Man held for assaulting, evicting elderly father

Jackson investigation police have arrested Mehboob Ali Shah, a suspect responsible for assaulting and evicting his 80-year-old father, Hazrat Shah, from their home, according to a spokesperson for the SSP Investigation District Keamari. Mehboob not only abused him, but also physically attacked him and threw him out of their house. A case has been registered against Mehboob under Section 3/5 of the Parents Protection Act 2021 at Jackson police station. As per the Protection of Parents Act, if a child, his spouse, or offspring evicts or expels a parent from a house, whether owned or rented by such child or in his possession by any other means; he shall be punished with a rigorous punishment not exceeding one year, with or without fine.

US Embassy in Pakistan slashes visa appointment wait time

In a move to enhance visa processing efficiency, the US Embassy in Pakistan announced a substantial reduction in appointment wait times for various visa categories on Wednesday. An embassy spokesperson disclosed that the wait time for visa appointments has been dramatically cut from 440 days to 230 days.  This initiative is part of a broader effort to streamline the visa application process for Pakistani applicants, with a particular focus on student visas, business visas, family reunion visas, and more. “We are working diligently to handle the increased demand and facilitate as many applicants as possible,” the embassy official stated, emphasising the commitment to minimising wait times. Previously, the US Embassy in Islamabad and Karachi processed around 10,000 applications per month. The new measures are expected to improve this capacity significantly. The embassy is continually refining and expanding its processes to further reduce wait times and improve service. For those who have already submitted their visa applications, the embassy has introduced a system for case reviews via email. Each application is individually assessed, with decisions typically made within three to four working days following the interview, the official explained. In terms of fees, the embassy clarified that it charges only the standard application fee, consistent with global US visa application charges. The spokesperson also highlighted that the past year saw the highest number of visa applications the embassy has ever handled, indicating a rising demand for US visas in Pakistan.

Won't take 'no' for an answer, warns JI

Jamaat-e-Islami chief Hafiz Naeemur Rehman has warned that if the party's demands are not met, the party will expand protests to D-Chowk and other critical locations, bringing highways to a standstill and enforcing a nationwide shutter-down and wheel-jam strike. However, he declared the latest round of negotiations with the government a success for the ongoing sit-in movement. Addressing a large gathering on the fifth day of the sit-in at Liaquat Bagh on Tuesday night, the JI emir stated that the entire nation has pinned its hopes on the protest. He emphasised that while social media was an important platform, practical struggle was equally essential. Jamaat-e-Islami, he claimed, was achieving success on both fronts. Reiterating the demands for relief for the masses amid the onslaught of exorbitant power bills and taxes, Hafiz Naeem slammed the government for allegedly using the IMF agreement as an excuse for its failures. "The impression of an IMF agreement is a lie and fraud," he said. "We suggest that the rulers reduce their expenses, use 1300cc cars, consume less petrol, and end their luxurious lifestyles, which would save the national treasury significantly," he demanded. He further asserted that the nation of 250 million should not be subjected to oppression or taught to accept it as their fate. "When the prime minister, generals, and ministers use 1300cc cars, it will save up to 300 billion rupees annually just on petrol." Hafiz Naeem proposed selling large government vehicles to save an additional 1500 billion rupees. He also criticised the imposition of taxes on salaried individuals and suggested taxing landowners with more than 20 acres. He urged Prime Minister Shehbaz Sharif's committee to identify appropriate sources for tax collection and gradually eliminate the interest system, which he claimed could reduce the interest burden from Rs8500 billion to Rs5 billion. Reiterating his party's commitment, Hafiz Naeem warned that if the negotiations are insincere, the protesters would move to D-Chowk and containers would not stop them. He stressed that Jamaat-e-Islami demands justice for the nation without any compromise and warned that if the government does not meet their demands, they might launch a campaign to topple it. He criticised the joint government of Bilawal Bhutto and Shehbaz Sharif, questioning their treatment of the middle class and the rising electricity bills that exceed salaries and house rents. He questioned whether anyone in Sindh or Punjab is receiving the minimum wage of Rs37,000. Hafiz Naeem asserted that Jamaat-e-Islami stands for the establishment of religion in all spheres of life, including state, politics, economy, trade, law, and justice. He announced that protests will continue, with another sit-in scheduled in Sindh and a forthcoming announcement for Lahore. Warning that the protest would expand if the government did not act swiftly, Hafiz Naeem mentioned plans to block highways and start a sit-in outside the Governor House in Karachi, with potential protests in Peshawar as well.

Hafiz Naeem urges govt to address demands or face nationwide strikes

Jamaat-e-Islami Chief Hafiz Naeem ur Rehman has declared that talks with the government scheduled for tomorrow at 3 pm will be a pivotal moment for the success of the ongoing sit-in protests.  He warned that if the government fails to meet their demands, protests will escalate, leading to road blockages at various locations, including D-Chowk, and nationwide shutter-down strikes and wheel jams. Addressing a large rally on the fifth day of the sit-in at Liaquat Bagh on Tuesday, Hafiz Naeem urged that while social media is a useful platform, tangible action is necessary.  Referring to the popular demand for a sit-in at D-Chowk, he warned that if negotiations turn out to be insincere, the protesters would insist on their demands and would not be deterred by roadblocks or containers.  He stated that JI is committed to their cause, and there will be no compromise on their demands. He urged the government to address grievances related to Independent Power Producers (IPP) and other contentious agreements. The party chief also criticised the ruling coalition of Pakistan Peoples Party and Pakistan Muslim League-Nawaz, suggesting that they might face a 'government-toppling' movement if demands are not met.  He noted that the current administration’s handling of issues related to middle-class citizens and its approach toward IPPs are crucial concerns. He criticised the notion that the government’s agreement with the International Monetary Fund (IMF) was a solution, branding it as a "lie and fraud."  According to Naeem, reducing government expenses and cutting down on luxury vehicles could significantly save the national treasury.  He suggested that if high officials, including Prime Minister Shehbaz Sharif and federal ministers, used smaller, less costly vehicles, it could result in a saving of up to Rs300 billion annually in fuel costs alone. The JI chief emphasised the need to abolish taxes on landowners of up to 20 acres while imposing them on those with larger holdings. He also criticised the government’s tax policies and called for a reduction in interest payments.  He proposed that by eliminating the curse of interest, the government's interest payments could be reduced from Rs8,500 billion to Rs5 billion. Hafiz Naeem further highlighted the disparity between rising utility bills and insufficient wage increases, questioning whether the minimum wage of Rs37,000 is being implemented effectively.  He accused the government of favouring feudal and capitalist interests and asserted that JI stands for the integration of religion into all aspects of statecraft, including politics, economy, and law. He concluded by emphasising that the specifics of the meeting location are secondary to the core issue of meeting their demands. He announced that protests in Sindh will continue as planned, with a similar sit-in in Lahore to be announced soon.

ECP notifies 93 lawmakers as PTI MPAs

The Election Commission of Pakistan (ECP) on Monday notified another 93 lawmakers as belonging to the Pakistan Tehreek-e-Insaf (PTI) as part of the process to implement the Supreme Court ruling on the reserved seats earlier this month. An ECP notification stated that 29 members of the Sunni Ittehad Council (SIC) in the Punjab Assembly, 58 members in the Khyber-Pakhtunkhwa Assembly and six members in the Sindh Assembly had been declared PTI lawmakers. On July 12, the apex court overturned a decision of the Peshawar High Court (PHC), affirming that the PTI was entitled to reserved seats on the basis of the victory of candidates supported by it in the February 8 elections. In response to the Supreme Court decision, the ECP took action to implement the ruling, thereby giving the PTI a robust presence in the National Assembly. On Thursday, the ECP officially recognised 39 lawmakers as PTI assembly members (MNAs) and issued a notification to this effect. The ECP has sought further guidance from the apex court regarding the status of 41 other members. The court ruling had said that the 41 independents, who did not show their affiliation to the PTI in their nomination papers, could file affidavit with the ECP about their party affiliation.

TLP fatwa on CJP: CII declares unilateral killings un-Islamic, illegal

The Council of Islamic Ideology (CII) has declared that deeming anyone as deserving of death is both un-Islamic and illegal. In a statement issued by the council's chairman on Monday, it was emphasised that emotional actions leading to killings harm the cause of the belief in the finality of Prophethood. The statement clarified that no individual, group, or mob has the legal or religious authority to act as judge and issue a fatwa or decree for someone's murder.  Such incitement, takfiri fatwas, and threats to kill government officials, state representatives, or ordinary citizens are in clear contradiction with the teachings of the Quran and Sunnah, it maintained. The CII stressed that scholars and muftis have to provide religious awareness about right and wrong beliefs and offer correct Islamic solutions to issues.  The decision on whether someone has committed an act of disbelief or uttered blasphemous words falls within the jurisdiction of the state, government, and courts, it stated. The statement further noted that the practice of issuing fatwas of disbelief and deeming individuals as deserving of death is not aligned with Islamic principles. Earlier on Monday, police arrested the Deputy Amir of Tehreek-e-Labbaik Pakistan (TLP), Pir Zaheer Hassan Shah, for issuing threats to the Chief Justice of Pakistan (CJP) Qazi Faez Isa. Sources revealed that Shah was apprehended in Okara, where he had been hiding at an undisclosed location. An FIR had been registered against him for issuing death threats to CJP Isa.  According to the FIR, during a protest outside the Lahore Press Club, Shah incited hatred against the judiciary and announced a reward of PKR10 million for anyone who brings the head of Justice Faez Isa. The FIR also included charges against 1,500 TLP workers.

