Prime Minister’s Special Assistant on Human Rights Mushaal Hussein Mullick on Thursday said that Indian military was involved in the genocide of Muslims in the Illegally Indian Occupied Jammu and Kashmir (IIOJK). Addressing a seminar titled “Repression on minorities in India and atrocities in Kashmir,” she expressed deep concern over the human rights violations in the held territory. The seminar was jointly organised by the Friends of Kashmir International and Kashmir Media Service (KMS). She said that the people of the occupied valley could never be defeated through oppression and negative tactics like jailing their political leadership. Caretaker Federal Minister for Human Rights Khalil George deplored that India had adopted the same policy in the occupied territory which Israel was following in Palestine. The minister said that India was a so-called democracy where minorities were being mistreated and victimised by the majoritarian Hindu hardliners. He said that after the unfortunate Jaranwala incident, the government of Pakistan expressed solidarity with the victims, but the government of India never supported the victims of the atrocities of Hindutva brigade. Other speakers of the seminars included former Azad Jammu and Kashmir president Sardar Yaqoob Khan, Senator Mushahid Hussain Syed, Senator Danish Kumar, President of Jammu and Kashmir Peoples Party Hasan Ibrahim, All Parties Hurriyat Conference AJK Chapter leaders Muhammad Farooq Rahmani and Syed Faiz Naqshbandi, Friends of Kashmir International Chairperson Ghazala Habib and Vice Chairman Abdul Hameed Lone, Chairman of Kashmir Institute of International Relations Altaf Hussain Wani, former federal minister J Salik, Pakistani-American entrepreneur Abdul Hafeez Khan, anchor Harmeet Singh and analyst Waqar Hassan. Member Kashmir Council Senator Denash Kumar said that India had emerged as an extremist state where the minorities were facing prejudice, violence and oppression on a large scale. He said that the Modi government was adopting discriminatory policies against all minorities and India had now become a very dangerous country for the people disagreeing with its views. He said that it was written in the Indian Constitution that the state would treat all religions equally and tolerantly, but in reality, the land was being narrowed in every way for the minorities living there, who were rather being forced to leave their religion and become Hindus. “How can Sikhs, living in India, forget the Operation Blue Star when thousands of Sikhs were killed as a result of state terrorism,” he added. Hasan Ibrahim and Farooq Rehmani, in their speeches said after August 5, 2019, the Modi government had accelerated the repression and tyranny in the occupied territory and now Kashmiris were being completely pushed towards the wall.

Justice (retd) Miankhel appointed CAT chairman
The federal government has appointed Justice (retd) Mazhar Alam Miankhel, former chief justice of Peshawar High Court and former judge of the Supreme Court, as the chairman of the Competition Appellate Tribunal (CAT) for a period of three years. The federal cabinet in its meeting on Wednesday approved the appointment. According to the Competition Commission of Pakistan (CCP), 212 appeals are pending before CAT. The tribunal remained non-functional for seven-and-a-half years of the last 10 years due to which the business organizations had been filing writ petitions against CCP orders in the high courts. A total of 140 such petitions had been filed so far. The delay in decisions adversely affected the implementation of CCP orders in various sectors including sugar, cement, fertilizer, telecom, banks and consumer goods. It is pertinent to mention that CAT will be hearing the sugar cartelization case wherein the CCP had imposed a penalty of Rs44 billion on the Pakistan Sugar Mills Association and its member mills. Meanwhile, two technical members with expertise in international trade, law, economics, finance and accountancy have also been included in CAT.

ANF, police asked to record proof during raids
The Supreme Court has urged the Anti-Narcotics Force (ANF) and police to formulate rules for recording videos and taking pictures during raids so that they can be used as evidence during trials. “It [videos and pictures] may also prevent false allegations being levelled against [the] ANF/police that the narcotic substance was foisted upon them [the accused] for some ulterior motive,” read an order, authored by Chief Justice of Pakistan Qazi Faez Isa. The CJP was leading a three-member bench, hearing a post-arrest bail plea in a narcotics case. The order stated that in narcotic cases, the prosecution witnesses are usually the ANF personnel or policemen, who surely carry a cell phone with an in-built camera. The SC noted that in respect of those arrested with narcotic substances, generally there are only a few witnesses, and most, if not all, are government servants. If their bail plea is turned down, they file them in a high court and there too if it is declined, petitions seeking bail are then filed in the SC. The top court observed that if police and the ANF used their cell phone cameras to record videos or take pictures of the search for the narcotic substances during raids, their seizure and arrest of those who possessed them, it would be useful evidence against the accused. “They [officials] may also consider whether they want to amend the ANF/police rules to ensure making video recordings/taking photographs whenever possible with regard to capturing, preserving and using such evidence at [the] trial," it added. The judgment noted that Section 25 of the Control of Narcotic Substances Act, 1997 excluded the applicability of Section 103 of the Code of Criminal Procedure, 1898, which required two or more “respectable” inhabitants of the locality to be associated when a search was conducted. “However, we fail to understand why the police and members of the [ANF] do not record or photograph when search, seizure and/or arrest is made. Article 164 of the Qanun-e-Shahadat, 1984 specifically permits the use of any evidence that may have become available because of modern devices or techniques, and its Article 165 overrides all other laws.” The court observed that those selling narcotic substances turned their buyers into addicts, destroyed their state of mind, health, productivity, and adversely affected the lives of their family members. "The very fabric of society is damaged. [The] ANF and the police forces are paid out of the public exchequer. It is incumbent upon them to stem this societal ill. “The prosecution services, paid out of the public exchequer, are also not advising the ANF/police to do this simple act of making a recording and/or taking photographs,” the order read. The judgment further noted that poor investigation and lack of evidence adversely affected the cases of the prosecution. The courts, which too are sustained by the public exchequer, are burdened with having to attend bail applications because the commencement and conclusion of the trial is delayed, it added. The SC noted that it was time that all institutions acted professionally and used all available lawful means to obtain evidence. "A credible prosecution and adjudication process also improves public perception. We expect that all concerned will attend to these matters with the attention that they demand because the menace of narcotic substances in society has far-reaching consequences: by destroying entire households, creating societal problems and casting a heavy financial burden on the state when drug addicts are required to be treated,” the order read. “Moreover, research indicates that drug addicts resort to all methods to obtain drugs, including committing crimes," it added. The bench also directed the court registrar to send a copy of the order to the narcotics control ministry secretary; the ANF director general; secretaries of the home departments of all the provinces; and inspectors General Police (IGPs) of all the provinces and Islamabad Capital Territory.

