the SOPs were not implemented the situation would deteriorate and lockdown could be enforced. He said alerts have been issued for the last fortnight and voiced hope that the situation would be brought under control.

At present, the coronavirus epidemic is being monitored in all the districts on the daily basis.

Instructions are being issued immediately in this regard and hospitals of all districts have been put on high alert.

The CS highlighted that steps taken by the government have been fruitful so far. “More work is being done to set up separate coronavirus patient wards at hospitals where more patients could be accommodated.

In Punjab, 185 new cases of coronavirus have been reported, bringing the number to 104,016. The spokesperson for the Primary and Secondary Healthcare said 86 cases were reported in Lahore, nine in Rawalpindi, five in Vehari, two in Gujarat, nine in Bahawalpur, five in Mandi Bahauddin, 33 in Multan, three in Sargodha, four in Mianwali, three in Sialkot, two in Sheikhupura, one in Bahawalnagar, two in Rahim Yar Khan, two in Toba Tek Singh, eight in Faisalabad, two in Sahiwal, three in Okara, two in Jhang while one case each was reported in Khanewal, Khushab, Gujranwala and Lodhran.

The coronavirus has claimed three more deaths, bringing the total to 2,357. So far 1,583,563 samples have been tested. The number of people who recovered from the coronavirus has risen to 97,431.

The spokesperson has asked the people to take safety measures to make themselves safe and contact 1033 immediately if symptoms of coronavirus appear.

Breast cancer claims 40,000 lives a year

Around 40,000 women die due to breast cancer and 90,000 new patients of the disease are diagnosed every year in the country.

Expensive treatment, lack of awareness, absence of cancer specialists and shortage of diagnostic facilities in public sector hospitals are the major challenges in coping with the increasing cases of breast cancer.

Women between the ages of 35 and 55 years are the more common victims of breast cancer in the country.

Like other countries of the world, Pakistan is also observing October as breast cancer awareness month.

During the past few years, efforts to spread awareness regarding breast cancer have been geared up and the NGO sector, especially Pink Ribbon, has been active in this regard. For the past two years, the awareness events are also organised at the government level.

However, the government hospitals in the country, including Punjab, do not have wards and departments for the treatment of breast cancer. Only a few big hospitals in the country offer the treatment but it is expensive and beyond the reach of most of the population.

“It is estimated that 40,000 women die of the disease annually in the country but we have no data collection mechanism for maintaining record of the victims of breast cancer. We have been working for last 15 years to increase awareness. Now there is considerable awareness and there is need of a plan of action,” Pink Ribbon CEO Omer Aftab said.

“This year it is our demand that there should be a hospital in each district having a department for breast cancer patients. The treatment of breast cancer is not affordable for the poor, so this year we are also demanding that in the health budget there should be increase the allocation for fighting breast cancer.”

He said the diagnostic equipment , ultrasound and mammography facilities should be affordable. Aftab said the ratio of breast cancer among cancer patients is 38.5 per cent. In the whole world, the average age of breast cancer patients is 55 years, but in Pakistan it is 35 years and it was observed during the past five years that 25 to 30 years old women are also falling prey to breast cancer. There is no national cancer registry in country and the government should develop it.

Talking about the issue Principal Post Graduate Medical Institute and renowned gynecologist Prof Dr Sardar Muhammad Al-freed Zafar has said that Pakistan is one of the countries in the world where the incidence of breast cancer among women is increasing alarmingly.

“In Pakistan, 90,000 cases are being reported annually which is a matter of great concern. In order to curb the growing incidence of breast cancer, we need to change our social attitudes and instead of treating breast cancer as a stigma, women need to be reassured so that they do not hesitate to consult their doctor in case of any discomfort,” he said.

“Breast cancer is a treatable disease, often diagnosed early while with immediate treatment, the patients recover and the chances of the cancer getting worse are very low. Not every lump in the breast or armpit is a symptom of cancer. However, mostly tumours that form without pain can become cancerous. Therefore, women should check their breasts and armpits regularly and not delay contacting a doctor if any unusual symptoms appear.”

He said women should have mammography tests twice a year and also contact their doctor so that immediate diagnosis and treatment of such disease was possible.

“It is uncommon for pregnant women to have breast cancer but care should be taken to ensure that the treatment is such that the disease is eradicated, the cancer does not spread further in the body and negatively affect the health of the baby and there are no side effects from the treatment,” said Prof Zafar.

“Due to traditions and social values women and young girls do not mention any change or discomfort in their breasts to their father or a close relative, which may lead to complications in case of delay in treatment. Surgery is inevitable due to the increase in discomfort and the patient has to undergo chemotherapy, radiation and other steps to completely eradicate the cancer from the body and in many cases medicines have to be used for life. It is the responsibility of the parents to get the girls diagnosed for the disease immediately,” he added.

