G-B declares 37 areas calamity-hit, imposes emergency after deadly rains

The government of Gilgit-Baltistan (G-B) has declared 37 flood-affected locations as calamity-hit zones and imposed an emergency to manage the crisis, officials said on Thursday. According to a notification issued by the region's Home Department, the affected areas include 12 sites in Diamer, nine in Gilgit, four each in Skardu and Shigar, five in Ghizer, two in Ghanche, and one each in Nagar and Kharmang. “Emergency has been enforced in all these areas,” the notification stated. Faizullah Firaq, spokesperson for the G-B government, said the floods have caused an estimated loss of Rs20 billion. At least 10 people have died, most of them tourists, and four others were injured and provided medical aid. “Between 10 to 15 tourists are still missing, and search operations are under way,” Firaq said, adding that 22 vehicles were swept away in the floods. He said the government has begun rehabilitation efforts using its own resources, launching Rs440 million worth of projects focused on water supply, electricity restoration, and repairing connecting roads. Relief supplies, including tents, blankets, food items, and kitchen sets, have already been distributed among the affected population, he added. “The restoration of 509 destroyed homes remains a major challenge,” the spokesperson said. “We hope the prime minister of Pakistan will extend support and help heal the wounds of the victims.” The region, known for its natural beauty and tourism, has seen a surge in climate-related disasters in recent years, with flash floods and glacial lake outbursts becoming increasingly common.

Opposition demands end to 'engineered politics'

As the opposition’s All Parties Conference (APC) began in Islamabad on Thursday, senior political leaders called for the restoration of democracy, constitutional supremacy and an end to what they described as 'engineered politics' and 'judicial victimisation'. With a firm call to restore democracy and uphold the will of the people, PTI Chairman Barrister Gohar Ali Khan declared that no political solution can succeed unless the voice and vote of citizens are respected. “Some are trying to end democracy, but democracy will continue. We will bring constitutional supremacy, free the judiciary and repeal the 26th Amendment,” the PTI chairman said, as the opposition’s APC kicked off under the banner of Tehreek Tahafuz Ayin-e-Pakistan (TTAP) – the opposition parties’ anti-government alliance. Speaking at the conference, the opposition leaders expressed deep concern over what they described as a collapse of constitutional order, political victimisation and the erosion of civilian authority. The TTAP leaders demanded the formation of a neutral election commission, restoration of judicial independence and an end to what they called a “scripted” political system allegedly imposed by unelected forces. Pakistan committed to eradicating terrorism: PM Shehbaz

Prime Minister Shehbaz Sharif reaffirmed Pakistan’s commitment to eradicating terrorism, saying the country has adopted a multi-pronged strategy to eliminate the threat from its roots. German Olympian dead on Laila Peak

Germany's two-time Olympic biathlon gold medallist Laura Dahlmeier was confirmed dead aged 31 on Wednesday after being hit by falling rocks on a Pakistani mountain. The dangerous nature of the site made rescue efforts "impossible", her agency said in a statement issued on Wednesday, which confirmed her death. "Rescue efforts to recover her failed and the operation was suspended," the statement continued. The accident happened around midday on Monday at an altitude of 5,700 metres (18,700 feet) on Laila Peak in the Karakoram range, according to a statement from her team on her official social media pages.