LHC makes procedure to obtain physical remand more viable, transparent
In a bid to make the process of obtaining remand more viable and transparent, the Lahore High Court (LHC) has instructed magisterial courts not to grant remand in the absence of the accused. The court directed to examine progress in the investigation and refuse to extend the physical remand if there is no strong reason placed by the investigation officers (IOs) of the cases. The directive, issued by a division bench led by Justice Ali Zia Bajwa, outlines guidelines for magistrates and administrative judges to follow when deciding matters related to accused individuals on physical remand. The bench emphasised that the accused should have a fair opportunity to oppose the IO’s remand request, either personally or through legal representation. It stressed the need for objections to be documented, with magistrates ensuring the accused's safety during police custody. Read more: LHC seeks record of official’s appointment According to the directives, magistrates are prohibited from issuing remand orders in the absence of the accused, emphasising the necessity for the accused to be present during remand proceedings. “The Magistrate must pass a speaking order while dealing with the question of grant or refusal of physical remand, furnishing cogent and convincing reasoning as the grant of remand to police custody is not a rule, but an exception, therefore, the accused can only be handed over to investigating agency in cases of real necessity and that too for the shortest possible time required for investigation,” it added. Before granting remand, LHC instructed that the magistrates must verify the existence of prima facie evidence connecting the accused to the alleged offence, highlighting the essential nature of physical custody for evidence collection. “In case the Investigating Officer seeks an extension in physical remand, the magistrate should examine the progress since the previous order(s), as the longer the accused person has been in custody the stronger should be the grounds required for further remanding him to the police custody. If no investigation was conducted after having obtained the physical remand, further remand should be refused,” it added. It tasked the magistrates to strike a balance between investigative needs and protecting citizens from potential oppression by investigating agencies. It said that the duty of the magistrate is to independently apply a judicious mind to the case's facts and circumstances, reflected in the order by examining case diaries and relevant documents. The bench also observed that provisions of sub-section (2) of section 21-E, ATA read with section 167 of the code and principles enunciated by the superior courts of the country on the subject were squarely overlooked by the administrative judge, which straightway require that further remand of the accused in police custody cannot be justified.

Father of girl killed for ‘honour’ arrested in Kohistan
Police in Khyber-Pakhtunkhwa (K-P) on Tuesday arrested the father of the girl who was allegedly killed in the name of “honour” in Kohistan, officials said. The suspect Arsala was presented before a local court which granted a seven-day physical remand. Three suspected accomplices, believed to have aided and advised the accused, have also been taken into custody. On Sunday, a young girl was murdered and another rescued by the police in a case involving a viral video in which both the girls could be seen dancing with local boys. The girl was killed in the Barsharyal village of Kohistan's Palas — 150km northwest of Mansehra — allegedly by her own family members on orders issued by a local jirga. According to details, in the case registered under sections 114, 15AA, 302/311/109/34 PPC at Palas police station on November 28, 2023, the arrested suspect, Arsala, son of Mohsin, belonging to the Barsharyal tribe, was presented before the senior sessions judge/ Palas Assistant Commissioner. The accused will be interrogated further in connection with the case. Three other alleged accomplices in this gruesome murder have also been arrested. They have been apprehended on charges of abetment and will be presented before the court for physical remand. Meanwhile, the boy, identified as Rahmat Shah, who featured in the viral images, has been rescued safely by the local police from Barsharyal. The police had recorded his statement, and he will be presented in court for further legal proceedings. Police teams are actively present in Barsharyal, conducting a thorough investigation into the matter.

Unknown assailants target college bus to AJK, injure two girls
In a shocking incident, two female students on a college tour from Pattoki to Kashmir were shot and injured when unidentified suspects fired at their bus on Multan Road in Sundar. Humayun Dilawar named special court judge
Additional District and Sessions Judge Humayun Dilawar, who sentenced PTI Chairman and former premier Imran Khan in the Toshakhana reference, has been appointed as Special Court (Central II) Islamabad judge. The Ministry of Law and Justice issued a notification in this regard. The notification stated that Dilawar had been appointed as Special Court (Central II) judge on deputation basis for a period of three years. He would assume charge of his duties from Tuesday (today) and will be based at the Islamabad Judicial Complex. Fisherman risks life to cut free sperm whale entangled in net
In a remarkable display of compassion, a fisherman successfully rescued a 30-foot-long sperm whale entangled in his net near Ormara on the Balochistan coastline. The grateful whale circled the boat, expressing its appreciation. The sperm whale, one of the world's four largest whale species and the largest predator on the planet, typically weighs around 40,000 kilogrammes and can measure up to 16 metres from nose to tail tip. Primarily feeding on squid in the deep sea at depths ranging from 300 to 500 metres, these majestic creatures play a vital role in marine ecosystems. Mohammad Shafiullah, a local from Malakand, found himself faced with an unexpected challenge on Saturday morning as he hauled in his fishing net laid the previous night off the Balochistan coast. The catch felt unusually heavy, and to the awe of Shafiullah and his crew, a massive whale emerged from the water, ensnared in a subsurface net introduced by the World Wildlife Fund-Pakistan (WWF-P) to prevent entanglement. The captain and crew attempted to free the distressed mammal, but it proved time-consuming. Fearing for the whale's safety, Shafiullah decided to take a daring step to release the innocent creature. Putting his own life at risk, Shafiullah approached the whale to cut the net, well aware that any sudden movement by the colossal sea creature could endanger him, his crew, and the boat. After half an hour of meticulous effort, Shafiullah managed to cut approximately 500 metres of the net, liberating the sperm whale. In a heartwarming display, the intelligent mammal circled the boat, seemingly expressing gratitude. The crew was astonished when the whale exposed its teeth, almost as if it were smiling. The whale continued to circle and dive around the boat for about 15 minutes before disappearing into the depths. According to Moazzam Ali Khan, a Technical Adviser at WWF-P, sperm whales, along with blue whales, Arabian humpback whales, and brydes whales, make up the four largest whale species. While the latter three are baleen whales that filter water for food, the sperm whale stands out as the world's largest predator, primarily hunting squid in the deep sea at depths of 300 to 500 metres. The International Union for Conservation of Nature (IUCN) red list notes that the sperm whale's diet includes octopus, squid, and shark. Sperm whale sightings in Pakistan were first recorded in 2007, and the recent incident of a whale trapped in a net occurred 16 km south of Mara along the continental shelf, an important marine mammal area in the northeastern Arabian Sea. The incident highlights the need to protect whales and dolphins, given their endangered status. In 2014, WWF Pakistan introduced the subsurface gillnet, which has since been adopted by Pakistani tuna fishermen, effectively putting an end to dolphin entrapment in fishing nets. This recent rescue marks the first instance of a large whale being caught in fishing nets in Pakistan.

