PTI demands release of report on ‘71 debacle

Amid fervent explanations on a social media post about the Hamoodur Rahman Commission (HRC) Report and just a day after PTI founder Imran Khan’s first virtual interaction with Chief Justice of Pakistan (CJ) Qazi Faez Isa, PTI core committee on Friday demanded unveiling of the HRC report about Fall of Dhaka and the CJ’s recusal from all cases pertaining to the PTI and its founder The party’s elite committee also revealed that Imran Khan was planning to soon give a call for nationwide peaceful protest over alleged rigging in February 8 general elections among other things and directed the party office bearers and organizations to complete preparations in this regard. Interestingly, on Thursday, Imran had told CJ Isa via video link from Adiala Jail that February 8 polls were the “biggest robbery” of public mandate while complaining that a military officer was supervising jail affairs, and he was having difficulty in getting access to his legal team. A few days back a post was shared on Imran’s official X — formerly Twitter — account stating that “every Pakistani should study the Hamoodur Rahman Commission report and get to know who was the true traitor: General Yahya Khan or Sheikh Mujibur Rahman.” Sensing the sensitivity surrounding the subject, the PTI leadership had later started giving explanations with PTI incumbent Chairman Barrister Gohar Khan saying that Imran did not see text of all the posts. Reportedly, Gohar had defended the post but said it was taken out of context and that the PTI drew a comparison of today’s situation with 1971 in a political context and not otherwise, emphasizing that it had nothing about the army. However, on Friday, the PTI core committee noted that “in order to save Pakistan from serious internal challenges of 1971 style, to learn from history and to inform the public about the facts the Hamoodur Rehman Commission report be released immediately.” The party dismissed the Federal Investigation Agency’s (FIA) investigation into the post and the registration of any possible new case against Imran on the basis of the tweet. In the meeting, the statement said, the party leadership reviewed the release of a short documentary film containing the contents of the HRC report on social media from Imran’s account from various aspects. The party reiterated that it stands by its principled stance that the national affairs, especially political affairs, should be conducted within the framework of the Constitution and law, saying the responsibilities of national defense should be performed within the constitutional limits of the Pakistan Armed Forces. The party said the decision makers should learn from history and remain within the constitutional limits. The PTI also demanded that the CJ should no longer hear cases of party and its chairman. “In view of the obvious conflict of interest, the hearing of our cases by Chief Justice Qazi Faiz Isa adversely affects the fundamental right to a fair trial,” the statement read. It said the PTI founding chairman intended to give a call for nationwide peaceful protest soon, saying all arrangements should be completed without any delay. “Whenever Founder Chairman Imran Khan will call his nation for a nationwide protest, every worker of Tehreek [PTI] will come out in the field,” read the statement. Meanwhile, the committee also discussed the content of the declaration of the 83rd Formation Commanders Conference.  It said that PTI seconds the formation commanders’ point that all those responsible for May 9 riots prosecuted. It said the PTI was the target of May 9 false-flag operation from the day first and had been demanding a high-level judicial inquiry into the arson, vandalism and killing of innocent civilians. In the statement, the committee once again asked who ordered the violent, humiliating and completely “illegal arrest” of Imran from the premises of Islamabad High Court on May 9, 2023. It further raised question as to where were the CCTV footages of May 9, including those of the arrest of the PTI founding chairman, and on whose orders were they removed. The participants stated that Imran Khan's acquittal in around half a dozen false, fabricated and concocted cases related to May 9 due to government's failure to present evidence, were sufficient and enough to expose the false accusations leveled against him and his party. The committee said the decisions made on the bases on objectivity and facts were indispensable for the strength of institutions. It said deviation from the Constitution, disregard for law and justice, desecration of democracy, fundamental rights and the right to vote of the people and political revenge were the main contributors to the prevailing anxiety in the country and reaction among the people. In order to bridge the gap between the people and the state institutions, the state and its institutions must recognize the authority of the people, respect their fundamental rights, and eliminate dependence on distorted narratives, by making the people’s will the basis of national decision-making, it said.

Medical camps planned for cattle markets

The Punjab Local Government Department has given a deadline of June 6 to the commissioners and deputy commissioners for establishment of cattle markets in all districts of the province. As per the local government official sources, it has been decided that the government will not collect fees from traders on sacrificial animals. Meanwhile, Section 144 will also be enforced to take action against illegal markets. According to sources, one permanent and eight temporary animal markets will be established in the provincial metropolis. Furthermore, medical camps would also be set up for lumpy skin vaccine and Congo virus spray, they said. "Holidays of officers and staff have been stopped to ensure cleanliness," the local government department official said. Minister for Local Government Zeeshan Rafique said on Friday that illegal markets would not be allowed. The Local Government Department officials said that in this connection, instructions had been given to all deputy commissioners for the animal market quotas, electricity, water, parking, and other best possible facilities for the visitors and customers. PM promises ‘big relief’ in budget to MQM-P

Prime Minister Shehbaz Sharif promised on Thursday the Muttahida Qaumi Movement-Pakistan (MQM-P) “big relief” in the upcoming budget, saying the federation was serious in resolving issues of Sindh, especially of urban areas, and soon there will be reduction in gas and power load-shedding in the province. In addition, the premier assured the party that the youth of urban Sindh would be given jobs on merit in the federal government and loans will also be provided to them for doing business under the Khushal Youth Programme. The premier’s assurance came after a delegation of the MQM-P led by Federal Minister for Education and Professional Training Dr Khalid Maqbool Siddiqui called on him and conveyed that the provincial and local governments in Sindh “do not provide employment to urban Sindh youth even on quota”. Though PML-N, PPPP and MQM-P are coalition partners in the federal government, MQM-P and PPPP – ruling party in Sindh – are often found quarrelling over issues ranging from governance to law and order situation and from jobs to developmental projects. The MQM-P delegation included Syed Mustafa Kamal, Dr Farooq Sattar, Syed Aminul Haque, Javed Hanif and Syed Hafeezuddin. Deputy PM and Foreign Minister Ishaq Dar, Federal Minister for Law and Justice Azam Nazir Tarar and Adviser to PM on Political and Public Affairs, Rana Sanaullah, were also present in the meeting. MQM-P officials told The Express Tribune that the party raised the issue of youth’s unemployment in Karachi, Hyderabad and other cities of Sindh, saying the provincial and local governments do not provide employment to the youth of urban Sindh even on quota. The party, they said, urged PM Shehbaz that the federal government should provide a remedy in this regard. Sources said that the MQM-P delegation informed the premier that the citizens of Sindh were seriously worried about inflation, power and gas load-shedding, and hefty bills, demanding that the federal government provide solutions. Furthermore, they said that the MQM-P delegation demanded the early completion of the K-4 project and new development projects in other cities of Sindh. Monks ring ‘peace bell’ to mark Buddha’s birthday

International delegates comprising Buddhist monks, diplomates and academics Thursday rang the ‘peace bell’ installed at the Taxila Museum, heralding the news of peace and prosperity in the region. Buddhist leaders from various countries visited the Taxila Museum and performed religious rituals. On the occasion of Buddha’s birthday, the Ministry of Foreign Affairs organised a two-day Vesakh ceremony. Buddhist monks from many countries, including Sri Lanka, Maldives, Thailand, Indonesia, and Vietnam, along with Buddhist scholars, and other guests, participated in the ceremony. After the two-day conference in Islamabad, the delegation visited the Taxila Museum, Sirkap, Mohra Muradu, and Bhamala Stupa. At the Taxila Museum, prayers for peace and prosperity in the region were offered by ringing the bell of peace on the occasion of Buddha's birthday. Buddhist monks from Thailand and Sri Lanka initiated the Buddha's birthday celebrations by ringing peace bells, which were installed by the Thai government a few years ago. Besides the Taxila Museum, the delegation visited Sirkap, Julian, and Bhamala Stupa, performing religious rituals at each site. The delegation was informed that the study of history shows that the Gandhara civilisation experienced the rise and fall of the empire from six hundred years before Christ to the eleventh century AD. British soldiers and officials began to take an interest in the ancient history of the subcontinent in the 19th century. In 1830, some coins of Ashoka's era were discovered here. The investigation of some Chinese historical books and these coins helped to trace the archaeology in the vicinity of Taxila in 1860. Excavations from 1912 to 1934 revealed numerous ancient cities, stupas, and places of worship. The revelations made it possible to understand Gandhara's science, arts, and history. Today, Khanpur Haripur Taxila Jaulian houses the remains of all these Gandhara settlements, constructions, and religious pilgrimages, attracting followers of Buddhism from around the world. Chaklala residents decry water shortage