Pakistan removes hurdle in trade deal with US

In a major concession to the United States for striking a trade deal, Pakistan on Wednesday exempted 5% tax, which it had imposed a month ago on foreign tech firms and online platforms on supply of digitally ordered goods and services. However, the tax exemption is not specific to only the US tech companies. All the foreign firms will benefit from the decision, which has been taken on the demand of the US administration, a senior official of the Federal Board of Revenue told The Express Tribune. The FBR, the nation’s tax collecting authority, notified the waiver on Wednesday, the day Finance Minister Muhammad Aurangzeb was in Washington to further bilateral trade talks. Also Read: SBP keeps interest rate at 11% “In exercise of the powers conferred by section 15 of the Digital Presence Proceeds Tax Act, 2025, the federal government is pleased to direct that the Digital Presence Proceeds Tax shall not apply to digitally ordered goods and services supplied from outside Pakistan, by any person, which are chargeable to tax under the said Act,” according to the FBR notification. It further added that the tax will be waived off with effect from the first day of July 1, 2025 — the day the new law and fiscal year 2025–26 budget became effective. A Pakistani delegation is currently in the US to settle the outstanding issues that are hampering the bilateral trade deal. It is the second visit by the Pakistani team in less than two weeks, aimed at securing the trade deal that can address the US concerns and to a greater degree protect Pakistan’s commercial interests. The sources said that during the last round of trade talks held between Pakistan’s Finance Minister and the US Secretary of Commerce, Howard Lutnick, the US had raised the issue of the 5% tax imposed in the budget, which was hurting the US tech giants. The Finance Ministry sources said that to address any concern by the International Monetary Fund, the US authorities may directly speak to the Fund. The US is the single largest shareholder of the IMF, having little over 16% stakes. The government had imposed the 5% digital proceeds tax on the grounds that the cross-border e-commerce by foreign vendors remained largely untaxed in Pakistan due to tax treaty limitations requiring a permanent establishment for income taxation. The FBR had apprised the National Assembly Standing Committee on Finance that the tax base of market jurisdictions’ erosion was occurring as foreign businesses used digital platforms to sell goods and services without physical presence. Many countries have introduced Digital Services Taxes (DST) to reclaim taxing rights based on significant digital presence, especially for services, and accordingly Pakistan proposed to tax both digitally supplied goods and services. Under the new law, payment intermediaries — including banks and financial institutions — were required to collect tax on digital payments made to foreign vendors supplying goods or services into Pakistan. They are also required to quarterly report the revenue collected from international e-commerce providers. The Express Tribune reported on July 19th that Pakistan had assured the United States-based Google that it will be exempted from a 5% new digital tax and parts of the company’s income will be taxed even at two-thirds reduced rates. The government had enacted the Digital Presence Proceeds Act in June to enhance tax collection from the offshore companies that had significant digital presence but were not paying taxes on their earnings. This month, the tax authorities assured the company that “Google is not the target of the Digital Presence Proceeds Tax Act” and the legislation has been designed to cover specific cases of significant digital presence where no physical or registered business presence exists in Pakistan. It is also the single largest contributor of digital service tax payments. Companies like Meta, Amazon, Microsoft, and Netflix will also be the beneficiaries of the tax exemption. The enactment of the Digital Presence Proceeds Act had created ripples in Pakistan, particularly among the YouTube users. The government had introduced the digital presence proceeds law to tax digitally delivered services provided over the internet or electronic networks, where the delivery is automated and required minimal or no human intervention, including music, audio and video streaming services, cloud services, online software application services, services delivered through online interpersonal interaction i.e., tele-medicine, e-learning etc, online banking services, architectural design services, research and consultancy reports, accounting services in the form of digital files, or any other online facility.

Punjab govt outlaws tobacco-use in parks

The Punjab government has declared all public parks across the province smoke-free zones, banning the use, sale, and promotion of tobacco and nicotine products under the federal anti-tobacco law.  A notification issued by the provincial housing department extends the enforcement of the Prohibition of Smoking and Protection of Non-Smokers Health Ordinance, 2002, to recreational parks. The ordinance prohibits smoking in public spaces and restricts the sale and advertisement of tobacco products, including e-cigarettes and vapes.  Under the directive, all Parks and Horticulture Authorities (PHAs) in Punjab have been instructed to install “No smoking” signage within 10 days and begin strict enforcement.  Offenders can face fines of up to Rs1,000 for a first violation, with harsher penalties for repeat offences.  Park staff are empowered to eject violators, and designated enforcement officers may pursue legal action under Section 12 of the ordinance.  https://ift.tt/6kridlB Kiosks, food outlets, and vending stalls within parks are now barred from selling cigarettes, vapes, or other tobacco-related products. The industry contributed Rs298 billion in tax revenue last year.  Pakistan ratified the World Health Organisation Framework Convention on Tobacco Control (WHO FCTC) in 2004. Despite this, implementation remains inconsistent, particularly regarding taxation, marketing restrictions, and regulation of newer products.  There are no federal regulations governing e-cigarette use even as usage surges. A 2023 multi-city survey found that 43 per cent of urban youth reported current e-cigarette use, with many introduced through influencer campaigns lacking health warnings or age restrictions.