Govt to form body on ‘missing people’: minister
Interim Human Rights Minister Khalil George has claimed that a government committee was on the cards to look into the matter of missing people. Recently, the Islamabad High Court summoned interim Prime Minister Anwaarul Haq Kakar on Nov 29 if he did not take steps for the recovery of 55 alleged missing Baloch students. SC’s Justice Mohsin Akhtar Kayani noted that it was not a case of a single person but 55 students were missing and that was the reason the matter was referred to the interim prime minister. "The [interim] prime minister [Kakar] and the [caretaker] interior minister [Sarfraz Bugti] hail from Balochistan. They should have felt that this issue concerns Baloch students. Should we send this issue to the United Nations? Should we humiliate our own country?" the Justice Kayani asked. He added that the court anticipated that the interim PM would acknowledge that the missing students were the country’s children, but that did not happen. The Sindh High Court also indicated that it would summon Kakar if the police and the provincial administration were unable to make any progress in recovering the missing persons. “The [caretaker] prime minister is planning [to form] a committee on missing persons with the [interim] interior minister and other ministers so the issue can be completely analysed,” George told a private TV news channel in an interview. “Like where are the missing persons, how many there are, and what is their status,” he added. The caretaker human rights minister said the finer details about the finalisation of the body were under way. George maintained that the government was “thoroughly” looking into the issue and the committee would probe into the details of those who were missing. He continued that the committee’s terms of reference (TORs) had not been drafted yet. “Its (committee’s) mandate would be determined when this is done,” he added. When asked if the body would actually be able to solve the issue of missing people, the caretaker minister replied that every committee formed “tried its best to discharge its responsibility”. “Obviously, according to Pakistan’s laws, a citizen is the responsibility of the state and the state is well aware of this. Let’s see what the committee does. I have complete trust in the committee that it will do its job,” he added. On Saturday night, interim PM Kakar spoke on the matter of the missing Baloch students. The caretaker premier said he would not be appearing before the IHC because of other commitments and the government would offer representation at the appropriate forum when possible. He claimed that the state had no hand in these disappearances. “Most of the times, the security forces pick up the people who are involved in activities which are against the law,” he said.

Eight terrorists killed in South Waziristan operation
Security forces on Sunday killed at least eight terrorists during an intelligence-based operation (IBO) in Khyber-Pakhtunkhwa's South Waziristan district, the military said. According to Inter-Services Public Relations (ISPR), the operation was conducted in the Sararogha area of the district after receiving reports about the presence of terrorists. It said that an intense fire exchange took place between Pakistani troops and militants during which eight terrorists were killed. Arms, ammunition and explosives were also recovered from killed terrorists, it added. The statement further said that a sanitisation operation is being carried out to eliminate any other terrorist found in the area as the security forces of Pakistan are determined to wipe out the menace of terrorism from the country.

Protest held in Karachi against demolitions
The affected residents of Karachi’s Mujahid and Wahid colonies, along with the Karachi Bachao Tehreek (KBT), protested on Sunday, demanding immediate reconstruction of their homes and just compensation until they are resettled. The demolitions that occurred last year in the two colonies, without following due process, have left the affected residents in dire straits. Addressing the protestors, Nasir Hussain, the head of KBT Mujahid Colony division, criticised the state authorities for subjecting residents, including women and children, to violent destruction. Pakistan to suggest ways for legal migration to EU
Foreign Minister Jalil Abbas Jilani is leaving for Brussels, the headquarters of the European Union (EU), on Sunday (today) to attend a global conference seeking a solution to end the illegal migration and suggest pathways to resolve the issue. Thousands of Pakistanis, often uneducated and young, try their luck to enter Europe through illegal means. They undertake dangerous journeys, which at times ends in tragedies. Against this backdrop, Foreign Minister Jilani is expected to propose measures that encourage legal migration to Europe for the developing countries, including Pakistan. Convened by the President of the European Commission, Ursula von der Leyen, and Commissioner for Home Affairs, Ylva Johansson, the International Conference on a Global Alliance to Counter Migrant Smuggling will take place on Tuesday, in Brussels. “Aiming to strengthen international cooperation against migrant smuggling, the conference brings together representatives from Member States, key partner countries as well as international organisations. Commissioner for Justice, Didier Reynders, Commissioner for Neighbourhood and Enlargement, Olivier Várhelyi and Commissioner for International Partnerships, Jutta Urpilainen will also be attending,” a statement issued by the EU Home Affairs read. The Foreign Office spokesperson confirmed that Jilani would attend the International Conference on a Global Alliance to Counter Migrant Smuggling being held on Nov 28. The conference, to be held at the ministerial level, will feature the participation of EU member states, the European Parliament, EU Justice and Home Affairs agencies, partner countries of origin and transit, as well as various international organisations. At the conference, the foreign minister will shed light on the measures undertaken by Pakistan to mitigate irregular migration and present legal pathways of migration as a viable alternative within the framework of the recently launched Migration and Mobility Dialogue with the European Union. Illegal migration has emerged as a major issue in Europe where far right groups are calling for tougher measures. Many EU governments want the issue of illegal migration to be linked with the next GSP-Plus scheme, a programme that offers either zero rated duty or preferential treatment to certain countries, including Pakista,n for exports to the EU markets. Pakistan’s exports to Europe rose by 108 per cent since it was given the GSP-Plus status in 2014. The current arrangement was supposed to end this year but due to lack of consensus among the various organs of the EU, the current scheme was extended for four years. The GSP-Plus scheme is critical for Pakistan’s economy as the EU is the largest trading partner of Pakistan. The EU recently released its monitoring report expressing serious concerns over the state of affairs of human rights, media freedom, and trials of civilians in military courts. At the sidelines of the conference, Foreign Minister Jilani is scheduled to meet the EU officials, including Heidi Hautala, who was the lead negotiator for EU parliament on GSP-Plus scheme. Jilani would also meet the EU Commissioner for Home Affairs to discuss the issue of illegal migration.