LHC halts FIA's inquiry against FBR officials in tax refund case

The Lahore High Court (LHC) has ordered the Federal Investigation Agency (FIA) to halt its investigation against Federal Board of Revenue (FBR) officials in a tax refund case. The court issued a notice to the FIA, directing it to submit a written response by August 13. The case revolves around allegations of corruption and kickbacks among FBR officials related to tax refunds. According to Express News, on May 30, the FBR made four officers Officer on Special Duty (OSD) and initiated an internal inquiry after the matter reached the FBR chairman. However, no significant progress was reported. During this period, the FIA summoned FBR Member Operations Mir Badshah Khan Wazir as part of an investigation into alleged corruption, kickbacks, bribery, and illegal tax refund approvals for major companies. The notice required Wazir and other officials to appear on July 26 and provide relevant documents and evidence. The inquiry focuses on illegal activities within the Large Taxpayer Office (LTO) in Lahore over the past five years. Wazir, a close associate of the FBR chairman, has submitted his response to the FIA. Previously, four senior Inland Revenue officers were suspended for their involvement in a multi-million rupee tax refund scandal. The summons is part of the FIA's broader efforts to address corruption within the FBR. In response, the FBR filed a petition against the FIA in the LHC, which resulted in the court's decision to halt the investigation and seek a written reply from the FIA by August 13.

Ahsan Iqbal expresses concern over protests amid CPEC Phase II launch

Planning Minister Ahsan Iqbal has voiced concerns over recent protests and sit-ins in the country, highlighting that these disruptions come at a crucial time as Pakistan embarks on the second phase of the China-Pakistan Economic Corridor (CPEC).  Speaking to the media on Sunday, Iqbal urged political parties to address national challenges collaboratively rather than engaging in protests and political rallies. He stressed that Pakistan has been presented with a rare opportunity through CPEC Phase II. "China has once again extended a hand towards us, ready to invest in employment, energy, and regional connectivity projects in Pakistan," he stated. However, he criticised certain groups for creating unrest and sabotaging these opportunities. "It is a strange coincidence that just as CPEC begins its second phase, some elements are actively working to drive away Chinese investors," Iqbal remarked.  He recalled that similar elements had incited violence and unrest in the past, and are now targeting Chinese investors to disrupt the ongoing economic collaboration. The planning minister alleged that protests in Gwadar and other regions are being orchestrated to obstruct CPEC Phase II. He emphasised that no government desires to burden its citizens with inflation and high taxes, noting that the national economy is already strained under significant debt. Iqbal also addressed the issue of electricity shortages, attributing part of the problem to currency devaluation. He highlighted that apart from four electricity distribution companies (DISCOs) — Gujranwala, Islamabad, Faisalabad, and Lahore — other DISCOs are involved in electricity theft.  He called on all provinces, including Khyber Pakhtunkhwa, to collaborate with the federal government to curb electricity theft. The minister warned that ongoing unrest could exacerbate economic difficulties. He criticised former prime minister Imran Khan for allegedly making baseless corruption allegations against China and for creating political turmoil.  He claimed Khan had filed cases against political opponents and jailed them, inciting public unrest and driving investors away from the country.

Uzma Bukhari calls K-P govt's judicial commission request 'admission of guilt' of May 9 conspiracy

Punjab Information Minister Uzma Bukhari criticised the Khyber Pakhtunkhwa (K-P) government's request for a judicial commission from the Peshawar High Court (PHC) over the May 9 incidents, calling it a failed attempt to hide under the judicial hammer and an admission of their crimes. On Sunday, Bukhari alleged that there is substantial evidence, including videos, pictures, and audio, of the failed May 9 conspiracy. She mentioned that the "instigator" had already admitted to the rebellion, with confirmation from Salman Akram Raja, the legal counsel of Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan. She further noted that the identities of all the characters, facilitators, and masterminds behind the May 9 conspiracy are now clear. Bukhari used the metaphor, "When a jackal sees death, it runs towards the city," implying that judicial commissions are typically formed for hidden and unresolved matters. The provincial information minister labelled the failed May 9 uprising as a "conspiracy against the country", asserting that "no one can become a Che Guevara or Nelson Mandela by using the judiciary's shoulder". Bukhari condemned the KP government's move to seek a judicial commission, equating it to an admission of guilt. She also referenced past political manoeuvres, stating, "Those who orchestrated the Panama drama and ousted him[Nawaz Sharif] on an Iqama wanted to distance him from the people". "Perhaps they forgot that beyond their thousand strategies, my Lord also has one strategy." Bukhari concluded by saying, "Alhamdulillah, our leader returned, his disqualification was overturned, and the people gave him their mandate". "Despite all conspiracies, today Nawaz Sharif's government is in power in Pakistan and its largest province, Punjab," she added.

Supreme Court gets two ad hoc judges

The Ministry of Law and Justice on Saturday issued the notification regarding the appointment of Justice Sardar Tariq Masood and Justice Mazhar Alam Khan Miankhel as ad hoc judges of the Supreme Court. "The President of the Islamic Republic of Pakistan is pleased to appoint Mr Justice Sardar Tariq Masood and Mr Justice Mazhar Alam Khan Miankhel, former judges of the Supreme Court, as ad hoc judges of the Supreme Court of Pakistan to attend the sittings of the court for a period of one year with effect from the date they enter upon their offices," said the notification. A day earlier—on Friday—President Asif Ali Zardari gave his nod of approval to a summary moved by the ministry for appointing Justice Masood and Justice Miankhel as ad hoc judges. The Judicial Commission of Pakistan (JCP) on July 19 approved the nomination of the two retired Supreme Court judges for their appointment as ad hoc judges for one year despite severe criticism from a segment of lawyers and the PTI. The JCP had approved the nomination of Justice Masood by a majority vote of 8 to 1. The nomination of Justice Miankhel was approved by a majority of 6 to 3. It was reported that before the JCP meeting, Justice Miankhel had expressed his inability to serve as an ad hoc judge through a WhatsApp message, citing a social media campaign against his appointment. He had also informed the media of his reluctance to take up the position. Sources had revealed to The Express Tribune that a majority of JCP members had suggested that Justice Miankhel should be re-consulted to obtain his consent. However, three JCP members—Justice Syed Mansoor Ali Shah, Justice Munib Akhtar, and Justice Yahya—had disagreed with the majority decision. They had noted that if Miankhel was facing social media pressure, he might not be suitable for the role. Citing government sources, a report published in The Express Tribune on July 20 confirmed that Justice (retired) Mazhar Alam Miankhel had consented to serve as an SC ad hoc judge following the approval of his nomination by the majority of JCP members. Supreme Court former judges—Mushir Alam and Maqbool Baqar—had also been considered for their reappointment as ad hoc judges. However, they had declined the offer.

Pakistan denounces Israeli siege in Khan Younis, urges global response

Prime Minister Shehbaz Sharif on Saturday condemned the violent actions of Israeli forces in Khan Younis in Gaza, where thousands have fled amid intense clashes. Shehbaz Sharif expressed deep concerns over the situation, highlighting the suspension of food and essential supplies due to the siege, which has led to a severe humanitarian crisis. He called on the international community, including the United Nations, to fulfill their responsibilities. "Due to the siege of Khan Younis, the supply of food and other necessities of life has been suspended in the area. Human tragedy has been born in Palestine and the international community, including the United Nations, should fulfill its responsibilities," Sharif said in a statement. According to the United Nations, the invasion of Khan Younis has displaced at least 180,000 Palestinians in the first four days, many leaving without their belongings. Sharif accused Israel of committing genocide in Gaza and urged the implementation of the International Court of Justice's advisory opinion, which deemed Israeli occupation of Palestinian territories unlawful, and relevant UN resolutions. Reiterating the need for action, Sharif called for the enforcement of recent ICJ decisions and UN resolutions. The Prime Minister noted that Pakistan had sent humanitarian aid to Palestine and made special arrangements for the admission of Palestinian medical students in Pakistani colleges. He emphasised Pakistan's stance against Israeli oppression and its support for Palestinian self-determination at the International Court of Justice. He mentioned that Pakistan had dispatched around 1,200 tonnes of relief goods to Palestine via Pakistan Air Force planes and another 1,500 tonnes through three ships. Shehbaz Sharif urged the international community to hold Israel accountable for its war crimes in Palestine, reaffirming Pakistan's solidarity with the Palestinian brothers and sisters.