Protesting the acute shortage of water during the ongoing heatwave, residents of Chaklala and adjoining areas took to the streets, demanding an end to their miseries. They demanded the transfer of the water supply system to the Water and Sanitation Agency (WASA) like in other parts of Punjab, calling for the end of the Community Based Organisation (CBO) established through a joint venture between the Punjab government and the citizens. During the tenure of former dictator General Pervez Musharraf, the drinking water system in every city across Punjab was managed through a unique funding structure. For each water supply scheme, 70 per cent of the funding came from the National Development Bank, 15 per cent from the Punjab government, and 15 per cent from the local government. A community-based organization (CBO) was established to manage the water supply with this funding, initiating proper monthly billing for water services. However, recently, the water supply systems across Punjab were transferred to the respective WASA or other government water supply organisations under the CBO framework. In Rawalpindi, this transition has not occurred due to a court injunction filed by the local nazim against the decision. As a result, the water supply remains limited to 15 to 24 minutes per day, while residents continue to pay a monthly bill of Rs1,000. This has created severe water unavailability, prompting widespread protests. Residents of Union Council 79 Rahmatabad, Mumtaz Colony, Jabbar Colony, Gulrez Colony, Pir Bakhsh Colony, Banaras Colony, Afzal Town, New Afzal Town, Ayub Colony, Dad Khan Colony, and Khayaban Tanveer, among other areas, gathered in large numbers to voice their grievances. The protest rally began in Rahmatabad and proceeded to Scheme 3 Chowk. A large number of residents from various colonies participated in the rally that started from Raza Plaza. They expressed their determination to hold larger protests if their demands were not met. The rally concluded peacefully at Chaklala Scheme 3, but the participants remained resolute about continuing their struggle for a reliable water supply. Malik Ashraf, a retired government official and a prominent social figure in the area, criticised the CBO-managed water supply system, stating that it had completely failed. He highlighted that previously, the CBO billed residents Rs200 per month, but the bill has now increased to Rs1,000 without any improvement in water availability. Desperate youth falling victim to traffickers

As the country continues its battle against political turmoil, economic uncertainty and growing unemployment, the emerging youth vulnerably positioned at the vanguard find themselves hopelessly chasing immigration as the quintessential escape from all their woes and worries. While this constant yearning for greener pastures ignites discontentment and ungratefulness, it also exposes countless desperate emigrants to the preying eyes of human traffickers, who in promising to rescue them from the searing frying pan mercilessly drop them into the scalding fire. In light of the changing priorities of the Federal Investigation Agency (FIA), which has increasingly involved itself in issues such as electricity theft, billing, alternative remittance service, the sale of dangerous drugs, Forex trade, illegal foreign accounts, and financial crimes, cases of human trafficking have witnessed a steady growth over the past five years, with thousands of men, women, children and transgender persons falling victim each year to the deceptive lures of traffickers, who fraudulently swindle millions of rupees from the eager emigrants only to throw them into an inescapable quandary once they reach the host countries. One such trafficked local was Syed Shahid Ali Shah, a master’s degree holder from Wazirabad, who in an attempt to secure a better future wished to illegally immigrate to Europe. “I got into contact with a group which promised to take 60 people including myself to both Turkey and Greece after each of us paid Rs1.3 million. We were sent in three batches of 20 immigrants. However, all of us were deported soon after we reached our destination,” shared Shah. “Every year countless young people from our area are trafficked to countries abroad. This has become a business and almost everyone is involved in it to some degree. However, quite often, the trafficked youths are deported back to the country,” concurred Asad Ali, another youth with an MA in English from Sambrial, who was also part of the deportee group. Read also: SHRC, SSDO collab to address human trafficking “Since the past several years, the FIA has been operating politically. Every government has been using it for its own purposes. Sometimes, the FIA is tasked with cracking down on electricity thieves, while at other times, officers are assigned duties related to hawala/hundi and drugs. Moreover, the FIA is also being pushed forward to deal with issues like illegal foreign accounts and Forex trading, as a result of which officers and employees, in an effort to boost their performance, produce fake reports and conduct raids, but no real efforts are made to combat human trafficking, which is growing rampantly” affirmed Muhammad Anwar Virk, former Director General of the FIA. According to reports obtained by The Express Tribune from the Federal Investigation Agency (FIA) at least 43 per cent more people have been victims of human trafficking from April 2020 to April 2024, with the total number of cases of human trafficking rising to approximately 43,000 in 2023 in comparison to an estimate of 30,000 in 2020. Furthermore, 35,000 cases have already been reported during the first four months of 2024, with the majority arising from areas in Central Punjab like Gujranwala, Gujrat, Mandi Bahauddin, Jhelum, Rawalpindi, and Sialkot. Renowned attorney, Naushab Ali Khan was of the opinion that human trafficking will persist in the country until or unless suitable employment opportunities are created. “The FIA should be given broader powers to apprehend human traffickers and special courts should be established for speedy trials to swiftly punish those caught in human trafficking. Only then will it be possible to curb human trafficking in the country,” opined Khan. “We have arrested over 170 human smugglers over the past two years, surpassing previous records. Several others are under judicial custody. The process of arresting human smugglers listed in the Red Book is also underway,” assured Director FIA, Sarfraz Ahmed.

PM forms SIFC cabinet committee to boost investment

In a move aimed at bolstering investment in Pakistan, Prime Minister Shehbaz Sharif has established a cabinet committee on the Special Investment Facilitation Council (SIFC). The newly formed committee, which will be chaired by the prime minister himself, includes a total of 12 members, with special invitations extended to the army chief and chief ministers of all four provinces. The committee has been constituted under Rule 17 of the Rules of Business, 1973. The Cabinet Division has issued a notification for its establishment. The committee comprises six regular members and six co-opted members. Among the regular members are key ministers including the finance minister, defence and defence production minister, planning and development minister, information technology minister, national food security minister, power minister, law and justice minister, investment board minister, industries and production minister, and the minister of petroleum. The terms of reference (ToRs) for the committee will align with those of the SIFC. Cases that fall under the Board of Investments Ordinance 2001 but outside the SIFC’s jurisdiction will be presented to the committee for approval. The decisions made by the SIFC committee will then be submitted to the federal cabinet for final approval. The SIFC will also provide secretariat support to the committee. The SIFC, established in June of last year, is a high-powered government body designed to attract foreign investments, particularly from Gulf nations. The council includes both civil and military representation, featuring key figures such as the prime minister and the chief of army staff.