One student dies, 14 injured as school bus crashes near Shahdra
In a devastating incident on Saturday, a school bus carrying students from Sheikhupura to Islamabad met with a tragic accident near Shahdra. The bus veered out of control, resulting in the death of one student and injuries to 14 others. According to reports from both the police and rescue sources, the school children were on a picnic trip to Islamabad when the unfortunate mishap occurred within the jurisdiction of Shahdra. Swift action was taken as soon as the incident was reported, with rescue teams immediately dispatched to the scene. ‘Un-Islamic marriage’: Maneka seeks punitive action against Imran, Bushra
In a significant development, Khawar Farid Maneka on Saturday approached a court, seeking punitive action against Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan and his wife, Bushra Bibi, over allegations of solemnising what he deems an 'un-Islamic' marriage, as reported by Express News. Interestingly, Maneka's move comes in the wake of a similar application withdrawn by a different petitioner the other day, citing "technical grounds" for his decision. The local court in Islamabad had accepted the petitioner’s plea and quashed the case against the couple. Meanwhile, in his plea to Judge Qudratullah, Maneka, the ex-husband of Bushra Bibi, asserted that his marriage with her lasted for 28 years, hailing from Pakpattan. Over time, he alleged that the PTI chairman interfered in his married life, despite his efforts to distance Imran from his family. Maneka detailed in the application that Imran Khan, using the "Pir-Muridi" (relationship between a spiritual guide and a follower), intruded into his personal life and household. He alleged that the PTI chairman would visit his house in his absence, spending hours, which, he claimed, was contrary to Islamic teachings. Senators lament elite’s merrymaking
The Senate on Friday discussed a class contradiction in the country’s workforce, lamenting the fact that those who were in the upper echelons enjoyed massive salaries and perks, while the minimum wages meant for the labourers in the lowest rung were not even enough for two meals a day. During the session, chaired by Senate Chairman Sadiq Sanjrani, many senators raised objection to the salary package of the State Bank of Pakistan (SBP) governor and other employees. Senator Danesh Kumar said that the salary of the SBP governor and employees got up to Rs4 million. Senator Palwasha Khan said what was the work done by a person getting a salary of Rs4 million. Shamshad said that salaries in the banking sector had gone very high therefore it was important that the SBP’s salary structure be made lucrative. “The State Bank introduced a policy that salary would be increased in case of termination of pension. This policy was introduced when the State Bank's pension burden was on the rise,” she said, adding that the salary structure of central banks across the world varied. Salaries of the elite were being increased at an immeasurable rate, while a common man’s salary of Rs32,000 per month was not enough for two meals a day. “Even the elite class is not ready to pay Rs32,000 per month [minimum wage] to the labourer. The announcement [about the minimum wage] was made but it is not being implemented,” the senator from the Pakistan Peoples Party (PPP) lamented. Rabbani said that on the one hand, “we hear that the rates of electricity and gas have been increased on the advice of the IMF (International Monetary Fund), but on the other, our own government’s extravagant expenses have not been curtailed”. Senator Mushtaq Ahmed of the Jamaat-e-Islami also expressed similar views, saying that those who were sitting in government offices and living in official residences in Islamabad alone enjoyed free electricity worth Rs10 billion annually. Shamshad replied that the secretaries of all ministries had been told to control such expenses. When some members spoke about corruption in government departments, Information Minister Murtaza Solangi cautioned lawmakers against calling one government institution a hotbed of corruption. “From the first speech of Quaid-i-Azam Muhammad Ali Jinnah on August 11, 1947, the issue of corruption has been included in our speeches. If the honourable senator has any evidence regarding corruption in this institution, please let us know. Investigations will be conducted,” he said. The house was informed that the Pakistan Council of Research in Water Resources (PCRWR) had declared 20 brands of water as harmful to health in its quarterly report for April-June 2022, including two brands registered with the Pakistan Standards and Quality Control Authority (PSQCA). The minister-in-charge said that action was taken against these two licensed brands and their production was stopped. “Action was taken against them [the remaining 28 brands], according to the PSQCA law. Unlicensed persons were fined Rs50,000 and sentenced to one year by the relevant courts.”

Govt bifurcates Civil Aviation Authority
The government on Thursday bifurcated the Civil Aviation Authority (CAA), creating a separate Pakistan Airport Authority (PAA) in pursuant of a parliamentary decision, according to a notification issued by the aviation ministry. The notification, which came into effect from Nov 10, said that both the authorities would work under separate heads – director generals. The notification also sought details of the number of employees and assets for their allocation to the relevant authority. According to the ministry, the matters pertaining to licensing, flight standards, air transport, airworthiness and regulatory departments will be part of the CAA, while commercial servicing, air traffic control, vigilance, air navigation, monitoring, renovation, communication departments of commercial airports will be part of the PAA. The government’s segregation plan included outsourcing of different airports of the country in two phases — corporatisation of the airports in the first phase for attracting private investors and completion of this transaction in the second phase by involving the Privatisation Commission and appointing financial advisers and investment banking firms. Read more: CAA to get $1.36b in upfront fee The decision to segregate the CAA was taken by the government in view of the sensitivity of the operations and involvement of strategic assets — the airspace. Therefore, one entity will be entrusted with the job of regulatory functions while the other will develop and manage functions of the airports. During one of the earlier meetings, apprehensions were expressed by the Ministry of Defence as well as Pakistan Air Force over the separate infrastructure for joint airspace management as they were of the opinion that it was not advisable in the national security interest. But after going through the proposed law prepared by the CAA in this regard, the defence ministry suggested that only commercial operations of the airports should be outsourced while security and flight operations should remain intact under the monitoring of the state. Read: CAA issues new air traffic directives They had also suggested incorporation of a provision in the proposed law enabling the defence forces to take over airports in case of war, besides a security clearance from the premier intelligence agency—ISI—by making it prerequisite for those companies to which the operations at the airports would be outsourced. The decision to set up two authorities was reached during one of the meetings of the cabinet committee in view of the fact that only six of the 44 airports were profitable. The government had developed the National Aviation Policy 2019 to make the role of the CAA as a regulator completely independent of service providers with financial and administrative autonomy within a period of two years. The decision also aims to achieve the objective of the organisational change of the regulator with minimal adverse collateral disadvantage. Subsequently, the federal cabinet approved in principle the proposal for separation of CAA’s regulatory and service provider functions. During one of the meetings, the Privatisation Commission had suggested that instead of making a single company for different airports, companies should be incorporated for each airport separately.

Pakistan supports two-state solution of Palestine issue: Alvi
President Arif Alvi on Thursday reiterated that Pakistan firmly supports the “just and peaceful” resolution of the long-smouldering Palestine issue, based on the two-state solution. Alvi expressed these views while talking to Imam Khatib at Masjid Al-Haram and Advisor at Saudi Royal Courts of Saudi Arabia, Saleh bin Abdullah Humaid, who called on him at his office along with Saudi Ambassador to Pakistan Nawaf bin Saeed Ahmad Al-Malkiy, said a statement from the President's Office. His remarks come on the heels of a controversy triggered by a statement issued from the President's Office after his telephonic conversation with his Palestinian counterpart Mahmoud Abbas on November 10, in which he had reportedly suggested a one-state solution to the ongoing crisis in the Middle East. “If the two-state solution was not acceptable to Israel, then the one-state solution was the only way where Jews, Muslims and (a) good percentage of Christians could live to exercise equal political rights,” the original statement had quoted Alvi as telling Abbas. However, the presidency later retracted the statement and issued a new one without mentioning the controversial proposal. The controversy also echoed in the upper house of the Parliament – the Senate – earlier this week, when Caretaker Foreign Minister Jalil Abbas Jilani had to explain Islamabad’s position. Responding to a question from former Senate Chairman Raza Rabbani, the foreign minister said that the president had not sought input from the foreign ministry before issuing the press release. Talking to Saudi guests, he further said that the world must realise the pain of the Palestinian people and play its role in ending the Israeli “atrocities in Gaza that had killed thousands of innocent people, including women and children.” The meeting exchanged views on the situation in Gaza, Islamophobia, and other challenges being faced by the Islamic world. Alvi also highlighted the issue of Islamophobia, particularly in India, and the “atrocities being committed by India” in Indian Illegally Occupied Jammu and Kashmir (IIOJK). Humaid, for his part, stated the Muslim world has adopted a unanimous stance on the Palestine issue that the Palestinians should be given their due rights based on the two-state solution. He remarked that joint efforts by the Muslim world were needed to end the ongoing “violence and atrocities in Palestine” and extend humanitarian and diplomatic support.