Tensions escalate in Punjab Assembly as lawmakers clash over alleged attacks

Tensions between treasury and opposition lawmakers in the Punjab Assembly escalated following an alleged attack by an opposition MPA on a treasury member, and the retaliatory assault by the private guards of treasury lawmakers on opposition MPAs. As House proceedings commenced under the chairmanship of Acting Speaker Malik Zaheer Iqbal Channer, both sides appeared united in calling it the darkest day, although each framed the events differently. The treasury blamed the opposition's attack, while the opposition pointed to the assault by private guards of treasury lawmakers. While the treasury benches termed the opposition’s actions as a continuation of the May 9 incidents in the Punjab Assembly, the opposition also held the treasury responsible for creating chaos and panic through the use of private guards. Deputy Opposition Leader Muhammad Moeenudin Riaz demanded that acting Speaker Channer immediately suspend PMLN’s Khalid Hassan Riaz, register an FIR against the private guards who attacked the opposition while using abusive language, and suspend the chief security officer of the assembly for failing to prevent the guards’ entry into the premises. Provincial Minister for Parliamentary Affairs Mian Mujtaba Shujaur Rehman clarified that treasury’s MPA Hassan Riaz was addressing the chair when opposition lawmakers began taunting him and then attacked him. Although treasury lawmakers repeatedly condemned opposition lawmaker Khalid Nisar Dogar’s attack on treasury’s Hassan Riaz and the alleged abusive language used by opposition’s Sheikh Imtiaz while addressing acting Speaker Channer, the opposition argued that the issue was among lawmakers. They questioned how private individuals could be allowed to attack MPAs. The opposition also rejected the claim that MPA Sheikh Imtiaz had used abusive language. They said the scuffle began when PMLN’s Hassan Riaz used abusive language first. However, Acting Speaker Channer assured the House that strict punishment would be given if the involvement of any private individuals in the attack was proven. There are a lot of challenges, but they will be resolved soon.” Various resolutions were passed, including one presented by opposition lawmaker Ahmar Rasheed Bhatti, paying tribute to the renowned Punjabi poet, the late Tajamal Kaleem, along with a request to rename a government boys’ higher secondary school in Chonia in his honour. Don't list acquitted persons in police records: LHC

The Lahore High Court (LHC) has declared that continued mention of a First Information Report (FIR) against an individual who has been acquitted by a court is unlawful and infringes on the person’s dignity and fundamental rights. In the judgment, Justice Abher Gul Khan ruled that once an individual has been acquitted and the order has attained finality, public authorities cannot continue to associate that person with the case. He added that doing so undermines the acquittal, the presumption of innocence, and the basic principles of fairness and dignity. The case was brought by Abdul Rehman Faryad, who sought the removal of an FIR reference from his police character certificate despite being acquitted of kite flying charges by a court. He argued that the continued mention of the FIR, particularly in a document required for overseas travel, effectively portrayed him as a criminal despite a court’s clearance. Although a police character certificate was eventually issued to him on March 13, 2025, it still referenced FIR 1254/2024 registered at Nawan Kot Police Station, Lahore. After an application to the Home Secretary went unanswered, the petitioner approached the LHC, which initially directed the government to respond within 15 days. When this failed to happen, he filed a contempt petition. Authorities later responded by citing Police Rules, stating that FIR records must be preserved for 60 years and stored digitally under Rule 24.5 of the Police Rules, 1934, and its 2024 Punjab amendment. NHA told to stay alert for monsoon

PM condemns terrorist attack on civilians in Tirah

NCCIA summons YouTubers over 'fake reporting'

The National Cyber Crime Investigation Agency (NCCIA) has sprung into action against YouTubers and social media activists following the orders of the Supreme Court. The YouTubers and social media activists had spread negative propaganda during the court trials of the May 9 cases. The NCCIA has shortlisted around 50 YouTubers and social media accounts that allegedly disseminated false information during the proceedings. The NCCIA is issuing notices in the first phase. If the accused fails to provide satisfactory responses, cases will be registered against them.