“There is need that women should change their life style so that they stay safe from breast cancer. Women should change their daily habits and routine and take time for exercise. Beside this, they should improve their diet and include vegetables and fruits in their food,” said Dr Saima Chaudhry, a consultant.

‘Sana’s claim about IG prisons baseless

The IG prisons had not been called by any government official nor had he been given any instructions regarding Hamza Shehbaz. Basharat Raja said whether it was Hamza Shehbaz or anyone else, all are equal before the law and they are being treated according to the law. He said the government believed in the independence of national institutions and at present all national institutions were independent and sovereign.

He said that PML-N had made a habit of defaming national institutions.

"They want to cover up their corruption with such tactics,” he added.

Mistreatment by police continues unabated

A large section among police officials came forward to defend CCPO Umer Shoib Sheikh after he hurled abuses at the wife of an alleged drug dealer.

This symbolised a misogynist mindset as a number of officials were perturbed over the incident having been taken seriously.

It also exposed the mindset that does not take exception to mistreatment of those associated with a criminal, even women and children.

Many officials termed it old tactics of drug mafia of using women for saving themselves. Some cited the example of a woman who had taken off her clothes after police tried to arrest some men on charges of drug dealing.

Even the government treated it as an incident of mismanagement rather than an offence against gender and a part of police excesses that need to be addressed.

Gender insensitivity and justification of police excesses with criminals are two fronts where fundamental changes are needed.

Changing the culture of police stations has been a phrase used repeatedly for quite some time by the previous government. The government of Pakistan Tehreek-i-Insaf (PTI) has also focused on the theme to a large extent.

However, concrete measures in this regard are missing.

Gender disparity has been recognised as a serious issue globally in wake of the feminist movement. It has left notable imprints on various fronts in all fields of life.

However, Punjab Police has managed to remain largely aloof to the changes.

It has failed to overcome the disparity in its departmental structure. Women officials are hardly seen in police and their representation in the force is nominal. This disparity is also reflected in public dealing.

The police appear to be as oblivious to women’s rights as they were a century or two back. The abuses hurled by the CCPO and its aftermath are a part of the pattern

In wake of Covid-19

The role of police had gone through fundamental changes after the increase in terrorist attacks. Earlier, their focus was on dealing with crimes and maintaining law and order. However, after terrorism struck hard our part of the globe, the security paradigm changed.

Thwarting terrorism and ensuring security of the people came up as two major challenges. Resources and attention was diverted towards meeting the new challenges. In the 1990s the Elite Force was established and a decade later, the Counter Terrorism Department.

Before the wave of terrorism, police stations were considered to be a public place visited frequently by citizens. Questioning a person entering a police station was not a trend. Police officers also did not keep themselves away from public places because of a danger of being targeted.

Now, Covid-19 has emerged as a challenge larger than terrorism that the police faced for three decades.

Earlier, when a disease hit a community, the attention was diverted to the medical community. However, Covid-19 has made the police equally important along with doctors as lockdown is imposed by the police.

However, the new role is not getting support and investment proportionate to its magnitude. It is understandable that when Covid-19 hit the world, it was a new phenomenon. But it is worrying that the police were unprepared for the second wave that is being expected to be harsher than before.

ISLAMABAD: Prime Minister Imran Khan on Saturday extended condolences to Turkish President Recep Tayyip Erdoğan and the people of Turkey over the loss of precious lives in an earthquake in Izmir city.

Nineteen people were killed in Turkey and Greece after a strong earthquake struck the Aegean Sea on Friday, bringing buildings crashing down and setting off tidal waves which slammed into coastal areas and islands.

People ran onto streets in panic in the Turkish city of Izmir, witnesses said, after the quake struck with a magnitude of up to 7.0. Neighbourhoods were deluged with surging seawater which swept debris inland and left fish stranded as it receded.

PIDA extends date for island development environment studies

PIDA Date Extended

KARACHI: The federal government has move ahead with regard to its decisions on Sindh’s islands and it seems the resolutions of Sindh and Balochistan assemblies on the matter having no impact on the matter, ARY News reported.

Contentious Pakistan Islands Development Authority (PIDA), has started work over Buddo and Bundal islands near Karachi.

The date of tender for environmental studies for the project has been extended. The PIDA has extended the date for the parties to submit their expression of interest till November 10.

Prime Minister Imran Khan had earlier directed the authorities concerned to conduct prior environmental studies and ensure the conservation of natural resources before launching development work on the islands.

The federal government triggered a political uproar after taking direct control of two islands previously under the government of Sindh.

The Sindh and Balochistan provincial legislatures had expressed their opposition by passing resolutions against the presidential ordinance to hold the two islands at Sindh coast.