Imam-e-Kaaba urges global action to halt Gaza atrocities
While emphasising the sanctity of human life, Imam-e-Kaaba Professor Dr Saleh bin Abdullah bin Humaid condemned the atrocities in Gaza, and called upon the international community to intervene. He expressed these views during a special address at the international conference on “Protection of Human Life in Shariah and Law” held at the Faisal Masjid Campus of International Islamic University, Islamabad (IIUI). He stressed that the killing of human life is forbidden in Islam, expressing deep concern over the ongoing massacre of Muslims in Gaza. He urged the international community to respect the sanctity of human lives and take immediate action to halt the crimes against humanity. Describing the situation in Gaza, Imam-e-Kaaba characterised it as the darkest period in human history. He called for an end to the cruelty faced by the Muslims of Palestine and offered prayers for their relief and well-being. Dr Saleh highlighted the special attention Islam places on the sanctity of human life, emphasising that Islamic Shariah and law accord special importance to human life without any distinction of belief. He reiterated that Islam strictly prohibits the unjust loss of human life. Imam-e-Kaaba commended the efforts of IIUI President Dr Hathal Homoud Alotaibi and the International Islamic University for organising the conference on such a crucial topic. He called for increased cooperation among educational and research institutions in Muslim countries. He said that both the Kingdom of Saudi Arabia and Pakistan have deep-rooted historical and brethren ties. Speaking on the occasion, Caretaker Education Minister Madad Ali Sindhi said that the whole of Pakistan was grateful to Imam-e-Kaaba for his visit. He said that the youth had the ability to change the destiny of the Muslim Ummah. The minister said that cooperation with the International Islamic University will continue. Referring to the situation in Palestine, he said that the Muslim Ummah was saddened by the plight of Palestine. He said that Islam teaches coexistence and peace and added that the Ministry of Education would work together with the IIUI on the subject of Sirat-un-Nabi (PBUH). Expressing deep gratitude, Dr Samina Malik, Rector of the university, extended thanks to Imam-e-Kaaba for gracing the conference with his presence. She acknowledged the invaluable support of Khadam-e-Harmeen Sharifeen and the government of Saudi Arabia, emphasising their crucial role in the university's endeavours. Dr Malik also appreciated the transformative efforts led by Dr Hathal Homoud Alotaibi and his team, highlighting the positive changes witnessed at the university. President of IIUI, Dr Hathal Homoud Alotaibi, deemed the day blessed with Imam-e-Kaaba's participation in the conference. He expressed heartfelt thanks to the custodians of Al-Haramain Al-Sharifeen for their continued cooperation, underscoring the significance of their support. The event was attended by distinguished individuals, including the Honourable Ambassador of Saudi Arabia, Nawaf Said Al-Maliki, vice presidents of the university, diplomats from several countries, and a substantial number of teachers and students. Imam-e-Kaaba is visiting Islamabad especially to participate in the International Islamic University’s conference. He will also lead Friday prayers at Faisal Mosque on Friday.

Afghan border trade resumes after Pakistan suspends new visa rule
Cross-border trade between Pakistan and Afghanistan was back to normal Wednesday, officials in both countries said, after Islamabad suspended a new visa rule. Commercial traffic ground to a halt Tuesday when Pakistan began requiring the crew of commercial vehicles to have passports and visas to enter, and Afghanistan responded by refusing to allow any trucks to pass. "Yesterday, when Pakistan enforced its new rules, the Afghan side responded by suspending trade in protest," a Pakistan customs official told AFP Wednesday. "Last night, officials from the Ministry of Commerce held a meeting with Afghan officials, reaching an agreement to grant another two-week extension for Afghan drivers." The official said Pakistan had already twice deferred implementing the new rule. The media office of the governor of Nangarhar province in Afghanistan confirmed that cross-border trade had resumed. "Afghan and Pakistani officials held talks... and it was assured that this problem will be solved permanently," it said in a post on X. Long-fraught relations between Kabul and Islamabad have worsened since October, when Pakistan announced plans to deport hundreds of thousands of Afghan migrants it said were in the country illegally. Pakistan has said only Afghans with passports and visas will be allowed to enter the country, ending a decades-old practice of allowing people to cross with only their national identity cards. Landlocked Afghanistan is heavily dependent on its neighbour for imports -- both locally made goods and foreign items sourced through Karachi port. But Pakistan, in the grip of a massive economic crisis, says it loses hundreds of millions of dollars each year allowing Afghan-bound goods to enter the country duty-free. Some items never make it across the border, while others are smuggled back into Pakistan and sold illegally. Islamabad says the mass deportation of illegal migrants is necessary to protect its "welfare and security" after a sharp rise in attacks that the government blames on militants operating from Afghanistan. Afghanistan's Taliban government insists it does not allow foreign militants to use its soil, and says Pakistan's security issues are a domestic affair.

Marwat appointed as PTI senior vice president
The Pakistan Tehreek-e-Insaf (PTI) on Wednesday appointed Sher Afzal Khan Marwat – a member of Chairman Imran Khan’s legal team – as party’s senior vice president. The party shared Marwat’s appointment notification, which was signed by Secretary General Omar Ayub Khan, on social media platform X. Last month, a case was registered against Marwat on allegations of instigating the public against state institutions through social media. The charges against him fell under sections 120-B (punishment for criminal conspiracy) and 153-A (promoting enmity between different groups) of the Pakistan Penal Code. Marwat claimed that his suspicion of Shaheen arose from his mysterious appearance within the party ranks in late April, saying he was surprised upon seeing Shaheen present at a legal committee meeting held at PTI's headquarters in Bani Gala. Separately, PTI appointed former Punjab MPA Seemabia Tahir as party’s president for north Punjab.