ECC approves 'Green Taxonomy' to support eco-project funding

Madrassa head arrested after student's death in Swat

At least 10 people, including the head of an unregistered madrassa, have been arrested in connection with the brutal murder of a child in Khwazakhela area of Swat in Khyber-Pakhtunkhwa, while police continue to search for two more key suspects in the case, Swat District Police Officer (DPO) Mohammad Omar Khan confirmed on Wednesday. PAC seeks remedy for post-200 unit billing

The Public Accounts Committee (PAC) on Tuesday took notice of the electricity tariff slab hike that penalises consumers for exceeding 200 units, directing the Power Division to propose a solution for inflated bills that persist for six months even after a single unit crosses the limit. Expressing concern, the chair demanded an explanation for the prolonged penalty on consumers who exceed the 200-unit threshold once. Officials briefed the committee on the status of Independent Power Producers (IPPs), revealing a sharp rise in installed capacity over the years. Committee member Shazia Marri questioned why provinces like Sindh and Khyber-Pakhtunkhwa continue to endure up to 16 hours of load-shedding despite a surplus in electricity generation. The power secretary informed the committee that 58% of electricity users fall under the 200-unit slab, with subsidised rates now benefiting 18 million consumers—up from 11 million previously. He acknowledged the issue of high bills lasting months for consumers who breach the limit once. "To increase the slab limit, a higher subsidy will be needed," he said, adding that the government aims to reform the system by 2027, shifting to direct subsidies using BISP data. The Energy Ministry also noted that the installed capacity of IPPs rose from 9,765MW in 2015 to 25,642MW in 2024, with annual capacity payments jumping from Rs141 billion to Rs1.4 trillion. Encroachments heighten threat of urban flooding

While climate change can be considered the obvious reason behind extreme weather patterns, the scale of damage reported across multiple major cities across Punjab in the aftermath of the recent monsoon rains appears to have its roots in something much more sinister. According to reports received by the Express Tribune, over 829 illegal encroachments have been recorded on rivers, streams, and other natural water passages across the province, obstructing the flow of water. Multan Zone had the highest number of encroachments, 676, while Sahiwal, Bahawalpur, and Dera Ghazi Khan divisions recorded 153 encroachments. These encroachments have intensified the risk of urban flooding in low-lying areas. Under the Irrigation, Drainage and River Act 2023, interfering with natural waterways or undertaking unauthorized construction is a punishable offense. However, enforcement on the ground remains weak. Experts are of the opinion that residential and commercial construction near rivers has significantly reduced floodplains, impeding the natural flow of water. Over 114 people have lost their lives while hundreds of others have been injured due to heavy monsoon rains and floods hitting Punjab over the past one month. Affected districts include Chakwal, Rawalpindi and Mandi Bahauddin, where critical infrastructure has also suffered major damage. Urban planning expert Sani Zahra stated that the primary reason behind flooding in major cities was their outdated and insufficient sewerage system. “For example, in Lahore, more than 40 per cent of drainage lines are either blocked or inadequate for the growing population while several drains have also been overtaken by illegal construction, causing rainwater to accumulate on the streets and roads,” noted Zahra. Conversely, Dr Zulfiqar Ali, an environmentalist, noted that due to climate change, monsoons had become more intense. “Rising temperatures increase atmospheric moisture, leading to more frequent cloudbursts and heavy rains. Additionally, more than 7,000 glaciers in the north are rapidly melting, causing flash floods and surges in streams and rivers. Rampant deforestation and unplanned construction in hilly areas have further intensified flooding. Over the last two decades, Punjab has lost 30 per cent of its forest cover, resulting in soil erosion and increased river silt, which narrows the waterways, exacerbating flooding,” explained Dr Ali. Between 2020 and 2025, more than 400 people lost their lives in Punjab due to rain and flood-related incidents, with financial losses estimated to exceed Rs75 billion. The most devastating year was 2022, when 15 districts were affected, 223 deaths were reported, and damages surpassed Rs200 billion. Many believe that 2025 is proving to be yet another disastrous year after 2022, with extreme weather patterns worsened by human negligence. Hence experts advocate the need for both short and long-term measures to address the climate crisis, including the removal of encroachments from water channels, installation of modern drainage systems, reforestation, and climate-resilient disaster management plans. Meanwhile, the Punjab government has initiated work on integrated sewerage and flood drainage systems in 189 cities, with an allocation of Rs500 billion. Syed Zahid Aziz, Head of the Punjab Municipal Development Fund Company, claimed that 13 rainwater storage ponds were being built in Lahore to raise groundwater levels. “Additionally, separate pipelines for sewerage and rainwater are being laid, with the new systems in Lahore capable of handling up to 200mm of rainfall,” informed Aziz.