Cambridge cancels AS Level Maths paper after leak

Cambridge International Education (CIE) announced on Saturday that it has cancelled the leaked AS Level Mathematics paper and will not be marking students on it. Instead, students will be assessed based on their performance in the second paper of AS Level Mathematics and other exams. This decision follows the leak of the AS-Level Mathematics paper on social media, particularly Facebook, on May 2. The incident left students in a state of uncertainty, unsure if the paper would be cancelled and how it would impact their grades. In response to the leak, CIE initially stated, "We are looking into concerns raised about a potential paper leakage on 02 May 2024 for AS Level Mathematics 9709 Paper 12. This is being investigated, and Cambridge and the British Council are in close communication." Addressing the leak, CIE assured that students would be marked fairly, ensuring that no one would suffer a loss due to the incident. In a recent email to school heads, Cambridge administration confirmed that after reviewing evidence from multiple sources, they concluded that the paper was accessed by a significant number of students in Pakistan before the exam. "Our priority is to make sure we are fair to the majority of students who did not cheat. That means making sure those who cheated receive no advantage so that students applying to university compete on an equal basis," stated CIE. "We have reviewed evidence from multiple sources and concluded that this specific paper was seen by a significant number of students in Pakistan before the start of the exam." Additionally, CIE announced that students who wish to retake the exam can do so in November without paying the examination fee. Exam leaks are not uncommon in Pakistan, with several incidents reported, including the leak of physics and computer science papers in Karachi earlier this year, minutes before the exams commenced.

JI sit-in against inflation continues for second day

The Jamaat-e-Islami's (JI) sit-in against rising inflation and increased electricity bills continues for a second consecutive day at Liaquat Bagh in Rawalpindi. A large number of participants were present, with the sit-in organisers providing breakfast for everyone. Participants have vowed to continue the sit-in until their demands are met. "We are prepared to hold the sit-in for a month and will establish a settlement at Liaquat Bagh if necessary," stated Ameer Jamaat-e-Islami Hafiz Naeem-ur-Rehman. He lamented how the power bills have crippled the citizens and traders alike, saying that people are now forced to sell their belongings and some have even turned to crime due to financial strain. He also demanded the termination of agreements with Independent Power Producers (IPPs), accusing them of bleeding the nation dry. The JI chief also demanded the government end the IPP business and reduce its expenses to provide relief to the public. Read JI chief opposes fresh polls, calls for existing mandate to be honoured "More than 80% of IPPs are owned by government personalities, and over 500 billion rupees are being paid to them from our pockets." Hafiz Naeem-ur-Rehman is scheduled to address a press conference at 11 AM to outline the future course of action. However, due to the protest, Murree Road from Marrir Hassan to Committee Chowk remains completely closed. The Metro Bus Service is also suspended for the second day, causing significant inconvenience to commuters. The suspension, from Saddar to Faizabad, has left many travelers between Rawalpindi and Islamabad in difficulty.   Federal Minister for Information and Broadcasting, Attaullah Tarar also accused JI of breaching the agreement with the government about concluding their protest against inflation with a rally at Liaquat Bagh.

Govt says ready to negotiate with JI

Information Minister Attaullah Tarar on Friday signaled the government's readiness to negotiate with Jamaat-e-Islami (JI) on their demands in a bid to end their sit-in. "We are ready to talk for peace, security and development of the country which is the main agenda of our government," the minister said while addressing a news conference along with Minister for Kashmir Affairs and Gilgit Baltistan Amir Muqam. The minister said JI Amir Hafiz Naeemur Rehman was a seasoned and far-sighted leader whose guidance would be instrumental for the government to address the existing issues within the existing framework. He said the government was ready to form a three-member committee which would comprise of him, Minister for Kashmir Affairs and Gilgit Baltistan Amir Muqam and PML-N Senior Leader Tariq Fazal. Tarar called upon the JI leadership to sit and guide the government in resolving the issues instead of doing the "politics of agitation". The JI was given permission only to stage their sit-in at Liaquat Bagh, Rawalpindi, he said, urging them to use only the dedicated place for the purpose. Protest at D-Chowk would not be allowed at any cost since there was a possibility of a mischief due to involvement of any miscreant, he maintained. Tarar regretted a halt on the country's development during the tenure of the PTI government which was led by a "corrupt person" who borrowed money massively and benefited himself and his close aides by selling Toshakhana gifts and striking a shady deal worth 190 million pounds. "We understand the issues faced by the chief minister of K-P as on the one hand, he has to assure cooperation in official meetings while on other, he was answerable to the PTI founder on maintaining a (specific) public posture," he said Referring to the Pakistan Tehreek-e-Insaf (PTI), he said those who allegedly resettled the Taliban in the country should come up with a plan in accordance with their claims of having a capacity to maintain the law and order and establishing the writ in the province. He regretted that terrorism increased during the tenure of the PTI government. The minister asked the PTI leadership in K-P to give their stance to the public on two big scandals including massive deforestation and signing of agreements with a "fake institution" on Artificial Intelligence. Demanding action against the timber mafia, he alleged involvement of a minister of the K-P government and its officials in the massive deforestation. As regards the signing of an agreement between the K-P government and an institution for training of students on AI, he said they were playing with the future of students who would never get jobs due to fake certification. He said the staff associated with the "fake institution" lacked required experience and awarded their staff with their own degrees on the subject. No staff of the institution had a proper certification on AI either, he said, adding there was no record found regarding a degree claimed by its head from the MIT. He regretted that no process was followed for signing the agreement, wondering how the K-P government could befool thousands of students in the name of a "so-called quantum diploma".

Sanam Javed among 67 candidates picked for reserved seats as PTI submits list to ECP

The Pakistan Tehreek-e-Insaf (PTI) has officially submitted its list of candidates for reserved seats to the Election Commission of Pakistan (ECP).  The list features prominent figures such as Sanam Javed, Aliya Hamza Malik, and Dr Yasmin Rashid, among others, chosen for seats designated for women and minorities in the assemblies, party sources disclosed on Friday. This submission follows the Supreme Court’s landmark ruling on July 12, which permitted PTI to claim reserved seats in the assemblies. This decision has the potential to make PTI the largest parliamentary party.  The Supreme Court’s directive required PTI to present its list of eligible candidates within 15 days of the verdict. The ECP is mandated to publish the list within a week of submission. The PTI's list includes 67 candidates for women's reserved seats and 11 for minority seats. For the National Assembly, nominees include Sanam Javed, Aliya Hamza Malik, Kanwal Shauzab, Rubina Shaheen, and Seemabia Tahir.  Lal Chand Malhi has been nominated for a minority seat in the lower house, while Dr. Yasmin Rashid is named for a women's reserved seat in the Punjab Assembly. This move follows the ECP’s declaration a day earlier that 39 PTI lawmakers, who had contested the February 8 elections as independent candidates and subsequently joined the Sunni Ittehad Council (SIC), are now officially recognised as PTI members in line with the Supreme Court's ruling. Earlier in the week, PTI submitted the necessary documents affirming the party's affiliation to the ECP, complying with the court’s order to secure reserved seats in the assemblies.  Due to the loss of its election symbol, PTI candidates ran as independents in the February 8 elections. These independents were then directed to join the SIC to qualify for the reserved seats. The SIC had filed multiple petitions requesting the Supreme Court to allow PTI to hold reserved seats in the legislature. The Supreme Court ruled in PTI’s favor on July 12.  However, this ruling faces challenges from the ruling coalition of Pakistan Muslim League-Nawaz and the Pakistan Peoples Party, both of which have filed a review petition against the decision. With these reserved seats, PTI aims to consolidate its parliamentary strength and emerge as the largest party in the assemblies.

Why 41 MNAs didn't jump ship to PTI sooner?