EU questions Pakistan’s record of human rights, restrictions on media
The European Union has expressed concerns over forced disappearance, torture and restrictions on media freedom in Pakistan in violation of international treaties, urging Islamabad to implement laws in their true spirit for protection of the economic, social and political rights. The joint monitoring report of Pakistan’s Generalised Scheme of Preference, known as GSP plus, has also raised questions on “pervasive corruption”, and use of anti-corruption rhetoric and legal cases for political purposes. The European Commission and the European External Action Service (EEAS) have published the joint report on GSP. Joint Report to the European Parliament and the Council on the Generalized Scheme of Preferences covering the period 2020-2022 also mentions the May 9 riots and subsequent trials of civilians in the military courts. The report further stated that while first steps to reduce the scope of the death penalty have been taken, further efforts are needed to align with international standards, namely by introducing a comprehensive revision of the mercy petition procedure. Also, freedom of religion or belief and rights of persons belonging to minorities continue to be regularly violated, despite some efforts regarding interfaith dialogue, according to the report. The EU said that corruption, both political and economic, continues to be perceived as pervasive, and questions are raised on the independence of the National Accountability Bureau (NAB). Anti-corruption rhetoric and legal cases are heavily politicised, it added. Read More: EU links GSP Plus status to human rights Restrictions to the civil society space through administrative hurdles, and other pressures on NGOs continue, even if the revised NGO policy of November 2022 foresees accelerated procedures. This report acknowledges Pakistan’s progress on the legislative front while emphasising the need to improve practical application in both letter and spirit. It will be crucial for Pakistan to continue legislative reforms and to implement legislation so that they lead to tangible improvements for all Pakistanis, said the EU. The 27 conventions cover the four areas of human rights, labour rights, environmental standards and good governance for the period 2020 to 2022. The report further highlights areas where more progress is needed. So far, four biennial reviews have been concluded under the current GSP scheme. Pakistan was awarded GSP plus status in January 2014 after the country had ratified 27 international conventions and committed to implement them. The GSP plus incentive grants Pakistan zero-rated or preferential tariffs on nearly 66% of tariff lines, enhancing the country's ability to export to the EU market. From 2014 to 2022, Pakistan’s exports to the EU increased by 108% whereas imports from the EU increased by 65%. The total trade volume increased from 8.3 billion Euros in 2013 to EUR 14.85 billion in 2022. In 2022 Pakistan’s exports to the EU were 59% higher than in 2019, while imports from the EU witnessed an increase by 9% over the same period. The EU Ambassador to Pakistan, Dr Riina Kionka, said that the GSP plus incentive has contributed positively to Pakistani society. Read More: ‘GSP Plus not being adequately utilised’ “It has undeniably increased awareness of human rights at the grassroots level, of labour rights within businesses and export supply chains and of the significance of environmental considerations and good governance,” said Dr Riina. She said that the full potential of the GSP plus benefit can only be realised by diversifying Pakistan's exports to include more value-added products. The report underlined that since 2020, Pakistan has adopted important laws in the field of human rights. However, there are also some developments putting into question the progress achieved, thus causing concerns, it added. Challenges remain with respect to Pakistan’s capacity to uphold and protect the human rights of its citizens, said the EU. The EU said that International Labour Organisation (ILO) Conventions are often still not effectively implemented and enforced due to limited capacity of labour inspectorates. Child labour and forced labour persist at high levels. Discrimination of women in the labour market, namely limited access to job opportunities and lower wages for equivalent work, continues to be widespread The report has also mentioned May 9 incident and the “street protests with violence against security forces and their installations”. It stated that in the aftermath, many protesters were arrested and taken for trial including at military and anti-terrorism courts. The EU said that in the aftermath of the May 9, 2023 protests, civilians are being tried at military and antiterrorism courts, which “implies a very wide interpretation of the notion of terrorism and gives rise to concerns about compliance with Article 14 of International Convention on Civil and Political Rights, guaranteeing the right to a trial by a competent, independent, and impartial tribunal”. According to the UN Human Rights Committee, the “trial of civilians in military or special courts may raise serious problems as far as the equitable, impartial and independent administration of justice is concerned” and that “trials of civilians by military or special courts should be exceptional, i.e. limited to cases where the State party can show that resorting to such trials is necessary and justified by objective and serious reasons, and where … regular civilian courts are unable to undertake the trials.” The Supreme Court of Pakistan has already stopped the military from trialing the civilians in the military courts. Despite lacking a comprehensive policy to counter hate speech domestically, Pakistan has made efforts, in the last years, to position itself internationally as leading on activities to counter hate speech, namely anti-Muslim hatred, according to the report. Media Freedom Despite the legislative progress, the media community reports pressure and harassment limiting journalists’ ability to report. Pakistan continues to rank very low in international comparative rankings on press freedom, 150th out of 180, according to the EU. “Women journalists are particularly targeted. On several occasions, government regulatory agencies blocked cable operators and television channels that aired critical or contentious content”. Several journalists suffered violent attacks and disappeared during the monitoring period, said the EU. Online trolls target those expressing criticism of the civilian leadership or the military. “Journalists report that self-censorship is becoming a survival strategy for many”. Besides the restrictions on media freedom, political activists, human rights defenders, and even elected representatives continue to see their freedom of expression limited through administrative, legal, and other measures, said the EU. Vague concepts and the lack of adequate safeguards in relevant laws, in particular the Pakistan Electronic Crimes Act of 2016, allow for stifling of critical and opposition voices, said the EU. Enforced disappearances continue and so does the impunity for the perpetrators. The Commission on Forced Disappearances indicated that it had received 1,875 new cases and that it closed 1,814 cases in 2020-2021. However, the Commission has been criticised, including by the Islamabad High Court in June 2022, for not fulfilling its duties and not prosecuting anyone responsible for enforced disappearances.

Punjab govt moves SC against military trials verdict
The caretaker Punjab government on Tuesday moved the Supreme Court against the decision of a five-member bench that had declared the trials of civilians under the Army Act as unconstitutional. On Oct 23, an SC bench comprising Justice Ijazul Ahsan, Justice Munib Akhtar, Justice Yahya Afridi, Justice Syed Mazahar Ali Akbar Naqvi and Justice Ayesha Malik had declared trying civilians in military courts for their alleged role the attacks on military installations during the May 9 riots as ultra vires the Constitution. The Punjab government’s petition came a day after the defence ministry moved an intra-court appeal challenging the Oct 23 verdict. Previous petitions were also moved by the federal, Balochistan, and Khyber-Pakhtunkhwa governments. The petition has not yet been accepted for hearing.