Employees’ alliance to protest school privatisation

The All Government Employees Grand Alliance (AGEGA), along with teacher organisations and the All Pakistan Clerks Association (APCA), has announced plans for a series of protests. They intend to stage a sit-in and siege of the Punjab Assembly on May 29 [tomorrow], opposing the proposed privatisation of 13,000 government schools to NGOs and demanding approval of their charter of demands. Furthermore, they have scheduled a long march followed by a sit-in outside the Parliament House in the federal capital on June 6. Leaders of the government employees and teachers stress that they seek tangible actions, not mere promises. Among their demands are the prevention of privatisation in public schools and national institutions, the abolition of the oppressive leave encashment laws, and a 200% increase in pay, service protection, allowances, and salaries. This announcement was made by AGEGA President Tahir Mehmood Raja, Chairman Mohammad Imran Qazi, General Secretary Raja Shahid Mehmood, Senior Vice President Raja Saadat Habib, Educators Association President Raja Basharat Iqbal, and others in an interview with The Express Tribune. The leaders assert the unity of government employees across Pakistan and vow to defend their rights vigorously in the upcoming budget discussions. They express dissatisfaction with interim salary increases and demand substantial adjustments to offset inflation. Additionally, they oppose the sale of national institutions to foreign entities and plan a significant protest in front of the Punjab Assembly on May 29. Further protests are planned at the Parliament House in Islamabad during the budget session. The alliance emphasises its non-political stance and clarifies that their struggle is solely for their demands, such as salary and pension increases. They condemn the government’s decision to eliminate 70,000 Class IV posts and advocate for new recruitments instead of eliminating vacant positions. Amid rising inflation and social unrest, the alliance pledges to intensify their protests with daily demonstrations, pen-down strikes, and rallies in major cities until the budget session. They stress their commitment to peaceful protests and hold the government accountable for any escalation of force. Severe heatwave forces Sindh residents indoors

Temperatures rose above 52 degrees Celsius in Sindh, the highest reading of the summer and close to Pakistan’s record high amid an ongoing heatwave, the Met office said on Monday. Extreme temperatures throughout Asia over the past month were made worse most likely as a result of human-driven climate change, a team of international scientists have said. In Mohenjo Daro, a town in Sindh known for archaeological sites that date back to the Indus Valley Civilization built in 2500 BC, temperatures rose as high as 52.2 C over the last 24 hours, a senior official of the Pakistan Meteorological Department, Shahid Abbas told Reuters. The reading is the highest of the summer so far, and approached the town's and country's record highs of 53.5 C and 54 C respectively. Mohenjo Daro is a small town that experiences extremely hot summers and mild winters, and low rainfall, but its limited markets, including bakeries, tea shops, mechanics, electronic repair shops, and fruit and vegetable sellers, are usually bustling with customers. But with the current heatwave, shops are seeing almost no footfall. "The customers are not coming to the restaurant because of extreme heat. I sit idle at the restaurant with these tables and chairs and without any customers," Wajid Ali, 32, who owns a tea stall in the town. Close to Ali's shop is an electronic repairs shop run by Abdul Khaliq, 30, who was sat working with the shop's shutter half down to shield him from the sun. Khaliq also complained about the heat affecting business. Local doctor Mushtaq Ahmed added that the locals have adjusted to living in the extreme weather conditions and prefer staying indoors or near water. “Pakistan is the fifth most vulnerable country to the impact of climate change. We have witnessed above normal rains, floods,” Rubina Khursheed Alam, the prime minister’s coordinator on climate, said at a news conference on Friday adding that the government is running awareness campaigns due to the heatwaves. The highest temperature recorded in Pakistan was in 2017 when temperatures rose to 54 C in the city of Turbat, located in the Southwestern province of Balochistan. This was the second hottest in Asia and fourth highest in the world, said Sardar Sarfaraz, Chief Meteorologist at the Pakistan Meteorological Department. The heatwave will subside in Mohenjo Daro and surrounding areas, but another spell is expected to hit other areas in Sindh, including the capital, Karachi - Pakistan's largest city.

Pakistan condemns Israeli attack on Rafah refugee camp

Pakistan on Monday condemned in the strongest terms Israeli bombardment and targeting of a United Nations Relief and Works Agency (UNRWA) refugee camp in Rafah in Gaza Strip that has resulted in multiple casualties, a statement from the Ministry of Foreign Affairs said. An Israeli airstrike triggered a massive blaze killing 45 people in a tent camp in the Gaza city of Rafah, officials said, prompting an outcry from global leaders who urged the implementation of a World Court ruling to halt Israel's assault. In scenes grimly familiar from a war in its eighth month, Palestinian families rushed to hospitals to prepare their dead for burial after the strike late on Sunday night set tents and rickety shelters ablaze. Women wept and men held prayers beside bodies in shrouds. The attack, it said, is also blatant defiance of the additional provisional measures of May 24, 2024, by the International Court of Justice (ICJ) ordering Israel to immediately halt its military offensive in Rafah in conformity with its obligations under the Genocide Convention and the worsening humanitarian conditions faced by civilians. With its latest actions, according to the statement, Israeli occupation forces have once again demonstrated their contempt for international law and the basic tenets of decency and acceptable international behaviour. “Pakistan reiterates its demand for immediate and unconditional implementation of the orders of the ICJ of 24 May 2024. Measures must be taken to fully protect civilians in Gaza and the Israeli occupation forces must be held accountable for the Gaza genocide," it added. “We call on the UN Security Council to play its role in preventing Israel from any further attacks against the civilians in Rafah and taking effective measures to protect the people of Gaza.”

PO repatriated from abroad after 8 years

Punjab Police have arrested a man wanted in an eight-year-old kidnapping and murder case of Dera Ghazi Khan after his extradition from Saudi Arabia. According to a statement, the arrest of the proclaimed offender (PO) was made possible with the mutual cooperation of the Punjab Police and Interpol in Islamabad. Proclaimed offender Rafiq Ahmed had been wanted by Jamal Khan police in Dera Ghazi Khan for ten past eight years. The ma had been wanted for the kidnapping and murder of a class 10 student. After the incident, the accused had gone into hiding and later fled abroad. The police had issued a red notice of the accused and continued follow-up with Interpol for the arrest. With the coordination of Interpol Islamabad and Riyadh, the accused was arrested by the Saudi police and extradited to Pakistan. A DG Khan police team took the accused into custody from the airport. The total number of proclaimed offenders of Punjab arrested from abroad during the ongoing year has now risen to 38. IGP Dr Usman Anwar said that legal proceedings in the case should be completed soon, while efforts should be intensified to arrest other fugitives wanted in cases of heinous crimes. Gandapur-COAS interaction limited to pleasantries

Khyber-Pakhtunkhwa (K-P) Chief Minister Ali Amin Gandapur on Saturday stated that he had interacted with the army chief, General Syed Asim Munir, on two occasions, clarifying that these meetings did not involve discussions about PTI founder Imran Khan. "I exchanged greetings with the army chief twice. However, there is no benefit in discussing matters at such a place," Gandapur told journalists on Saturday after the apex committee meeting of the Special Investment Facilitation Council (SIFC). The SIFC is a government agency aimed at attracting foreign investments and fostering the nation's economic growth. Chaired by the prime minister, the council includes all provincial chief ministers and the army chief. According to Gandapur, during the SIFC meeting, former prime minister Imran Khan, who has been facing legal challenges and has been imprisoned since August last year, was not discussed. Gandapur reiterated that securing Imran Khan's freedom is their top priority. "We are leading a movement to ensure his release. Negotiations have also commenced in this regard, with Imran Khan forming a negotiation team." He expressed hope that the months of May and June would bring positive outcomes for Imran Khan and the PTI, which has faced a crackdown since the riots on May 9, 2023. On May 9, 2023, widespread protests erupted nationwide after paramilitary Rangers arrested Imran Khan from the Islamabad High Court premises in connection with a corruption case. During these protests, alleged workers and supporters damaged state and army properties and memorials. This led to a massive crackdown on the former ruling party. On the first anniversary of the May 9 incidents, the military's media wing demanded an unconditional apology from the PTI founder, a request rejected by Imran. However, later, Imran authorized some party leaders to engage in talks with the authorities. Gandapur emphasized that Imran has consistently expressed readiness to negotiate for Pakistan. He highlighted that false cases were filed against PTI leaders and workers, many of which are now receiving favorable verdicts in courts. "If anyone chooses to engage in dialogue with us to resolve the issue, we are prepared. They can even meet Imran Khan in Adiala Jail," he remarked. He clarified that the K-P government would not compromise on the province's share and that he participated in the apex committee meeting to represent the province's interests. "There are abundant investment opportunities in K-P, particularly in the mining and tourism sectors. For this purpose, we have also established companies," he added. Gandapur stressed that the purpose of establishing these companies is to attract foreign investment. "We welcome investment from the private sector or through the SIFC," he stated. He highlighted the significant potential for investment in tourism and K-P's agriculture sector. He stated that these matters were discussed in the meeting, expressing hope that the prime minister would play a role in ensuring food security. Gandapur mentioned that industrial zones are being set up to attract investment and generate employment opportunities for youth. "We will spare no effort to provide relief to the province's people because they have entrusted us with this mandate," he affirmed. He made it clear that if the province's outstanding dues are not paid, the provincial government will take action. Gandapur also stated that imposing taxes on former Federally Administered Tribal Areas (FATA) and the Provincially Administered Tribal Areas (PATA) is not feasible, and thus, taxes will not be included in the budget. Regarding the presentation of the provincial budget prior to the federal budget, he emphasized that it is not unconstitutional. "Our preparations were complete, so we presented the budget," he asserted. Responding to a question, the chief minister stated that if he had not been invited to the SIFC meeting, it would not have impacted the province. "However, I eventually participated in the meeting to advocate for my province," he concluded.