The Election Commission of Pakistan (ECP) released a list on Thursday, confirming 39 returned candidates as PTI MNAs, following a Supreme Court ruling that breathed new life into the party. This has led to the burning question: why didn't the remaining 41 PTI-backed independent candidates hitch their wagons to PTI before, during, or after the general elections? PTI leaders, speaking to The Express Tribune, have painted a picture of why these candidates stayed on the fence and the hurdles they still face despite the top court's clear-cut decision on July 12, which rejuvenated PTI's fortunes. Despite an 8-5 split verdict, all 13 judges had declared the PTI a parliamentary party and made it eligible to get reserved seats for women and minorities in the national and provincial assemblies. The majority judgment stated that 39 out of the 80 MNAs, shown by the ECP as PTI-backed independent candidates, belonged to the party. It added that the rest of the 41 independents will have to file a duly signed and notarised statement each before ECP within 15 days, explaining that they contested the February 8 general elections as a candidate of a particular political party. Former National Assembly speaker, Asad Qaiser, recalled that all PTI-backed independent candidates wanted to join PTI but the circumstances back then didn't permit them to do so, revealing he himself had prepared 11 sets of nomination documents to submit through different people in the hope that at least one of them would succeed. "They would pick up people for simply submitting nomination papers back then," he recalled. Apart from the difficulties being faced during the submission of nomination papers, the PTI stalwart said that PTI needed some people as independents so that they could represent the party if any situation arose following the elections and after entering the assembly as an intra-party election matter was also being pursued back then. Qaiser revealed that almost all the lawmakers have now submitted affidavits as per the Supreme Court's directions but alleged that, on one hand, the government was creating difficulties for them by simultaneously threatening and luring them while, on the other hand, the ECP was allegedly asking them to individually appear before it to verify their affidavits. Nevertheless, he hoped that ECP would accept the affidavits, saying that would not only make PTI the single largest party in NA but deprive the ruling coalition of a two-thirds majority. He said that the party's legal team was looking into the issues in detail and completed the process in due time. Lamenting that PTI has been facing a tough time since its ouster in April 2022, Qaiser said that seeing the overall situation in the country, neither was interested in any position nor portfolio as his aim in life was now to bring rule of law in Pakistan. Shoaib Shaheen, a key PTI leader and legal team member, shared that the ECP had rejected the papers of those who tried to join PTI as the party's bat symbol was "snatched" and, after that Supreme Court judgment, the candidates couldn't join PTI back then. The PTI legal eagle said that the option opened after the apex court's July 12 judgment. "ECP didn't treat PTI as a party back then," he said. Subsequently, Shaheen said that the MNAs wanted to join PTI after entering the National Assembly but there was no option to do so, saying either they could stay independent or join the Sunni Ittehad Council (SIC), which many of them did. Now, he said, affidavits have been submitted and, hopefully, the ECP will declare them as PTI MNAs. Commenting on the speculations that ECP has allegedly been asking MNAs to individually appear before it, Shaheen said that no such direction has been given by the Supreme Court, therefore, it can't be imposed on the legislators after they have submitted affidavits showing their party affiliation. A spokesperson of ECP was asked to share comments on ECP's stance on the status of the remaining 41 MNAs; has ECP received affidavits showing their party affiliation; has ECP sought any help from SC; or if it has written a letter to the Supreme Court in this regard. Hafiz Naeem warns govt against blocking Islamabad sit-in amid police crackdown

Jamaat-e-Islami (JI) chief Hafiz Naeemur Rehman has warned the government that it will be held responsible if the party is prevented from entering Islamabad for their planned protest against electricity price hike and inflation. Naeem in a statement issued on Thursday stated that they believe in peaceful political resistance to secure public rights. "We are not afraid of arrests, and Jamaat-e-Islami cannot be stopped," he said. "The historic sit-in on Friday, July 26, will represent 250 million people of Pakistan, and we will sit peacefully at D-Chowk." Naeem added that convoys from across the country are on their way to join the sit-in, which he believes will be successful and provide relief to the people. He emphasised that raising their voice for the nation is their constitutional and democratic right and urged the administration to provide a venue for the protest. He warned that if they are prevented from protesting, their movement will spread nationwide. "I invite every segment of society to join the sit-in," Naeem said. "We will welcome any political party that wishes to participate." The protest is against expensive electricity agreements and overbilling. Ahead of the sit-in, police in various areas of Punjab and Rawalpindi raided the homes of Jamaat-e-Islami leaders and officials, arresting several of them. The police raided the house of Jamaat-e-Islami's central secretary-general, Ameerul Azim, but could not arrest him, instead taking his driver, Shaukat Mahmood. Ameerul Azim reported that police also raided the homes of Lahore Jamaat-e-Islami leader Ziauddin Ansari and other officials to prevent the sit-in. He condemned these raids in a video message, describing them as unconstitutional and undemocratic. "Police misconduct towards women at various locations is regrettable," he said. "The government's behaviour is unconstitutional and undemocratic. Peaceful protest is every citizen's constitutional, legal, and democratic right." Ameerul Azim confirmed that the Islamabad sit-in will proceed as scheduled, led by Jamaat-e-Islami leader Hafiz Naeemur Rehman. In Rawalpindi, police crackdowns resulted in the arrest of seven officials in Attock. Sources reported that the police also raided the house of PTI leader Zaheer Ahmed Awan in Waris Khan, but he was not present. A senior police officer in Rawalpindi, speaking on condition of anonymity, stated that they had received instructions to take preemptive measures to maintain law and order. Jamaat-e-Islami leaders arrested include Hafiz Ajmal and Mian Usman Rafi in Kharian Cantt, along with eight officials in Bahawalpur. Police also raided the homes of Lahore leader Ziauddin Ansari, Lodhran district leader Dr Tahir Chaudhry, Taxila's Owais Aslam Mirza, and Hassan Abdal leader Noorul Amin. A Jamaat-e-Islami spokesperson stated that when Noorul Amin was not found at his home in Hassan Abdal, police took his young son instead. In response, the administration and police have tightened measures to prevent participants from reaching the protest, with Section 144 imposed across Punjab, Islamabad, and Rawalpindi.

UN experts denounce discrimination, violence towards Ahmadis in Pakistan

A group of independent experts at the Office of the United Nations High Commissioner for Human Rights expressed grave concern over a reported increase in discrimination and violence against Ahmadis in Pakistan, highlighting incidents such as extrajudicial killings, arbitrary arrests, attacks on places of worship, and restrictions on free expression, assembly, and association. “We are alarmed by ongoing reports of violence and discrimination against the Ahmadiyya community in Pakistan. We urge Pakistani authorities to take immediate action to address this situation,” the experts said in a statement. “Urgent measures are necessary to respond to these violent attacks and the broader atmosphere of hatred and discrimination which feeds it.” The experts cited specific incidents, including the extrajudicial killing of two Ahmadis in Saad Ullah Pur on 8 July 2024, and the President of the Bahawalpur Ahmadiyya Community on 4 March 2024. They noted numerous attacks on Ahmadi places of worship and cemeteries since the beginning of 2024, some resulting in serious injuries to worshippers. “The Ahmadiyya community, their places of worship and cemeteries, must be given effective protection from attacks and vandalism,” the experts said. They also raised concerns about alleged arbitrary arrests and detentions of Ahmadi worshippers during their religious holidays to obstruct their participation in religious practices. “Ahmadis’ right to peacefully manifest their beliefs must be respected. Discriminatory arrests and detentions which prevent religion or belief observance represent serious violations of their human rights, including freedom of expression, freedom of peaceful assembly and association. Judicial harassment serves to normalise violence against Ahmadis by non-state actors,” the experts said. The experts commended the adoption of a resolution by the Pakistan National Assembly on 23 June 2024, urging Federal and Provincial Governments to ensure the safety and security of all citizens, including religious minorities. “The Resolution by the National Assembly is a welcome step. However, such good-faith efforts to counter discriminatory discourse will be ineffective unless they address its structural drivers,” the experts said. “These include blasphemy laws and discriminatory legal provisions which situate Ahmadis, their legal representatives, and allies, and other religion or belief minorities, in grave danger of human rights violations.” In light of its forthcoming second review under the International Covenant on Civil and Political Rights (ICCPR), the experts urged Pakistan to implement recommendations by the Human Rights Committee from its first review in 2017. These include repealing or amending blasphemy laws to ensure compliance with the ICCPR, and bringing to justice those who incite or engage in violence based on allegations of blasphemy. The experts have communicated their concerns to the Government of Pakistan. “We stand ready and willing to support the Pakistani Government in the effective implementation of its obligations under the ICCPR and other international human rights instruments,” the experts said.

PECA courts to conclude trial in three months

The special courts recently established to hold trials of "digital terrorists" under the Prevention of Electronic Crimes Act (PECA), 2016 will be bound to conclude the trial in three months. The Ministry of Law on July 19 issued a notification, designating some lower courts in Islamabad—in consultation with the chief justice of the Islamabad High Court (IHC)—to hold trial of people booked under PECA, 2016. Sources in the ruling coalition revealed that the recently-arrested PTI officials, including Information Secretary Raoof Hasan, International Media Coordinator Ahmed Waqas Janjua and others could also be tried in the newly-designated courts. Under PECA, any criminal involved in digital crimes can be prosecuted by the Federal Investigation Agency (FIA) and the police. After registering a case of digital crime, the police are obliged to send the matter to the FIA for technical opinion and investigation, which will be carried out by an officer of inspector rank. If a joint investigation team (JIT) is formed by the federal or provincial government, it will consist of 5 officers from various agencies up to grade 18. The federal and provincial governments can form one or more investigation teams for digital crimes. The JIT or the investigating officer for digital crimes is required to complete investigations against the accused within 45 days of the court's hearing. The federal government, in consultation with the chief justice of the relevant high court, will also arrange special training for the judges of these special courts in computer sciences, cyber forensics, electronic transactions, and data protection. Courts established under PECA will conduct weekly hearings of cases and decide within three months. If not, the matter will be brought to the notice of the chief justice of the relevant high court for appropriate instructions. A case filed under PECA against PTI's Raoof Hasan has sparked new debates in the political and legal arena. The FIA registered a case against Hasan and PTI social media representatives under sections 9, 10, and 11 of the act. The charges in the case could lead to a combined sentence of up to 28 years and a fine of up to Rs60 million. Under section 9 of PECA, anyone who commits a crime by preparing or spreading information related to the activities of a convicted person, banned organizations, or individuals involved in terrorism through any information system or device, can be sentenced to 7 years in prison, fined Rs10 million, or both. Section 10 of PECA deals with cyber-terrorism and includes offenses such as unauthorized access to critical infrastructure information systems or data (section 6), unauthorized copying or transfer of information systems or data (section 7), and interference or damage to information systems (section 8). If proven guilty of causing fear, anxiety, insecurity, promoting interfaith, sectarian, or racial hatred, or advancing the objectives of banned organizations or individuals, the offender can be sentenced to 14 years in prison and fined up to 50 million rupees. Section 11 of PECA provides a 7-year prison sentence for creating or spreading any information that promotes interfaith, sectarian, or racial hatred through hate speech. Commenting on the development. Islamabad High Court Bar Association (IHCBA) President Riyasat Ali Azad said laws in our country are used more for political revenge than for eliminating crimes. "The case filed under PECA against a party leader is an example of this. Laws should be used to provide access to justice, not for political revenge," he said. Legal expert Barrister Qasim Nawaz Abbasi said the establishment of special courts under PECA was necessary, but it was delayed by 8 years. Digital courts should have been established immediately under this law after its promulgation in August 2016, he said. "Under Section 44 of PECA, special judges have been appointed who will make decisions on cyber and digital crimes, and special training for these judges is also mandatory under the same act," he added.