Bilawal says traditional politics harming country
Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari warned on Tuesday the traditional politics was harming the country and stated that those intending to alter the 18th Constitutional Amendment would not be able to win the upcoming general elections. Addressing a workers convention in Upper Dir, Bilawal also fired a broadside against the previous coalition government in which the PPP was also a part. However, the economic crisis worsened by changing finance ministers. But the leaders of the country did not have the slightest idea of the pain that the people were suffering. PTI accounts may be scrutinised again
The Election Commission of Pakistan (ECP) on Tuesday reserved its decision on a petition seeking scrutinising once again the Pakistan Tehreek-e-Insaf accounts. A two-member bench, headed by Chief Election Commissioner Sikandar Sultan Raja, heard the prohibited funding case against the PTI. During the proceedings, petitioner Khalid Mehmood Advocate appeared before the bench, claiming that the PTI was still receiving funds from abroad. “Even after the ECP’s 2022 decision, the series of prohibited funding continues.” On Aug 2 that year, the ECP had finally announced its ruling in the long-awaited, cliffhanger case of the PTI's prohibited funding, ruling that the party did indeed receive illegal funding. It had also issued a notice to the PTI asking why the funds should not be confiscated. A three-member ECP bench, headed by CEC Raja, had announced the verdict in a case filed by PTI’s founding member Akbar S Babar which had been pending since Nov 14, 2014. In its written order, the ECP said the political party received millions of dollars in illegal funds from foreign countries, including the United States, the United Arab Emirates, the UK, and Australia. Read also: Yasmin Rashid, other PTI leaders indicted in May 9 riots case During the hearing on Tuesday, Advocate Mehmood said, “There are about 100 donors whose identity card numbers are fake in the funding coming from London to the Tehreek-e-Insaf.” CEC Raja inquired as to how the petitioner came to know that foreign funding was still taking place. Advocate Mehmood said that he came to know through the PTI and FARA websites, adding that on the basis of the current evidence, the accounts of PTI should be scrutinised once again. The Election Commission reserved its decision regarding whether the petition is admissible or not. Further, the ECP will hear important cases on Nov 23 and 28. Hearing of contempt cases against the PTI chairman, Asad Umar, and Fawad Chaudhry are scheduled for Nov 23. The commission has summoned Imran, Umar, and Fawad in person. Indictment proceedings against them will be held. The hearing of the case to remove Imran as the party chairman will be held on Nov 28.

Interim govt not ‘mandated’ to challenge SC verdict
Senior lawyers on Monday censured the caretaker government for challenging the Supreme Court’s decision to declare the trials of civilians in military courts illegal, saying it was not the mandate of the interim set-up to do so, adding that the “entire legal fraternity” backed the top court’s verdict. Addressing a news conference in Lahore, senior counsel Hamid Khan noted that “currently Constitution was being violated” in the country. “The Supreme Court had given a very good decision against the trial of civilians in the military courts. The central caretaker government, K-P (Khyber-Pakhtunkhwa) government and the interim Balochistan government have filed an appeal against top court’s decision,” Khan said. “This is not mandate of the interim governments. These governments are unconstitutional,” he added. The senior lawyer stated that the entire legal fraternity stood by the apex court’s decision. On October 23, a five-judge bench of the Supreme Court had unanimously declared the trial of civilians in military courts as null and void and ordered that the 103 accused in cases relating to the violence on May 9 and 10 be tried under the ordinary criminal laws. The court through the 4-1 majority also declared certain clauses of the Army Act as ultra vires of the Constitution and of no legal effect. Scores of protesters were held following violence on May 9, which included attacks on military installations, when former prime minister Imran Khan was arrested in a corruption case. Some faced military trials under the Army Act. Last week, the caretaker government challenged the apex court’s verdict. In their intra-court appeals, the caretaker federal and provincial governments of K-P and Balochistan as well as the defence ministry urged the top court to restore the sections of the Official Secrets Act. Read also: Kerfuffle in Senate over military trial resolution During the presser on Monday, Lahore High Court Bar Association (LHCBA) President Ishtiaq A Khan paid tribute to the top court’s judges of the bench who had given verdict, adding that the legal fraternity can “never accept” the military courts. “Rights [of people] are deprived in the military courts. Punishment should be awarded according to the laws prevailing in the country. Military courts were established under the martial law,” the LHCBA president said. “These caretaker governments seek a decision by the Supreme Court through these petitions (challenging top court’s verdict on military courts),” he added. “The apex court should avoid any (such) decision that reminds (us) of Justice Munir.” In 1955, the federal court led by then chief justice Muhammad Munir ruled in support of the governor general. The court suspended the decision of the high court and held the governor general, and not the constituent assembly, to be the sovereign authority. Voicing her support for the Supreme Court’s decision, LHCBA Vice President Rabbiya Bajwa emphasized that they had always opposed the military courts. “The Senate passed a resolution regarding military courts. No unconstitutional order can be obeyed after 18th Amendment,” she said. Rabbiya urged the courts not to give a decision that was ultra vires to the Constitution.

No proposal under consideration to alter 18th amendment: Marriyum
The Central Information Secretary of Pakistan Muslim League Nawaz (PML-N), Marriyum Aurangzeb, on Monday categorically dismissed recent reports suggesting alterations to the 18th amendment of the Constitution. The clarification came amid media reports that the PML-N's manifesto committee had received various proposals, ranging from a complete reversal of the 18th amendment to alterations in the distribution mechanism of financial resources among provinces. "As the secretary of the party's manifesto committee, I deny this news; no such proposal is under consideration,” Marriyum said in a press statement. Vote for JI for Palestine and IIOJK’s freedom: Siraj
Jamaat-e-Islami chief Sirajul Haq on Sunday maintained that only his party could achieve freedom for Palestine and Indian Illegally Occupied Jammu and Kashmir (IIOJK) and that was why it should be voted into power in the next elections. “The leadership of the so-called major political parties is silent on the oppression in Gaza,” he told the participants of a march organised in Lahore by the JI to express solidarity with the Palestinian people. The JI chief maintained that PPP Co-Chairperson Asif Ali Zardari and PML-N supremo Nawaz Sharif were quiet on the issue of Gaza, “Asif Zardari and Nawaz Sharif's agenda is personal interest and their families. Siraj said his agenda was the interest of Pakistan; the freedom of IIOJK and Palestine; the return of Dr Aafia Siddiqui, the rule of the Holy Quran and Sunnah in the country, eradication of interest from the financial system, and the establishment of justice. Robbers disguised as cops make off with jackpot in Karachi
Over a dozen robbers, some donning police uniforms, looted Rs20 million in cash, approximately 80 tolas of gold jewellery, and various valuables from a trader's residence after taking the family hostage at gunpoint in Karachi’s Orangi Town. “Over a dozen suspects broke into my house on the night between Saturday and Sunday at 2:20am, claiming to be affiliated with the police department,” the victim, Imran, who is a wholesaler of sanitary ware, said while speaking to The Express Tribune. “They wanted to search my house by falsely claiming that there were weapons hidden at my residence,” he informed. The armed intruders gathered the family at gunpoint, threatening them to cooperate. Subsequently, they searched each room before managing to escape with more than Rs20 million in cash, gold ornaments weighing 70 to 80 tolas, several mobile phones, laptops, and other valuables. Imran is an authorised dealer for several companies and most retailers in Orangi Town purchase sanitary wares from him. The money looted belonged to him. He had intended to deposit the money into the companies’ accounts, but due to the weekly holiday, he was unable to do so, leading to the brazen robbery. Imran further revealed that he and his five brothers, all married, along with their families, live in the same house. Imran and his five married brothers, along with their families, were targeted by armed robbers who brazenly invaded their shared residence. The stolen loot included gold ornaments of significant sentimental value, belonging not only to their wives but also to Imran's sister and late mother. Imran said that the robbers also took the DVR of the CCTV camera installed in the house. They blindfolded two men from the house, identified as Amir and Shakir, took them along in a police van and dropped them near Baloch Colony Bridge in the Tipu Sultan police station limits. Imran said that the armed robbers had cordoned off his house. When he did not open the door, one of the robbers entered through an adjacent house, opening the main door for the others. Imran procured CCTV footage from a neighbour's camera, revealing a double cabin vehicle, a police mobile van, a Mehran car, and two motorcycles. Despite Imran's timely call to Madadgar 15, police did not arrive on time. Visits to the police station yielded no results as officials claimed the SHO was not present, and action could only be taken upon his return.