By calling ISI official, IHC judges making a point

The clash between the judiciary and security establishment has further intensified as the Islamabad High Court has summoned a serving military officer – the sector commander of the central Inter-Services Intelligence (ISI) Islamabad -- in the case of the missing poet Ahmed Farhad Shah. Usually, the superior courts avoid summoning serving military officers in any matter with some exceptions. Former additional attorney general Tariq Mahmood Khokhar recalled that a serving military officer was summoned in the apex court bench led by Justice Qazi Faez Isa in the Anti-Narcotics Force (ANF) case. “Justice Isa had directed two successive ANF director generals, both serving major generals, to appear before him in the Supreme Court.” He continued that a Lahore High Court judge had also summoned a serving army officer in a missing person case. “Justice Waqas Rauf Mirza had directed a judge advocate general, a serving brigadier, to appear before him in the Lahore High Court, Rawalpindi Bench.” It is an open secret that there is a visible change in the approach of IHC judges towards the security establishment after six of them wrote a letter to the Supreme Judicial Council (SJC) seeking guidance regarding the “interference” of the intelligence apparatus in their functions. Instead of giving them guidance, Chief Justice of Pakistan Isa referred the matter to the executive for an inquiry. Read also: Nothing against agencies, only against them operating extrajudicially: IHC When former CJP Tassaduq Hussain Jillani recused himself from leading an inquiry commission, a three-judge committee of the SC, led by Justice Isa, was compelled to take suo motu notice of the matter. During the hearing of the case, CJP Isa justified his actions after six IHC judges penned the letter. However, he refrained from making any observation that would back the IHC judges' concerns. In fact, on one occasion during the hearing, he even asked why the IHC had not issued a contempt notice to those interfering in judicial functions. Although the suo motu case is still pending, the IHC judges have unanimously resolved to give an institutional response to the agencies’ interference in their judicial affairs. This development is being witnessed in every bench of the IHC. On the other hand, instead of cooling down the temperature, the government intensified the campaign against the IHC judges. In response, the IHC has decided to initiate contempt proceedings against those who were campaigning, especially on social media, against Justice Mohsin Akhtar Kayani and Justice Babar Sattar – two of the judges who had penned the letter. The IHC has issued comprehensive orders in both contempt matters. When the government departments sought Justice Sattar's recusal from the audio leaks case, he not only rejected their applications but also penalised them with a fine. The judge even initiated contempt proceedings against the department chiefs, who had moved the applications for his recusal. Read: IHC bars entry of intelligence officials within courtrooms Similarly, IHC’s Justice Tariq Mehmood Jahangiri while presiding over election tribunals raised questions on the results of three Islamabad constituencies. The outcome of his order will have far reaching implications in other election matters which are filed in the provinces. Likewise, different benches of the IHC are providing relief to PTI founding chairman and former premier Imran Khan -- irking the executive authorities. Now in the case of the missing poet, Justice Kayani has raised serious questions on the conduct of the intelligence agencies while issuing a comprehensive order. Interestingly, the matter related to enforced disappearance is also sub judice in the apex court. CJP Isa had passed a comprehensive order in the case but later did not schedule the hearing. The tensions between the security establishment and IHC started in May last year. On May 10 2023, seven IHC judges wrote a letter to Chief Justice Aamer Farooq to initiate contempt proceedings against the spy agencies for interfering in their judicial functions. Also read: IHC issues contempt notices to IB, FIA and PTA They wrote in the letter that Justice Jahangiri was approached directly as well as through relatives and friends. He was requested for a meeting by the sector commander of ISI Islamabad. In addition, they wrote that a relative of Justice Jahangiri was pressured by the sector commander in Quetta to arrange a meeting between the judge and ISI (Internal) director general. Messages were also sent to him in an attempt to influence the outcome of the judicial proceedings pending before a bench that he was a part of. The IHC judges wrote that similar efforts to pressure Justice Kayani through his relatives were made to Influence the outcome of the cases pending before the benches that he was a member of. “Implicit threats were made regarding Initiation of proceedings through the exercise of power by the executive in the event that Justice Kayani remained unhelpful and Inaccessible,” the letter read. The IHC judges claimed that similar tactics to pressure Justice Arbab Muhammad Tahir through his relatives were also used. “On his visit to Quetta, he [Justice Tahir] was informed by family that [the] ISI was probing into his tax matters in an attempt to find vulnerabilities. [The] Sector Commander Islamabad and Director General (Internal) ISI also reached out in an effort to seek a certain outcome in a judicial matter pending before a bench that was a part of in which [the] judgement had already been authored.” However, sources told The Express Tribune that the government had made attempts to ease the tensions through backchannels but the judiciary’s response was not positive. A senior lawyer wondered as to what was there to discuss. “Should judges accept the interference? There can be no compromise. The malicious campaign [against Justices Kayani and Sattar] appears to be an attempt to compel the judges to settle the matter. This will not happen,” he added. It has also been learnt that the government was waiting for the return of CJP Isa and Justice Mansoor Ali Shah to make efforts for the security establishment’s reconciliation with the IHC judges. It will be interesting to see whether or not CJP Isa will play a role in the prevailing situation.

Sudden shower brings much-needed respite

The sweltering heat that had been plaguing the garrison city finally subsided on Friday evening, much to the delight of its residents, as sudden rain and thunderstorms brought a welcome respite. The temperature, which had soared to 38 degrees Celsius earlier in the day, plummeted to 22 degrees Celsius after the rain, bringing joy to the faces of the citizens. The city, like other parts of the country, had been in the grip of intense heat, causing discomfort and distress to its residents. Even during Friday prayers, worshipers had offered special prayers, seeking relief from the scorching heat. By around 4pm, dark clouds suddenly appeared, accompanied by strong winds and thunder, reducing visibility. The rain and wind brought a significant reduction in temperature, providing instant relief to the heat-weary citizens. According to the Meteorological Department, rain was reported in surrounding areas, including Gujar Khan and Kallar Syedan, while Chakwal experienced heavy rainfall. The department has also predicted a possibility of sudden rain in the next 24 hours, bringing hope to the citizens. Heat-induced glacier melting puts G-B at risk

As temperatures soar and much of the nation sweats it out under scorching heat, the Meteorological Department has sounded the alarm, warning of potential flooding in rivers and streams due to thawing glaciers. The alert highlighted the looming threat of Glacial Lake Outburst Floods (GLOF) and sudden flash floods in Gilgit-Baltistan and surrounding low-lying areas. All pertinent authorities have been urged to brace for the impact and implement preventive measures to stave off the potential deluge. The development comes as the residents in Gilgit-Baltistan have already been "put on notice" about the imminent risk of GLOF events and flash floods this week. According to the United Nations Development Programme (UNDP), by 2018, more than 3,000 lakes had formed from melting glaciers in Gilgit-Baltistan and Khyber Pakhtunkhwa. Thirty-three of these lakes are considered at risk of flooding, posing a serious threat to over 7 million people living downstream. In 2022, the country experienced unprecedented flooding and unexpected monsoon rainfall, submerging one-third of the nation and claiming the lives of 1,700 people. Pakistan estimates that the floods affected more than 33 million people, primarily in the Sindh and Balochistan provinces.