Shoaib Shaheen appointed PTI’s acting information secretary

President Zardari reaffirms equal rights for minorities

President Asif Ali Zardari on Tuesday reaffirmed that minority communities in Pakistan enjoy equal rights and emphasised the need to increase their job quotas in various government departments. Speaking at a ceremony after signing the Christian Marriage (Amendment) Act 2024 at the Aiwan-i-Sadr on Tuesday, President Zardari announced his intention to request the federal government to enhance job quotas for minorities in departments such as the police and the Federal Investigation Agency (FIA). “I will definitely write to the government and ask them for this,” he stated, stressing that there should be a quota for minorities in every department. The president underscored that all citizens of Pakistan have equal rights and urged minority communities to continue contributing to the country's progress and prosperity. He assured them that this land belongs to them as much as to any other citizen. President Zardari also advised minorities not to be disheartened by political issues, acknowledging that every society faces certain problems. The ceremony was attended by Minister for Religious Affairs and Interfaith Harmony Chaudhry Salik Hussain, the ministry's secretary, and representatives of the Christian community. Bishop Abraham Daniel, speaking on the occasion, expressed gratitude to President Zardari for signing the Act into law, noting that raising the marriageable age for men and women had been a long-standing demand of the Christian community. Secretary of the Ministry of Religious Affairs, Zulfiquar Haider, reiterated the government’s commitment to safeguarding minority rights in line with the Constitution of Pakistan and the vision of the country's founding fathers. Earlier, President Zardari signed into law the Christian Marriage (Amendment) Act 2024. The Act raises the marriageable age for Christian men and women to eighteen years, amending Section 60 of the Christian Marriage Act of 1872, which previously set the ages at sixteen and thirteen years respectively. The President accorded assent to the Act under Article 75 of the Constitution of the Islamic Republic of Pakistan.

Hafiz Naeem assures peaceful sit-in on July 26

Notices issued on phone tapping permission

The Sindh High Court issued notices on Monday to the attorney general, advocate general Sindh, Pakistan Telecommunication Authority (PTA), and others in response to a petition challenging the decision to allow intelligence agencies to tap phones. The court heard the petition, filed by Advocate Abdul Ahad through Advocate Raja Arsalan. The constitutional petition names the Federation of Pakistan, the Ministry of Interior, the Ministry of Law, the Ministry of Defense, PTA, and other institutions as respondents. Petitioner’s lawyer, Advocate Raja Arsalan, argued that permitting phone tapping violates fundamental rights.

Bannu jirga opposes Operation Azm-e-Istehkam, demands permanent end to TTP

In a meeting held at the Khyber Pakhtunkhwa (K-P) Chief Minister's House on Monday, jirga leaders called for a permanent end to both 'good' and 'bad' Taliban in Bannu and opposed Operation Azm-e-Istehkam. The elders in the jirga presented 11 demands to K-P CM. The jirga leaders stated that unnecessary raids on seminaries and homes should be avoided to prevent public agitation and unrest. Additionally, the Jirga requested that injured police officers in terrorism incidents receive treatment at CMH and that all injured individuals be transferred immediately. After hearing the demands, CM Gandapur assured the jirga leaders that a meeting of the provincial apex committee would be convened within two days to discuss the presented demands and pledged that these issues would be raised in the committee.

Islamabad Police arrest PTI’s Gohar Ali Khan and Raoof Hassan

Islamabad Police arrested Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali Khan and Information Secretary Raoof Hassan on Monday in a raid on the party's secretariat, Express News reported. The raid, led by SSP Hassan Jahangir Wattoo, saw a significant police presence encircling the PTI headquarters in the federal capital. Female police officers were also involved in the raid. Details of the charges against the detained officials have not yet been disclosed. The PTI has condemned the arrests, labelling them as politically motivated. Beggars turn scapegoats for new Punjab govt

For a country where every silk-stocking office holder embarks on a quick trip abroad for apologetically seeking financial assistance on the grounds of correcting the fiscal mess created by the preceding rulers, the government’s decision to crackdown against ragged beggars on the footpath is nothing but a move of expediency, aimed at diverting attention from the real problem, the corrupt practices that have led to the current economic recession, which has turned even the most dignified citizens into nagging beggars. Recently, the Punjab government announced its decision to intensify legal action against people living below the poverty line in the provincial capital, who were cushioning their household expenditures by begging on the roads. Following the amendment made to the Islamabad Prevention of Beggary Act 2019, all beggars and their ringleaders will be put in jail for three months alongside being penalized with heavy fines. While this initiative might be commended by citizens pestered by insistent beggars at traffic intersections, it has come as a bolt out of the blue for those destitute households, whose very survival was contingent upon the generous impulses of passers-by. For instance, Sakina Bibi, a domestic worker from Okara, compensates for her low paying job by begging at the Lahore Canal. “Begging allows me to feed my children one meal a day. When room rents, electricity bills and other expenses expand my income, how else will I keep my children alive. If the government wants to put us in jail, let them do it. But then they should also arrest my children. This way they may at least get two meals a day in the barracks,” sorrowfully argued Sakina. Similarly, Sabir Ali, a differently-abled beggar from Jallo Mor, supports his family of ten by begging on the roads.” If the government arrests us for begging, then how will our families survive. Our rulers also go to foreign countries and ask for money, but the poor man cannot ask God's servants for two servings of bread a day,” lamented Ali. According to Salman Abid, a public policy advisor and Professor at the University of Punjab, peaking inflation, unemployment and an unfair distribution of resources in the society has caused the number of beggars to increase in the city. “The incompetence of our rulers has turned people into beggars. When a person has no job, no house, no bread, then they turn to begging since our government does not give any food stipends. Instead of arresting beggars and putting them behind bars, the government should teach them skills which can help them earn a living and feed their families,” opined Abid. According to sources of The Express Tribune obtained by the Department of Social Welfare, the number of beggars in Punjab is increasing day by day, with the majority concentrated in Lahore, which attracts at least 300 to 500 beggars from other cities in South Punjab on a daily basis, who occupy posh areas and main highways of the city. This number exceeds 1000 in the week before the two Eid’s. “If a ruler brings money by begging from countries abroad, then it is right but if a poor person seeks help out of necessity, then how is that wrong. Action should be taken against professional beggars or those who forcibly make others beg, but helpless beggars should not be harassed under this guise. If the government arrests beggars and keeps them in jail, they will become criminals,” said Abdullah Malik, a law expert and civil society leader. Speaking to The Express Tribune on the matter, Nurul Amin Mengal, Interior Secretary Punjab said, “Under the new law, forced begging has been declared a non-bailable offence. The gang leader of the beggar mafia will be sentenced to 10 years in prison and a fine of RsS2 million will also be imposed. In case of non-payment of the fine, the convict will have to undergo three more years of imprisonment.”

PTI to file reference against CEC Sikandar Sultan Raja

Pakistan Tehreek-e-Insaf (PTI) has decided to file a reference against Chief Election Commissioner (CEC) Sikander Sultan Raja and four members of the Election Commission of Pakistan (ECP). Besides, the party is also considering moving the Supreme Judicial Council (SJC) against Chief Justice of Pakistan (CJP) Qazi Faez Isa.  According to sources, the decision was taken to file a reference against the CEC and the election watchdog’s four members in a legal committee meeting of the party.  The meeting was attended by Shibli Faraz, Sardar Latif Khosa, Salman Akram Raja, and other lawyers. The meeting decided that the PTI would approach the SJC along with the evidence and demand the removal of the CEC and ECP members.  The reference would also raise the issues of denying the PTI its traditional symbol of ‘bat’, non-provision of a level playing field, and holding the general elections much later than the stipulated time frame.  The sources said the suggestion of filing a reference against the CJP is also under consideration. The task to file the reference is entrusted to Barrister Ali Zafar as per the instruction of the PTI founder.  In addition, the decision to file a reference is also taken on the directives of Imran Khan. The final decision to file the reference will be taken in the next meeting of the PTI’s legal committee.