President Arif Alvi had signed the ordinance last month to facilitate reclamation and urban planning on Bundal and Bhuddo islands, which are located south of Karachi. Both islands are some eight kilometers across, and the largest along Sindh’s coast.

Government officials say PIDA has been created to develop the islands as commercial zones and expect that the project will attract huge investment.

Pakistan expects evenhanded treatment from US with respect to India: PM Imran

Prime Minister Imran Khan has said that Pakistan expects evenhanded treatment from the US with respect to India.

In an interview with German magazine Der Spiegel, the prime minister stated that South Asia was a hotspot that could flare up anytime.

“That's why we expect the US, as the strongest country in the world, to be even handed, whoever becomes president. The US thinks India will contain China, which is a completely flawed premise. India is a threat to its neighbors, to China, Bangladesh, Sri Lanka and to us,” he said.

Imran reiterated that New Delhi has the most extremist, racist government on the subcontinent.

“It is a fascist state, inspired by the Nazis in the 1920s and '30s,” he maintained.

Imran underscored that the writings of the Rashtriya Swayamsevak Sangh (RSS)—the intellectual forerunner of Indian’s Prime Minister Narendra Modi's party— openly admired Hitler. The Nazis wanted to get rid of the Jews and the RSS wanted to rid India of the Muslims, he said.

In response to a question regarding how Pakistan was able to bring Taliban to the negotiating table, the premier stated that with over 2.7 million Afghans residing in Pakistan, Islamabad has a certain amount of leverage that the country uses to the utmost.

“We have no favorites in Afghanistan. Our only interest is that the future government in Kabul does not allow India to operate from there against Pakistan,” he stressed.

He further stated that no one can predict which way things will go in Afghanistan right now.

“What I can say is that after Afghanistan, the country that wants peace most is Pakistan,” he added.

On a question concerning Pakistan passing a new law prohibiting criticism on the military Imran said that the country has more freedom of speech than almost any Western state.

“As long as criticism is based on truth and facts, it will be accepted. Every day, our security forces lose people in battle. Every country protects its institutions, not when they do something wrong, but when they're being attacked,” he stated.

He elaborated that there will be another way of dealing with the security forces – not through the media, but through the government.

“I will speak to the army chief if I think there's something wrong. There are always human rights violations in military operations and sometimes we speak about it when it happens. But this should not be done in public. When soldiers are risking their lives, you cannot demoralize them in public,” he added.

Regarding Middle Eastern countries warming up to Israel, the premier stated that every country has its own foreign policy.

“The founder of the nation, Muhammed Ali Jinnah, a brilliant man, spoke in the 1940s about the Palestinian situation as a huge violation of human rights. Pakistan still takes this view. Unless there's a just settlement, we cannot recognize Israel,” Imran stressed.

Lauding China, the premier said that what the country has achieved in 40 years is remarkable.

“I admire China because they have taken 700 million people out of poverty within the short period of 40 years,” he said adding that this was the model he wanted to emulate in Pakistan.

“Despite not having electoral politics, they are good at bringing the best people to the top in their country. It’s a system based on meritocracy. I've seen how the Communist Party sort of sifts through all the talent and bring it to the top. Furthermore, in the past seven years, China has put 450 ministerial level officials in jail on corruption charges,” he said.

He further underscored that countries weren't poor because of a lack of resources but because of corrupt leadership.

“As we know from the Panama Papers, the same is true for Pakistani politicians. Millions of dollars went into properties in the most expensive areas in London, siphoned off from this country.”

In response to a question regarding the opposition parties joining forces against him under the banner of Pakistan Democratic Movement, the premier snubbed being blackmailed.

“There’s no way I will ever relent. Look, we are facing the biggest trade gap in our history. Our imports were $60 billion, but exports were only $20 billion. The rupee is falling and there's inflation because we import fuel. Everything is getting more and more expensive, even electricity. We have to raise our revenues, so we have to increase our tax base. We're going through these painful reforms and all these guys from the opposition get together. They are worried that once we stabilize things, they will all end up in jail because of huge corruption cases,” he stated.

Speaking about Pakistan’s strategy to combat coronavirus, the prime minister said that almost half of the Pakistani people live on daily and weekly wages and therefore the country had to opt for a smart lockdown.

“We only restricted areas if we found that there was an outbreak, and we did not stop our supply lines. We did not stop the agriculture sector and quickly reopened the construction sector, because that's what employs the most people in the urban areas. That saved us,” he said adding that India instead restricted people to their homes in poor areas.

“They have a lot of poverty now, same in Iran,” he stated.

Imran said that From peak numbers in June, Pakistan saw a steady decline in cases, positivity and deaths across the country until late August and the country was now hoping to survive the second wave.