Punjab govt yields to LHC CJ’s order on ATC judges

The Punjab government has finally consented to the appointment of five anti-terrorism court (ATC) judges nominated by Lahore High Court (LHC) Chief Justice Malik Shahzad Ahmad Khan, sources told The Express Tribune on Thursday. This decision, aimed at preventing any potential confrontation, comes after initial reluctance from the government. However, despite agreeing to appoint the nominated judges, the government intends to challenge the LHC’s judicial order concerning these appointments in the Supreme Court. Previously, the Punjab government had communicated its decision not to appoint the judges through a letter to the LHC registrar, citing the need for meaningful consultation on the nominations.In response, the chief justice issued a judicial order dismissing the government's objections and directing the appointment of the judges. Furthermore, he cautioned that if compliance wasn’t met, the chief minister would be required to appear before the bench. The matter is set for a hearing on Friday. On March 20, the chief justice had nominated District and Sessions Judge Khalid Arshad for ATC-I, Lahore and District and Sessions Judge Asad Hafeez for ATC-Il, Lahore. Later, the nomination of Judge Hafeez was withdrawn and Irfan Haider was named for his replacement as the ATC-Il, Lahore judge. Muhammad Abbas was nominated for the ATC, Sargodha from where ljaz Ahmad Buttar was repatriated. Similarly, Muhammad Naeem Saleem was named for the ATC, Gujranwala from where Natasha Naseem Sipra was transferred. Likewise, Ziaullah Khan was nominated for appointment as the ATC judge in Sahiwal, and the name of Raja Shahid Zameer was put forth for his appointment as the ATC judge in Faisalabad. Several PTI leaders in Punjab have had terrorism cases filed against them. Talking to The Express Tribune, a senior lawyer opined that it was an open secret that some powerful circles were not happy with the working of the LHC chief justice, whose name had been proposed for elevation to the Supreme Court. Read ATC grants post-arrest bail in May 9 riots case “If the JCP [Judicial Commission of Pakistan] agrees on his elevation to the Supreme Court, a wrong impression may go in the public. Malik Shahzad Ahmad Khan will retire next year. He has expertise in criminal laws and the Supreme Court needs a couple of judges with vast experience in criminal side.” Chief Justice Malik Shahzad Ahmad Khan is among six senior most judges of the LHC, who have been proposed for appointment as the Supreme Court judges. Chief Justice of Pakistan Qazi Faez Isa has summoned a JCP meeting on June 7. According to sources, the government would want the elevation of Chief Justice Malik Shahzad Ahmad Khan to the Supreme Court. Besides, some lawyers also indicated a tense relationship between the chief justice and the bar. Over the past two months, the LHC chief justice had convened two full court meetings, during which a majority of the judges acknowledged that interference of the country’s agencies in judicial functions was a widely recognised “secret”. The judiciary in Punjab had suggested an end to the executive’s involvement in the appointment and transfer of special court judges. This step is aimed at curbing judicial manipulation. The Supreme Court recently sought opinion of the high courts, while hearing the suo motu case of a letter penned by six Islamabad High Court (IHC) judges in which they accused the agencies of interfering in their judicial affairs. The LHC, in its response to the Supreme Court, submitted that there always remained more chances of “interference” in the ATCs and anti-corruption courts, where sensitive matters were decided. “Therefore the high courts should be empowered to directly make transfer and postings of the judges of those courts without approval or interference of the federal government. The relevant provisions of the law in this respect [should] be directed to be announced immediately,” it added.

IMF mission returns to Washington sans staff level agreement

The International Monetary Fund (IMF) said on Friday that significant progress has been made towards reaching a staff-level agreement with Pakistan for an Extended Fund Facility, however, its mission returned to Washington without handing over a new bailout package. The IMF’s two-week assessment mission concluded without striking a new deal as Islamabad grappled with the challenges of political instability and enhanced economic vulnerabilities. “Building on the economic stabilization achieved through the successful completion of the 2023 Stand-by Arrangement, the IMF and the Pakistani authorities made significant progress toward reaching a Staff Level Agreement (SLA) on a comprehensive economic policy and reform program that can be supported under an Extended Fund Facility (EFF)," said Nathan Porter after the end of the visit.  Pakistani sources said that the IMF gave a very hard time on energy, monetary and taxation policies. They said that the implementation of all these conditions would put an extraordinary burden on the people and some conditions carry implications for bilateral relations.  It will then decide on whether to give a programme to Pakistan or not.  “Based on the preliminary findings of this mission, staff will prepare a report that subject to management approval, will be presented to the IMF's Executive Board for discussion and decision”, added Porter.  Led by its Mission Chief Nathan Porter, the IMF delegation stayed in Pakistan for two weeks and met with key stakeholders. The IMF team also held a breakfast meeting with the US ambassador to Pakistan Donald Blome at the residence of the IMF Resident Representative Esther Perez last Wednesday, according to government sources.  The IMF mission had quietly landed in Pakistan on May 10 and held meetings with Pakistani authorities. However, in its press statement, the IMF said that the mission began on May 13 and ended on May 23  Read IMF to vet budget before cabinet A key government functionary told The Express Tribune that the purpose of the IMF visit was to gauge Pakistan’s budget preparations and see whether its next fiscal year economic framework was in line with the overall objectives of ensuring fiscal and external sector sustainability. The finance ministry told Prime Minister Shehbaz Sharif last week about the conditions of the IMF programme, including maintaining a primary budget surplus of 1% of the GDP or Rs1.25 trillion.  The overall budget deficit is projected at 6.8% of the GDP or Rs8.5 trillion. The interest payments are projected at Rs9.7 trillion.  The PML-N led coalition government is struggling to maintain economic stability amid rising political temperatures. It had hoped to finalize Extended Fund Facility Programme at the earliest but the IMF has linked any future deal with the approval of the next budget in line with its framework.  Porter said that the mission visited Islamabad to discuss Pakistan’s plans for a home-grown economic programme that can be supported under the IMF’s Extended Fund Facility (EFF). However, Pakistani authorities said that the IMF did not accept their fiscal numbers and position on the monetary policy. “The authorities’ reform programme aims to move Pakistan from economic stabilization to strong, inclusive, and resilient growth” said Porter.  He added to achieve inclusive growth Pakistan was planning to continue to strengthen public finances to reduce vulnerabilities by improving domestic revenue mobilization through fairer taxation while scaling up spending for human capital, social protection, and climate resilience; secure energy sector viability, including reforms to reduce the high cost of energy.   The sources said that the IMF told Pakistan that the high cost of energy could be reduced by renegotiating the idle capacity payments to power producers. Pakistan and the IMF have long been desiring to reopen Chinese energy deals.  Porter said that Pakistan will have to continue progress towards low and stable inflation by appropriate monetary and exchange rate policies; improve public service provision through state-owned enterprise (SOE) restructuring and privatization; and promote private sector development, by securing a level-playing field for investment and stronger governance. The mission chief further said that the IMF and Pakistan will continue policy discussions virtually over the coming days aiming to finalize discussions, including the financial support needed from the IMF and Pakistan’s bilateral and multilateral partners.