Imran Khan rules out 'deals' with PPP

PTI founder Imran Khan has sternly ruled out any possibility of ‘cutting deals’ with the Pakistan Peoples Party (PPP) on any matter, including the no-confidence motion. He accused both PPP and PML-N of being two peas in a pod, branding them as “products of Form 47” — referring to the controversial February 8 general elections. The incarcerated leader stated he would only consider talks with the PPP if it was a stepping stone back to power. He argued that the country’s only escape from its current quagmire is “clean, transparent elections” and “better economic reforms.” During an informal conversation with journalists at Adiala Jail on Saturday, Imran expressed his unwavering stance, asserting that the ruling PML-N and its key coalition ally PPP were indistinguishable and both were products of ‘manipulated’ electoral processes. He criticised the current political climate, describing it as detrimental to democracy. He highlighted the restrictions placed on his party, stating that key leaders, including the chairman and vice chairman, were already imprisoned, yet the government still threatened further bans on the party. He condemned this as an attack on democratic principles. Addressing the conditions in Adiala Jail, the former premier detailed the harsh treatment he faced, including unsanitary conditions and inadequate food. He called for an investigation into the alleged poisoning and mistreatment during his imprisonment. Imran also voiced his strong condemnation of the Bannu incident, where he claimed the military fired on unarmed civilians during a peace march. He demanded a judicial inquiry to ensure accountability. On the economic front, the PTI founding chairman criticised the government’s fiscal policies, questioning the increase in the presidential budget and accusing the ruling elite of burdening the public while avoiding personal sacrifices. He emphasised that transparent elections and economic reforms were essential for Pakistan’s recovery from its current crisis. He dismissed allegations related to his involvement in dissolving assemblies, stating that actions were taken in response to foreign interference, specifically referencing Donald Lu’s statement. He called for an investigation into the events of May 9, questioning why CCTV footage had not been released and why a judicial commission had not been established. Despite facing potential lifelong imprisonment, Imran declared his readiness to stand by his principles.

Govt sets up firewalls to fight propaganda

The federal government has decided to take effective measures to manage and control the negative propaganda being spread on social media platforms against the country’s ideological foundations and institutions by acquiring the latest technology. According to sources from the PTA, the telecom regulator has invited bids for the installation of firewalls. These firewalls, including next-generation and application firewalls, will be installed by internet service providers. The next-generation firewall will have Deep Packet Inspection (DPI) capability, allowing it to inspect data up to layer seven. This firewall will enable real-time data monitoring, URL filtering, application control, and malware protection. It will also take proactive measures against cybersecurity threats. The Web Application Firewall (WAF) will monitor and filter data from web applications. PTA has invited electronic bids under the PPRA's e-ped system. Social media platform X—formerly Twitter—has been facing a ban in the country since February this year. The federal government contends X is being used by anti-state elements to malign state institutions. In its reply submitted to the SHC which is hearing some petitions requesting immediate restoration of the site earlier this month, the government said its February 17 decision to impose a temporary ban on the site does not violate Article 19 of the Constitution.

Pakistan to boycott businesses supporting Israel

Pakistan established a committee to identify businesses to boycott for supporting Israel in its offensive on Gaza on Saturday. Rana Sanaullah, adviser on political affairs to Prime Minister Shehbaz Sharif, stated, "A committee has also been constituted to identify such companies and products in Pakistan that may be directly or indirectly abetting Israel or forces committing war crimes against Palestinians." This action follows an agreement between the government and the far-right political party Tehreek-e-Labbaik Pakistan (TLP). TLP had organised a rally and sit-in in Rawalpindi, near Islamabad, which concluded late on Friday after the deal was announced. The accord requires authorities to provide further humanitarian assistance to Palestinians and ban all products from companies supporting Israel. Alongside TLP representatives, Sanaullah told reporters in Islamabad, "Israel is a terrorist country, and Netanyahu has committed war crimes. Pakistan will use every possible means to help Palestinians and condemn Israel as a terrorist country." He also mentioned that the TLP and the government have agreed to expedite efforts to provide 1,000 tons of humanitarian aid to Palestinians in Gaza, including food, medicine, and other essentials. Sanaullah urged the international and Muslim communities to hold Netanyahu accountable and bring him to justice. He stated that Islamabad is prepared to welcome injured Palestinians for treatment if the Palestinian Authority arranges for their transport. "Our schools and hospitals are open for providing education and medical facilities to the innocent Palestinians," he added. Earlier this month, Pakistan announced scholarships for Palestinian medical students from Gaza to continue their education in Pakistan. Govt briefs president on PTI ban move

The ruling PML-N approached President Asif Ali Zardari on Friday to brief him on the government’s recent decisions: to impose a ban on the PTI, to try its top leaders for high treason, and to challenge the Supreme Court’s decision on reserved seats. Sources within the ruling coalition revealed that a PML-N delegation, including Deputy Prime Minister Ishaq Dar, Minister for Law Azam Nazir Tarar, National Assembly Speaker Ayaz Sadiq, and Attorney General for Pakistan Mansoor Awan, met the president. The meeting took place in the private wing of the Presidency, as such discussions are typically kept confidential. The PML-N delegation met Zardari just a day after PML-N President Nawaz Sharif announced his plan to consult with political parties, especially allies, about the Supreme Court’s July 12 decision to allocate reserved seats in the national and provincial legislatures to the rival PTI. Following the Supreme Court’s decision to reinstate the PTI, the PML-N-led ruling coalition resolved to refer the matter back to the top court, seeking a ban on PTI and initiating Article 6 proceedings against former prime minister Imran Khan, former president Dr Arif Alvi, and former deputy speaker Qasim Suri for dissolving the National Assembly in April 2022. In a press conference on July 15, Federal Minister for Information Ataullah Tarar announced that the ruling alliance would also challenge the Supreme Court’s July 12 ruling by filing a review petition. He further disclosed plans to take strict legal action against individuals campaigning from abroad and lobbyists involved in conspiracies targeting Pakistan. Tarar also stated that the government would address those who allegedly sabotaged an IMF deal, pushed the country towards default, and used diplomatic cables for personal and political interests. Following these announcements, the PPP and other allies attempted to distance themselves from the decisions but did not explicitly state they would withdraw their support. The PPP, a key ally of the government, initially indicated it would consult before deciding its stance but later confirmed its support for the federal cabinet’s decisions. Critics argue that the PPP’s fluctuating stance reflects its desire to maintain a distinct identity and avoid being held responsible for decisions made by the ruling PML-N. They point out that the “fixed fight” between the two parties during the budget period illustrates this dynamic. The alliance between the PML-N and the PPP was based on an agreement to share constitutional offices and support each other’s positions. The PPP retained the presidency, Senate chairmanship, and deputy speaker of the National Assembly, while the PML-N secured the prime ministership, the speakership of the National Assembly, and the deputy chairmanship of the Senate. They also divided governorships of the provinces, with the PPP keeping Punjab and Khyber Pakhtunkhwa, and the PML-N holding Sindh and Balochistan. Pakistan presses Afghan govt on TTP

Pakistan on Friday said the Afghan Taliban authorities knew the whereabouts of outlawed Tehreek-e-Taliban Pakistan (TTP) and other terrorists and added “Islamabad expects Kabul to take concrete action against them”. “Pakistan has been engaged in several conversations with the Afghan authorities in the last several months, where we have been exchanging intelligence and information, concrete evidence of individuals and groups responsible for terror attacks inside Pakistan,” the Foreign Office spokesperson told reporters at a weekly briefing. Mumtaz Zahra Baloch was responding to a series of questions about a surge in terrorist attacks in the country in recent weeks and Pakistan’s possible next step. While she refused to share any details about Islamabad’s potential next step if Kabul refuses to take action against the TTP, the spokesperson said Pakistan had expectations from the Afghan authorities to move swiftly against the terror outfits. The Foreign Office summoned the Afghan embassy in-charge earlier this week after terrorist attack on the Bannu cantonment. The Hafiz Gul Bahadur group took responsibility of the attack. The Afghan envoy was recorded a strong protest and was told to convey Pakistan’s strong reservations to the Afghan authorities. “We expect the Afghan authorities to take concrete action, effective action, robust action against these groups, to disarm the TTP and Gul Bahadur Group and hand over their leadership and those responsible for terror attacks against Pakistan,” she demanded. “The Afghan authorities know the whereabouts of these individuals. They are aware of the concerns that Pakistan has about their activities. They are aware of the activities of these individuals and groups and their sponsors,” she said. “We expect Afghanistan to take immediate and effective action against these terror groups and any sponsors or backers of these terror groups,” she added. Regarding US concerns over the move to ban Tehreek-e-Insaaf, the spokesperson termed the State Department statement unwarranted. “The recent decisions by Pakistani courts, including the Supreme Court of Pakistan, show the strengths of Pakistan’s legal and judicial system and the ability of the Pakistani nation to deal with domestic challenges. Commentary from abroad is therefore unwarranted and unacceptable interference in Pakistan’s domestic affairs,” she stressed. Meanwhile, Sardar Ahmad Shakib, the charge d’affaires of Afghanistan’s embassy in Islamabad, told TOLOnews that the message received from Pakistan’s Foreign Ministry has been shared with Kabul.