IHC CJ to retain powers to form benches
The chief justice of the Islamabad High Court (IHC), Justice Aamer Farooq, has issued an office order, stating that in case of his unavailability, the court’s assistant registrar judicial shall seek guidance from him with regard to formation of benches. The chief justice has, however, clarified that the senior most available judge of the court can mark cases if the chief justice “is on any kind of leave”. Justice Farooq issued this office order in response to a written order issued by IHC Senior Puisne Judge Mohsin Akhtar Kayani on November 3. Read More: IHC grills govt over veracity of audio leaks In the order, Justice Kayani had laid emphasis on regulating powers of the IHC chief justice, stating that in the absence of the CJ, the administrative judge cannot form benches to hear important matters, an aspect that puts some petitioners in a difficult situation. The judge had ordered the IHC registrar office to place the matter before the court’s Administration Committee “to be resolved by way of informed decision by the Administration Committee or by the Full Court under the High Court Rules and Orders”. While hearing the plea of a member of the PTI legal team, Sher Afzal Marwat, regarding grant of protective bail, Justice Kayani had referred to the powers defined in Chapter 10 (Miscellaneous) Part-A of “Rules for the Disposal of Executive and Administration Business” of the IHC. Read More: Imran has no confidence in IHC chief justice: lawyer He noted that according to the rule, the IHC’s administrative and executive work shall be controlled by a Committee of Judges to be known as the Administration Committee. “[This will be the case] provided that those matters which are the exclusive concern of the CJ, namely, the constitution of benches and the appointment and control of the High Court Establishment shall be dealt with in accordance with such instructions as may from time to time be issued by the CJ”. The judge stated that cases can only be marked by the administration judge on the basis of powers assigned by the CJ and no special powers have been extended to the administration judge for the constitution of any bench. “Therefore, any case including instant petition to be fixed for same day or for that matter all other petitions, which were not entertained by the office including but not limited to pre-arrest bail, ad-interim protective bail, which could only be marked for next working day in absence of Hon’ble CJ, but Bench could not be constituted by the administration judge of this court.” He stated that this aspect prime facie put the petitioner in a difficult situation, which relates to fundamental rights of an individual, who could not be given protection due to the absence of the CJ. "Therefore, this matter be placed before the Administration Committee to be resolved by way of informed decision by the Administration Committee or by the Full Court under the High Court Rules and Orders.” Recently, a full court of the Supreme Court upheld a piece of legislation—the Supreme Court (Practice and Procedure) Act, 2023—which aimed at regulating powers of the chief justice of Pakistan (CJP). According to the law, the CJP is now supposed to consult a committee comprising two senior most SC judges for exercising original jurisdiction of the court and formation of benches.

Govt warns against Dead Glyph Backdoor cyber threat
The government has issued a cybersecurity advisory warning against the ‘Dead Glyph Backdoor’ – a “x64 native binary” and “.Net assembly exploit code” used as an entry method to exploit Windows based operating systems. The Cyber Security Department has shared technical details with all ministries, divisions, and departments, informing them about all precautionary measures to ward off the attacks of hackers. The system and network administrators of all ministries, divisions and institutions are instructed to ensure proper system hardening and whitelisting at all levels, including OS, BIOS, hardware, software etc (defence in depth). The advisory outlined the backdoor’s tactics, indicating that it targets online systems through malicious scripts attached to impersonated files. The backdoor exploit code then infiltrates the online system, saving fake DLL files in the Windows C Drive. Subsequently, the fake DLL file executes second-stage malware through unauthorised PowerShell script issuance, extracting critical user data. To evade detection, the malware shares this information with the attacker using a random network communication timing pattern. In response to this threat, the advisory urged ministries and departments to implement robust cybersecurity measures. The advisory emphasised the installation of reputable and licensed cybersecurity solutions such as antivirus, anti-malware, firewalls, SIEM, SOAR, IPS/IDS, and NMS. Regular manual inspections of the C Drive System32 folder are also advised to detect any suspicious file creation activity. To bolster defence against the Dead Glyph Backdoor, the government advisory suggested ongoing monitoring of domain controllers for signs of malware infection. Read also: Cybersecurity breach halts port operations Additionally, departments were encouraged to examine endpoints and network logs regularly to identify anomalous network traffic. Outbound network connections from specific executables, such as powershell.exe, winword.exe, notepad.exe, and others, were recommended to be blocked. Further preventive measures included blacklisting unnecessary Windows commands and utilities and restricting the execution of scripts with specific extensions. The advisory called for the establishment of a Sender Policy Framework (SPF) for domains to prevent email spoofing and recommends application whitelisting. Strict implementation of Software Restriction Policies (SRP) to block binaries running from %APPDATA% and %TEMP% paths was also advised. In the interest of maintaining cybersecurity resilience, the government advisory advocated regular updates for Microsoft Windows vulnerabilities and other installed software. Endpoints were advised to disable Remote Desktop Protocol (RDP) when not required and patch against the latest vulnerabilities. Establishing a site-to-site VPN for remote access and adopting a zero-trust architecture for service access were additional cybersecurity measures. The advisory also underscored the importance of regular updates to anti-malware solutions and performing backups of critical information to mitigate the impact of data or system loss and expedite the recovery process.