PTI leader arrested as CDA demolishes portion of party office in Islamabad

The Capital Development Authority (CDA) on Thursday sealed the Central Secretariat of Pakistan Tehreek-e-Insaf (PTI) in Islamabad and demolished “illegal structures” on the premises, Express News reported. According to details, a CDA team, accompanied by a heavy police contingent, conducted an operation to remove the encroachments and unauthorised constructions at the PTI headquarters. Mercury soars to 50°C in Jacobabad

Mercury level soared to an unprecedented 50 degrees Celsius (122 Fahrenheit) on Thursday in Sindh’s Jacobabad district, the highest temperature recorded this year so far, the country's weather agency said. Sardar Sarfraz Ahmad, the director general of the Pakistan Meteorological Department, told Anadolu that the district remained the hottest spot on the planet with a whopping 50C. It was followed by 49.7C (121.47F) in Larkana, 49.5C (121.1F) in Dadu, and 49.3C (120.74) in Khairpur districts. Six dead, seven injured as jeep falls into ditch

A jeep accident in the Liran village of Abbottabad resulted in six deaths and seven injuries. The victims were traveling from Kaliyan Bazaar, Azad Kashmir after buying some goods when their vehicle fell into a deep ditch. According to details, the jeep was carrying individuals from Liran and Beri Bagla villages of Union Council Nambal in Abbotabad when the vehicle went out of control and slid into a ditch. The deceased included Muhammad Ashraf’s wife, two daughters-in-law, and a minor child, as well as Muhammad Aslam and Umar Khattab. The injured were taken to nearby hospitals, including the Abbas Institute of Medical Sciences in Muzaffarabad, where they are receiving treatment. Pakistan Peoples Party leaders and local council members arrived at the hospital and are cooperating with the administration to provide aid to the victims. The driver of the jeep was from the village of Karli. Local residents provided assistance at the scene of the accident. A police team led by Bakot police station SHO Zubair Tanoli also reached the site but the area residents had lifted the bodies and the injured on their own. Chairman Village Council Abdul Jabbar Abbasi Advocate and local Chairman Khattab Abbasi have also reached the village and the scene of the accident and are participating in the relief efforts. FBR checks telco compliance on SIMs blocking

The Federal Board of Revenue (FBR) commenced the physical inspection of telecom companies' records on Wednesday, focusing on those that failed to submit compliance reports regarding the blocking of SIM cards for individuals not filing their tax returns. The FBR's Commissioner for Inland Revenue, Zone IV, issued an order for the inspection under Section 175 of the Income Tax Ordinance. Acting on this order, an FBR team inspected the office of a telecom company located in the Blue Area of Islamabad. During the inspection, company officials provided a compliance report detailing the blocking of SIM cards in accordance with the FBR's Income Tax General Order. The company confirmed to the inspection team that they had identified non-filers and sent them notifications regarding their blocked SIM cards. The principal officers were instructed to cooperate fully with the FBR inspection team and provide all necessary facilities. The order further warned that failure to comply would result in appropriate actions, including the imposition of fines. He emphasized that it would be preferable to decide on the main petition concerning the blocking of SIM cards. Chief Justice Farooq clarified that the stay order was not intended to block the SIM cards but to protect the petitioners. He also noted that the government's directive to block the SIM cards of non-filers remains in effect. The court suggested the next hearing of the matter in June and asked both the parties to agree to a date and inform the court. Later, the hearing was adjourned.

According to the JAC’s media release, the Punjab government’s bill will be contested in the LHC. The JAC reiterated that media organizations are not opposed to legislation but insist on consultation with stakeholders before any laws are tabled. They highlighted several regressive clauses in the Punjab Defamation Bill, such as the establishment of ill-intended tribunals, imposition of fines, suppression of freedom of expression, and obstruction of journalistic freedom. Despite suggestions from journalist organizations like APNS and PBA, the bill was passed hastily, indicating the government's mala fide intention. Over 347 Pakistani students return home safely

The safe return of Pakistani students trapped in Bishkek, Kyrgyzstan, following recent riots continued on Tuesday, with two special flights bringing back 347 students to Islamabad Airport. The two special flights, KA-4575 and PIA PK-6252, carried 180 and 167 students, respectively, bringing the total number of students safely returned to over 1,000. The Ministry of External Affairs, Overseas Pakistan Foundation (OPF), and airport authorities were on hand to welcome the returning students. Similarly, a large crowd of relatives and friends gathered at the airport to greet the students, creating emotional scenes as they reunited with their loved ones. Special transport arrangements were also made for those without transportation options to ensure their safe journey home. Indian, Bangladeshi, and Egyptian students, including several women, were brutally assaulted. The Pakistani Embassy in Bishkek reported that the attack on foreign students, including Pakistanis, followed a recent altercation between locals and Egyptian nationals. In response, Prime Minister Shehbaz Sharif promptly directed special arrangements for the safe return of Pakistani students from Kyrgyzstan. He held a telephonic conversation with Pakistan's Ambassador to Kyrgyzstan, Hasan Ali Zaigham, instructing him to ensure the necessary arrangements for their return.

Tarar assumes National Heritage charge

Heatwave catches citizens off guard

The ongoing severe heatwave in Rawalpindi has plunged the garrison city into a state of distress, affecting both humans and wildlife alike. The scorching heat has caused birds to seek refuge in dense trees, while citizens face a surge in health issues such as dysentery, cholera outbreaks, eye swelling and discomfort, headaches, and heat stroke. According to health officials, the impact on public health has been significant, with the allied hospitals reporting a total of 3,193 patients brought in due to heat-related complications, predominantly children, women, and daily wage labourers. As the heat wave persists, civic organisations have taken to social media to urge citizens to place water on their rooftops to help birds survive the sweltering temperatures. Animals, too, are seeking shelter under cars and in drains to escape the relentless sun. The heat wave, which begins at 7am and lasts until 7:30pm, shows no signs of abating. In response to the extreme conditions, Dr Inayat, Deputy Medical Superintendent (DPS) of Benazir Bhutto Hospital (BBH), has issued health advisories for the citizens. He has strongly advised against leaving home during the afternoon hours unless necessary. He recommended wearing black or green sunglasses to protect eyes from harmful sun rays and carrying a small, wet towel or cloth to help keep cool when outside. It is also suggested to drink a glass of cold water every hour, with an emphasis on consuming lemon soda. Taking a shower at least once a day is also recommended to help mitigate the effects of the heat. Dr Inayat also emphasised the need to avoid sticky and oily foods, balls of ice from markets, and ice creams during this period. He advises opting for seasonal vegetables over chicken for the next three months. While watermelon can be consumed, it is crucial to avoid drinking water for at least half an hour after eating it to reduce the risk of cholera. “Additionally, citizens should avoid bathing in dirty water pools to prevent infections.” Parents have been advised to ensure their children carry a cold bottle of water to school. For those who must work during the day, especially under direct sunlight, it is important to take measures to stay hydrated and protected. Day labourers are among those most severely affected by the heat wave. Far-flung testing centres irk candidates

For candidates appearing for an exam, the anticipation of the upcoming test makes the journey to the exam centre a significantly stressful time period however, the mental exasperation is elevated to several degrees for matric and intermediate students in Lahore, who in addition to revising the highlighted notes, also have to navigate through a far-off, unknown area in order to reach the exam centre on time. One such student was Iman Fatima, an intermediate candidate from Wahga Town, who was assigned an exam centre located in the China Scheme Government Associate College for Women, which lies several kilometres away from her home. “I have to change two rickshaws in addition to covering some distance on foot before I can reach the centre. Not only is my journey tiring in this hot weather but it is also fairly costly,” lamented Iman. Similarly, Azmat Bano, mother of another intermediate student shared that her daughter's exam centre was located 25 kilometres away from their home, compelling them to change several rickshaws in order to reach the location. “I cannot send my daughter alone to the exam centre, so I have to accompany her, which is not only inconvenient but also expensive. First, we have to walk one kilometre from our home to the main road. Then we take a rickshaw to reach the Orange Line Metro Station, from where we get to Baghbanpura and then take another rickshaw to the exam centre. The whole journey costs around Rs300 per day,” regretted Bano. While Bano was lucky to have access to public transport options nearby, Masood Faridi, another parent from DHA Phase 3 highlighted the fact that almost no buses or trains were functional in his locality. “My son's exam centre is located in Harbanspura, which is 22 kilometres away from our home. Since there is no public transport available, I have to drop him to the exam centre in my own car. If an online taxi is booked, it would cost him around Rs800 to Rs900 per ride,” said Faridi. “Our exam system is still following the old conventional policy whereby exam centres are allocated without paying any heed to the convenience of the students. Exam centres should be allocated in each zone according to the number of high schools and colleges in that area, and special consideration should be given to female students to allocate exam centres near their homes,” opined Muhammad Rafiq, an expert on education. When contacted by the Express Tribune, the spokesperson for the Board of Intermediate and Secondary Education (BISE) Lahore maintained that private candidates were asked to suggest their nearest exam centre when filling out their admission forms, and their preference was given priority while allocating exam centres. ”Similarly, regular candidates' exam centres are suggested by their institutions. The board tries to allocate exam centres according to the candidates' preferences, but sometimes it is not possible due to limited resources. This year, over 300,000 students are appearing for exams in Lahore Board's two shifts. The board is trying to allocate exam centres in each zone, but sometimes it is not possible due to the limited number of exam centres in certain areas,” they claimed.