Islamabad trails Pindi in food safety

The Islamabad Food Authority (IFA) faces serious operational challenges to carrying out effective food safety enforcement, hampered by limited staff, minimal infrastructure and the absence of essential testing facilities. In sharp contrast, the Rawalpindi Food Authority (RFA) operates with significantly better resources, including more vehicles, trained personnel and fully equipped labs, enabling it to enforce food safety regulations more efficiently across the district. Both the Islamabad and Rawalpindi Food Authorities are tasked with regulating an estimated 30,000 food businesses each. However, the difference in their capacity to enforce food safety standards is striking. The IFA operates with just one field vehicle and 10 technical staff members. It lacks a food testing laboratory, training institute, mobile food labs and a designated public relations officer. While the number of non-technical staff is reported to range between 20 and 50, the authority's limited technical expertise and lack of mobility severely restrict its operational reach. In contrast, the RFA is equipped with 10 vehicles, 30 technical staff, a dedicated food testing lab, training school, and two mobile testing labs—allowing for routine field inspections and on-the-spot sampling. An official of IFA acknowledged the constraints, "Our team covers the city as best as possible with the available resources. We're committed to ensuring food safety despite the limitations." However, food vendors in various parts of Islamabad, particularly Farooqia Market in Sector F-6, say that in addition to operational shortages, the licensing process is being disrupted by external interference. Multiple shopkeepers alleged that Khalid Chaudhry, identified as a former member of the Islamabad Chamber of Commerce, discourages businesses from obtaining food licenses. At least 8 killed in rain-related incidents in K-P, G-B

Forgery gang busted in Abbottabad

In a crackdown on document fraud, the Abbottabad police arrested a group for illegally obtaining Pakistani identity cards for the Afghan nationals. According to police sources, the arrested suspects were identified as Saqib, a resident of Islamabad; Naeem, from Kehal; Sami, an Afghan national; and Jaleel. These individuals were allegedly involved in forging documents to help Afghan nationals fraudulently acquire Pakistani national identity cards. A case has been registered against the accused under Sections 419, 468, and 471 of the Pakistan Penal Code, as well as Section 14 of the Foreigners Act. Two dead in Karachi as tanker crushes brothers on bike

Two young boys were killed after a speeding water tanker crushed their motorcycle near Agha Khan signal on Defence Korangi Road on Sunday, officials said. The boys, aged 12 and 15 and brothers by relation, died on the spot. Their bodies were shifted to Jinnah Postgraduate Medical Centre. The incident sparked public outrage as the tanker, bearing registration number TTC 237, caught fire after angry locals set it ablaze in protest. The driver fled the scene. According to police and eyewitness accounts, the tanker carrying water, lost control while racing along Korangi Road. The boys’ father, who owns a meat shop in A‑Market along Korangi Road, told police that his sons had left home to visit Sea View. The SHO noted that the speed of the tanker and the boys’ possible inattention contributed to the collision. CCTV footage is being retrieved to reconstruct the events. Efforts to locate the fleeing driver are ongoing, and contact has been made with the tanker’s owner, Muhammad Ali. One suspect was arrested for setting the tanker on fire, and further legal action is underway. The damaged tanker was removed by a crane truck to clear Korangi Road and restore traffic flow.