Gunfire results in injuries, deaths at Bannu peace protest: K-P govt

Tensions escalated dramatically on Friday in Bannu, Khyber Pakhtunkhwa (K-P), as a peaceful protest demanding regional peace turned violent, resulting in gunfire that left several dead and injured. Barrister Mohammad Ali Saif, K-P government's spokesperson, confirmed the unfortunate turn of events. In a video statement posted on X, Saif explained that the protest, organised by various social organisations, traders, and political parties, aimed to demand peace in the area. The protest followed a terrorist attack earlier in the week on Bannu Cantonment, which resulted in the deaths of eight military personnel. The attack was attributed to the Hafiz Gul Bahadur group operating from Afghanistan. According to AFP, the rally saw over 10,000 people waving white flags and calling for peace, expressing frustration that despite two decades of military operations, stability had not been achieved. Protesters emphasised that military actions alone could not replace the need for genuine peace. "Unfortunately, some unpleasant events occurred during the protest, escalating into gunfire, resulting in casualties," he stated without specifying the number of deaths or injuries. Officials, including the Bannu commissioner and deputy commissioner, engaged with protest leaders to bring the situation under control. A jirga was also convened to restore peace and security. The K-P government announced compensation for the victims, with further details to be provided soon. K-P Governor Faisal Karim Kundi expressed concern over the incident, calling for a factual and reasoned approach to the situation and demanding a report from federal and provincial authorities. In response to the violence, the K-P Health Department declared a health emergency in all public sector hospitals in Bannu. Muhammad Numan, a spokesperson for three government hospitals in the district, confirmed one death and 27 injuries. Pakistan seeking external financing options, says finance minister

Pakistan will focus on meeting its external financing needs by speaking with foreign governments and lenders to draw foreign investment as well as seeking loan rollovers, the country's finance minister told Reuters on Friday, as his government prepares to execute its new $7 billion International Monetary Fund (IMF) agreement. Pakistan and the IMF reached an agreement for the 37-month loan program this month. Tough measures such as raising tax on agricultural incomes and lifting electricity prices have prompted concerns about poor and middle class Pakistanis grappling with rising inflation and the prospect of higher taxes. Pakistan has relied heavily on IMF programmes for years, at times nearing the brink of sovereign default and having to turn to countries such as the United Arab Emirates and Saudi Arabia to provide it with financing to meet external financing targets set by the IMF. Finance Minister Muhammad Aurangzeb said in an interview that external financing continued to be an important component, though the government was seeking to focus on more sustainable forms such as direct investment and climate financing. "I think in the existing situation we can expect those (loan) rollovers to continue to take place ... we have requested extension of maturities," Aurangzeb said. Rollovers or disbursements on loans from Pakistan's long-time allies Saudi Arabia, the United Arab Emirates and China, in addition to financing from the IMF, have helped Pakistan meet its external financing needs in the past. The IMF said the new Extended Fund Facility program is subject to approval from its Executive Board and obtaining "timely confirmation of necessary financing assurances from Pakistan's development and bilateral partners". Aurangzeb said that meeting the external financing gap was "very manageable and very doable". He said Pakistan plans to expand its strategy beyond relying heavily on rollovers and toward foreign direct investment, including in the huge copper and gold Reko Diq mine in southern Pakistan. He added his government was working on identifying "bankable and investable" projects for Saudi Arabia and the United Arab Emirates, which have announced interest in billions of dollars in investment in Pakistan. "That is what's going to lead to sustainability, " he said. "If we can't get this executed in the next three years, we will not be able to get out of the 'last' program." Pakistan has been plagued by boom-and-bust cycles for decades, leading to more than 20 IMF bailouts since 1958. It is currently the IMF's fifth-largest debtor, owing $6.28 billion as of July 11 according to IMF data. Aurangzeb said the Reko Diq copper and gold mine project had drawn interest from the World Bank's private investment arm, the International Finance Corporation (IFC), which had signalled it would invest a "large amount". Aurangzeb said that during a trip to China that he plans by the end of July, Islamabad will discuss power sector structural reforms with Beijing that have been suggested by the IMF. Beijing has set up over $20 billion worth of planned energy projects in Pakistan. CLIMATE FINANCE Pakistan has also agreed with the IMF to launch talks this year on financing under the fund's Resilience and Sustainability Trust (RST) to draw financing for projects related to climate change. Pakistan is one of the countries worst affected by climate change. Huge floods in 2022 killed hundreds of people and caused billions of dollars of damage in infrastructure and agriculture. "We will start the discussions around that during this calendar year, possibly at the time of the first review, which will be in October, around the annual meetings in Washington," said Aurangzeb, though he did not specify how much his government would request. Pakistan has only successfully completed one long term Extended Fund Facility, in 2017. Aurangzeb said he planned to ensure Pakistan completed the current programme, despite mounting political pressure and the inflationary impact of IMF-suggested reforms. The minister, former head of Pakistan's largest bank, also stressed that the government planned to push through the privatisation of loss-making enterprises including national carrier Pakistan International Airlines (PIA).

According to sources, the review petition has been forwarded to the judges committee on practice and procedure after allotting it a number. The sources said the two members of the committee have agreed to fix the petition for hearing after two months. The sources said the majority of the members recommended hearing the petition after the vacations of the Supreme Court so that all the judges could be available. As per sources, some of the judges will go abroad during the vacations.

Nawaz to consult allies on SC verdict

Former prime minister and ruling PML-N’s President Nawaz Sharif has decided to consult with political parties, particularly the PML-N’s coalition partners, on the Supreme Court’s July 12 decision to allocate reserved seats in the national and provincial legislatures to rival PTI. According to sources in the PML-N, Nawaz will discuss the political situation following the Supreme Court’s decision with political leaders. They said Nawaz Sharif has decided to contact allied parties before holding a meeting with his party’s senior leadership. He will personally reach out to the leaders of all allied parties. The sources said Nawaz Sharif will contact PPP Co-chairman Asif Ali Zardari, PML-Q’s Chaudhry Shujaat Hussain, JUI-F’s Maulana Fazlur Rehman, the leaders of the MQM and the ANP as well as the allied parties from Balochistan. After consultations and discussions with all allied leaders, the PML-N will formulate a future strategy. Meanwhile, the PPP, after expressing some reservations, has thrown its weight behind the PML-N-led government’s decision to ban the PTI and pursue Article 6 proceedings against its key leaders, including ex-premier Imran Khan. Initially perceived as divided, the ruling coalition now presents a united front. “[The PPP will] stand with the federal cabinet’s decisions [to ban the PTI],” said PPP General Secretary Nayyar Hussain Bukhari on Thursday. “The PPP stands with the government and will endorse the decisions of the federal cabinet,” Bukhari told a media outlet. The PML-N-led coalition government on July 15 announced that it would ban the PTI, initiate high treason proceedings against Imran, ex-president Arif Alvi, and ex-deputy speaker of the National Assembly, Qasim Suri, for “unconstitutionally” dissolving the assembly, among other things. The PML-N also announced it would challenge the Supreme Court’s decision of allotting reserved seats in the NA to the PTI and take stern action against individuals and lobbyists targeting Pakistan from abroad. Surprisingly, the PPP’s support came at a time when the government itself was modifying its stance. Deputy Prime Minister Ishaq Dar said the other day that no conclusive decision had yet been taken regarding the announcement to ban the PTI and that such a step would only be decided by the leadership and its allies. Subsequently, Law Minister Azam Nazeer Tarar said the matter of imposing Article 6 on PTI leaders could be brought to parliament for debate. Soon after the government made the announcement, some PPP leaders had said the party would take the matter to its central executive committee but the secretary general’s statement has left little to imagination as to where the party stands when it comes to supporting the PML-N against the PTI. Additional reserved seats were earlier distributed among the ruling parties after the ECP ruled that the PTI, which was under the Sunni Ittehad Council banner in the assembly, was not eligible for the reserved seats.