Govt schools breathe sigh of relief

In response to the Punjab Ministry of Education's recommendations, the provincial ministry of finance released funds to the 48,000 government schools for the final quarter of the 2023-24 fiscal year, ending their financial woes. According to sources, the move aims to alleviate the financial challenges schools across the province face. The funds, totalling approximately Rs7.88 billion have been allocated to the District Education Authorities (DEAs) in all districts of Punjab. The release of these funds, which was originally scheduled for April 1, was delayed by over a month, causing significant operational challenges for many schools. The delay led to disruptions such as the disconnection of electricity in several schools due to unpaid bills. Additionally, daily wage workers, including sentry workers and security guards, did not receive their salaries on time. Schools also struggled to pay for essential expenses such as furniture, repairs, cleaning, and other utility bills. For the Rawalpindi district, an amount of Rs250.33 million has been allocated. Other allocations include Rs160.68 million for the remaining districts in the Rawalpindi division, Rs160.24 million for the Attock district, Rs110.79 million for the Chakwal district, and Rs107.94 million for the Jhelum district. District Lahore has been allocated Rs238.78 million, while Faisalabad district received the highest allocation at Rs439.72 million. Multan district has been allotted Rs226.57 million, and Gujranwala district has received Rs297.58 million. Notably, district Rahim Yar Khan received Rs425 million, making it the second-highest allocation after Faisalabad, and district Bahawalnagar received Rs320 million, placing it in the third position. These allocations come following demands from district education authorities and teachers' organisations to have these expenses released annually instead of quarterly. However, the current practice of quarterly disbursements will continue, with funds being released to the schools by their respective DEAs every quarter. All schools are expected to receive these funds by Monday, May 20. This infusion of funds will enable them to cover their expenses through June 30, including the payment of overdue salaries to security guards and sentry workers for the past two months. This financial relief is anticipated to restore normal operations and alleviate the financial strain that has plagued these educational institutions due to the delayed release of funds. Justice delayed: Woman, co-accused acquitted after 15 years in jail

The apex court has acquitted a woman who was convicted by a trial court for murdering her husband with the help of her alleged lover after 14 years of imprisonment. The court noted that the prosecution miserably failed to prove the charge against both petitioners beyond a reasonable doubt. “The conviction and sentence awarded to both petitioners by the trial court as well as by the Appellate Court (Lahore High Court) is a result of misreading and misappreciation of the evidence available on the record," said the detailed judgment authored by Justice Naeem Akhtar Afghan. Okara’s additional session judge on November 19, 2011, sentenced Saima Noreen and Muhammad Shafique to death for strangulating Muhammad Akmal, Noreen’s husband. The court issued this order while hearing a case registered on November 15, 2010, by Muhammad Arshad, a brother of Muhammad Akmal. Noreen and Shafique challenged the trial court verdict in the LHC, which on December 2, 2015, upheld the conviction but converted the death sentence to life imprisonment. The convicts later, in 2016, moved the Supreme Court, whose three-member bench led by Justice Syed Hasan Azhar Rizvi heard their appeals. According to the 8-page written order, the death of Muhammad Akmal by strangulation was unwitnessed. It also said that the conduct of the investigating officer was not fair and impartial. Also read: Justice delayed is justice denied The court noted that the deceased's brother, with the connivance of the investigating officer, “fabricated evidence” to falsely implicate the petitioners by planting himself and two others as eyewitnesses. "The statements of PW-3 [prosecution witness-3], PW-4, PW-7, and PW-8 reveal material contradictions and discrepancies which have shaken the veracity of their testimony. “According to the settled principles, material contradictions in evidence in a criminal case create doubt in the case of the prosecution and lead to a reasonable possibility of the witnesses being not truthful." The court noted that PW-3 claimed that they were woken up by the voice of the victim’s elder daughter Aisha—then aged 8/9 years—who said that her father was being beaten up. The witnesses claimed that they rushed to the door of the victim’s room, which was ajar. "The elder daughter Aisha was mature enough to testify for supporting/corroborating the version of PW-3 and PW-4, but the investigating officer did not record her statement, and she was also not produced at the trial by the prosecution. "Surprisingly, PW-3, PW-4, and Muhammad Ashraf, claiming to be the eyewitnesses of the occurrence, did not take the dead body of deceased Muhammad Akmal to the hospital immediately after the occurrence,” the verdict added. As per evidence available on record, it said, the dead body of Akmal was taken to the hospital by Muhammad Arif, Head Constable (PW-7). According to the statement of PW-7, he shifted the dead body to the hospital around 06:30 am on November 15, 2010, and at that time the investigating officer (PW-8) was also accompanying him. “The PW-7 has not mentioned the presence of PW-3, PW-4, and Muhammad Ashraf or their accompanying him to the hospital with the dead body,” the order added.

Lyallpur Museum approves rules after 12 years

After 12 years since its establishment, Lyallpur Museum Faisalabad has finally approved its rules and regulations. This significant development occurred during a Board of Governors (BOG) meeting chaired by Dr Aamer Sarfraz, coinciding with International Museum Day being celebrated today. To commemorate this milestone, Silvat Saeed, Commissioner Faisalabad, will inaugurate a calligraphy exhibition showcasing the artworks of the late Hafiz Anjum, a renowned calligrapher. The ceremony will be held at Lyallpur Museum in memory of the distinguished artist. Sources revealed that Lyallpur Museum was notified in 2009 and became operational in 2012. With the approval of the rules and regulations, the museum administration can now establish and promote working relationships with official and non-official departments. The BOG also decided to form a five-member HR committee to examine the eligibility of long-serving daily wage employees. This committee is expected to finalise its recommendations within a month and present them to the BOG. During the meeting, the museum's curator highlighted the long-standing issue of pending rehabilitation work and the need for environmental control equipment, including humidity measurement systems and air conditioning units. The meeting also authorised the administration to sign MOUs with educational institutions, literary circles, and other cultural entities to transform the museum into a centre of excellence for cultural activities. Curator Khurshid Jellani informed the meeting about the historical significance of Singh Sabha Gurdwara near Clock Tower, which currently houses a government model high school. He emphasised its value for international tourism and suggested relocating the students to nearby schools, so the Gurdwara could be preserved as an integral part of Lyallpur’s cultural heritage. The BOG passed a resolution to this effect, aiming to maintain the Gurdwara as a valuable historical site, thereby enriching the heritage of Lyallpur and the Sandal Bar region. Punjab announces summer vacations amid heatwave warnings

As mercury soars in Punjab, the provincial government on Friday announced summer vacations in all public and private schools across the province from June 1 to August 14, Express News reported. The Pakistan Meteorological Department (PMD) has predicted heatwave-like conditions in the country from May 21-27, with day temperatures expected to soar 4-8 degrees Celsius above normal in Punjab, Sindh, and other parts of the country. According to the PMD, a high-pressure system in the upper atmosphere will lead to heatwave-like conditions in most parts of the country, especially in Punjab and Sindh, from May 21. Meanwhile, the All Pakistan Private Schools Association has rejected the announcement. According to officials, the Provincial Disaster Management Authority has warned the deputy commissioners and relevant authorities, including the secretaries of environment and primary and secondary healthcare and the Rescue 1122 director general about intensifying heat, especially in Bahawalpur and Rahim Yar Khan. Transport fares slashed by 5%