UN report maps trail of monsoon havoc

The United Nations has highlighted the damages caused by monsoon rains in Pakistan that led authorities to declare disaster zones across parts of Punjab where lethal cloudbursts and flash floods killed dozens in a single day. In a report published on its website, the UN said the unfolding crisis – rising rivers, forecasts of further downpours, fragile rural homes collapsing and transport links severed – has revived stark memories of the catastrophic 2022 floods that submerged a third of the country and affected more than 33 million people. With the skies preparing to open for another round of torrential monsoon rains, the Punjab Disaster Management Authority (PDMA) on Saturday issued a flood pre-alert across the province, warning of a looming deluge in all major rivers and their tributaries. At the national level, the National Disaster Management Authority (NDMA) has also issued a countrywide flood alert from July 19 to 25, warning of flash floods and landslides in multiple regions. In Punjab, authorities anticipate a potentially critical flood situation beginning July 21, with the risk peaking on July 22, particularly in low-lying areas along the Chenab, Jhelum, Ravi, Sutlej and Indus rivers. The floods loom as the province is also already reeling from heavy downpours, with at least 123 people having lost their lives and 462 having been injured in weather-related incidents across the province in the current monsoon season, which also saw damage to more than 150 buildings. Citing unusual rises in water levels, PDMA spokespersons said a province-wide alert has been issued to all commissioners and deputy commissioners. The disaster management authority directed a swift pre-emptive action, with Rescue 1122 instructed to complete all necessary arrangements without delay. A high-alert status has also been declared for all relevant provincial departments, including local government, agriculture, irrigation, health, forest, livestock and transport. PDMA Director General Irfan Ali Kathia has urged all administrative bodies to remain vigilant. "In line with the chief minister's instructions, all emergency protocols must be in place in advance," he said, adding that emergency control rooms should remain staffed and active around the clock. Fourth spell of monsoon Meanwhile, the PDMA has also forecast the fourth spell of monsoon rains to begin on July 20, continuing through July 25. Widespread showers and windstorms are expected across most districts of Punjab. The areas likely to experience significant rainfall include Rawalpindi, Murree, Galyat, Attock, Chakwal, Mandi Bahauddin, Hafizabad, Gujrat, Jhelum, Gujranwala, Lahore, Faisalabad, Sialkot, Narowal, Toba Tek Singh, Jhang, Sargodha, Mianwali, Dera Ghazi Khan, Bahawalpur, Bahawalnagar and Multan. According to the PDMA, the rivers are already showing signs of distress. The Indus at Tarbela and Kalabagh is at low flood, while a medium-level flood has been recorded at Chashma, with the threat of a high-level flood developing.

Govt, opposition unite to block dissident PTI candidates in Senate elections

IHC forms four-member admin panel

The Islamabad High Court has formed a four-member committee to run administrative affairs. According to a notification issued by IHC Registrar Office, Chief Justice Sarfraz Dogar will head the committee, which also includes Justice Arbab Muhammmad Tahir, Justice Khadim Hussain Soomro and Justice Azam Khan as members. The committee has a mandate to make administrative decisions. It is pertinent to mention here that senior judges, who had earlier challenged the transfer of judges from other provinces to the capital, and a subsequent change in their seniority, were not included in the committee.

Pakistan extends airspace ban for Indian aircraft till Aug 23

Pakistan has extended the suspension of its airspace for Indian aircraft for another month, according to a fresh notification issued by the Pakistan Airport Authority (PAA) on Friday. The airspace closure—originally imposed on April 23 amid heightened tensions with India—will now remain in effect until August 23, as per the new Notice to Airmen (NOTAM) issued by the authority. According to the notification, all aircraft operated by Indian airlines or registered in India remain barred from using Pakistani airspace. The ban also covers Indian-owned or leased civil and military aircraft. Although a ceasefire was brokered through US mediation, the airspace restrictions have remained in place. The suspension has significantly impacted Indian carriers’ westbound routes, compelling them to adopt longer flight paths around Pakistan—a development that has led to increased fuel costs and travel times.

CM Gandapur moves PHC for PTI recognition

K-P Chief Minister Ali Amin Gandapur has filed a writ petition in the Peshawar High Court (PHC) seeking official recognition of PTI as a political party. The petition names the federal government, the Election Commission of Pakistan (ECP), and other relevant institutions as respondents. It challenges Section 94(4) of the Election Rules 2017, arguing that it contradicts the Election Act 2017. According to the petition, PTI is still a functional political party and currently holds a majority in the K-P Assembly. However, the ECP has excluded PTI from the definition of a political party, citing the absence of an electoral symbol.