Party chairman Gohar Ali Khan on Thursday rejected the judges induction plan while talking to reporters along with National Assembly Opposition Leader Omar Ayub, Senate Opposition Leader Shibli Faraz and senior party leader Asad Qaiser. Chief Justice Qazi Faez Isa had proposed four retired Supreme Court judges for appointment as ad hoc judges. However, two of them, Justice (retd) Musheer Alam and Justice (retd) Maqbool Baqir had excused themselves from taking up the position. Barrister Gohar said that the appointment of ad hoc judges was mala fide. “Four judges are being appointed at the same time during the vacations with a view to bringing in like-minded judges,” Gohar said. “We are sending this issue to the Supreme Judicial Council,” he added. Simultaneously, a Joint parliamentary party meeting of the PTI and Sunni Ittehad Council (SIC) rejected the decision of ad hoc judges’ induction in the Supreme Court, stating that the plan was made to create an artificial numerical superiority of an individual, the press release added. During the media interaction, Omar Ayub urged that the new ad hoc judges should not hear PTI cases. He said that neither anyone could question the PTI’s patriotism nor dare ban the party, adding that those considering to ban the party were “the ignorant, sitting in Murree”. “You put our leader in jail but our party did not break. No one can ban the Tehreek-e-Insaf, Omar Ayub said. He added that he had held a meeting with the PTI founder in the Adiala Jail and he had instructed him to organise the party. “Imran said this government has gone mad, but we will get our [reserved] seats [in accordance with the Supreme Court decision],” he said. In view of the apex court ruling, he added that the chief election commissioner (CEC) and the four commission members should resign immediately. “Apply Article 6 [of the Constitution] on them immediately,” Omar said, referring to the high treason charge. He stressed that the party would hold a rally in Islamabad. He alleged that the PTI’s parliamentarians were being picked up by agencies and implicated in false cases. Meanwhile, according to a PTI press release, joint parliamentary party meeting rejected the government’s plan to ban the PTI and initiate high treason proceedings against the PTI founder under Article 6, warning that such a move would lead to chaos in the country. According to the press release, the participants demanded that Article 6 should be invoked against those who had been flouting the Constitution and breaking the laws for the past two years. They added the announcement of banning the PTI was a proof of desperation of a non-representatives government. “The decision to impose ban on the country’s most popular political party is contempt of the Supreme Court because it aims at depriving the PTI of the reserved seats. That is why all political parties, including the government-allied parties, categorically rejected this undemocratic and unconstitutional move,” it said. The meeting condemned the government’s indirect messages about not implementing the Supreme Court’s reserved seats decision, and warned that any deviation from the apex court’s verdict would lead to political instability. Demanding action against CEC Sikandar Sultan Raja and members of the Election Commission of Pakistan (ECP), the participants highlighted evidences, including the “confession of then Rawalpindi commissioner Liaquat Chattha”, of rigging in the February 8 elections. The parliamentary party strongly condemned the ill-treatment meted out to PTI Vice Chairman and former foreign minister Shah Mahmood Qureshi, while shifting him to Lahore. It termed it the worst kind of human rights abuse to subject a person in a vulnerable state to inhumane treatment and unethical behaviour. The meeting denounced “illegal arrests and enforced disappearances” of the PTI parliamentarians. “The unlawful and unconstitutional detention of PTI MNAs Moazzam Jatoi and Sahibzada Amir Sultan is a violation of parliamentary traditions,” the press release stated. The participants of the meeting lamented that no positive progress had been made in the cases of the missing persons, including the brothers of Azhar Mashwani, Dr Shahbaz Gill and a senior member of the PTI Central Media Department.

Fitch predicts technocrat takeover if PML-N fails

Global credit rating agency Fitch has predicted a technocrat set-up in Pakistan in case the Pakistan Muslim League-Nawaz (PML-N) government is ousted. In its latest report on Pakistan, the agency projected that the PML-N led coalition government will remain in power for the next 18 months with no immediate plans for fresh elections. The incumbent government will continue to implement the reforms mandated by the International Monetary Fund (IMF) that will enable the economy to grow, the report said. However, Fitch mentioned that political upheaval might affect the economic activities in Pakistan along with the impacts of climate change, including floods and drought. According to the rating agency, former prime minister Imran Khan is unlikely to get released from jail in the foreseeable future despite getting relief in a number of cases. The agency went on to predict that the next general elections in Pakistan will be held in 2029. On the economic front, Pakistan’s current account deficit is projected to remain 1% in FY2024/25. The Fitch report suggested that the State Bank of Pakistan (SBP) might reduce its key policy rate from 22% to 16% in 2024. However, Fitch took an optimistic view on Pakistan’s fragile economic trajectory, projecting growth improving to 3.2% on the back of a significant cut in interest rate and nominal drop in rupee-dollar exchange rate and moderate current account deficit in the just started fiscal year 2024-25. It, however, projected the government would miss its ‘ambitious budget targets’ in FY25, while “the current PML-N government will remain in power over the coming 18 months and will succeed in pushing through with IMF-mandated fiscal reforms… Despite several successful legal appeals, opposition leader Imran Khan will remain imprisoned for the foreseeable future.” Fitch said the economic growth in Pakistan will accelerate from 2.4% in FY2023-24 to 3.2% in FY2024-25, driven by monetary easing, improved agricultural output and slowing inflation. “Risks are heavily weighted to the downside.” As Fitch had predicted, the economic activity in Pakistan was stronger than most analysts had expected in FY2023-24 (July 2023-June 2024), the report said. It anticipated Pakistan’s current account deficit will remain small but will widen from 0.8% of GDP in FY2023-24 to 1% of GDP in FY2024-25. “The slightly wider overall deficit will be due to a larger trade deficit, which will widen from 7.5% of GDP in FY24 to 7.7% of GDP in FY25. Risks are weighted towards a wider deficit, which could be caused by a jump in oil prices or lower-than-expected grain production.” Pakistani policymakers have had more success than Fitch had expected in stabilising the rupee, and it now foresees “the big falls in the currency are behind us. We expect that the rupee will only weaken a touch over the remainder of 2024, slipping from Rs278/$ to Rs290/$ (and to Rs310/$ in 2025). Risks remain weighted heavily towards a larger rather than a smaller depreciation.” Easing inflation in Pakistan will provide the State Bank of Pakistan (SBP) with the space to cut its key policy rate from 22% to 16% in 2024. It expects that policymakers at the SBP will continue to loosen policy over the longer term, to 14% by end of 2025. The key risk to this forecast is towards faster-than-expected inflation, which would cause policymakers to slow their easing cycle. Fitch Solutions expects that Pakistani policymakers will miss their ambitious budget targets, but it still expects that the deficit will narrow, slipping from 7.4% in FY24 to 6.7% of GDP in FY25. Provided that the government remains on the current policy trajectory, the country will probably succeed in negotiating a longer-term deal with the IMF. Risks remain weighted towards a much larger deficit. The economic recovery is fragile and another shock would quickly push up the cost of servicing Pakistan’s large government debt burden. The risks to Fitch growth outlook are heavily weighted to the downside. Pakistan’s economy remains very fragile in the face of external shocks. Given that 40% of Pakistanis work in agriculture, another flood or drought would pose a significant risk to the economy. The report noted that the country’s fragile political situation could also derail the recovery, adding that another round of protests in urban areas could disrupt economic activity. “In the unlikely event that the government is replaced, the most likely alternative is a military-backed technocratic administration rather than fresh elections,” it said.

Nephew of PPP leader killed in Karachi shootout

A shooting occurred at a barber shop located in Karachi's Gulshan-e-Iqbal, resulting in the death of the nephew of Wasim Brohi, the president of PPP District City Area PS 101 Youth Wing and PPP regional leader Akram Baloch. According to Karachi Police spokesperson, the deceased was identified as 35-year-old Sajid Sharif, son of Sharif Dilshan Sajid. In an interview with Express, Sajid's uncle, Sajid Brohi, mentioned that Sajid was the third among six brothers and worked at a poultry meat shop. Five alleged suspects, Nasser, Hamza, Bilal, Razaq, and Rizwan, are believed to be involved in the murder, and a case will be filed against them. Brohi appealed to the Chief Justice of Pakistan, the Army Chief, DG Rangers, IG Sindh, Additional IG Karachi, DIG East, and all police officers to arrest those responsible for Sajid's murder. SHO Aziz Bhatti, Shehzad Ilyas, revealed that one of the accused, Nasser, had previously killed Sajid's cousin and was arrested by the police. Nasser, who served 16 years in prison, was released on bail four months ago. Jinnah Hospital MLO Dr. Sikandar reported that Sajid was shot a total of 10 times. SSP Gulshan Iqbal, Abdul Aleem, stated to the media that the shooting was the result of a family feud. Eight bullet casings were found at the scene. While the family has named several suspects, they do not wish to officially name anyone until a case is filed. Operational and investigative police are currently investigating the murder, and the facts will be revealed soon. Read PPP will oppose any move to ban PTI: Qamar Zaman Kaira Previously, a Pakistan Peoples Party (PPP) worker was shot dead by unidentified gunmen one of whom was also fatally injured by citizens at the scene in Korangi on Wednesday. The deceased, identified as 30-year-old Nauman Abbasi, son of Muhammad Iqbal, a resident of Kund Goth, Korangi, also owned a small restaurant in Bengali Para. As per details, Nauman was riding his motorcycle towards Dhobi Ghat when two gunmen on another motorcycle opened fire, critically injuring him. Despite his injuries, Nauman managed to confront one of the attackers, leading to a scuffle during which both fell to the ground. Nearby residents intervened, overpowered one attacker, and thrashed him severely. As soon as informed, a police party rushed to the scene and shifted both Nauman and the injured attacker to JPMC where both of them succumbed to their injuries during treatment. According to police sources, Nauman was allegedly involved in several illicit activities, including land grabbing, illegal trade of carcinogenic tobacco chews such as gutka and mawa, unauthorised water connections. Besides that, he was also a police informant.