To pass on immediate relief of the reduction in the petroleum prices to the public, the district administration on Thursday decided to reduce the public transport fares of all Rawalpindi routes by five per cent after consultation with the transporters. The reduction in fares will apply to both the intra-city and inter-city modes of public transport. The development followed the announcement of the petrol price by Rs15 per litre and diesel by more than Rs 7 per litre by the federal government. A meeting chaired by the Deputy Commissioner and attended by the Regional Transport Authority (RTA) Secretary, transporters and bus stand owners took a unanimous decision over fares by 5% on all routes after reviewing the fare lists. The cleanliness of bus stands also came under discussion. DC Hassan Waqar Cheema instructed the RTA and the management of transport bases and transporters to display the list of fares at prominent places at all bus stands. A special squad should be formed to check the fares daily to implement the reduction in fares, he further instructed. He further directed to raise awareness among the public regarding the reduction in fares by hanging banners at bus stops and stands. The DC further ordered to establish a complaint cell in the office of the RTA secretary for lodging public complaints regarding fares. Stressing that a special attention should be paid to the cleanliness of the bus stands, Cheema said that certificates would be given to the bus stands’ management if good arrangements are made for cleaning the bus stands. RTA Secretary Arshad Ali told The Express Tribune that the reduction in fares would apply to both inter-city and intra-city public transport routes. PIMS conducts Imran’s check-up in Adiala jail

Pakistan Institute of Medical Sciences (PIMS) staff conducted a medical check-up of PTI founder Imran Khan, overseen by the chief of Shaukat Khanam Hospital. However, Imran’s spouse, Bushra Bibi, refused the medical examination. Jail sources said the court had directed Adiala Jail administration to make arrangements for the medical examination of PTI founder Imran Khan and his spouse Bushra Bibi under the supervision of Dr Faisal Sultan, CEO, Shaukat Khanam Hospital. However, despite insistence from Imran Khan and Dr. Faisal Sultan, Bushra Bibi refused to undergo the examination and declined to provide blood samples. The sources said the reports of Imran’s blood test and the written opinions of experts on his health will be presented in the accountability court.

SSP booked for abduction

An FIR was registered against SSP Hafeezul Rehman Bugti, SHO Wajihul Hassan Rizvi, Imran Khan and other police officials at Defence C police station on Wednesday. The charges include abduction, theft, criminal intimidation, and misuse of authority, stemming from an illegal raid conducted two years ago. Bugti, currently serving as SSP in Karachi police, is accused of orchestrating the raid to settle a personal vendetta. The incident, described by complainant Sajjad Nadeem Hashmi, involved two police parties raiding his sister’s house and his friend's office in April 2022. “It took two years and orders from multiple legal forums, including the Justice of Peace, Single Bench of Lahore High Court, and Division Bench of Lahore High Court, just to get the FIR registered,” said Hashmi. On May 8, a division bench of Lahore High Court finally ordered the registration of the case against SP Bugti and other officers. Similar orders were issued earlier this year by a Justice of Peace and a single bench of Lahore High Court. The raids involved police officers forcibly entering the premises, issuing life threats, and subjecting Hashmi and his associates to severe torture. Hashmi alleged that on April 18, 2022, Inspector Wajih ul Hassan Rizvi, SI Imran Khan, T/ASI Syed Asad Maqbool, ASI Tafheem Rizvi, and other policemen in civilian clothes stormed his friend Sohail Zafar’s office in DHA Phase VI. The officers allegedly brandished firearms, issued threats, and confiscated mobile phones, ATM cards, cash, and other valuables before blindfolding and transporting Hashmi and Zafar to an undisclosed location. A similar raid was conducted at the residence of Hashmi's sister, where his brother-in-law, Shaukat Ali, was also abducted and tortured. Hashmi claimed the raids were driven by SP Bugti's personal vendetta, alleging that Bugti had developed a relationship with Hashmi’s wife, Warda Afzal and illegally seized his house. Departmental and IG office inquiries found SP Bugti and the involved officers guilty. Former Lahore SSP Mustansir Feroz dismissed four policemen and punished others based on the inquiry’s findings. The IG office forwarded a charge sheet against Bugti to the Establishment Division. Additional IG Sultan Chaudhary, appointed by the Establishment Division, also found the policemen, including Bugti, guilty and recommended disciplinary action. However, no action has been taken by the Establishment Division for the past two years. According to Section 5 of the "Efficiency and Discipline Rules 2020," a civil servant charged with a criminal offense and committed to prison is considered under suspension. The rule further states that if the civil servant is not arrested or is released on bail, the authority may suspend him by a specific order. The complainant, Sajjad Hashmi, detailed the ordeal in the FIR, citing the personal vendetta of SP Hafeez ul Rehman Bugti as the motive behind the illegal actions. University student shot dead by trigger-happy muggers in Karachi

The young son of a renowned gold trader was shot dead while resisting a robbery attempt on Jamali Bridge near Superhighway on Wednesday. The victim, identified as Muhammad Nihal, was a university student and the only child of his parents, who hail from a family associated with the gold trade, according to Sheikh Muhammad Niaz, a maternal uncle of the deceased. Facing danger with courage, Nihal opened fire in chasing robbers despite being injured. Niaz, who is a prominent figure in the Liaquatabad Sarafa Market, said that Nihal, a third-semester student in the Department of Architecture, was accompanying his uncle, Sheikh Muhammad Ayaz, on a visit to a family friend in Saadi Town. While returning to North Nazimabad, armed muggers on motorcycles tried to intercept them on Jamali Bridge off Superhighway. However, Ayaz didn't stop and continued driving, he said, adding that the muggers in their desperation opened fire. Nihal, in the meantime, pulled Ayaz's licensed pistol, loaded it, and retaliated against the attackers. Nihal received a gunshot under his armpit but continued to engage the muggers, ultimately killing one and injuring the other. Meanwhile, a police party also reached the site and chased the second mugger, who opened fire on the law enforcers. Police returned the fire and the second mugger was also fatally shot in the firefight. The bodies of the two bandits were later shifted to the Abbasi Shaheed Hospital. Relatives and friends of the deceased young man, along with three other uncles, reached the hospital after learning about the violent robbery. They expressed dismay at the police's handling of the situation. They accused the police of being involved in extortion activities in the area. Nihal's body was handed over to the family after the completion of medico-legal formalities. Meanwhile, Sheikh Muhammad Ayaz, who also sustained a gunshot wound to his arm, was shifted to a private hospital after receiving initial treatment at the Abbasi Shaheed Hospital. Chinese envoy outlines cooperation with Pakistan on PRC's 75th anniversary

Chinese Ambassador Jiang Zaidong emphasised the significance of the 75th anniversary of the founding of the People's Republic of China and outlined the nation's strategic goals for the future. Ambassador Jiang highlighted China's commitment to high-quality development and modernisation, as well as the country's dedication to fostering bilateral cooperation with Pakistan. "This year marks the 75th anniversary of the founding of the People's Republic of China and is a critical year for achieving the goals and tasks of China’s 14th Five-Year Plan," said Ambassador Jiang. "Facing a new wave of technological revolution and industrial transformation, we adhere to the path of Chinese-style modernisation, comprehensively promote high-quality development, accelerate the development of new quality productive forces, transform and upgrade traditional industries, cultivate and strengthen emerging industries, and lay out the construction of future-oriented industries, so as to achieve a series of new developments." The ambassador noted the impressive growth in China's exports of electric vehicles, lithium batteries, and photovoltaic products, which collectively surpassed $146 billion in 2023. Emerging industries such as biomedicine, artificial intelligence, and nanotechnology also saw significant expansion, with their combined output exceeding $55 billion. Furthermore, the integrated development of the digital economy and the tangible economy is projected to reach $15.7 trillion by 2027. "In 2023, exports of China's 'new trio,' namely electric vehicles, lithium batteries, and photovoltaic products, experienced a significant surge," Jiang remarked. "The three major emerging industries, including biomedicine, artificial intelligence, and nanotechnology applications, are booming." "We are ready to use China's new development to provide new opportunities for the world, and first of all, benefit our iron-clad friend Pakistan." Turning to bilateral relations, Ambassador Jiang underscored the importance of the China-Pakistan Economic Corridor (CPEC) and praised Pakistan's new government's "5Es" framework, which aligns with China's approach to high-quality development. He highlighted key achievements of CPEC Phase One, including the construction of renewable energy projects and the establishment of a buffalo embryo laboratory, which have contributed significantly to Pakistan's economic and social development.
